Please find the appropriate fee of 126 Euro for the licence review enclosed. @ In compliance with Condition I .4 of the licence, we would like to inform you of the following additional abatementhreatment recovery system planned for use at the site in 2006. In thb light of correspondence with the Agency on the 20* of March 2006 the installation of the solvent recovery system would require a licence review to provide for a Class 1 1.1 activity i.e. the recovery or disposal of waste in afaciliy. The company proposes to install a solvent recovery system for waste solvent generated only at this site in order to prevent unnecessary disposal of this Iwaste. The system planned is a Fromeco D25 Ax. A brochure outlining this system and its operation is enclosed. The end products of the recovery system are pure iolvent (low grade), which will be reused on site or sold on, and solid waste which will be disposed of as hazardous waste. I S jl 111 The machine is to be located in an existing room at the site - see enclosedlplan. This room will have an extractor fan on the external wall for safety reasons. However, emissions from the machine will be minimal and only occur as fugitive kmissions when drums or the machine is open. The solvent recovery system is expected to achieve at least 50% reduction1in the volume of solvent waste disposed per annum. CHW#AGTERlSllCS FORMECO units use the principle of distillation which allows the recycling and the re-use of degmasing and washing solvents. Through this simple distillation process, they separate the contaminants (resins, polymers, plgments, paints, oils, etc.) from the original solvent The condensed solvent is collected in a tank ready for its reuse. The characteristics of the processed solvent am not altered by the process which can be repeated indefinitely.

FUNCTIOlhllNa PRINCIPLE The boiling of the polluted solvent takes place in a boiler that forms a unique block together with a peripheral heating jacket filled with diathermic oil that is heated by an electrical element. - The vapours are then conveyed to a condenser cooled by air or water. The condensed solvent is collected in a tank, for its reuse. There are no solvent emissions from the unit during operation.

opmmhla The distillation cycle is fully automatic; the operator's work is limited to simply loading the solvent (l), setting the distillation time and temperature (2), and finally, unloading the solid or liquid residues (3-4).

CLEANlNQ The cleaning is easy and immediate. For liquid residues, the boiler can be easily rotated to discharge the contents (4). In the case of solid residue (paints, resins, polymers, pigments), the concentrate is coflected inside a special disposable bag, named Rec Bag, this avoids manual cleaning of the tioiler surface. The final result of the process is a solid waste.

SAFEN The unit normally operates at atmospheric pressure. Safety devices monitor heating and distillate temperatures and the plant stops automatically if a fault is detected. All Formeco units are manufactured in accordance with European standards concerning distillation units: CEI 64-2 and EN 50014-1518. Formeco machines am constructed with all components ATEX approved. Formeco is a Company certified IS0 9001
