    1 Introduction

    ThislearninginformationbooklethasbeenproducedforpersonnelaccessingthetrackduringEngineeringHours.ItcontainsinformationforProtectingWorkersontheTrack-EngineeringHours(PWT-EH).

    ApersoncarryingouttheactivitiesofPWT-EHwillbecertificatedbyLondonUnderground(LU)tosafelymanageworksitesandprovideprotectionfortheworkgroup.

    TheactivitiesofaPWT-EHconcentratesonbookingonandoffwiththeTrackAccessController(TAC),settingupandmaintainingprotectionattheworksite,requestingLateSurrenderProtection(LSP)ifrequiredandactingondirectivesfromtheTACifsomethingunplannedhappens,

    Oncompletionoftraining,aPWT-EHwillbeissuedwithatemporaryInternalVerification(IV)number,validforsixmonths.ThisrestrictstakingLineClearorLineSafeprotectioninasingleplatform,plus60metreseitherendbutonlyonecurrentrailsectionunlessaccompaniedbyprotectionstaffwithafullIV.

    LUAccessImprovementhasproducedstepbystepinstructionsforthePWT-EHandtheseareshowninthislearninginformationbooklet.

    Theremaybesituationsinvolvingasinglejob,multitaskormultijob,whereaLeadPWT-EHisappointedfortheoverallaccountabilityforthewholeworksiteanddesignatedPWT-EHsaccountableforsinglespecialisttasks.

    OncompletionoftheworkthedesignatedPWT-EHmust:

    reportbacktotheLeadPWT-EHwiththeoverallaccountabilityfortheworksite

    confirmthespecifictaskareaissafeforpeoplewalkingandtoastandardrequiredfortrainstorun.

    ALeadPWT-EHwiththeoverallaccountabilityforaworksitemustensurethat:

    satisfactoryprotectionarrangementsareprovidedwhennecessary

    thepersonprovidingtheprotectiongivesafullworkgroupsafetybriefing,detailingtheprotectionarrangements

    communicationswiththepersonprovidingtheprotectionaremaintainedifnecessary,byappointingdesignatedPWT-EHsinamultitaskworksite

    theoverallworksiteisleftsafeforpeoplewalkingandtoastandardrequiredfortrainstorun.

    ItmustbeconsideredattheplanningstageifonePWT-EHcanundertaketheactivitiesofbothsafelymanagingtheworksiteandprovidetheprotectionorwhethertouseaseparatePWT-EHdedicatedtoprovidetheprotection.APWT-EHcanbeaworkingmemberoftheworkgroup,aslongasthisdoesnotinterferewiththeabilitytosafelymanagetheworksiteand/orcarryouttheprotectionduties.

    TheTrackisnot:

    Line Clear and Line Safe areas

    Line Clear AllLUtrack,andthefirst600mmfromeachplatformedgeinthesub-surfacesectionsandthetubesections,exceptnon-electrifiedtrack.Withindepotsorsidingswheretractioncurrentisnormallyonatalltimes.Theplatformsideofthestationfittedwithplatformedgedoorswhenfullyclosed.

    Line Safe allLUtrack,andthefirst600mmfromeachplatformedgenotincludedintheLineCleararea,exceptnon-electrifiedtrack.Withindepotsorsidingswheretractioncurrentisnormallyonatalltimes.

    SomeopensectionscanbeintheLineCleararea.

    4.2 Station platforms

    WhenworkingonastationplatformduringEngineeringHours,protectionisrequiredwhen:

    theworkiswithinthefirst600mmoftheplatformedge

    workinanyareaoftheplatforminvolvesequipmentthatcouldfoulthetrack.

    Theworkmustbecompleted20minutesbeforetheopeningofthestation.

    4.3 Stations fitted with Platform Edge Doors

    WhenworkingatstationsfittedwithPlatformEdgeDoors(PEDs),itistheresponsibilityofthePWT-EHto:

    firstbookonwiththeTACasthestationsupervisorwillrequireconfirmationthePWT-EHhasdoneso

    arrangeaccesstoatunnelwiththestationsupervisor.

    IfthereisanengineerstrainworkingatastationfittedwithPEDsthePWT-EHmust:

    signthekeylogbook,takeresponsibilityfortheRKL220keyandtheplatformedgedoors

    bepresentontheplatformandstopanystaffwhoarenotworkingwiththetrainfromenteringthetrack.

    4.4 Certification

    ItistheresponsibilityofthePWT-EHtoensurethatallpersonnelintheworkgrouparesuitablycertificatedforthetaskstheyareundertaking,toolsandequipmenttheyareusingandtheareasoftracktheyareworkingin.

    4.5 London Underground and Network Rail boundaries

    PersonnelmustbecertificatedandcompetenttoNetworkRail(NR)standardsbeforeaccessinganyareaoftheoperationalrailwaywhichisdesignatedasbeingunderNRrules.

    TheareaswhereNRcertificationisrequiredare:

    RichmondtowestofTurnhamGreen(ownedbyNR)

    HarrowandWealdstonetonorthofQueensPark(ownedbyNRbutLUcertificationisvalidwithinStonebridgeParkdepot)

    WimbledontowestofPutneyBridge(ownedbyLUbutNRrulesapplyduetoNRsignallingsystem).

