Citizenship: the age of responsibility
1 Read the text.
In England, the law says that a child under the
age of ten does not understand the difference
between right and wrong. The courts, however,
can prosecute children aged ten or over if the
police can prove that the child understands the
idea of crime. This is known as the age of criminal
responsibility.
The UK has the lowest age of criminal
responsibility in the European Union. Other
European countries do not treat children as
criminals. Many people, including representatives
of the United Nations, think that children aged
ten are too young to be treated as criminals. They
say that the UK government should think more
carefully about the reasons why young children
commit crimes. Many children who commit crime
have difficult home lives and do not go to school
regularly. Some people believe that young
children do not understand the difference between
right and wrong.
On the other hand, the government argues that a
low age of criminal responsibility prevents children
from getting involved in crime at a young age.
They say that children realize that if they break
the law, they will be punished in some way.
In Spain the situation is very different. The age of
criminal responsibility is 16. Do you think we
should punish young criminals at an early age?
Or should we simply treat children as children?

1 Read the text.
Handwriting originated about 6000 years ago in Mesopotamia, in the Middle East. People used pictures, or
pictograms, to show what they had bought and sold, and to show how much grain had been grown on the farms.
In about 3100 BC, a form of handwriting called cuneiform emerged in Mesopotamia. Cuneiform adapted
pictograms to mean words or syllables. There were thousands of pictograms. There are a lot of words in a
language!
At about the same time in Egypt, hieroglyphics were evolving. This system contained phonetic symbols which
indicated sounds. Hieroglyphics, however, often didn’t include vowels, so they were difficult to read.
In about 1500 BC, the Phoenicians created a system of phonetic symbols. Their system had fewer symbols, so it
was a skill that was easier to learn. Like hieroglyphics, the Phoenician system only included consonants.
In about 800 BC, the Greeks added vowels to the Phoenician system and created an alphabet of 24 letters. The
Romans adapted it to match the Latin language so that it became what we use today – the alphabet of 26 letters.

Thomas Edison was born in 1847 in Ohio, US. He was one of the world’s greatest inventors and industrial
leaders. Edison won 1093 US patents for his inventions, more than anyone else in history. He invented the
record player and the kinetoscope – a box for watching films. He also became very famous for his work on the
light bulb.
When Edison started work on the light bulb, electrical lighting already existed but it was expensive and
impractical for the home. Edison developed a bulb that could burn for more than thirteen hours. He also invented
the system that makes a light bulb work, including a socket with an on / off switch! By 1879, he had developed a
more practical and longer lasting light bulb. Three years later he started the first electrical power station. It
provided a small number of homes in New York City with electricity. At first, electricity was only available at night
time but by the late 1880s the houses had electricity for twenty-four hours a day. Soon there were power stations
all over the US.
Edison set up companies to produce his inventions both in the US and around the world. He was also very
interested in industrial research and started the world’s first industrial laboratory.
Edison achieved a lot through his talent and hard work. His famous words ‘Genius is 1% inspiration and 99%
perspiration’ describe him very well.
