Public Notice is hereby given that on Wednesday, January 13, 2021 the Board of Directors for the Strathcona Regional District may proceed with final passage and adoption of Bylaw No. 418, being Surge Narrows Wharf Licensing Agreement Authorization Bylaw 2020, which would authorize the Regional District to enter into a 5-year license agreement with Canada Post Corporation for the operation and maintenance of a cargo and mail distribution centre at the Surge Narrows wharf facility.

Bylaw No. 418 and related materials are available for public inspection online at www.srd.ca or in person from Friday, December 4, 2020 to Monday, January 4, 2021 at the following location:

Hello Wonderful Community, Just a quick update here from your Community Centre. As you are probably already aware, due to the new province wide health orders all indoor classes have had to be cancelled for the time being. While we had very good, approved COVID safety plans in place we want to always err on the side of doing our utmost to help keep our beautiful community safe and follow the public health orders. A few of your beloved local instructors are already offering online alternatives and more are looking at joining this to fill the gap until we can all come together again. When we get more info on online offerings, we will post them on our Facebook pages and until then we are sending out much love to each and every one of you, we miss you and can't wait until the day we can all come together again! Quadra’s Covid Christmas Light-Up!Due to the Covid-19 pandemic and the restrictions on public gatherings, our Lighted Truck Parade is unable to take place this year. The good news, however, is that we have come up with what we think is a festive alternative!! We still want to help spread some Christmas cheer and so, with no further adieu, we would like to announce... This year you don’t need a vehicle to enter, you can decorate wherever you are with twinkly lights. We will then compile a list of the participating addresses to create a Christmas Light-Up driving tour. And it doesn’t stop there because there will also be some prizes up for grabs, so get creative!! After completing the tour there will be an opportunity to vote for your favourite address on our FB page and the top three addresses will receive a prize!! The Light-Up will take place on Saturday, December 5th, at 5:30pm. We ask that participating addresses be submitted by December 3rd via our FB page or by calling 250-285-3262. We will publish the list for the driving tour on our FB page or a printed copy will be available at The General/Gas Station. Voting will be completed by Sunday, December 6th at noon. We can’t wait to see your displays!!!

Quadra Island Cemetery Thanks Volunteers & Donors  When driving along Heriot Bay Road the past few months you have likely noticed that the Quadra Cemetery has a beautiful new fence.  In the fall of 2019, the fence was the victim of a wayward truck, resulting in significant damage.  At that time the Society’s Board decided to upgrade the old fence to the wood rails you see today.  The fence replacement was made possible by a match grant from Area C Director, Jim Abram, Strathcona Regional District, and a very generous donation from an anonymous community donor.  Thank you.  The Cemetery Board also thanks Adam. Mitch and crew at IslandScape Contracting for the quick and efficient installation of the new fence.  Thanks to all of our volunteers whose labour and equipment significantly reduced the fence replacement costs, as well as all of the routine maintenance they do.  2020 has been a challenging year for small businesses on the island.  Our Cemetery Board is grateful that our business has been slow during such difficult times.  Quadra Island Cemetery Society Board

have all worked hard, despite other demands on their time, to cooperate and resolve these issues. No single person or factor is ‘at fault’ here, so we ask people not to assign blame simplistically to someone in particular.The good news is that we expect to have VIHA’s Permit to build the water treatment system in early December. Next Muchalat will build a large shed to house a 7000 gallon water tank outside the building on the North-East side, assemble the water treatment system, have the treated water tested and get the final VIHA Permit to operate the system.  At that point we can move in the tenants. In case of further unanticipated delays, we are conservatively estimating 3 months (March 2021 but hopefully sooner) to do this work. We understand that the repeated delays over the last several months have made planning difficult and stressful for our tenants, their families and their landlords. We sincerely apologize to you and our community supporters. Now that a December move-in date is not possible, we are assisting various tenants to arrange more appropriate short-term accommodation, storage for their packed belongings and extra firewood. We can help fund these unexpected expenses if needed. Christmas Shopping at Solace in the Cove!We are all disappointed that there will be no Christmas Craft Fair this year but, if you are looking for beautiful reasonably priced gifts for Christmas, Solace is currently open 7 days a week from 10 am – 4 pm. After December 1, we will be open until 6 pm on Thursday, Friday and Saturday until Christmas. You can find this wonderful shop next door to Amped on Nutrition and it is an artist collective with every artist volunteering their time to run the shop. There is a large variety of handcrafted items created locally by 21 artists. You can choose from a great selection of jewelry, cards, soap, garden hangers, Christmas ornaments, photographs, alcohol ink art, fused glass, metal works, dream catchers, paper ballerinas and fairies, crocheted items, hand sewn items, children’s books, chocolates, original paintings, prints and giclees, buttons, etched glasses, belts and buckles, as well as African baskets and more. No credit cards please but most artists accept cash, local cheques and e-transfers.