    Lines running close to Network Rail lines

    WhenworkingduringEngineeringHoursiftheworkisclosetothethroughrunningboundarywithNRandprotectionhastobeprovidedfromtheNRside,apossessionwillberequired.

    4.6 Stations where Network Rail certification is required

    Whenworkingonstationsbelongingtoothertrainoperatingcompanies(i.e.NR),whetherornotLUcertificationandprotectionarevaliddependsonthelocationoftheworksite.

    Othertrainoperatingcompaniesstationlocations:

    Districtline:Barking,Upminster,Kensington(Olympia)

    Centralline:Stratford

    Bakerlooline:QueensPark.

    ThestationsownedbyLUwhereothertrainoperatingcompaniesoperateare:

    MetropolitanandCircleline:

    BarbicanandFarringdon.

    Victorialine:

    HighburyandIslington.

    Atthesestations,LUcertificationandprotectionarrangementsapplyon:

    LUtrack

    LUequipmentonplatforms-unlesstheworkiswithin1.25metresoftheNRplatformedge.

    Ifyouarenotsureyourworkgroupssafetyonthetrackcertificationisvalidataparticularlocation,youshouldseekadvicefromyourmanager.

    4.7 Overhead Line Equipment

    WhenonasectionoflinewhichisadjacenttoorpassesoverNRlineselectrifiedby25kv(A.C.)OverheadLineEquipment(OLE)system,always:

    BeforeallowingpersonneltoworkorwalknearNRtracksthePWT-EHmustmakesurethattheyarebriefedonthehazardsspecifictotheareaandwhetheranyadditionalprotectionisinplace.

    4.8 Heathrow Express and London Overground

    TheHeathrowExpressandLondonOvergroundhavebeenequippedbyNRwith25kvOLEfortractionsupplypurposes.

    WhereLUsinfrastructureisincloseproximityofthesetwolines,measureshavebeentakentoimmunisetheLUsinfrastructureagainstanyelectricalhazardsthatcouldpossiblyemanatefromtheOLE,andthesetaketheformofred,greenandyellowbonds.

    Warningsignsindicatetheimmunisedareas.Intheseareasbondsareattachedtomanylinesandstructures:

    donotremove,cut,connectordisconnectanyofthebondsunlessauthorisedtodoso

    makesureyouarefamiliarwiththeareabeforeworkingthere.

    ImmunisationbondsarefoundonLUlinesthatrunadjacenttocertainNRlines.

    Yourmanagerorsupervisormustfullybriefyouonthesafetyproceduresthatyoumustfollowintheseareas.

    4.9 High voltage power lines (National Grid)

    Ifanypersonnelseealineobstructedbyfallenwires,theymust:

    immediatelystopanytrainfromapproaching

    contactandinformtheLUcontroller.

    4.10 Special arrangements at Amersham and Harrow-on-the-Hill

    SpecialarrangementsapplyatAmersham,southofthemaintenanceboundaryontheUpLineandatHarrow-on-the-Hill,northoftheboundaryontheNorthboundMainLine.

    AtbothoftheselocationsthePWT-EHmustalsobecertificatedbyNRasaControllerofSiteSafety(COSS).

    5 Site Access Booking for Railway Engineering

    Whenaccessingthetrack,anapprovedSABREnumberfortheworkbeingcarriedout,isrequired:

    aPWT-EHwillbegivenavalidSABREnumberbythecompanytheyworkfor

    forurgentworkthePWT-EHmustcontacttheFaultReportingCentre(FRC)orDutyEngineer,Ifgranted,aFRCnumberwillbeissued.

    5.1 Documentation

    Method statement and work instructions

    Thefollowingistheinformationthatcanbecontainedinamethodstatement:

    resources

    riskassessments

    controlmeasures

    PersonalProtectiveEquipment(PPE)

    emergencyrequirements

    monitoringandcompliance.

    Themethodstatementshouldincludethenameandaddressofthedepartmentorcompanycarryingoutthework.

    5.2 Risk assessments

    Ariskassessmentissimplyacarefulexaminationofwhat,inyourwork,couldcauseharmtopeople,sothatyoucandecidewhetheryouhavetakenenoughprecautionsorshoulddomoretopreventharm.

    Thefivestepstoariskassessmentare:

    identifythehazards

    decidewhomightbeharmedandhow

    evaluatetheriskanddecideonprecautions

    recordyourfindingsandimplementthem

    reviewtheriskassessment.

    Specific risk assessments

    SpecificriskassessmentsregardingmanualhandlingandControlofSubstancesHazardoustoHealth(COSHH)willalsoberequired,andwillbecontainedinthemethodstatement:

    allchemicals/substancesmusthaveaCOSHHassessmentpriortouse

    hazardousmaterialse.g.Asbestos,Lead,Anthrax,Polychlorinatedbiphenyl(PCB)andMercury.

    5.3 Permits and licenses required for the work

    Permit to work

    IngeneralyoualwaysrequireaPermittoWorkforworkonLUpremises.Itspurposeistoensureworkcanbeundertakensafelyandthatallstaffcanbeaccountedforinanyemergencyevacuation.

