1. Introduction

Rajiv Gandhi Shiksha Mission was set up in 1994 as an autonomous registered society

headed by the Chief Minister of the State to supplement state government effort towards the

twin goals of Universal Primary Education and Adult Literacy in these areas.

The objectives of the Mission in the elementary education sector are to create a positive

environment for education and universalize access to elementary education of quality. The

mission also aims at improving adult literacy. Premised on that the belief basic education and

literacy are possible through collective societal action, the mission works through

collaboration with local bodies, village level committees and community' groups.

2. Lok Sampark Abhiyan - 1996 (LSA-1)

The priorities of the Mission were determined by the existing needs of the state. This

collective micro-planning process was called Lok Sampark Abhiyan undertaken in 1996.

This was a community-contact campaign, which recognized the need to let the community

come forward with its own perceptions. Distinctive to the Mission approach, the first step

was participatory problem mapping. The LSA aimed at finding out how many children were

going to school and what was the outreach of schooling facilities. This assessment was

designed not as a survey to be conducted by bureaucratic functionaries, but as a mobilization

process for focusing on specific factors relevant for children's schooling. The process

involved door-to-door contact to identify children not going to school, attempts to persuade

parents to send their children to school, participatory school mapping and preparation of a

village education register for following up on children not going to school. This work was

done by local groups of teachers, together with village panchayat members and local

activists.

The advantage of LSA over other methods of collecting educational data have been as

follows;

• It surveys the whole habitation and not just the school. So it brings on record areas

and communities that tend to get left out.

• Being participatory and involving the community it tends to reveal gaps that

otherwise may get obscured or marginalised through just government reporting.

• Data collection being a collective and open exercise becomes an instrument for

mobilisation and solution seeking.

• Decentralized data construction tends to present a more realistic and contextual

picture of problem.

The LSA conducted in 1996 covered 55,295 villages and contacted over 50 lakh households

and over 1 crore children. The interesting point that the LSA demonstrated was that the

teachers, with proper motivation could interact with the community and that people from

different spheres could join forces in the cause of education. This was because the

assessment was not threatening and the teacher saw herself as part of a community group.

The LSA data was captured in VER at the village level and consolidated up into a

computerized MIS. The LSA revealed that only 70% of the habitations had access to primar)'

schools, thereby demolishing the myth of universal access. It showed that the state's existing

nomis for providing schools had ignored the centripetal pattern of habitations, particularly of

the tribal communities.

The LSA also demolished the myth of universal enrolment. Enrolment was not more than

70%. Most children reported, as dropouts had never been enrolled. There was in fact a

tremendous demand for education; even from the poorest and most non-literate communities

a demand that was greatly stimulated during the LSA since the LSA was also a school

mobilization exercise.

The LSA revealed the acute shortage in access to schools and brought to the.fore the great

demand for schools that existed in the communities. Tliis provoked the government into

responding promptly. It had to find radical but simple and practical alternatives that allowed

time bound action on a large scale and was cost effective. Cost needed to be closely analyzed

by identifying, in a situation of resource constraints, the most critical components of primary

education. Procedures had to be made simple and fast. Responding to the demand for schools

mobilized through the LSA, the Govt, of Madhya Pradesh launched the Education Guarantee

Scheme (EOS) on January 1997 acknowledging the child's right to primary education and to

<iuarantee it.

Under EGS, the Government gives a guarantee to provide a primary schooling facility to the

children in a habitation where there is no such facility within a kilometer within a period of

90 days o f receiving a demand for such a facility by the local community. The government

guarantee includes the basic constituents of an EGS school which are A teacher referred to as

guruji in the 1:40 teacher-pupil ratio, Teacher training, Free teaching-learning materials,

operational contingencies. The scheme is sensitive to the habitation pattern in the tribal areas

of the state where people reside in hamlets called majras, tolas or phalias which are distant

from one another.

A historical backlog of more than twenty thousand, accessless habitations could be

eliminated in 2 years time. Now every habitation in the state has a schooling facility within a

km. By August 1998 Madhya Pradesh declared universal access to primary education made

possible by EGS in an extremely cost-effective and time-bound manner without

compromising on quality. More than twelve lakh children of the age group 6-14 years are

currently studying in EGS schools of Madhya Pradesh. Above all EGS reached out to the

unreached areas and the marginalised communities implying that the access created by EGS,

has not just been geographical, but also social. More than 40% of the EGS schools have

come up in tribal areas and more than 90% of the children studying in these schools are

scheduled caste, tribal and other backward class children. Girls constitute almost 47%. The

MPEGS model demonstrates that irmovations that emerge in response to local contexts can

be replicated, if their strategic elements hinge on a reciprocal partnership bet\veen the

community and the government, balancing local aspirations, and accountability with standard

norms and controls.

The LSA - EGS experience indicates how information gathering if done as a collective

campaign-involving stakeholder compels action. Participatory problem mapping can work

out right solutions. Because of the effectiveness the LSA-I, second round of LSA was

undertaken in 2000 -2001.

3. Lok Sanipark Abhiyan - 2000-2001 (LSA-II)

3.1 The objective of LSA II were to:

a) re-assess the primary base.

b) map gaps in the provisioning of elementary education facilities

c) assess the extent of participation of children in elementary education

d) mobilize people to take stock of the educational situation of their children and

plan for it

e) update/create a Village Education Register in every village for tracking

childwise progress through the school cycle

3.2 Methodology

LSA II was formulated by reviewing the design and effect of LSA I, by attempting to

address factors missing in the LSA I and identifying new ones needed because of the

widening of the scope. Instruments were refined through a process of consultation

and field testings followed by trainings and orientation.