First, thank you all for your comments of concern and support to our Board and prospective tenants over the lengthy delay since Summer in moving tenants into our new 688 Harper Road seniors residence.Despite our best efforts to keep our tenants and community informed promptly and to push for water system issues to be resolved faster, this process has been heart-breaking and frustrating for all concerned. Having to keep our tenants out of their new homes because the water system was not finalized is the last thing we would ever want. Why did this happen? The reasons are complex, not black and white. Due to many factors, the water system was not yet re-designed back in June 2019 when we had to contract with Muchalat Group quickly to meet BC Housing’s funding deadline or scrap the project. Since then at least 5 engineering and water system design consultants have disagreed over the quantity of water required at ‘peak demand’ and how best to achieve that. Two National Codes give different quantity and pressure flow requirements. We have urged our consultants weekly to resolve the confusing regulations, decide on the water storage tank size and simplest water system design needed to meet the Island Health Public Health Officer’s requirements. To correct misinformation on social media, the problem is not with Island Health. Muchalat Group, the consultants and Island Health

A Covid ChristmasIt was the Christmas of Covid in the year 2020Santa was locked down, his workshop was empty.Around the world no choirs were singing,We listened, but heard no sleigh bells ringing.So we hung up our stockings and left Santa our listOur friends and relations we really have missed.With visions of sugar plums we soon fell asleepAnd into our hearts the Christmas spirit did creep.We awoke and found Santa had left us a note.Our stockings were empty but here’s what he wrote.

Notes from the Chamber Music Soc.The Q I Chamber Music Society is continuing to explore how we might offer a festival next summer. In the meantime, we are keeping in touch with our musicians who are proving to be incredibly inspiring as they explore avenues to keep their spirits as well as their music alive and accessible. For this issue, we are featuring violinist, Natasha Hall, a familiar face on the west coast.

At the beginning of March, when restrictions from Covid were beginning to tighten, Natasha moved back to Nelson, BC from London, UK. She spent a lot of time responsibly isolating in nature skiing, backpacking, paddling,

surfing, camping and even paragliding! Natasha thought the novelty of spending time exploring the outdoors might wear off after a few months living in the mountains, but it definitely hasn’t! She notes “I’m so grateful to get to live in such a beautiful place.” With an open diary these days, she has had time to learn some solo repertoire that has been on her wish list for a while and practice new skills such as musical improvisation. Natasha has also had time to think about how she might still share her music with others during these unusual times as well as in the future. She has recently played a series of socially distanced house concerts in Calgary and on Bowen Island and truly enjoyed the more intimate concert settings. Natasha notes “It was a real joy connecting with audience members in a more personal way. I’m planning a series of small concerts in the Kootenays in December - all socially distanced, and I look forward to playing in some more unusual settings including a timber framing shop (where I recently worked for a few months), an ashram, possibly a grocery store and a cabin in the woods!” We can’t wait to have Natasha return to the island when we will be transported by her magic.To listen to Natasha, get information on Konstantin Bozhinov’s newly released CD, and so much more, check out www.quadrafestival.ca Stay safe and be kind. Alex Hartford and Ellen Russel dropping off several air-purifiers at Quadra School as a gift from the Quadra Island woodlot owners.

