1. INTRODUCTION

1.1 Introduction from Rally IrelandWelcome - Fáilte - Bienvenue - Bienvenidos - Willkommen - Benvenuto - Boas - Vindas

Welcome to Ireland’s second running of a round of the World Rally Championship, an event we hope will continue to be on

the calendar for many years to come.

The beautiful location of the north-western counties of Northern Ireland and the Republic of Ireland, familiar to those of you

who attended our candidate event in 2006 and our inaugural WRC event in 2007, will be home to Rally Ireland WRC. Rally

Headquarters and the Service Park for the event will be located in Sligo city. The Headquarters will be in the Clarion Hotel

with the Service Park adjacent to it in the campus of the Institute of Technology. The Media Centre will be located inside the

Service Park.

Rally Ireland is round one of the 2009 FIA World Rally Championships and will take place from Friday 30th January 2009

to Sunday 1st February 2009. The event will open with a Ceremonial Start in Enniskillen, on Thursday evening. The event

route includes eight counties, both north and south of Ireland, and the rally will conclude on Sunday with a Super Special

Stage in Donegal Town.

We have harnessed the best challenges of Irish tarmac for the event; excellent challenging stages in the Sligo mountains

and Fermanagh lakelands that will delight, inspire and challenge competitors and spectators alike.

The enthusiasm of Irish motorsport fans is renowned throughout the world, and we expect large numbers of spectators from

here and overseas to attend. We have put in place a very comprehensive spectator and safety management plan to make the

event safe and enjoyable for all our guests. We have also introduced a major environmental initiative to reduce the carbon

footprint of the event and make signifi cant moves towards environmental awareness and good practice in motorsport.

The support of the governments in both the north and south of Ireland for this event has been strong and consistent, as

witnessed by our sponsorship from government agencies Fáilte Ireland and Department of Culture, Arts and Leisure (DCAL)

in Northern Ireland. All of the local agencies in tourism and hospitality, emergency services and motorsport are working to

deliver a world-class event and ensure you of the hospitality we are famous for. Motorsport Ireland and the Association of

Northern Ireland Car Clubs are driving forward professional training for over 4000 volunteers who will work as Marshals and

in other capacities on the event.

Our core management team is drawn from the most talented and experienced professionals in their fi elds from all around

the world. Over four years of planning has gone into making Rally Ireland what we believe will be the best round of the World

Rally Championship in 2009.

1.2 Event OverviewRally Ireland 2009 will once again be a unique sporting challenge to the World Rally Championship, with its own character of

roads not found elsewhere in the WRC.

The route is a mixture of fl owing mountain roads and tight twisty farming lanes, challenging to both cars and crews.

The route for Rally Ireland has been chosen to showcase the country and its scenery, spectator access and above all a high

emphasis on safety being a key ingredient.

The event is once again based in the city of Sligo on the West coast with the event utilising territory all over the North West

of Ireland, straddling the border with Northern Ireland.

The Service Park is based at the Institute of Technology in Sligo, adjacent to the Rally HQ, with the Media Centre also based

in the Service Park. A shakedown stage is located close by.

The event will begin on Thursday evening 29th January 2009, with a Ceremonial Start in Enniskillen, Co Fermanagh.

The rally proper will start on Friday morning from Sligo with three stages run twice in the Leitrim/Cavan area before moving

after a second service to take in two stages in Co Tyrone after nightfall. Parc Fermé is adjacent to the Service Park, with the

day’s stages totalling nearly 165km.

On Saturday the action moves to Northern Ireland with three stages in Counties Tyrone and Fermanagh being run twice,

interspersed with Service in Sligo, and totalling 132km before returning to Sligo for the overnight halt.

Sunday’s action takes in fi ve stages totalling almost 70km in counties Sligo, Leitrim, Roscommon and Donegal culminating

with a thrilling stage around the streets of Donegal Town, which will be televised live as a fi tting fi nish to what will be an

excellent opening event of the season.

The cars will have a fi nal Service before the Final Control and Podium Ceremony in Sligo.

