Mr. Salaymeh states that “in the case of free procurement soſtware, many pro- curement professionals are accepng a ‘free’ plaorm at face value, without the crical lens they apply to other buying decisions. These plaorms, in which vendors shoulder the cost of the soſtware, may technically be free for buyers, but they come with high costs — to the compeveness of your projects, the openness of your process, and the ability of your plaorm to keep pace with innovaon.” Ulmately, by using a ‘free’ plaorm shouldered by vendors there’s the “inevitable result of making parcipaon in your contracts both more expensive and more difficult… [And thus] a smaller vendor pool, and re- duced compeon. When you consider that each addional supplier bidding on a given project results in a 5 – 20% greater pricing spread, the potenal busi- ness cost of liming compeon quickly eclipses the price you might have paid for soſtware in the first place.” It is recommended that you review Salaymeh’s arcle and understand the im- portance of not creang barriers during the public procurement process. In addion, as a reminder the State of Utah Division of Purchasing offers for all public enes an e-procurement system, SciQuest, free of charge. Vendors do not shoulder the cost for the Division’s SciQuest system, but rather the Division shoulders the cost. Vendors and public enes may parcipate in the Division’s system free of charge. Unforseen Consequences in Using Free Procurement Software Omar Salaymeh, the Executive Director of Customer Service at Bonfire, wrote a

curement professionals are accepting a ‘free’ platform at face value, without
the critical lens they apply to other buying decisions. These platforms, in which
vendors shoulder the cost of the software, may technically be free for buyers,
but they come with high costs — to the competitiveness of your projects, the
openness of your process, and the ability of your platform to keep pace with
innovation.” Ultimately, by using a ‘free’ platform shouldered by vendors
there’s the “inevitable result of making participation in your contracts both
more expensive and more difficult… [And thus] a smaller vendor pool, and re-
