1 Introduction
ThislearninginformationbooklethasbeenproducedforpersonnelaccessingthetrackduringEngineeringHours.ItcontainsinformationforProtectingWorkersontheTrack-EngineeringHours(PWT-EH).
ApersoncarryingouttheactivitiesofPWT-EHwillbecertificatedbyLondonUnderground(LU)tosafelymanageworksitesandprovideprotectionfortheworkgroup.
TheactivitiesofaPWT-EHconcentratesonbookingonandoffwiththeTrackAccessController(TAC),settingupandmaintainingprotectionattheworksite,requestingLateSurrenderProtection(LSP)ifrequiredandactingondirectivesfromtheTACifsomethingunplannedhappens,
Oncompletionoftraining,aPWT-EHwillbeissuedwithatemporaryInternalVerification(IV)number,validforsixmonths.ThisrestrictstakingLineClearorLineSafeprotectioninasingleplatform,plus60metreseitherendbutonlyonecurrentrailsectionunlessaccompaniedbyprotectionstaffwithafullIV.
LUAccessImprovementhasproducedstepbystepinstructionsforthePWT-EHandtheseareshowninthislearninginformationbooklet.

ALeadPWT-EHwiththeoverallaccountabilityforaworksitemustensurethat:

thepersonprovidingtheprotectiongivesafullworkgroupsafetybriefing,detailingtheprotectionarrangements
communicationswiththepersonprovidingtheprotectionaremaintainedifnecessary,byappointingdesignatedPWT-EHsinamultitaskworksite
theoverallworksiteisleftsafeforpeoplewalkingandtoastandardrequiredfortrainstorun.
ItmustbeconsideredattheplanningstageifonePWT-EHcanundertaketheactivitiesofbothsafelymanagingtheworksiteandprovidetheprotectionorwhethertouseaseparatePWT-EHdedicatedtoprovidetheprotection.APWT-EHcanbeaworkingmemberoftheworkgroup,aslongasthisdoesnotinterferewiththeabilitytosafelymanagetheworksiteand/orcarryouttheprotectionduties.

4.2 Station platforms
WhenworkingonastationplatformduringEngineeringHours,protectionisrequiredwhen:
theworkiswithinthefirst600mmoftheplatformedge
workinanyareaoftheplatforminvolvesequipmentthatcouldfoulthetrack.
Theworkmustbecompleted20minutesbeforetheopeningofthestation.
4.3 Stations fitted with Platform Edge Doors
WhenworkingatstationsfittedwithPlatformEdgeDoors(PEDs),itistheresponsibilityofthePWT-EHto:
firstbookonwiththeTACasthestationsupervisorwillrequireconfirmationthePWT-EHhasdoneso
arrangeaccesstoatunnelwiththestationsupervisor.
IfthereisanengineerstrainworkingatastationfittedwithPEDsthePWT-EHmust:
signthekeylogbook,takeresponsibilityfortheRKL220keyandtheplatformedgedoors
bepresentontheplatformandstopanystaffwhoarenotworkingwiththetrainfromenteringthetrack.

TheHeathrowExpressandLondonOvergroundhavebeenequippedbyNRwith25kvOLEfortractionsupplypurposes.
WhereLUsinfrastructureisincloseproximityofthesetwolines,measureshavebeentakentoimmunisetheLUsinfrastructureagainstanyelectricalhazardsthatcouldpossiblyemanatefromtheOLE,andthesetaketheformofred,greenandyellowbonds.
Warningsignsindicatetheimmunisedareas.Intheseareasbondsareattachedtomanylinesandstructures:
donotremove,cut,connectordisconnectanyofthebondsunlessauthorisedtodoso
makesureyouarefamiliarwiththeareabeforeworkingthere.

5.2 Risk assessments
Ariskassessmentissimplyacarefulexaminationofwhat,inyourwork,couldcauseharmtopeople,sothatyoucandecidewhetheryouhavetakenenoughprecautionsorshoulddomoretopreventharm.

Toensurethehigheststandards,stafftrainingisapriority.Anyonewhoisemployedtoworkonstationsotherthanamemberofthestationstaffmustbegiveninstructionsinthefireprecautionstobeobservedinthecourseoftheirwork,andactiontobetakenbythemincaseoffirealertandevacuationofthepremises.

Regulation7states:
allpartsofstationpremisesmustbekeptclearofanyaccumulationofcombustiblerefuseorothercombustiblematter
anyareasetasideforstoringcombustiblerefuseinstationpremisespendingdisposalmustbeseparatedfromotherpartsofthepremisesbyfire-resistingconstruction.
TheRegulatoryReform(FireSafety)Order2005states:

Anyworkinvolvingcutting,grinding,weldingorburningisnotallowedinanylocationotherthanaDepot,withoutapermitforhotworks:

5.6 Fire Watchperson
TheFireWatchpersonmust,beforework:

Isolationsoffiredetectionequipmentmayonlybecarriedoutbyqualifiedpersonnel.IsolationsduringEngineeringHoursareatarequestbytheprojectmanagertotheFRC.

Theworksite:
mustbesufficientlycompacttoobserveeasily(anadditionalFireWatchpersonmaybeneeded)
accesstotherearofthewallsandpartitionsisnecessaryinordertomonitorandcontroltheeffectsofhotworking(heat,fumes)
flammablematerialsmustbeatleast15metresfromtheworksite
fireextinguishersmustbeplacedinaprominentpositionontheexitroute.
DuringworktheFireWatchpersonmust:
carrytheirtrainingcertificateatalltimeswhilstonduty
bepresentthroughoutthedurationofthework(hotworkshouldceaseimmediatelyiftheyhavetoleave)
notbecomedistracted.
AftertheworktheFireWatchpersonmust:
remainattheworksiteforatleastonehourafterthehotworkingiscomplete,oruntilthefiredetectionequipmenthasbeenre-instated,whicheveristhelater
ensurethatthesiteisleftcleanandtidy,aswellassafe
bookoutwiththeStationSupervisorandthePWT-EH.
IfhotworkinginatunnelandtheFireWatchpersonisrequiredtoremainonsiteforaminimumofonehourandprotectionisrequiredtoberemoved,thePWT-EHmustensuretheFireWatchpersonisbriefedthattheymustremainontheplatformonceprotectionhasbeenremovedandifafireisdiscoveredorsuspected,theFireWatchpersonmustinformtheStationSupervisorimmediately.

5.7 Storage licence

29 Switching Off Traction Current
29.1 Reasons why traction current might not be switched off at the published time

29.2 What to do if the traction current is still on after the published off time
Ifthetractioncurrentisstillswitchedonafterthepublishedofftime,thereasonforthisshouldbestatedintheNEPA.Ifthereasonisunscheduled,thecontrollerwouldknowthereasonandcommunicatethistotheTACandthePWT-EHwillbeadvised.IfthePWT-EHisunsurewhytractioncurrentisstillswitchedonafterthepublishedswitchofftime,theyshouldcontacttheTACincidentdesk.
29.3 What to do if traction current goes off early
IfthePWT-EHbecomesawarethattractioncurrenthasbeenswitchedoffbeforethepassageofthelasttrain,orpublishedtimeforswitchingtractionoff,theymustnotgoonthetrack.TheTACincidentdeskmustbecontactedimmediately.

32.1 Leaving the work group
ThePWT-EHmustconsiderwhattrackcertificationtheworkgrouphaveandtoappointthedeputyidentifiedattheplanningstagetoremainwiththeworkgroupattheworksite,ortotaketheworkgrouptoaplaceofsafety.
Indecidingthis,itshouldalsobeconsideredwhether:
