    About this user guide

    Intended audience

    This guide is intended for all users of Infobase. Its purpose is to provide a reference point for users and to guide

    users through the various search options, search results, reports and products available in Infobase.

    How to use this guide

    This guide is divided into eight sections:

    Overview "Introducing Infobase" Explains what Infobase is.

    "Available reports" Provides an overview of the reports that are available on

    Infobase.

    Getting started "Registration" - Provides step-by-step guidance on registering as either a

    casual user or subscriber.

    "Logon" Provides step-by-step guidance on logging on.

    Owner/occupier names Implications of the Local Government(Rating) Act 2002

    The Local Government (Rating) Act 2002 (LGRA) has resulted in changes to what can be displayed in Infobase. In

    order to comply with the new legislation, these changes will be effective from 17 April 2003.

    The principal effect of the legislation is owners/occupiers names and postal addresses of rateable properties

    changed after 29 April 2003 will no longer be available from councils and will no longer be displayed in Infobase.

    This will most commonly happen when a property is sold, but will also happen when there are other reasons for

    change e.g. change to married name, etc.

    Owners/occupiers postal addresses will not be displayed in Infobase from 17 April 2003. The owners/occupiers

    names will continue to be displayed where they remain accurate, but as sales or other changes occur after 29 April

    2003 they will not be displayed. We expect the number of properties with owners names available to reduce

    annually by 6% to 7%.

    The LGRA change will also flow through to other Infobase records. For example, the vendor/purchaser will not be

    displayed on sale records after 29 April 2003.

    Overview

    Introducing Infobase

    Infobase gives you access to New Zealands most up-to-date database of property information. With detail

    on over 1.8 million property assessments, why look elsewhere?

    The type of information you can access through Infobase includes:

    o Current property and sales information.

    o Rating valuation data for residential, rural, commercial and industrial properties.

    o Historical sales and property information.

    o Searches by address, valuation reference number, certificate of title reference, legal description and CT

    owner.

    o Comparative searches based on criteria you specify (e.g. floor area, land area, capital value, property

    category, sales dates, and so on).

    o Hazard reports - scientifically modelled assessments of natural hazards relative to a specific property.

    o Demographic profiles - provide socio-economic information about neighbourhoods, suburbs, cities, regions

    and New Zealand.

    o e-valuer - provides an estimate of the market value for residential properties based on comparable sales of

    nearby properties.

    Valuation data Capital value, Land value, Value of improvements, Trees value (shown only if

    there is a recorded value of trees, refer to Glossary of terms for definition) and

    What information does it show?

    Property details Street address, Territorial authority.

    Information status Date the information was last updated, Date the report was generated.

    Certificate of title Certificate of title reference, Land registration district, Date title issued,

    Register type, Prior title reference.

    references

    Legal description, Land area, Estate type, Owners.

    Interests Lodgement date, Instrument number, Interest type.

    Mortgage information will not display in this report.

    If there is more than one title on the property the Certificate of title, Legal information and references and Interests

    sections of the report are repeated for each title (up to a maximum of five titles). If a property has more than fivetitles the Certificate of title details report will not be available.

    If the property is cross-leased the Legal information and references section of the report will be repeated once for theshare in the underlying land and once for the leasehold interest in the flat.

    accessed by clicking a reason for change hyperlink on the Property history screen.

    Category.

    The owner/occupier field will state Not available if there has been a change inownership details after 29 April 2003.

    e-valuer

    e-valuer is the ideal first step in the house buying or selling process. The system will provide an estimate of market

    value based on comparable sales that have sold nearby in the last nine months.

    What information does it show?

    Property details Street address, Valuation reference, Quotable property id (QPID), Territorial

    authority, Owner/ occupier, Outstanding activity, Nature of improvements,

    Category.

    The owner/occupier field will state Not available if there has been a change inownership details after 29 April 2003.

    Estimated value Estimated value, Estimate of value range, Estimated chattels, Gross estimate

    value range (including chattels).

    To request an e-valuer report you need to select the property you want the estimated value for by using either

    Address searchorAdvanced search.

