• How is there enough “stretch” on the PSSA to measure the growth of both low- and high-achieving students when we know that the PSSA test questions at any given grade level are limited to the “eligible content” for that grade? In other words, how can growth beyond (or below) the current grade level be shown when the PSSA is limited to questions from the eligible content for that grade level only.
