• The collaboration is building and testing tools to keep ROSS abreast of
the latest developments, to help them better plan, train & prepare

Integration Center to finish a FEMA 509 National
Incident Management System (NIMS) Typing
• A Position Task Book will follow with the educational,
experiential, training and exercise requirements to advance
from Type 3 to Type 1 ROSS.

• Successful completion of the National Qualification System (NQS) Position Task Book (PTB) for the National Incident
Management System (NIMS) Radiological Operations Support Specialist (ROSS) Type 3, or equivalent Authority Having
Jurisdiction (AHJ) documentation
• Experience in a radiological response and advisory role in radiological emergency preparedness exercises for nuclear
power plants, community reception centers, or other radiological incidents such as Vigilant Guardian.
• At least two tabletop or other exercises demonstrating the radiological response and advisory role such as Silent
Thunder series or Isotope Crossroads series.
• Practical experience working with, and making measurements of, radioactive material or radiation generating devices
• Emergency response experience and training on the federal radiological response framework

Same as Type 3, PLUS:
• Successful completion of the National Qualification System (NQS) Position Task Book (PTB) for the National Incident
Management System (NIMS) Radiological Operations Support Specialist (ROSS) Type 2, or equivalent Authority Having
Jurisdiction (AHJ) documentation
• Experience in a radiological response and advisory role in national level exercises such as Vibrant Response
• Three years of experience as an operational health physicist or radiation safety officer with emergency response
experience and training in the federal radiological response framework
• The development and implementation of at least three separate radiological and nuclear emergency training sessions
for first responders or other emergency management personnel

Same as Type 2, PLUS:
• Successful completion of the National Qualification System (NQS) Position Task Book (PTB) for the National Incident
Management System (NIMS) Radiological Operations Support Specialist (ROSS) Type 1, or equivalent Authority Having
Jurisdiction (AHJ) documentation
• Three additional years of experience as an operational health physicist with extensive emergency preparedness /
response experience and detailed knowledge of federal and state radiological response agencies and capabilities
• Working knowledge of plume projection/dose assessment modeling and software, like RASCAL, HotSpot, RESRAD, as
demonstrated in training or exercises
• The development and implementation of at least three additional separate radiological and nuclear emergency training
sessions for first responders or other emergency management personnel

• Our goal: 200 - 300 ROSS trained by 2020

• Three Type 1 ROSS are working with the Counter Terrorism Operations Support (CTOS)
National Nuclear Training Center to prepare training to be FEMA Certified course.
• Developing additional training
• Refresher training at national conferences

• Create trainings (online or resource based) to fill gaps in training or knowledge

In 2018 - ROSS deployed in multiple NPP exercises in
Connecticut and Iowa.
Developing a model for jurisdictions to:
• Request a ROSS
• Develop contract language to facilitate deployment
• Develop briefing/integration materials

ADDITIONAL ROSS TRAINING AND DEPLOYMENTS
• ROSS are participating is a series of tabletops and exercises.
• High activity source transportation accidents,
• High activity source protection and loss consequence management scenarios, and
• Providing radiological fundamentals training as a companion piece.
• ROSS are testing deployments as strike teams and home team concept.
• This was tested at the IND Gotham Shield 17 exercise near New York City.
• Cobalt Magnet 19 in 2019 deals with the consequences of a plutonium-powered spacecraft
crash landing.