4. ENTRY DETAILS

4.1 Titles for Which the Rally CountsFIA World Rally Championship for Manufacturers

4.2 Criteria for Acceptance of Entries

4.2.1 Closing DateAll entry forms must be received before the close of entries on Wednesday 24th December at 18:00 (GMT)

Those wishing to take part in Rally Ireland 2009 must send the fully completed Entry Form to the organisers before the

closing date. Entries will only be accepted by bank transfer. If the entry form is sent by fax or email the original entry form

must reach the organiser no later than one week after the closing date for entries.

4.2.2 Number of EntriesThe maximum number of entries is 90.

4.2.3 ClassesEntries will be divided into four categories, as per FIA regulations, Priority 1, Priority 2, Priority 3 and Non Priority.

The classes for non priority drivers will be divided as follows:

Production Cars (group N) including Super 2000 CarsClass N1: Group N up to and including 1400cc

Class N2: Group N over 1400cc and up to and including 1600cc

Class N3: Group N over 1600cc and up to and including 2000cc

Class N4: Group N over 2000cc

Group A cars including World Rally CarsClass A5: Group A up to and including 1400cc

Class A6: Group A over 1400cc and up to and including 1600cc

Class A7: Group A over 1600cc and up to and including 2000cc

Class A8: Group A over 2000cc

Any Competitor not entered in the Junior World Rally Championship and taking part with a Super 1600 car must respect

Articles 7 and 8 (Servicing and Tyres) applicable to the Junior World Rally Championship, with the exception of tyre make,

which is free.

Cars entered in a class with less than 5 entrants will be admitted to the next class up.

4.2.4 AcceptanceEntries will be accepted at the discretion of the organisers. Outside the P1, P2 and P3 drivers the organiser will select crews

from the total number of entries received and place on the offi cial entry list.

5. SERVICE PARK

5.1 LocationGPS Coordinates: 54 16.706

The Service Park will be located off the N16 in the grounds of the Institute of Technology Sligo, Ballinode, Sligo, which is

adjacent to Rally Headquarters. Manufacturers entered to the FIA WRC will have their designated areas in the Service Park

according to Appendix VII of the FIA WRC regulations 2008.

There will be no Remote Service Zones.

5.2 Access The Service Park will be opened at 09:00 on Monday 26th January 2009 for Manufacturers and Manufacturer Teams and

at 09:00 on Wednesday 28th January 2009 for all other competitors. Manufacturer and Manufacturer Teams who wish to

access the service park before this time must contact the organisers.

Teams and competitors are asked to respect the opening times. Teams or tyre manufacturers who wish to bring equipment

to the Service Park prior to the opening times should contact the organisers who will try to facilitate requirements as much

as possible.

Competitors are requested to ensure that their team carry their Service Passes at all times as the organisers will be

collecting an admission fee to enter the Service Park.

The teams may bring their auxiliary vehicles into the Service Park, provided they can park them within their designated area.

Otherwise these vehicles must be taken to the auxiliary parking adjacent to the Service Park.

The Service Park will close at 22:00 on Sunday 1st February.

6.3.Pirelli will transport tyres to the event and supply the tyres to be used during the event. Each competitor enters into a supply/

7. RECONNAISSANCE

For the priority drivers materials can be collected by a team member duly designated in writing. Others have to attend the

registration in person.

Administrative checks for P3 and non-priority drivers will take place at reconnaissance registration.

7.2 Regulations and Restrictions Competitors are permitted a maximum of two passages over each special stage. A reconnaissance control card will record

each competitor’s passage over the stages. Under no circumstances may competitors’ drive in the opposite direction of rally

traffi c, unless instructed by an offi cial of the event.

The maximum speed limit will be 70kph (44mph) unless a traffi c sign or written instruction issued by the Organisers indicates

a lower limit. Competitors are reminded that the roads are not closed during reconnaissance and vehicles may be travelling

in the opposite direction.

Competitors nominated by FIA will be required to carry a GPS tracker unit in their cars. Details of collection location for these

devices will be available in Rally Guide 2.

8. SHAKEDOWN

9.2 Accreditation, procedure, criteria and deadlinesAs a round of the FIA World Rally Championship, the guidelines and procedures for media accreditation, as defi ned by the

FIA, will be adhered to at all times. Please ensure that all the requested information is included and that it is forwarded to the

correct organisation and address, as failure to follow the correct procedures will delay applications.

