What is Quality Assurance?

It is inherent in “good contracting” to include policies, processes, and procedures that ensure the Government is getting the quality and quantity of supplies/services it is paying for under the terms of the contract. (FAR part 46)

The purpose of surveillance is not to provide oversight of every process employed by the contractor; but to give insight into performance in relation to established standards and those processes where service levels are critical.

In a PBA environment, government surveillance is usually formalized in a quality assurance surveillance plan (QASP). Obtaining better performance measures will ensure improved surveillance. Acceptable quality levels (AQL) are well articulated, measurable, and verifiable in the contracts they support.

Performance Standards

The following documents have relevance to this requirement. The Contractor shall abide by all applicable laws, regulations, publications, manuals, and local policies and procedures as the list below.

OSD Transition Service Policies meeting law and DODI requirements. i.e. VOW/CRS and GPS Individual Soldier Transition Requirements.

Quality Control….. What is it?

Quality Control is not a single measured event, but a process of staffing, management oversight, review, analysis, and improvement.

QC measures contract compliance. Its sole purpose is to confirm the specific process and procedures outlined in the contract or SMM at each location are compliant, and provides assurance that the Government is getting full value for the dollars.

OSD TVPO SAV

Purpose: 

The Staff Assistance Visit (SAV) team will observe and ask a series of questions to gather information needed to assess program implementation and document best practices during the visit.

Plan: Conduct on-site assessments of full spectrum of TAP classes and delivery of services to policy.

Purpose:

The VA will conduct their own visits to evaluate performance in Transition GPS through:

Department of the Army Inspector General (DAIG)

Purpose:

Conduct an inspection to assess the scope and efficiency of Army transition processes and programs (separation and retirement) to include Soldier for Life – Transition Assistance Program