Local communities were mobilised to map their problems and attempt to solve them

through collective action. Key actors in this were panchayats, teachers, parents and

children. Tlie scale of the LSA II is shown below in table 1.

The process began at the village level with a survey of children, identifying those

who go to the school and those who do not. The survey itself was preceded by a

meeting of the village education committee to guide and facilitate the survey with the

help of parents and children themselves. Children going to school for example w'ere

involved in contacting those who did not. Mobilisation activities like Pravesh Utsav,

Bal mela, Shala Chalo Abhiyan were organised, which helped in mobilising the

community to assist in the survey. This led to updating the Village Education

Registers and creating them where they still did not exist.

The data of the VER was computerized at the district level. Efforts are on to

computerize the BRC and the CRC levels so that the data can be easily organised for

use by the teachers at the level closest to school.

3.3 Summary of Key Findings:

LSA II reveals the following Status as compared to LSA I

As a result of increase in access, Gross Enrolment Ratio (GER) has risen from 76.5 %

in 1996 to 96.2 % in 2000-01. Presently 82.64 lakh children are enrolled in schools

out of this 14.7% is contributed by the EGS. The GER of girls has risen from 70.7%

in 1996 to 94.3 %o in 2000-01. Tliere has been significant increase in GER of ST,

from 78% in 1992 to 91% in 2000-01. The gap in GER of boys and girls has also

narrowed from 25% in 1992 to 11% in 1996 and to 3.6% in 2000-01, indicative of the

fact that girl enrolment has increased in the past eight years.

Enrolment at the upper primary level has also increased because of the increase in

transition from primary to the upper primary levels.

LSA data being disaggregated allows the state to look at the range of the problem and identify the most difficult areas for interventions, for example the LSA shows• GER at primary level ranges from 107.6 (Bhind) to 81.7 (Barwani).• GER at upper primary level ranges firom 93.7 (Bhind) to 30.9 (Jhabua).• Girls GER at upper primary level ranges from 90.7 (Bhind) to 25.6 (.Ihabua

LSA also reveals that economic reasons affect steady participation of children in the

schooling process.

Factors which pertain to health and sibling care, also actually drive from economically

stiained circumstances of the family.

4. LSA as Basis of decentralized Planning

The outcomes o f survey were discussed in Gram Shiksha Sabhas. In the state, more

than 55 thousand Gram Shiksha Sabhas were held in which more than 40 lakh

members participated. The Gram Shiksha Sabha discussed the development needs of

the village of which education was one of the issues for discussion. Issues like

regular attendance of all children in school and ensuring satisfactoiy levels of

achievement were also discussed. The community, during the discussion, identified

the factors that impede in materializing the objectives of attendance and achievement

and formulated local solutions to overcome them. The community also fomiulated a

village education plan stating its needs and the resources it has. This plan reflected

the perception of the community on the education of its children. This has led to a

village based UEE plan, based on a partnership of community, panchayat and

government. These Gram Shiksha plans have been discussed in the gram panchayats,

which has also taken decisions on committing their resources to meet the village

needs. Each gram panchayat has presented its perspective education plan to the Jan

Shiksha Kendra. A similar method of consolidation was followed at the Janpad

Shiksha Kendra and Zilla Shiksha Kendra. Tlius, 45 district perspective UEE plans

have emerged and these aggregate into a state plan. At the state level the key tasks are

to help analyze gaps and to mobilise resource support for bridging them.

• The LSA data has been used for planning for UEE, specially the (Sarva Shiksha

Abhiyan Plan). Tliis establishes the basis of the Jan Shiksha Yojana stipulated in the

Jan Shiksha Adhiniyam.

5. LSA as creating a common platform for intervention at all levels

LSA aims at making information a stimulus for action. It seeks to bring together

vertical with lateral use of information, participatory construction of VER with a

computerized MIS; local action with resource support from above.

Admittedly the data it captures is experiential knowledge at the local level. But the

idea is that once informal impressions and experiences which by their very nature of

being part of a routinized diurnal, acquire the form of formal and public document,

they acquire an objectivity that compels cognizance and action

The new legal framework created by the Jan Shiksha Adhiniyam enforces society’s

responsibility for the education of its children.

PTAs have been made responsible for ensuring the enrolment and regular attendance

of children in school. This would require childwise plans of action at habitation

levels. The LSA data is captured in the VER. The VER helps focus attention on the

unenrolled and dropped out children enables local correctives. The VER enables

childwise tracking. The broad reasons that have been identified as factors for

dropouts are economic activities, sibling care, migration to other places etc.

Thus LSA helps in providing PTA and VEC and supporting institution of the village

level instruments of surveying, recording planning and monitoring educational

facilities, children’s participation in and use of them to assist them in discharging this

social responsibility.

6. LSA as a dynamic methodology towards participatory planning and management

The advance made by LSA I over the previous LSA II is that

• LSA I was confined to the primary level; LSA II re-looks primary and moves to

upper primary, thus fusing the two into the unified field of elementary. This is how it

should be, because issues at any of these levels are integrally related as a learning

continuum and splitting them into primary and upper primary create'serious problem.

• LSA II has been used an basis o f educational planning right from village to state

• LSA II has an in built methodology for periodical updation and quarterly reporting

and so becomes a tool for monitoring.

• LSA II has the advantage of the statutory stipulation of certain prerequisite conditions

for effective participatory management such as Parent Teachers Association (PTA),

Village Education Committee (VEC), teacher fora as Jan Shiksha Kendra (JSK); and

decentralized planning through Jan Shiksha Adhiniyam (JSA). The need is to ensure

that LSA continues to be a dynamic process responding to the needs o f the

community and enabling their articulation in a way that prompts collecti\ e problem

solving in a time bound way to facilitate the realization of the goals of the Education

For All (EFA)
