Web Advertising Spectrum and other organizations do web

advertising. RAS home page gets about 1,000 unique

hits per month. All of the vendors in the ICRA exhibit area

have expressed interest in web advertising. Three forms of ads considered:

“button” ads at the top of a page, “banner” ads at the bottom, classified ads.

Web Advertising Recommendations

RAS proceed with Web advertisement related to the RAS field for a trial period of two years.

Try all three of button, banner and classified ads.

All transactions since 1988. Conferences part of Book Broker program since

1988 (only for POP and IEL subscribers, not individuals).

Free access to tables of content Subscription access to contents

Institutions -- selection among: IEL, ASPP, POP 135, POP All, Spectrum, IEEE Proceedings.

Society members -- Can only access transactions & magazines

Single article purchase over the web (1/01).

On-line access sooner than printed version. Available shortly after text prepared for pub.

Link to other media, e.g., video, audio, tables, graphics, images is being done experimentally.

Free in 2000 for previous OPeRA subscribers Society subscription fee for 2001 and beyond

IEEE recommends budget $12,000 for 2001. Probably will be less, but unknown at this time.

Business rules Societies decide which members have access to

which services? Societies decide what relations are established

with other societies, e.g., reciprocal access to SMC transactions.

Costs a bit fuzzy at this point, but probably on the order of $500 - $1,000 for each business rule.

Each year’s ICRA proceedings a separate rule. IEEE time frame for ICRA ~ 18 -- 24 months.

CDs/DVDs Possible initiatives

All transactions/journals on CDs/DVD. All ICRA proceedings on CDs/DVD. Other conference proceedings on CDs/DVD.

Issues Relevance, given Xplore. Value/Utility. Costs. Sales/Recovery of expenses.

Sell or give to members.

CDs/DVDs Cost estimates

Transactions CDs Fixed costs ~ $30,000 ± 20% (my est.). Production costs $13.25/CD set x # of sets.

– Could be as much as $95,000 if whole society.

ICRA Fixed Costs ~ $75,000 ± 20% (my est.). Production costs $32.50/CDset x # of sets.

– Could be nearly $300,000 if for whole society.

Accurate cost estimates not yet available. DVD production cost for both TRA and ICRA

-- single disk at $15 each. ~ $90,000 for whole society.

CDs/DVDs

Value/Utility/Cost Recovery Both IEEE and other societies have indicated

relatively small sales. Some societies have produced CDs as a

service to members. Conclusion -- We can not expect to recover

much of our cost. If we proceed, we should do it as a service to

our members.

Recommended Initiatives Make Transactions prior to 1988 available

to subscribers. Estimated cost ~ $13,000. Time frame ~ 1 -- 2 years.

Make ICRA Proceedings since 1988 available to all members Estimated cost ~ $13,000.

Motion: RAS requests that IEEE proceed to make

conference publications available to individual members by the end of the year 2000.

Recommended Initiatives

Make ICRA Proceedings prior to 1988 available to all members Estimated cost ~ $31,000. Time frame ~ 1-- 2 years. Need to find copies prior to 1988.

Make IROS Proceedings available to all members Estimated cost ~ $13,000.

Electronic Transactions

If we create a new transactions, should it be electronic only? TCAD has one. Materials and Reliability is

starting one. Some advantages

multi-media -- video, audio, graphics, tables, color.

Electronic Transactions Some Issues

Production costs will be the same as current transactions, except for printing costs.

Cost recovery Lose ASPP income (loss of income would far

exceed decreased expense). Non-member income likely much less. Other societies depending upon web advertising.

Archival nature Will table, graphics, etc. readers for today’s data

be available in 10, 20, 30 years and beyond?

Multi-media format standards.

Recommendations

Do not pursue all electronic transactions Do not create a new transactions at this time.

Rather, Conduct survey of major authors on factors that

influence where they submit their papers. Consider dividing the papers into sections within

current transactions.
