Cindy is a native Houstonian who retired in October 2011

after 32 years of dedicated service to the residents of Harris County. Cindy has the distinction of being the first Latina to hold the rank of captain at Precinct 1, and she is the most qualified candidate for Pre-cinct 1 Constable. She is the only female running for the position.

In her 28 years at the constable’s office, Cindy had the opportunity to learn the inner workings of the department from the ground up. Starting with her role as a deputy in the Mental Health Warrants Di-vision, Cindy served Precinct 1 as a grand jury bailiff, a criminal wa-rrants deputy, a juvenile warrants deputy, and a civil process depu-ty before holding the supervisory position of sergeant in the Mental Health Warrants Division. Her last position before retiring was captain in charge of security for Harris County’s Courthouse Complex, Medical Examiner’s Office, and li-braries. She also oversaw Precinct 1’s K-9 units, bike patrols, grand jury bailiffs, and communications and training programs. Thanks to Cindy’s leadership in this area, Harris County was able to reduce costs by thousands of dollars whi-le increasing the effectiveness of the security services provided by Precinct 1.

HOUSTON.– The U.S. Department of Education this week awarded the University of Houston-Downtown (UHD) a $3.2 million, five-year grant

to improve support systems and opportunities for first-year, first-generation Hispanic college students.

Funded through the Department’s Title V Developing Hispanic-Serving Institutions (HSI) Program, the grant sup-ports the University’s Project STAR (Student Transition and Retention), which seeks to increase student achievement, persistence and graduation rates. UHD is a federally quali-fied HSI and Minority-Serving Institution (MSI) and is one of 19 institutions in the nation – and three in the state – to receive this HSI grant.

“We know that Hispanics are the fastest-growing ethnic group pursuing higher education, but we need to improve the graduation rate for Hispanic students and provide oppor-tunities for them to achieve their higher education goals,” said U.S. Secretary of Education Arne Duncan. “This grant program will help more Latino students have access to quality higher education, which is key to building a highly skilled workforce to compete in a global marketplace.”

Project STAR will advance student achievement and meet HSI goals through three major components: 1) Sum-mer Fast-Track Institutes, which accurately place students in classes based on their scores on the ACCUPLACER Test; 2) Welcome Institutes, which help to acclimate students to

the challenges of college studies; and 3) An expansion of the College Acculturation and Personal Success (CAPS) Program, which provides time management skills leading to college success; supplemental tutoring; and online, as well as face-to-face training workshops.

“As more than 60 percent of our students receive need-based financial aid and approximately 60 percent of our graduates are the first in their families to attend college, this grant speaks directly to our mission at UHD,” said Lisa Montgomery, Ph.D., vice president for Student Success and Enrollment Management at UHD. “With these funds, we look forward to expanding the academic and personal support offerings available to our culturally diverse stu-dents. This is a cross-collaborative effort between student affairs and academic affairs, and we are thrilled to receive the grant award. The timing could not be better with our planned efforts to grow our enrollment and increase student support services.”

UHD is the second largest university in Houston and the 15th largest four-year, public university in Texas. One of the most ethnically diverse universities in the country, UHD ranks 37th nationally for graduating Hispanic students with bachelor's degrees and 37th nationally for graduating African-American students with bachelor's degrees. HOUSTON.– With his recent gift of $2 million to provi-de scholarships to students,

the University of Houston-Down-town (UHD) has established the Dr. Yung-Fa Chang Endowment for Stu-dent Grants-In-Aid, in honor of the Taiwanese entrepreneur.

Yung-Fa Chang is a businessman and philanthropist involved in inter-national air and sea shipping ven-tures and is the founder and group chairman of Evergreen Group, which operates Evergreen Marine and EVA Airways. Several U.S. and foreign universities have awarded Dr. Chang with honorary doctoral degrees for his commitment to higher education and expanding relationships between the United States and Taiwan.

“This generosity from Dr. Chang will significantly increase the number and value of scholarships for students with financial need and academic ability,” said William Flores, Ph.D., president of UHD. “More than 80 percent of UHD students qualify for

financial aid. Since much of that aid comes in the form of loans, the opportu-nity to receive scholarship aid can encourage students to complete their edu-cation more quickly and reduce the amount of debt they have at graduation.”

Group, the National Immigration Agency and four partnering universi-ties. During the trip, they presented Dr. Chang with a framed proclama-tion from the City of Houston desig-nating June 19 as Dr. Yung-Fa Chang Day in Houston as recognition of his philanthropy and support of UHD.