    Once you have selected the individual property you then need to click the e-valuer report link on the Property

    summary page.

    Hazard report

    Hazard reports give you an indication of what hazards a property might be exposed to. You can use this information

    in combination with helpful information provided by EQC to better prepare for a hazard event. ( www.eqc.qovt.nzor0800 652 333)

    Hazard reports are not available for all properties throughout New Zealand but are available for over 900 000 urban

    properties, located in major urban areas throughout New Zealand.

    Demographic profiles

    The Demographic profile reports available from Quotable Value provide socio-economic information about

    neighbourhoods, suburbs, cities, regional areas or the country as a whole. There are two types of demographic

    reports available National and Neighbourhood profiles. The National report is free; this includes socio-economic

    information about a selected regional area and the country only. The Neighbourhood report details information from

    national through to neighbourhood level.

    What information does it show?

    Property detail Situation address, Report date, Valuation reference.

    Age Breakdown of ages including average age for the neighbourhood, surrounding

    suburb, city and country.

    Ethnicity Breakdown of ethnic groups by neighbourhood, surrounding suburb, city and

    2. Click on Register from the blue menu bar at the top of the page.

    3. Read the information displayed on the page.

    5. Click either the register as a casual user, or register as a subscriber hyperlink to go to the

    Casual user registration

    Registering as a casual user

    1. Enter your email address.

    This is a mandatory field.

    2. Enter your password.

    Your password must be at least eight characters long and contain at least two letters andtwo numbers. This is a mandatory field.

    3. Confirm your password.

    This is a mandatory field.4. If applicable, select a rewards card type from the drop down box.

    5. If applicable, enter your rewards card number.

    Your reward card number should be entered consecutively with no spaces.

    6. Ensure you have read the terms and conditions and click in the "Yes, I have read and

    accept the terms and conditions of use" tick box.

    You must accept the terms and conditions to be able to register as a casual user.

    7. Click in the "Yes, I would like to receive property related information from QV" tick box if

    you wish to receive this.

    8. Press enter or click on the Submit button to register.

    You will automatically receive a confirmation email and will be navigated to the mainsearch screen with your user name displayed at the top of the page. When you submityour search criteria you will be prompted for credit card details. This will not occur everytime, only in circumstances where there is a two-hour delay between searches.

    Entering your credit card details

    When accessing your first report or search results from Infobase, you are navigated to the Credit card details page

    shown below. Correct credit card details must be entered before you can view your search results. You will only

    receive this prompt the first time you search; all subsequent chargeable searches will automatically debit your credit

    card.

    1. Select a credit card type from the drop down box.

    This is a mandatory field.

    2. Enter the name displayed on the card.

    This is a mandatory field.

    3. Enter the number of the card.

    This is a mandatory field. All numbers should be entered consecutively.

    4. Enter the card security code number.

    This is an optional field. If you are unsure of your credit card security code number click onthe Card Security Code hyperlink. This navigates you to a help box, which shows whereon the credit card this number may be displayed.

    5. Enter the card expiry date.

    This is a mandatory field and must be in the format (mm) in the first box and (yy) in thesecond.

    21. Select whether you want to be able to view sales and or valuation information by clicking in

    the appropriate tick boxes.

    22. Click in the "Multiple logons" tick box if required.

    23. Click in the "Accept terms and conditions" tick box and click on Register.

    You must accept the terms and conditions to be able to register as a subscriber. Theconfirm subscriber registration screen will then be displayed. This screen confirms yourregistration details, contact for account details and main user details.

    You will receive a confirmation of registration email. Our Helpdesk team will confirm yourlogin user identification and password after your details have been processed andapproved. Your account will then be enabled.

    If you registered as an individual or other business type your confirmation email willcontain a credit check request form. This form must be filled out and either mailed or faxedback to us on the fax number provided on the form. Your registration cannot be processeduntil we receive this form.

    You are able to logon from any page on the Quotable Value website.