    ThePermittoWorkprocedureMUSTbeusedwhenworkingatheightonroofsorinareaswhichareconfinedspacessuchasplatforminverts.

    Theonlyexceptionsare:

    emergencyworkarrangewiththeFRC

    workshownonaPossession,BusinessUnitorStationWorksPlan.

    ThePWT-EHsmainresponsibilitiesconcerningthePermittoWorkareto:

    fillinaPermittoWorkformbeforearrivingatthelocationofwork

    beinpossessionoftheappropriatelicensestocarryoutthework

    superviseallstaffcoveredbythePermittoWorkform

    cleartheworksiteafterworkhasfinished

    makesuretheareaissafeandclear.

    5.4 Fire legislation

    AllpremiseswithinLUarecoveredbyoneofthefollowinglegislation:

    TheRegulatoryReform(FireSafety)Order2005

    TheFirePrecautions(Sub-surfaceRailwayStations)(England)Regulations2009.

    Thefirelegislationcoveringsub-surfacerailwaystationsisTheFirePrecautions(Sub-surfaceRailwayStations)(England)Regulations2009.

    Toensurethehigheststandards,stafftrainingisapriority.Anyonewhoisemployedtoworkonstationsotherthanamemberofthestationstaffmustbegiveninstructionsinthefireprecautionstobeobservedinthecourseoftheirwork,andactiontobetakenbythemincaseoffirealertandevacuationofthepremises.

    Regulation7states:

    allpartsofstationpremisesmustbekeptclearofanyaccumulationofcombustiblerefuseorothercombustiblematter

    anyareasetasideforstoringcombustiblerefuseinstationpremisespendingdisposalmustbeseparatedfromotherpartsofthepremisesbyfire-resistingconstruction.

    TheRegulatoryReform(FireSafety)Order2005states:

    Wherenecessaryinordertosafeguardthesafetyofrelevantpersons,theresponsiblepersonmustensurethatroutestoemergencyexitsfrompremisesandtheexitsthemselvesarekeptclearatalltimes.

    Contraventions of the Fire Regulations:

    rubbishbeingallowedtoaccumulate

    themeansofescapeisobstructed

    evidenceofsmoking

    smokedetectorbeingcovered

    firealarmnoticemissingordefaced

    holesknockedintocompartmentedwallsandnotfilledwithfireresistantmaterial

    doorclosersdisconnectedorfaulty

    firedoornoticemissing.

    5.5 Permit for hot works

    Anyworkinvolvingcutting,grinding,weldingorburningisnotallowedinanylocationotherthanaDepot,withoutapermitforhotworks:

    thepermitissubmittedbytheProjectManager,andauthorisedbytheaccountablemanager

    theprojectmanagermustsubmitpermitapplicationsatleastoneweekpriortothework

    thesinglelocationmustbesufficientlycompacttobeobservablebytheFireWatchpersonatalltimes

    thepermithasauniqueidentifyingnumber,andisvalidforonecalendarmonth

    isolationoffireprotectionequipmentdetailsmustbeindicatedonthepermit

    theauthorisedpermittopcopymustbeclearlydisplayedattheworksite.

    ThepermitrequiresatrainedFireWatchpersonequippedwithappropriatefirefightingapparatus,tobeinattendanceatalltimeswhilstthehotworkingisbeingcarriedout.

    5.6 Fire Watchperson

    TheFireWatchpersonmust,beforework:

    beprovidedbywhoeverisdoingthework

    bookinseparatelywiththeStationSupervisorandthePWT-EH

    beawareofothersworkinginthearea

    carryahandheldradio

    advisetheadjacentstation(s)whenhotworkingintunnels

    carryoutsafetychecks

    haveatleast2x9litreAFFFplus1x2KgC02extinguishersand1fireblanket.

    Isolationsoffiredetectionequipmentmayonlybecarriedoutbyqualifiedpersonnel.IsolationsduringEngineeringHoursareatarequestbytheprojectmanagertotheFRC.

    Theworksite:

    mustbesufficientlycompacttoobserveeasily(anadditionalFireWatchpersonmaybeneeded)

    IftheLEDsilluminateatanytime,itmeansthattractioncurrentison.Inthissituation,removetheCRID,leavethetrackandgotoaplaceofsafety.

    29.2 What to do if the traction current is still on after the published off time

    Ifthetractioncurrentisstillswitchedonafterthepublishedofftime,thereasonforthisshouldbestatedintheNEPA.Ifthereasonisunscheduled,thecontrollerwouldknowthereasonandcommunicatethistotheTACandthePWT-EHwillbeadvised.IfthePWT-EHisunsurewhytractioncurrentisstillswitchedonafterthepublishedswitchofftime,theyshouldcontacttheTACincidentdesk.

    29.3 What to do if traction current goes off early

    IfthePWT-EHbecomesawarethattractioncurrenthasbeenswitchedoffbeforethepassageofthelasttrain,orpublishedtimeforswitchingtractionoff,theymustnotgoonthetrack.TheTACincidentdeskmustbecontactedimmediately.