Dr. Chang previously contributed $200,000 to the University to esta-blish the Evergreen-Bayou Connec-tion Fund to provide scholarships and faculty exchanges between UHD’s Department of Criminal Justice in the College of Public Service and Central Police University in Taiwan. Through Dr. Chang’s initial gift, mo-re than 20 UHD graduate students – including 12 from Taiwan – have completed their master’s degrees in criminal justice or security manage-ment.

“I am an advocate of higher edu-cation for people of all nations and all economic conditions,” said Dr. Chang. “Education opens doors to opportunities that might not otherwise be possible. I want to offer others an opportunity to fulfill their dreams of improving their personal and profes-sional circumstances by pursuing a college degree and gaining rewarding experiences in life and work, regard-less of their economic situation.”

Dr. Chang has significant ties to UHD that began in 2005 when Taiwan’s former director general of the Ministry of Justice, Investigative Bureau – the equivalent of the Fe-deral Bureau of Investigation in the United States – introduced him to a UHD delegation visiting Taiwan. At that time, Dr. Chang agreed to make his first gift to UHD to fund scholar-ships, thereby paving the way for an international student exchange.

Former UHD President Max Castillo, Ph.D. traveled to Taiwan in 2005 to present Dr. Chang with the President’s Medallion, UHD’s highest honor recognizing exemplary support of the University.

Both faculty and students at UHD are strongly committed to fur-thering the University’s partnership with Taipei, Taiwan, Houston’s first sister city. Hsiao-Ming Wang, Ph.D., an associate professor in UHD’s Department of Criminal Justice, established the Bayou Connection Program in 2002 to strengthen inter-national opportunities for students in both cities. To date, more than 100 students of Taiwan’s Central Police University have visited UHD and stu-

died at its English Language Institute and numerous UHD students have vi-sited Taiwan through the partnership.

“It is a clear indication of our global community when a Taiwanese businessman makes a gift to a univer-sity half-way across the world to pro-vide educational opportunities for our diverse group of Hispanics, African Americans, Caucasians and interna-tional students,” said Dr. Flores. “His investment in UHD and our students serves as an excellent example of how other businesses can play a ma-jor role in educating and equipping the workforce of the future.”

It's Time for the Summer Nature Challenge

Every year, kids and families can participate in The Texas Nature Challenge (formerly known as Mission Possible). The goal of the Texas Nature Challenge is to encourage families to brave the Texas heat and visit as many of their neighborhood parks and nature areas as possible. In the Bayou Region, families can visit various Houston sites for fun activities. Among the Hous-ton participants are the Houston Zoo, the Nature Discovery Center, and our very own Buffalo Bayou Partnership.

The Buffalo Bayou Partnership Nature Cha-llenge requires participating families to follow the trail from Sabine Street Bridge to Tapley Tributary, keeping a nature journal along the way. Kids will use their nature journals to draw inter-esting plants or describe different insects. Partici-pants will be given a trail map along with a pro-file a variety of invasive plants, such as: Elephant Ear, Alligator Weed and Giant Ragweed as well as native species including Bald Cypress trees and Pickerel Weed. Those who come across these natives and intruders are asked to document them in their journals and collect leaves. At the end of the summer, prizes will be given out by The Texas Nature Challenge.

El virtual ganador de las elecciones presidenciales en México, Enrique Peña Nieto, definió hoy los térmi-nos de la futura colaboración con Estados Unidos en la lucha contra los cárteles de la droga al asegurar que seguirá la estrategia que más convenga a la población mexicana, independientemente de los criterios que más complazcan a la agencia antinarcóticos o al Congreso de Estados Unidos.

En una entrevista con el diario The Washington Post, Enrique Peña Nieto se pronunció a favor de una más estrecha colaboración -pero con límites-, y esclareció por primera vez algunos de los elementos que serán parte de la nueva estrategia y, por tanto, de las nuevas condicio-nes en la cooperación con Estados Unidos.

Entre ellos, el rechazo a la presencia de agentes fe-derales armados de EU en México -una condición que la administración de Barack Obama ha solicitado revisar--, la negativa a efectivos militares estadounidenses en territorio mexicano, a menos de que éstos se encuentren en misiones de entrenamiento a las fuerzas armadas na-cionales, y el futuro control de los vuelos no tripulados (drones) que fueron autorizados bajo el gobierno de Feli-pe Calderón para realizar labores de inteligencia.

