GENERAL Internal Market Information system (IMI)

• is being developed to improve communication between Member State administrations

• is an electronic tool that provides a system for the exchange of information so that Member States can engage in more effective day-to-day co-operation in the implementation of the Internal Market legislation

• helps overcome practical barriers to co-operation such as different administrative and working cultures, different languages and a lack of clearly identified partners in other Member States

• reduces administrative burdens and increases efficiency and effectiveness in day-to-day cooperation between Member States

The application is completely functional from 22 February 2008.

On 23 June 2008 in Bucharest took place the official launch of the IMI in Romania.

GENERALprofessional qualifications

One of the fundamental principles of operation of the Single European Internal Market is the free movement of persons within EU borders.

In this respect, mutual recognition of professional qualifications between Member States, resulting in access to the profession for which the holder is formed in the State of origin and exercise of the profession in the host Member State in accordance to its nationals, allows the mobility of professionals in EU and also facilitates the right of establishment.

In the health field, for professions like doctors, dentists, pharmacists, general nurses and midwives, the European Parliament and Council Directive no. 2005/36 of 09.07.2005 establishes minimum criteria for training and exercise of professional activities, which enables automatic recognition of these qualifications by the Member States.

GENERALRomanian professional qualifications in EU

Transposition into national law and implementation of the mentioned legal act led to the recognition of Romanian qualifications in the EU in these professions, also giving access to the profession in Romania those who have gained these qualifications in another Member State.

Romanian competent authorities referred to in Law no. 200/2004, as amended and supplemented, are responsible for professional recognition of qualifications acquired in EU Member States, the European Economic Area and the Swiss Confederation for their citizens wishing to pursue a regulated profession in Romania.

COMPETENT AUTHORITIESfor professions in the health field

Competent authority means any authority or court specifically authorized by a Member State or to receive qualifications and other documents or information or to receive requests and make decisions about regulated professions in their area of competence.

EUROPEAN COMMISSION REGULATED PROFESSIONS DATABASE

For certain types of training, the minimum basic training requirements have been harmonized at EU level. This may imply however that the national training requirements go further than the EU requirements.

Certain specializations also exist which may not be harmonized at EU level but which could be specific national specializations not listed in Annex V of Directive 2005/36/EC. They should nevertheless be included here in the "specialist training (national training requirements)" category.