    1. Access the Quotable Value Web Site http://www.quotable.co.nz/ .2. Enter your User name & Password.

    3. Click on the Logon button.

    Why can't I login?

    There may be several reasons why you are having difficulty logging into the system:

    o Your account may have been de-activated. This will happen if it has not been used in

    the last 3 months, or there have been problems with your account.

    o Check that you are running Internet Explorer 5.0 or Netscape Navigator 6.0 or greater.

    If you are using earlier edition browsers, you will be unable to access Infobase.

    Account maintenance

    These screens are accessed by clicking on the Edit profile hyperlink on the side menu bar of most screens in

    Infobase. It allows you to update your password and your reward card details (reward card details are applicable only

    to casual users).

    Casual user

    How do I update my password?

    1. Click the Change password radio button.

    2. Enter your old password in the Old password text box.

    3. Enter your new password in the New password text box.

    Your password must be at least eight characters long and contain at least two letters and two numbers.

    How do I update my rewards card details?

    How do I change my email address?

    Your email address is your user name if you are a casual user. To change your email address you must re-register

    on the registration pages detailed in the registration section of this guide using your new email address. After re-

    registering you should contact the Quotable Value Helpdesk to have you first account disabled.

    Billing detail

    Checking your session and monthly activity

    To assist you to keep track of the costs for Infobase during the day and month, select "Billing details" from the side

    menu. A summary screen will display itemised costs accumulated since you logged on that day and for the currentmonth. For registered subscribers, all costs exclude GST.

    In addition the total days charges are displayed at the top of every screen once you have logged on, as shown

    below. Please note that at midnight, today's charges are reset to zero on both the menu bar and the today's

    charges section of the billing detail screen.

    SMS

    The SMSservice provides property information to Infobase subscribers using text messaging. Using your mobile

    handset, you can dial up Infobase. By entering a Territorial authority (TA), Street number and Street name for a

    specific property Infobase returns the Capital value, Land value and Value of improvements for that property. At thesame time that you receive the information on your handset as a text message, a Rating valuation report is emailed

    to your email address.

    Registering to use SMS

    To be able to use SMS you must be registered as a subscriber and have selected the SMS service from the services

    section of the subscriber registration page (refer to the Subscriber Registration section of this guide on

    pages 34 36). If you are an existing subscriber and wish to add SMS to your selected services you need to contact

    Quotable Value's Helpdesk on 0800 651 133.

    How do I use SMS?

    What information can I access?

    Using SMS you can access current Rating valuations, one property at a time, including Capital value, Land value and

    Value of improvements. Upon completion of a successful search you will also be emailed a full Rating valuation

    report.

    Searching

    1. Enter 3645 as the number to text to.

    2. Enter search criteria. The following search criteria are available:

    o TA code (for a list of TA codes refer to Glossary of terms) This is the two digit numeric code

    for a Territorial authority and is a mandatory field.

    o Street number This is the street number of the property and is a mandatory field.

    o Additional number This is any additional number for the property i.e. 2 a Johnson St. This is

    an optional field.o Street name This is the name of the street the property is situated in and is a mandatory

    field. This field also accepts wildcards i.e. Colombo could be entered as Colom*

    o Street suffix This is the type of street i.e. Road, Street, Avenue. This is an optional field.

    Please note that abbreviations are not accepted in this field, the full street type must be

    entered.

    An example of a typical search is below:

    75 Woodhouse Avenue, Wellington would be entered as follows: 47 75 Woodhouse Avenue

    Where 47 = Wellington TA, 75 = Street number, Woodhouse = Street name & Avenue = Street suffix.

    You will then receive a text message containing the Rating valuation for the property searched and aRating valuation report will be emailed to your email address.

    Search resultsA successful search will result in you being sent a Text message in the following format:

    If the search is unsuccessful or more than one property meets the criteria submitted an error message will be

    displayed as follows: 'Could not find x, please check spelling or TA'.

    You may also receive the following messages:

    'You are not a valid user' This message is sent if you are not a registered subscriber.

    'Account closed' or 'Account disabled' This message is sent if you have registered as a subscriber but

    your account is now closed or has been disabled. In this instance you should contact Quotable ValuesHelpdesk.