"Tenemos que definir medidas de cumplimiento de objetivos por determinado período de tiempo y que sean

aprobadas por las dos naciones", dijo el virtual candidato electo en la entrevista.

El candidato del PRI, quien se ha enfrentado a los recelos y cuestionamientos de legisladores en Estados Unidos, ante la eventualidad de que un cambio de estra-tegia suponga una disminución del compromiso en los esfuerzos de México contra el crimen organizado y el narcotráfico, reiteró que su gobierno garantizará la con-tinuidad de esa lucha aunque bajo nuevos criterios para medir el éxito de la misma.

Unos criterios que buscarán la reducción de la vio-lencia y que dejarán de basarse sólo en las mediciones que resultan más populares para la DEA o el Congreso de EstadosUnidos:

"Después de que asuma la presidencia en diciembre próximo, el nuevo mandatario no medirá el éxito por el número de cabecillas del narcotráfico capturados o eliminados, o por los montos confiscados de cocaína, medidas que son populares entre funcionarios de la DEA o en el Congreso de EU", aseguró el diario al reseñar la entrevista realizada a Peña Nieto.

"México ha tenido 60 mil muertos relacionados con la lucha antinarcóticos del presidente Felipe Calderón desde el 2006, cuando decidió desplegar el ejército mexicano en las calles", asegura el diario al añadir que, haciendo de lado la medición del número de muertos, el

contra crimenpresidente electo del PRI buscará distanciarse y generar un claro contraste con la estrategia de Calderón.

"Sin duda estoy comprometido a tener una intensa y cercana colaboración medida por resultados", reiteró Peña Nieto al insistir que la nueva estrategia se dará bajo los términos que más convengan a México y a su población.

La entrevista, realizada por los corresponsales en México de The Washington Post, William Booth y Nick Miroff, deja en claro así que si bien Enrique Peña Nieto apuesta por la continuidad en la lucha contra los carteles de la droga, la estrategia tendrá que estar más acotada y supeditada a los intereses de México y su soberanía:

"Creo que debe de haber un intercambio de tecnolo-gía y de información de inteligencia, pero insisto, debe haber respeto por la Constitución de los dos países", en-fatizó el virtual ganador de las elecciones presidenciales en México.

El actor Antonio Banderas pa-rece agotado de luchar contra un enemigo de su matrimonio: el al-coholismo de su esposa Melanie Griffith, la mujer que el actor ha dicho amar con toda su alma pero cuyos vaivenes con la adicción al alcohol lo han dejado exhausto.

“No queda duda de que Pan-cho Céspedes es hoy por hoy uno de los principales exponentes de la música cubana”, dice el perio-dista Erwin Perez, quien este do-mingo ha invitado a este versátil genio musical a su programa “No es lo mismo”, de las 7 p.m. por Telemiami.

PreparaciónPela y corta las manzanas en pequeños cubos.

Coloca los trozos de manzana en la cubierta del pastel. Une el azúcar y la canela y salpícala sobre la manzana.

De la cubierta: Une los ingredientes y rié-galos sobre el relleno. Hornea a 400 grados unos 40 minutos o hasta que esté cocinado.

scoring. If you play the two, you better be able to put points on the board, period. Sure, rebounds, as-sists and defense are always appreciated, but a two guard’s publicly perceived value is far more often determined by his ability to space the floor, slash to the rim and move off the ball; in short, doing anything and everything that involves getting the rock in the basket.

And yet, look around the league right now and

you’ll find a relative dearth of shooting guards who score prolifically. Only 11 (12, if you count Eric Gordon who played just nine games) two-guards averaged more than 15 points per game this past season, and a mere three (again, that number rises to four if Gordon is included) topped the 20 points per game plateau. So while the perception about the position still stands, the reality is that pure scorers at the two-spot are hard to come by.

Well Jeremy Lamb can score, plain and simple. What’s more, he can do so in a variety of ways. He averaged nearly 18 points per game during his sophomore season at the University of Connecticut; this, after announcing his arrival to the nation the year before with his big time shot-making during the Huskies’ run to the 2011 NCAA title; a six-game stretch that saw Lamb connect from downtown at a ridiculous rate of 63 percent.

So what are the skills that make Lamb such a promising two-guard prospect at the NBA level? We put the Rockets rookie under the microscope in our latest film session to find out.

into Jeremy Lamb, Royce White and Terrence Jones.In many ways, this was a suprising night at Toyota

Center as Houston ended up staying put at the Nos. 12, 16 and 18 positions, after days of intense speculation that the club was in the mood to wheel and deal. To be sure, the Rockets came into the night ready to aggressively maneuver but nothing came together, prompting the Rockets to stand pat and take the best players available on their draft board.

