1 RADAR Automated Test &Measurement System (ATS) 1. Introduction ISTRAC is responsible for the Design, Development, Integration, Testing and commissioning of Radars required to cater the needs of ISRO as well as other national requirements at X,C and S frequency bands. Characterisation of different subsystems and system is essential during the development, system integration and system maintenance. Radar Automated Test and Measurement System (ATS) is proposed for elaborate, accurate and fast evaluation & qualification of subsystems and system to cater overall performance specification of different radars. ISTRAC has been using multiple bench top equipment like Signal Generators, Signal Analysers, Network Analysers, Oscilloscopes etc. for testing various subsystems and systems. ATS design with different test instruments and related Hardware & Software is proposed here. The ATS should include all required test instruments for the characterization of the Radars. ATS should be scalable, upgradeable and flexible in nature. The ATS should also be of open architecture from a software perspective so that it can be automated or integrated in any heterogeneous instruments and programming environment for the ease of work and to improve test efficiency and timings. Radar Automated Tests and Measurement System shall carry out the accurate system level performance tests, measurements & calibrations and subsystem level functional and performance tests including Antenna, Servo, Transmitter, Waveform Generator, RF Front- end, RF/IF Receiver, Clock Generator, Digital Receiver and Signal Processor, Display & Archival subsystems. 2. Guideline to Vendors: 2.1.Automated test System requirements for S, C & X-Band Radar Systems may be combined in a single system. 2.2.Vendor shall develop common ATS control software and hardware to cater the requirement for S, C and X-Band Radar. 2.3.Vendor shall develop ATS to cater requirement of individual subsystems &integrated system level testing for S, C & X-Band Radar systems. 2.4.Only OEMs and OEM certified Authorised Dealers are required to submit the quote. Certificate issued by OEMs should be provided along with the quote.

Certificate issued by OEMs should be provided along with the quote.

2.5.Vendor is required to quote for 5 years warranty and application support.
2.6.All Software Source codes and installation kit containing actual deliverable software
shall be provided.
2.7.All the ATS modules shall be of 19” Rack mountable unit, with necessary power,
cabling and any other additional accessories.
2.8.The ATS shall be deployed at different places of Radar. ATS shall be designed with
easy dismantling features and also suitable packing shall be provided for the purpose
of transportation and quick installation and integration.
2.9.ISTRAC shall evaluate the price bids of technically qualified vendors for deciding
lowest bidder (L-1) on the basis of ultimate landing cost including all the deliverables,
calibrations, soft wares and warranty as per TENDER.
2.10. L1 will be computed based on the total landing cost with five years warranty.
Extended warranty will execute after the completion of 5 years warranty at the
discretion of ISTRAC.
3. Scope of Work
Building, integrating (both hardware and software segments) and supplying integrated Radar
– Automated Test System (ATS), meeting the following requirements:
3.1.Shall be able to Test all subsystems sequentially as per the specifications. It shall be
possible to test even single subsystem independently.
3.2.Shall provide all the external interfaces needed by all the DUTs and control the
DUTs. Shall be able to power all or any one of the DUTs selectively. However,
measurements can be sequential.
3.3.All the test instruments, switch matrix and RF cables need to be calibrated
automatically by ATS and to be used before any measurements.
3.4.Shall be able to run through the complete test plan without any further manual
intervention, once the setup is made and calibration is done.
3.5.A single GUI software package shall be provided to carry out all test and evaluation
and calibration as listed in the document.
3.6.The software package shall have all flexibilities to configure the instruments to its
maximum and minimum specifications, formulate test cases etc. GUI also supports
self-calibration of instruments and generates the report.

3.7.The ATS software shall be implemented such that it is modular, easily amenable to
modifications/expansions without major change in the "core" of the software.
3.8.ATS software shall be able to process the measured data and shall be able to generate
plots, export the data to Microsoft Excel spread sheets or any spread sheet software,
e.g. open-office & PDF format with all the necessary annotations.
3.9.Integrated Automatic report generation for all tests shall be a part of the software.
3.10. Vector Network Analyzer
will be supplied by ISTRAC. The vendor shall integrate the
VNA supplied by ISTRAC into the ATS. The ATS software shall be capable of handling
VNA also. The overall ATS block diagram with Radar DUT is shown in Figure. 1.
3.11. The vendor shall carry out on-
site calibration of the equipments of the ATS as listed
in Table.1. The periodicity of calibration shall be as follows:
a) Once every six months
b) Whenever any equipment is found to be out of calibration.
Automated warning message shall be generated to alert the initiation of the calibration
process.
3.12. Detailed calibration, test and evaluation requirement is listed in the document.
The test instruments required and configuration requirement also listed. However,
there may be requirement of additional instruments or configuration to complete all
the calibration and testing listed in the document. It is the responsibility of the vendor
to identify such instrument or adding additional configuration while quoting the
tender and explain in detail. If any part of the test is unable to complete with the setup
projected by ISTRAC or the vendor modified configuration will lead into non-
compliance of deliverables.
3.13. Proper naming convention shall be defined to identify different radar systems
and subsystems.
3.14. ATS supply voltage: 230V ac , single phase, 50 Hz (nominal)
3.15. Vendor has to work out data backup plan on separate machine (workstation as
listed in Table.1) Automatic data transfer after each test set is required. It should have
feature of viewing test report from backup machine.
3.16. Modifications in the specifications and test plan, if any, will be intimated at
the time of PDR.

3.18. Deliverables:

Tests and Measurement System for S, C & X Band along with all Manuals.
Refer Annexure-1 for the detailed specifications of the instruments and the
hardware listed in the Table.1.

3.18.2. 18.2 Software Deliverables of ATS:
ATS Software Application shall be developed to carry out all the test cases mentioned
in point 17 Tests and Calibrations and shall have following requirements:

3.18.2.1. Documents: Vendor should provide Software Requirement Specification
(SRS), Software Design Document (SDD), User manual for software and offer
them for review.
3.18.2.2. All Software Source Code and Installation Kit containing actual deliverable
software shall be provided.
3.18.2.3. Code walk-through is to be conducted by ISTRAC team along with vendor
at the time of ATP.
3.18.2.4. Software Audit to be conducted by ISTRAC team before final delivery.
3.18.2.5. The vendor shall ensure continued support for the supplied software
including the Operating system on which the application resides for a period
of at least five years from the date of acceptance.
3.18.2.6. ATS Software applications should have the following quality attributes:
a) Security: Login and password facility with user registration and password
recovery mechanism. All important configuration files and code files should
be protected with separate administrative password. Session time out facility.
b) Software should be maintainable which includes modification, corrections,
improvements or adaptation of the software to changes in environment. To
achieve this modularity of software is compulsory along with version control
feature.
c) GUI of ATS shall have following features: display- preferably: User id and
DUT, Instrument connectivity status, Input parameters entry, Test result and
test condition selection, Test result status, Test completion time and error
message display. GUI shall be elegant and user friendly with all settings