    WAP

    The WAP service provides property information to Infobase subscribers via your WAP capable Telecom mobile

    phone. Products such as e-valuer reports, Sale history's and Rating valuations are available using this service.

    Registering to use WAP

    To be able to use WAP you must be a Telecom mobile user, be registered as a subscriber and have selected the

    WAP service from the services section of the subscriber registration page (refer to the Subscriber registration section

    of this guide on pages 34 36). If you are an existing subscriber and wish to add WAP to your selected services you

    need to contact Quotable Value's Helpdesk on 0800 651 133.

    How do I use WAP?

    What information can I access?

    Using WAP you can access current Rating valuations, Sales history's' (up to the last five sales recorded on a

    property) and an e-valuer estimate, one property at a time. Upon completion of a successful search you will also be

    emailed the applicable report to your subscriber email address.

    Logon & searching

    1. Connect to Quotable Value's URL: www.quotable.co.nz\wap .

    2. If you are a first time user you will be prompted to enter your cell phone number i.e. 027 111 1111.

    If you are a registered user with the WAP service you will be navigated to the search screen. If you arenot registered or do not have access to the WAP service an error message will be displayed stating thatyou are an invalid user. If this is the case you should contact the Quotable Value Helpdesk.

    Searching for valuations or sales?

    For subscribers both the Address search screen and Advanced search screen use the "Valuation or Sales" and One

    line per result or Multi line results search buttons shown below. This allows you to chose the type and format of

    results you wish to see. See pages 69 to 77 for examples of each of the types of screens available in Infobase.Casual users are only able to view sales for individual properties one at a time. This is done by identifying a property

    and selecting the sales history report from the property details screen.

    Type of information

    Valuation or Sales

    Click the radio button for the type of information you wish to see.

    Exclude non-market

    sales

    Click this option to exclude sales that have a price/value relation of two or three.

    See Glossary of terms for definitions.

    Format for results

    One line per result or Multi

    lines per result

    Click the radio button to select either one line per result or multi lines per result.

    Click the Search button and the type of results screen you have requested will

    display. If the search only finds one property or sale match the relevant detailscreens will be presented.

    The Multi lines results are charged per unique record returned. On any one

    screen, there can be up to 10 records.

    For current prices check the pricing page at http://www.quotable.co.nz.

    Prior to viewing results for the Multi line searches you will receive a warning

    screen to confirm you wish to proceed. Click "Cancel" to return to the search

    screen.

    Note: There is no warning screen for individual property or one line per resultsearches.

    Address search

    This is the quickest way to locate details for a property when you know the address.

    Search for a property by address

    1. Select a region from the map of New Zealand displayed.

    2. Enter the street name in the Street address combo box.

    When entering a street name you need only enter in the first few letters of the name. Thecombo box self populates with streets in the region selected which match the lettersentered.

    3. Enter the street number.

    4. Enter additional street number. [Optional]

    (The 'Additional No.' field is used for searching properties whose street number contains

    'a's and 'b's' or for properties with suffixes like 1 - 50. If left blank the database will search

    for all properties with the street number ignoring any suffixes the street number may

    contain)

    5. If you are a subscriber select whether you want valuations or sales and either one or multi

    line results by clicking on the appropriate buttons.

    6. Click on the Search button.

    Search for a list of properties or sales by address

    1. Select a region from the map of New Zealand displayed.

    2. Enter a range of street numbers, e.g. 1 to 15.

    3. Enter the street name.

    Advanced search

    This is the quickest way to locate details for a property when you know either the QPID, Valuation reference,

    Certificate of title, Legal description or want a range of rating valuations or sales by street number or category within

    a Territorial authority.

    Property search types

    Property search types allow you to search for valuations or sales on an individual property by QPID, Valuation

    reference number, Certificate of title or Legal description.