With that in mind, let's revisit the draft capsules of each of the three players Houston selected in the first round, in addition to the thoughts of draft expert Jim Clibanoff:

Clib’s take: I was afraid that he might have received overly inflated stock after the fine run he had during

UConn’s NCAA tournament run in 2011. But that concern subsided in my head when he went out and led the USA basketball team during the summer in points per game, and then started out this past season very well, too.

He’s definitely a flat out scorer; more a scorer than a pure shooter. He’s got great length. He can put the ball on the floor, though he still needs to sharpen that part of his game to better prepare himself for the pros.

The big thing I want to see with Jeremy Lamb is for him to be a ver-satile NBA scorer. That means he’s going to need to get to the free throw line more to take advantage of his excellent shooting from the charity stripe. I don’t want to see him dege-nerate into just a jump shooter. As he gets stronger he should be able to become more of a slasher with more of a physical presence. I think he’s maybe a Marshon Brooks kind of player as far as length and ability to score that will translate.

Clib’s take: I actually have him as a power forward. He’s probably the most unique player in this draft. His ability to fill up the stat sheet and essentially play as a point guard or a point power forward –- you just don’t really see that profile an-ywhere.

His basketball IQ is just so high. If a coach can look outside the traditional box, you can really find quite an asset with White. I think a guy like Don Nelson when he was in the height of his very progressi-ve, forward thinking use of players would really have had a field day with a guy like Royce White.

He’s not going to be everyone’s cup of tea –- he’s a little bit undersi-zed for the four spot –- but where he might have a disadvantage because of his lack of size, he’s going to be a major mismatch for other players, too. You can put him out on the pe-rimeter against a big where he can pass and put the ball on the floor. If

you put a three man on him he’s going to abuse him; he can work down low where he can take advantage of his strength and huge hands.

I’ve even heard someone suggest to me where you could use him like a Chuck Hayes, a really undersized post player who can hold his own because he’s such a big, strong dude and because he has such a unique skill set.

Clib’s take: A guy who might not be an NBA star, but his ability to fit in with other talent around him at Ken-tucky helped him quite a bit and should portend positive things for his NBA career. I compare him a little bit to a guy like Al Harrington who is a four-man who likes to face-up and shoot. People wanted him to be a three and we used to list Terrence Jones as a three, but the bottom line is he’s a versatile power forward who can do a little bit of a lot of stuff. I think the composition of the team he goes to is going to be critical in the development of his pro identity. I could see him being used as an offensive weapon in certain situations or more a rugged, physical four in others. I can see his future going a lot of different ways.

en la segunda y última actuación de ambos conjuntos en el cuadrangular Copa Jalisco.

Los goles de la victoria fueron obra de Carlos Fierro, en dos ocasiones, a los 60 y 76 minutos, así como de Luis Pérez por la vía penal, a los 64'. Alfonso Nieto había adelantado a los universitarios, a los 33'.

Con este resultado el Rebaño aspira a conquistar esta competencia, en espera de lo que sucederá en el duelo que sostendrán Atlas y Morelia, más tarde.

Parecía que los tapatíos no iban a tener ninguna posibilidad de salir adelante en este compromiso, pues sin ser espectacular ni dominante el conjunto capitalino fue mejor sobre el terreno de juego durante los primeros 45 minutos.

El cuadro Esmeralda vence al campeón Santos 2-0 en partido amistoso

CALIFORNIA, Estados Unidos, Jul. 8, 2012.- En su segundo partido amistoso de la pretemporada, el campeón Santos Laguna cayó por dos goles a cero ante el sorprendente León, recién ascendido a la Primera División, en duelo disputado en el Home Depot Center.

El trámite de los primeros minutos del encuentro fue muy parejo, ya que ambos cuadros intentaron imponer condiciones con un estilo similar, circulando el esférico a ras de pasto y encontrando en el frente de ataque a sus elementos más habilido-sos, Darwin Quintero por los Guerreros y Eisner Loboa por parte del conjunto esmeralda.

Fue justamente el Científico del gol quien estuvo cerca de abrir el marcador en el minuto 7, cuando tomó el balón en tres cuartos de cancha y envió un impacto potente por encima de la cabaña de Édgar Hernández.

