Achievements from the Affordable Housing Action Plan 2015-19
We are on track to assist over 1 600 households by June 2019
including new supply of 941 affordable lots and homes
We have assisted a total of 1 227 new households as at the end of March 2019
Of which:
335 households have been assisted into affordable home ownership including:
- 146 households assisted through Streets Ahead
- 189 households assisted through HomeShare
240 affordable land lots have been released
281 new social housing dwellings have been delivered, including 29 refurbishments
260 households have been assisted into affordable private rentals and rapid rehousing including:
- 173 households assisted in escaping family violence
- 12 households assisted after exiting care and rehabilitation facilities
- 75 households assisted through private rental incentives
111 new units of homeless accommodation have been provided including:
- 39 units of crisis and transitional accommodation
- 72 units of youth supported accommodation
These initiatives have supplied 717 new lots of land and new affordable homes as at the end of
March 2019

Total assistance
We have assisted 1 227 households to access new housing assistance and are on track to achieve the
original target of assisting 1 600 households through the Action Plan.

We have supplied 717 new affordable land lots and homes and are on track to achieve the original target of
supplying 941 new lots and homes.

1. Home Ownership Target | Assist 350 households on low to moderate incomes into home ownership through
Streets Ahead and HomeShare by 2018-19
Progress | On track
We have assisted 335 low to moderate income households into home ownership as at the end
of March 2019.
The HomeShare program has assisted a total of 189 households into affordable home ownership from July
2015 to March 2019. Of the total households assisted, 160 affordable homes were supplied as new homes
and house and land packages. The remaining 29 were households assisted to purchase existing Housing
Tasmania homes.
The Streets Ahead program has assisted a total of 146 households into affordable home ownership from
July 2015 to March 2019.

2. Land Release Target | Release 267 affordable land lots by 2018-19
Progress | On track
A total of 240 affordable land lots have been released at the end of March 2019.
This quarter marked the completion of the affordable housing land release in Clarendon Vale. As at the end
of March 2019 a total of 45 new Clarendon Vale land lots have been released to the market under the
Action Plan.
A further 50 new Land Release Purchases will be released next quarter under the Action Plan, providing
Tasmanians with more land on which to build new affordable housing.

3. Social Housing Target | Provide 372 new social housing dwellings by 2018-19
Progress | On track
So far, 252 of 372 new social housing homes have been delivered under Action Plan 1, with more than
enough homes under construction to meet our targets by 30 June 2019. In addition, 29 significant
refurbishments have been delivered to make homes fit for purpose and suitable to continue as social
housing properties.
New dwellings have been constructed through collaborative partnerships between the government and
community sector, private purchases, backyard units and redevelopments.

4. Private Rental Access Target | Provide 550 households eligible for social housing with affordable private rental by
2018-19
Progress | On track
We have assisted 260 households to access affordable private rentals as at the end of March 2019.
Rapid Rehousing continues to provide safe and affordable private rental accommodation for vulnerable
households with a total of 185 households assisted under this program.
19 households were assisted under the Private Rental Incentives this quarter, bringing the total to 75
households assisted through this innovative pilot program.
The Action Plan is on track to meet the revised target of assisting 300 households into affordable private
rental.

5. Homeless Accommodation Target | Provide 150 additional units of accommodation for people who are homeless or at risk of
homelessness by 2018-19
Progress | On track
Work on the Wirksworth Integrated Aged Care Facility continues to make progress with the Development
Application lodged in February 2019; completion is projected after 2018-19.
However in regard to the Backyard Units specifically for out-of-home care, work continues to ensure
planning requirements are finalised as soon as possible.

Case Studies
Action Plan 2 Released
On 28 March 2019 the Tasmanian Government released
Tasmania’s Affordable Housing Action Plan 2019-2023 (Action
Plan 2).
This represents Stage Two of the Affordable Housing Strategy
and builds upon the work to increase the supply of
affordable housing. An additional $125 million is provided
for Action Plan 2, bringing the Hodgman Government’s
investment to almost $200 million over eight years, the
largest state government investment into affordable housing
in Tasmania’s history. Action Plan 2 will deliver an extra
1 500 new affordable homes to Tasmanians.
Action Plan 2 was developed through wide consultation and
includes key themes discussed with key stakeholders
through the Housing Summit and roundtables held in each
region.
Over the next four years, Action Plan 2 will deliver:
NEW SUPPLY
• More land – supply around 380 new lots for
new affordable homes.
• More social housing – 607 new homes, in
areas of high demand.
• More homeless accommodation – 88
more units for those in crisis.
• Better planning – to make it easier to build
new homes and increase supply.
IMPROVED ACCESS
• More people in home ownership – 287
low income households helped to buy their
own homes.
• Supporting people into private rental –
200 tenancies to assist low income
households.
• New support for vulnerable – 418 people
or families into supported accommodation.
RESPONSIVE SERVICES
• Responsive services – Connecting clients
to support services and finding safe and
secure accommodation for Tasmanians most
in need.
• Better data – The Government will
undertake work with UTAS to update and
adjust its projections for housing demand and
supply to intervene early and provide
targeted responses.
Action Plan 2 is just one way that the Government is working to provide affordable housing for Tasmanians

More New Homes Delivered for Tasmanians in Need
The Tasmanian Government continues to deliver on its commitment to increase the supply of social
housing and provide quality homes to Tasmanians in need.
So far, 252 of 372 new social housing homes have been delivered under Action Plan 1, with more than
enough homes currently under construction to meet our targets by 30 June 2019.
New dwellings have been constructed through collaborative partnerships between the government and
community sector, private purchases, backyard units and redevelopments.
The modern construction of social housing dwellings focuses on universal design features. These designs
suit a diverse range of tenants, including the elderly, those living with disability, families or singles.
The new housing has been carefully targeted towards areas of high demand and low housing availability
across the State.

Tasmanian Construction Industry Leads the Nation
Tasmania continues to lead the nation in the annual growth in the number of residential building approvals.
According to recent figures released by the Australian Bureau of Statistics, the housing industry in Tasmania
is growing while nationally the average number of value of building approvals is declining. Tasmania was the
only jurisdiction to experience growth in the total number of building approvals with an increase of
19.1 per cent in February 2019, compared to February 2018. Tasmania also led the nation in the annual
growth of new dwelling commencements and completions, up by 10.5 per cent and 37.8 per cent
respectively in the year to the September 2018 quarter, with the value of residential building work done
nearly six times higher than the work done nationally.
These strong results are testament to the Hodgman Liberal Government’s plan to increase the availability
and affordability of homes in Tasmania’s housing market.
Tasmania’s construction industry is benefiting from the strength within the building industry, with annual
growth estimates in engineering construction work also higher than other jurisdictions.
Importantly, the number of First Home Buyers entering the market also grew, up by nearly 20 per cent in
the year to January 2019, which was nearly five times higher than that seen nationally. This equates to
nearly 2 000 first home buyers buying their first home in Tasmania in the year to January 2019.
These figures show the confidence of Tasmanian families to continue to invest in our State and Tasmania’s
housing market.
This is great news for Tasmanians, as it demonstrates that the housing market remains strong and that the
pipeline of new construction work is continuing to increase Tasmania’s housing supply.
We are committed to supporting further investment, with jobs in the construction industry currently near
record highs.