    Search by Valuation reference number

    1. Enter the applicable roll number.

    2. Enter the applicable assessment number.

    3. Enter the suffix if applicable.

    4. Select search type i.e. Valuations or Sales (subscribers only).

    5. Click on the Search button.

    Search by QPID

    1. Enter the applicable QPID.

    2. Select search type i.e. Valuations or Sales (subscribers only).

    3. Click on the Search button.

    Search by Certificate of titleThe certificate of title reference can be in two formats. The old formats are made up of a region plus volume and folio

    numbers that are alphanumeric and vary in length. The new Landonline format is a single number of four or more

    digits.

    To search for a property with an old format CT reference:

    1. Select a district from the Land district drop down box.

    2. Enter the volume number.

    3. Enter the folio number.

    4. Select search type i.e. Valuations or Sales (subscribers only).

    5. Click on the Search button.

    To search for a property in the new Landonline format:

    1. Select "Landonline" from the Land district drop down box.

    2. Enter "0" in to the Volume field.

    3. Enter the numeric code into the Folio field.

    4. Select search type i.e. Valuations or Sales (subscribers only).

    5. Click on the Search button.

    Search by Legal description

    Follow these steps to perform a simple legal description search.

    Users are not able to search using complex criteria e.g. secondary parcel numbers, Maori names.

    1. Select a district from the Land district drop down box.

    2. Enter the parcel number.

    This is an optional field but if used it will narrow the range of the search.

    3. Select a plan type form the Plan type drop down box.

    This field defaults to DP.

    4. Enter the plan number in the Plan No. field.

    5. Click on the Search button.

    Subscribers can only view valuation information using this search, to view sales information search by QPID,

    Valuation reference or Certificate of title.

    Multiple property search

    Search by property name1. Select a Territorial authority or enter a Territorial authority number or select a region.

    One of these fields must be entered to perform this search.

    2. Enter the property name.

    Further criteria can be entered if required. Wildcards (*) can be used in this field.

    3. Select search type i.e. Valuations or Sales and format of results i.e. one or multi line per

    result (subscribers only).

    4. Click on the Search button.

    Search by range of street numbers1. Select a Territorial authority or enter a Territorial authority number or select a region.

    One of these fields must be entered to perform this search.

    2. Enter the street number range in the from and to boxes i.e. 15 30.

    If left blank the search will return results for the street entered.

    3. Select a street name from the drop down box.

    4. Select search type i.e. Valuations or Sales and format of results i.e. One or Multi line per

    result (subscribers only).

    5. Click on the Search button.

    Search by category

    1. Select a Territorial authority or enter a Territorial authority number or select a region.

    One of these fields must be entered to perform this search.

    2. Select a sales group from the Sales group drop down box.

    This is an optional field but if used will narrow the range of the search. The search can berefined further by entering a range of street numbers and a street name or just a streetname.

    3. Enter the categories you require. Up to two categories can be entered.

    A wildcard '*' can be used i.e. RD* will return all ages of residential dwellings for the searchcriteria submitted. Please refer to the glossary of terms for category definitions.

    4. Select search type i.e. Valuations or Sales and format of results i.e. one or multi line per

    result (subscribers only).

    5. Click on the Search button.

    Search by sale date rangeThis option is only available for subscribers.

    1. Select a Territorial authority or enter a Territorial authority number or select a region.

    One of these fields must be entered to perform this search.

    2. Select a sales group from the Sales group drop down box.

    This is an optional field but if used will narrow the range of the search. The search can berefined further by entering a range of street numbers and a street name or just a streetname.

    3. Enter the Sale date in the from and to text boxes.

    The dates entered must be in the format dd/mm/yyyy. At least a Sale date to must beentered. Sale date to must be equal to or later than sale date from. If sale date to is notentered the default value is today's date.

    4. Enter further search criteria if required.

    5. Select search type i.e. Valuations or Sales and format of results i.e. one or multi line perresult (subscribers only).

    6. Click on the Search button.

    Search by sale price rangeThis option is only available for subscribers.

    1. Select a Territorial authority or enter a Territorial authority number or select a region.

    One of these fields must be entered to perform this search.

