The decline in the transactions in the great staple is due to the limited quantity on sale, blended with advancing prices and the certainty that the lowest estimates may rule. In other branches of the produce trade there has been considerable activity prevailing. In breadstaffo the supplies continue to be remarka- bly well sustained, with more on the way hit.er. The tobacco market has received an impetus under purchases for the French Government, and with speculative movements brought about by well an- thenticated accounts of very diminished receipts for the season, our local great staple, sugar, has im- proved in value as well as in demand. The Black Republican tariff has not at all influenced move- ments; in fact, if sugar and molasses were admitted duty free into the Northern States, we can find sale in New Orleans for all that can be cultivated In Louisiana. They can bring the trash and dirt from Mauritius to the port of Baltimore, call it sug ar, pay $c. J lb duty, and consumers will give a pre- ference to the clean sugar of Louisiana at from 30 to 50 let. advance. The political movements at Washington and Montgomery have only attracted a few comments. There is not the least prospect of an immediate ad- justment of the difficulties between the two Gov- ernments. This is the view we have held and maintained for weeks past. We never expected the great secession could be carried through with- out a resort to sulphur, saltpetre and iron. The week's business has, however, been conducted without any influence from war alarms, and though there may be some attempt to blockade or inter- rupt the mouths of the Mississippi, yet, as the sea- son for business has so far advanced and very little more of the great staple to be received, any little passage at arms between the North and South will serve for a little pastime here in the South and prevent the usual ennui and dullness of the summer months. So far as our financial position is con- sidered, that is beyond all apprehension. The gen- eral requirements and necessities of .buiness and trade will be comparatively light, and our moneyed institutions will pass the season under greatly re- duced solicitations for loans and discounts-that is, there is no prospect, at this moment, of any legiti- mate and regular business requiring more than or- dinary facilities from our banks for the remainder of the commercial year. And, in face of a material falling off in the movements of cotton, the produce transactions-say sugar, molasses, tobacco, flour and corn-sum up to the respectable figures of two million and three-quarters of dollars. To these sales can be added many minor articles, as also regular sales of foreign merchandise, comprising coffee, salt, etc., etc. The tributaries of the Upper Mississippi river are all rising, and communication is now free and un- obstructed from the Crescent City to the PFalls of St. Anthony, with connections via the tributa- ries. With Arkansas there ist a good business going forward via the river of that name, and from the records of the Custom-house, boats continue to leave for the State of Arkansas via the Onachita river. The port of Camden, in the foreign State of Arkansas, makes considerable of a show in the weekly list of clearances through our Custom- house. If Arkansas does not come into the Con- federated States within a short time, it will not be long before we shall add to the daily list of en- trances at our Custom-house flatboats and barges loaded with coal from the Ouachita mines, which will be subject to a duty of 10 bct., the same as the coal from Pitthburg, the Kentucky mines and from England. The patriotic State of Arkansas had best throw off the thraldom from the Black Republican administration at an early a day as possible. The general wholesale and jobbing business has been fair for the week-no complaints in gen eral, only the sales are not to the extent of last year. The dry goods trade moves along very steadily, as well as the concomitant branchest--say clothing, boots and shoes, hardware, and so on There will be no money lost in these branches of business this season, and if a curtailment in the mode of credit had not been adopted, profit and loss accounts would have footed up largely on paper this season. The grocery business has been very good for the week; though there are some complaints and murmurings, they are expressed in all times and at all seasons. Nothing of an im- portant character has attended the local and re- tail trade. Our city has been thronged this week with visit- ors, the attractions to thel great MIetairie course be- ing the grand center, and day after day the move- ments (as they say in the bank parlors) towards the ridge have been large and lively, and though our migratory population are preparing to leave, and are leaving daily, tran-ieut residents and all, it is apparent that the traveling Northward this sea- son will be greatly diminished. From various causes, the come-to-day and go.to-morrow traders and dealers have notrealized anylarge returns from their pilgrimage hither this season; never- theless, there will be large sums of money taken from our midst by these peripatetic dealers, and some who call themselves Southerners will leave taking a few hundred thousand dollars, by way of showing their kindness and friendship for Southern liberality and to promote their Northern friends' interest, which, of course, will be inimical to the South. In the meantime, it behoves our bank mandators to scrutinize closely the various offer- ings that are made to them, and refuse all applica- tions where there is the least probability that the parties are intending to take the proceeds to dis- tant countries, but grant all reasonable aid to mem- bers of our mercantile community to enable them to relieve themselves of the thraldom of Northern indebtedness, and when once they are relieved it is hoped they will not again allow themselves to become subject to Northern demands or Black Republicans. We have from day to day remarked on the money market. The amount of money seeking emplpy- ment is not lessening. The suspended houses- that is, the factors-are paying up just as fast as they can, which bespeaks favorably, and the most of them will be under resumption partially, if not wholly, before the season closes. IIHlders, dealers in paper, have been most agreeably disappointed, so promptly have large sums of paper been retired, many debtors refusing to pay cormorant interest, t0@12 let.; that many capitalists and holders of money are compelled to seek investments on the flags to correspond with their views. The week closes under a liberal supply of money, and as almost every heretofore borrower is tapering down his desires to the lowest scale it is extremely doubtful if there will be half the paper afloat to meet the money laying idle. Some emi- nent holders and owners of money are holding back for the Confederated loan, the hooks of subscription for which will be opened on the 17th inst., at the Citizens' Bank, in this city. We have very little to add this evening to our daily review of the market. The rates of next season, paper maturing this side of March, range from 91 to 10@t1 'iiet.; though an occasional trans- action transpires at i9 1et., this figure cannot be called quotable, as the banks can take this rate of interest on all four and six months paper. The returns of the banks to the Board of Cur- rency this morning show that an enlargen.e it in the line of discounts for the week is one of the features. The decrease in specie is large for the season of the year. Last year at this time the banks were working down very close on line, with considerable pressure on the outdoor market for placing paper. The community owed the banks last year on 1st of April 50 ~et. more than it owes them now. The following figures give the changes in the bank movement this week.