Their generous gift certainly came at the right time for us, when COVID-19 numbers were on the increase and so were the worries in the community. While this generous donation is perfect for the times we are in, those air-purifiers will keep on giving, as we often have forest fire smoke to deal with in the later parts of our summers.The thoughtfulness of this gift brought tears to some of our staff members, as it shows the wonderful care in our community for our little but great school here on Quadra Island. Our students are busy writing thank you notes to the different woodlot owners to show their appreciation. In a time when it would be easy to simply hunker-down and wait things out, this gesture shows the power of caring and kindness in difficult times.Thank you very much! From everyone at Quadra School.

REGIONAL DIRECTOR’S REPORT

Well after two days of blasting wind and rain from both the SE and the NW, I am looking at sunshine through the trees. Must be a good sign.So here we go! Another report for your information.I’ll touch on the Seniors' Housing complex, Public Hearings and will save any other issues until next issue.  

Seniors' Housing complexIn my Nov. 6 th report I wrote a lengthy piece on the Seniors' Housing Society issue and explained what I had been told by the President after a lengthy conversation with her. It became very clear that there were a multitude of problems with the water system, which is governed by Island Health. The Society is working hard to satisfy the regulations and are expecting approval this week (as we speak). I have had numerous conversations with people who are waiting to move into the complex that moved out of their accommodations last year expecting to be in the the new facility soon after. Then the problems started and they were definitely caught in the middle with no place to go. The community came through the best it could in trying to help these people out but it was not possible to deal with everyone no matter how hard people tried. I had another lengthy conversation with Maureen McDowell (250-285-2221) this morning before I started writing this report to get the latest information. In addition to clearing up some of the misinformation that I had heard, she told me that she is putting an article from the Society in this DI .  So please read her article as it will have the most recent and accurate information. It sounds to me like they are well on their way to housing those that need it. Let’s all send them our best wishes for success. I have assured The Society that if they need my help in any way, I will be there for them. She assures me that is not necessary at this time.

Remuneration for Public HearingsThere was an article in the other local publication that was then pasted into Facebook and has caused some confusion. I am speaking about the issue of Remuneration for OCP’s and Public Hearings held on the same day. As many of you will remember, the Minister of Municipal Affairs, split the Comox Strathcona RD in 2009 into the Comox Valley RD and the Strathcona RD. Since that time we have had numerous Chief Administrative Officers (five that I can remember) and many, many other staff members have changed at all levels. The turn over has been

huge. We had many bylaws that came with us to the SRD and many that got lost or changed in the shuffle. At that time, Public Hearings were conducted as two separate meetings, no matter if they were on the same day. They were compensated accordingly as two separate meetings. Over the years this practice happened sometimes and not others. At a recent Board meeting the Board passed a motion from the Electoral Areas Committee to clean up that process and formalize the payment to be for each separate meeting. This was approved due to the fact that they are two different issues involving two different documents (the OCP and the Bylaw) and require two different levels of work by a Director in many cases. Sometimes the work goes on from meeting to meeting at Committee for years and some require site visits. That work is not compensated for. Earlier in the year the Board had already passed a bylaw that determined that a Public Hearing was a Public Hearing. Each would be held separately and compensated separately. This recent bylaw was merely a housekeeping measure to keep the bylaws consistent. This situation may never come up in a normal year or it may come up once a year. It has happened rarely. I hope this adds some clarity to the issue. I am going to leave it at that for this issue. Report: Bigger & Brighter Holiday Light Displays Help British Columbians Get Through Pandemic BluesVANCOUVER: A new BC Hydro report finds British Columbians are keeping the holiday spirit alive at home amidst COVID-19 by adding brighter, more elaborate lighting displays and decorations this year.The report titled, “Home for the holidays: British Columbians brightening up with more elaborate holiday displays” finds more than 90 per cent of British Columbians[1] feel COVID-19 will impact how they celebrate the holidays. With the majority planning on spending more time at home, about 20 per cent plan to do more decorating indoors and outdoors this year to create some holiday cheer.Elaborate holiday displays account for about three per cent of the provincial electricity load during the holiday season. This number is expected to grow this year as British Columbians ramp up their holiday décor. Sixty per cent of British Columbians plan to put up outdoor lights, and there are two groups that plan to step it up this year:The holiday enthusiast: Nearly 22 per cent plan to put up eight strands on average – this is up almost 10 per cent since 2018.The holiday fanatic: Nearly 10 per cent plan to put up more than 10 strands of lights on average for a ‘Clark Griswold-style’ mega display – this is up more than three per cent since 2018.With the rise in mega displays, inflatable decorations like blow up Santas and snowmen are increasing in popularity. In fact, about 15 per cent of outdoor decorators plan to put up three or more inflatables, and five per cent plan to put up six to 15.Brighter displays will bring some much needed cheer to 2020; however, they could mean higher electricity bills for some. About 25 per cent of British Columbians indicated they still use some incandescent lights to decorate, which are up to 90 per cent less energy efficient than LEDs. Big inflatable decorations can also result in higher than expected bills because they are often run 24/7 and use a lot more power than a strand of LED bulbs.To save energy and money this year while brightening up the neighbourhood, BC Hydro recommends:Switching to LEDs: Save about $40 over the holiday season by switching eight strands of incandescent lights to energy efficient LEDs. LED holiday lights also last 10 times longer and come in a variety of shapes, sizes and colours.Plugging into timers: Reduce electricity costs by only having lights on when needed.Using MyHydro: See how holiday decorating impacts electricity use by using the electricity tracking tools available on MyHydro, which can be accessed from a mobile device or at bchydro.com.