    2. Select a sales group from the Sales group drop down box.

    This is an optional field but if used will narrow the range of the search. The search can berefined further by entering a range of street numbers and a street name or just a streetname.

    3. Enter the Gross sale price in the from and to text boxes.

    Sale prices entered should be numeric and entered without '$' signs. Only one of thesetwo fields needs to be entered for this search.

    4. Enter further search criteria if required.

    5. Select search type i.e. Valuations or Sales and format of results i.e. one or multi line per

    result (subscribers only).

    6. Click on the Search button.

    Searching with advanced criteriaAll of the searches available can also be used in conjunction with advanced criteria. Only three additional

    advanced criteria can be used at one time.

    1. Enter the criteria for the desired type of search.

    2. Click the Add advanced criteria hyperlink.

    This navigates you to the Add advanced criteria screen. Refer to the following section onhow to use advanced criteria.

    3. When advanced criteria have been selected click the Return to search hyperlink.

    This navigates you back to the Advanced search screen with you advanced criteriadisplayed

    Roll number Up to four distinct roll number can be selected.

    Roll number range From and to roll numbers must be entered. The to roll number must be equal

    to or greater than the from roll number.

    Assessment

    number range

    Enter a from and to assessment number range. The assessment to number

    must be greater than or equal to the assessment from number.

    Sales input date

    (Available to

    subscribers only)

    Enter a start and/or end sale input date range.

    The date format of dd/mm/yyyy (e.g. 01/01/2000) must be used. You do notneed to enter an end date. If this field is left blank, the database will defaultto todays date. Use these fields to find sales that having been entered in thesystem recently.

    To add additional criteria

    1. Click on the desired criteria tick box.

    2. Enter the criteria range(s).

    3. Repeat this process for each advanced criteria required.

    Only three advanced criteria can be used at one time.

    4. Once all required advanced criteria have been selected click the Return to search button

    at the bottom of the page.

    This returns you to the Advanced search screen with the criteria selected displayed.

    To remove criteria

    1. To remove selected advanced criteria click again on the desired criteria tick box.

    This removes the initially selected criteria.

    2. Repeat the process for all criteria you want to remove.

    3. Click on the Return to search hyperlink.

    This returns you to the advanced search screen with the deleted advanced criteriaremoved.

    CT owner search

    This is the quickest way to locate details for a property if you know the individual or corporate name for the Certificate

    of title owner.

    Search by individual or company name

    1. Select a Territorial authority from the drop down box or enter a Territorial authority number.

    2. Select Individuals name or Corporate name.

    A corporate name may be a family trust, public trust, company, district council, etc.

    3. Enter the individual or corporate name.

    A wildcard (*) search can be used in any of these fields.

    4. Click the Submitbutton.

    Search results screens

    There are four different search results screens, these are:

    One line per result This screen is displayed when an address search, advanced search or CT

    owner search returns multiple properties. The contents and options contained

    on this screen are detailed on pages 69 81 of this document.

    Subscribers will have selected the one line per result option to view thisscreen.

    Multi lines per result

    (Available to subscribers

    only)

    This screen is displayed when an address search or advanced search returns

    multiple properties and multi lines per result was entered in either the address

    or advanced search screens. The contents and options contained on this

    screen are detailed on pages 69 81 of this document.

    Property summary This screen is displayed when either a single property has been searched

    from either the address or advanced search pages or a single property hasbeen selected from either the one line per result screen or multi lines per

    result screen. The contents and options available from this page are detailed

    on page 65 of this document.

    Users are not charged for viewing this page.

    Certificate of title summary This screen is displayed when a single property has been searched from the

    CT owner search page. The contents and options available from the page are

    detailed on page 67 of this document.

    Property summary

    Once an individual property has been selected via the address or advanced search methods detailed in the previous

    pages of this user guide you are navigated to the Property summary screen. This screen provides the platform for

    obtaining full sales information, valuation information and other reports for the selected property.

    What Information does it show?

    Property details Street address, Quotable property id (QPID), Territorial authority, Outstanding

    activity, Nature of improvements, Category, Last sale.