Rally Ireland considers the “Media Pass” to be a working tool and it is not to be used for public relations, promotion and/

or entertainment purposes. Under no circumstances will advertising, public relations agencies or similar companies and

organisation be accredited as media, nor will Rally Ireland issue any accreditation to representatives (press offi cers or

otherwise) of sponsors, suppliers, teams, drivers, etc.

9.3 Form for Reservation of FacilitiesA form for reservation of facilities in the media centre can be downloaded from the offi cial event website media section from

7th November onwards.

9.4 Media Centre LocationsThe media centre will be located within the Service Park and a short walk from Rally Headquarters. It will open at 08.00 on

11. FUEL

11.1 General Conditions All FIA Priority drivers are required to use FIA Fuel. The supplier appointed by the FIA for 2009 is Shell. According to

Article 25.2 of FIA World Rally Championship Regulations 2008, cars of priority drivers must be fi tted with FIA fuel sample

couplings. All competitors are required to fi t refuel couplings, except non priority drivers using a car which retains the

standard tank.

Non priority drivers may either use FIA fuel, following the same conditions and rules as the priority drivers, or may use

commercially available pump fuel, dispensed only from pumps, at fi lling stations nominated in the Road Book.

For environmental and safety reasons no refuelling is allowed in the Service Park (no refuelling from cans, drums or similar).

Ireland enjoys over 1,448km of spectacular coastline, surrounded by the mighty Atlantic on the west and the Irish Sea on

the east. As well as towering cliffs, clear fresh waters, pristine sandy beaches, and an abundance of opportunities for the

watersports enthusiast, the coastline enjoys lively fi shing villages with some of the best seafood in the world.

The political landscape of the island has changed over the centuries. In the 1920’s, a treaty was agreed which divided the

island into the Republic of Ireland and Northern Ireland, with Northern Ireland falling under the sovereignty of the United

Kingdom. In 1998, an Agreement between the governments of Ireland and the political parties on the island known as the

“Good Friday Agreement” was signed.

Despite many problems implementing this agreement, on 8th May 2007 Northern Ireland established its own Legislative

Assembly with locally elected representatives, rather than being governed by the United Kingdom Parliament. It is widely

hoped that this agreement and new political co-operation between the governments north and south will put an end for

good to the island’s troubled past. Rally Ireland itself is a positive result of that new spirit of co-operation, being equally split

between northern and southern Ireland and enjoying strong support from both political administrations.

The primary language on the island is English, spoken by all the population. The Irish language, which was in decline for

many years, has seen a resurgence of growth over the last ten years with many new schools opening and a dedicated Irish-

language television channel coming on air. The Irish language is widely spoken as the fi rst language in “gaeltacht” areas,

which are primarily in the west of the island in Donegal, Mayo and Galway. With strong ties to other Celtic countries, the

Ulster-Scots language, which was once widely spoken in the north-eastern counties, is also enjoying a renaissance.

Modern Ireland now enjoys more immigration than emigration. Thanks in large part to the boom of the Celtic Tiger economy

in the 1990s, the Ireland of the 21st century is a vibrant, culturally rich and ethnically diverse country with an entirely youthful

and optimistic outlook – over half the population is under 30, after all!

With all these changes in society over the years, one thing remains constant. The people of the island are renowned for their

hospitality and love of the “craic” – the Irish word for sport or fun. Rally Ireland’s goal is to be good sport; and good fun!

Smoke Free at WorkFrom March 29 2004 most enclosed places of work in Ireland became smoke free. A similar legislation came into effect in

Northern Ireland on 30th April 2007, so throughout the island, bars, restaurants and public buildings are now completely

smoke free.

This important health measure is about allowing people to work and socialise in a clean and healthy smoke-free

Any driver wishing to take part in reconnaissance only, must respect the regulations on reconnaissance in its entirety (see

2008 FIA General Rally Prescriptions, 2008 FIA WRC Regulations and 2009 Supplementary Rally Regulations Rally Ireland

A fee of €1,000 for taking part in the reconnaissance must be paid in full by 29th December 2008.