Visitors Now Required to Wear Masks Within SRD FacilitiesCampbell River, B.C. – The Strathcona Regional District (SRD) continues to follow the advice of the Public Health Agency of Canada and the Provincial Health Officer.  In response to the Nov. 19 Provincial Health Order, visitors are now required to wear a mask covering the nose and mouth in all public and common spaces within all SRD facilities. “We are continuing to deliver essential services and are implementing measures as directed that will contain the spread of COVID-19,” says SRD Chief Administrative Officer David Leitch.  “We encourage everyone to do their part and let’s all make a difference and curb the spread of this virus together.”Necessary SRD business is encouraged to take place through telephone, email or other electronic means.  Where in-person business cannot be avoided, appointments are required. Strathcona Gardens Recreation Complex staff continue to monitor the information and guidelines provided by the Province, Island Health and other authorities to ensure the health and safety of its patrons and staff.  The facility remains open for registered programs only and while visiting the Strathcona Gardens, patrons are required to wear a face covering in the facility and abide by Public Health Orders along with viaSport guidelines. New Community Kitchen and Social SupportProgram Receives Funding to Help Local Vulnerable Populations During COVID-19Campbell River, BC- Campbell River receives new Community Kitchen and Social Support Program made possible through funds awarded by the Emergency Community Support Fund (ECSF) via the Campbell River Community Foundation to Laichwiltach Family Life Society and supported by the Strathcona Community Health Network.On October 5, 2020, the Government of Canada announced a second round of funding in their $350M investment to support charities and non-profits to serve vulnerable populations as they manage impacts of the COVID-19 crisis. Since March 2020, organizations have collaborated to identify and meet the needs of local vulnerable populations in Campbell River in response to COVID-19.  Throughout the pandemic, populations experiencing homelessness continue to be disproportionately affected, food insecurity has increased, and overdose numbers rise. Originally under the leadership of the Campbell River and District Coalition to End Homelessness, this group shifted focus to create a collective action initiative to address food insecurity and increase social support resources.Laichwiltach Family Life Society with the support of the Strathcona Community Health network is awarded $15,000 to offer a Community Kitchen and Social Support Program. The short-term (funded until March 31, 2021) program at the Harbourside Inn will enhance a coordinated approach of service provision for local non-profits, charities and faith-based groups in a facility that meets current Provincial Public Health regulations. In addition to meal provision and access to a commercial kitchen, various activities to build inclusion, capacity and reduce stigma are incorporated into the program. This program is a continuation of the work being completed to respond equitably to COVID-19 for all residents of Campbell River.