En adelante las acciones se concentra-ron en el centro del campo, aunque los de la Comarca tuvieron mayor profundidad en sus llegadas, aprovechando los trazos de Daniel Ludueña.

En el minuto 32, el refuerzo santista Édgar Lugo estuvo a punto de estrenarse con la casaca verdiblanca, al recibir un pase de Hérculez Gómez dentro del área para enseguida conectar cruzado, sin embargo

KANSAS CITY, Kan. -- Sporting Kansas City’s solid defensive

effort moved them back into a share of the Eastern Conference lead, but their continued struggles to score from anywhere but the penalty spot kept them from taking the top spot all for themselves.

Sporting outshot the Houston Dy-namo 17-7 on a sweltering Satur-day night at LIVESTRONG Sporting Park, with the mercury at 104 degrees at kickoff, but they had to settle for a scoreless draw. That moved Kansas City (10-5-3, 33 points) into a first-place tie with D.C. United.

Houston (6-5-7) extended their unbeaten string to three matches in the first meeting between the two sides since Houston’s 2-0 win at LSP in last year’s Eastern Conference final.

Sporting, ever mindful of Houston’s dangerous set-piece game, didn’t give up a restart in their own end through a scoreless first half and into the 62nd minute. It wasn’t until the 79th minute, when Adam Moffat bounced a free kick off a two-man wall, that the Dynamo actually went for goal on a set piece.

But despite a 6-0 advantage in cor-ners and three free kicks in dangerous spots before the break, the hosts were unable to turn the statistical disparity into goals. Their best chance of the half came out of the run of play, when Jacob Peterson ripped a low shot off the left post in the 33rd minute.

While the Houston Dynamo may still be getting used to all the facets of a new formation, one

aspect they have picked up on is how to use the 4-3-3 to their advantage defensively.

Against a multi-faceted Sporting Kansas City attack on Saturday the Dynamo showed just what it can do to limit an opponent’s chances. Sporting KC took 17 shots, but only four were on goal, and Jacob Peterson’s first-half shot off the post was the only one to come close to breaking through in the teams’ scoreless draw.

While the attack may still be finding its legs in the new system – the Dynamo mustered just two shots on goal - the performance showed that the club’s defense is already on the right page.

well,” head coach Dominic Kinnear told MLSsoccer.

Convey, also set up a nice opportunity for Sporting with a backheel pass to Seth Sinovic in the 30th minute. Sinovic’s cross nearly found Kei Kamara at the back post, but defen-der Corey Ashe deflected it out for a corner.

The Dynamo still managed to generate several chances through brand new Honduran signing Boniek Garcia before the break, but center back Matt Besler blocked Will Bruin’s shot in the 9th minute and Jimmy Nielsen saved Garcia’s attempt in the 15th.

Bruin, who came into the game third in MLS with

nine goals this season, did not get off another shot before being lifted for Brian Ching in the 66th minute.

Sporting generated two good chances early in the second half, but Kamara’s header went right into Tally Hall’s hands in the 48th minute and C.J. Sapong fired just left in the 57th after Roger Espinoza’s run deep into the Houston area.

Another flurry of chances around the 75-minute mark also went beg-ging, and Sporting’s last chance to pick up three points sailed high along with Graham Zusi’s shot off a throw-in in the 89th minute.

Houston's chance to steal the ga-me late was thwarted when Collin and Nielsen combined to stop Brian Ownby’s shot in the 90th minute. Hall had four saves and Nielsen made two for their respective shutouts.

With three players in the center of the pitch, Houston is starting to clog the lanes heading into their defensive third and making clear cut chances hard to come by, evidenced by Kansas City’s lack of shots on target.

It’s a plan teams have employed against Houston often, and the Dy-namo are happy to start returning the favor.

“It’s a system where guys clog the middle and make it tough for teams to play through,” defender Bobby Boswell told MLSsoccer.com. “When the guys in front of us

are working their tails off it makes our job a lot easier. We’re just picking up pieces and balls that get through but tonight and the last couple of games, it’s been the guys in front of us doing all the hard work and we’re there to clean it up if it gets through.”

Saturday’s shutout draw was Houston’s second in a row, and brings their goals-against total in three games in the system to just one.

“I’m not sure it’s the most attractive thing to watch for fans but I’ll keep taking zeroes all year,” Boswell said. “Our goals are going to come. If we keep getting shutouts and continue keeping teams off the board I think we’re going to win a lot of games.”
