WHEREAS, the Livingston County Public Safety System (LCPSS) is being revised and updated on a regular basis by the developer, SunGard OSSI; and
WHEREAS, the LCPSS has an administration team composed of representatives from the Sheriff, Information Technology, and Central Dispatch Departments responsible for system upgrades, software configuration, maintenance, training, and end users; and
WHEREAS, SunGard recommends agency system administrators attend their conferences to receive training, gain knowledge and network with other administrators; and
WHEREAS, in accordance with the County’s Travel Policy, the 9-1-1 Central Dispatch, EMS and Sheriff Department’s request approval from the Board of Commissioners to send Paul Taylor and Fred Steuber of I.T., Julie Withers of 9-1-1 Central Dispatch and Sergeants Robert Hudecek & Jeff Leveque of the Sheriff Department to the 2014 Public Safety and Justice (PS&J) Conference for in-service training; and
WHEREAS, the PS&J Conference is being held in Greensboro, North Carolina August 18th through 21st, 2014; and
WHEREAS, the costs for conference registration and travel are estimated not to exceed $1,900.00 per attendee; and
WHEREAS, funding for Julie Withers’ and Paul Taylor’s travel and training is available through the 9-1-1 Central Dispatch Budget; and
WHEREAS, funding for Fred Steuber’s travel and training is available through the EMS Budget; and
WHEREAS, funding for Sgt. Hudecek’s and Sgt. Leveque’s travel and training is available through the Livingston County Sheriff’s training fund.
THEREFORE BE IT RESOLVED the Livingston County Board of Commissioners hereby

I am requesting approval from the Board of Commissioners for attendance at an out-of-state conference for five members of Livingston County Public Safety System Administration Team. The conference is the SUNGARD 2014 Public Safety & Justice Conference to be conducted August 18th through 21st 2014, in Greensboro, North Carolina.
Attendees will be Sergeants Leveque and Hudecek of the Sheriff Department, Julie Withers of 9-1-1 Central Dispatch and Paul Taylor and Fred Steuber of the I.T. Department. Funds are available in the 2014 Central Dispatch budget to cover Julie Withers’ and Paul Taylor’s travel and attendee costs. Funds are available in the 2014 EMS budget to cover Fred Steuber’s travel and attendee costs. Funds are available in the Sheriff Department’s budget to cover the costs of Sergeants’ Leveque and Hudecek travel and attendee fees. Travel and registration costs are estimated not to exceed $1,900.00 per attendee.
I believe this is a good investment for the Livingston County Public Safety System Team.

RESOLUTION APPROVING (4) FULL-TIME CORRECTIONS DEPUTIES IN THE LIVINGSTON COUNTY SHERIFF’S DEPARTMENT – JAIL / PUBLIC SAFETY / FINANCE / FULL BOARD
WHEREAS, the Sheriff’s Department has a need for (4) additional correction deputies for the purpose of providing transportation and security to and from the United States District courts for
the Eastern District of Michigan; and,
WHEREAS, for purposes of continuity, the Sheriff (Jail) Department would function more efficiently if the (4) correction deputies positions were granted; and,
WHEREAS, the cost of the positions would be offset, through future anticipated revenue received from the United States Marshal Service contract for the cost of transporting their prisoners; and,
WHEREAS, current funding for the positions is available in general fund contingency.
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners hereby
authorizes the creation of (4) new corrections deputy positions at the Sheriff’s
department for use at the jail.
BE IT FURTHER RESOLVED that the Livingston County Board of Commissioners authorizes the
appropriate Budget Amendment(s) to effectuate the above.

Re: Hiring of (4) new corrections deputies for inmate transport
With the expected expansion of the county jail, and the agreement between the county and the United States Marshal Service to house federal inmates in our jail, we are requesting additional staff to provide secure transportation to the federal inmates in our custody to the United States District Courts in the Eastern District of Michigan.
In the contractual agreement with the Marshal Service, they will pay $27 per hour cost of each deputy assigned to the transport, with a minimum of (2) deputies, plus mileage at the federal mileage rate. A transportation agreement was required in order to secure the housing agreement with the Marshal Service.
Our current and projected additional staffing for the expansion of the jail will not be adequate for the additional transportation needs of the jail in lieu of the marshal agreement.
The cost of the staffing will come from GF contingency until revenue from the marshal contact is realized to offset the costs of the positions.

WHEREAS, The Sheriff Department has identified a need for a contract for Emergency Vehicle Lighting/Equipment, Service and Maintenance; and
WHEREAS, in compliance with the Livingston County Purchasing Policy and in working with the Purchasing Department a competitive bid process was performed in which two (2) responsive proposals were returned and reviewed by a committee consisting of staff from the Sheriff Department, L.E.T.S. and the Purchasing Department; and
WHEREAS, the two (2) respondents’ reference checks were performed. During the review process, a clear leader emerged as who to contract for Emergency Vehicle Lighting/Equipment, Service and Maintenance services, Cruisers Corp, of Brighton, MI; and
WHEREAS, the cost will not exceed $70,110.50 annually for the new builds (9 total Vehicle) and has been budgeted and planned for within the 2014 Sheriff Department budget; and
WHEREAS, the Sheriff Department is requesting a contract with Cruisers Corporation, for period of one (1) year from July 1, 2014 –June 30, 2015 with the option for an additional one (1) year extension through June 30,2016.
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners hereby authorizes a
contract with Cruiser’s Corporation, of Brighton, MI, for a period of one year beginning July 1,
2014 and ending June 30, 2015 with an option for an additional renewal year, for Emergency
Vehicle Lighting/Equipment, Service and Maintenance per the attached pricing sheet with the
annual cost of the contract not to exceed $70,110.50.
BE IT FURTHER RESOLVED that the Chair of the Livingston County Board of Commissioners is
authorized to sign all forms, assurances, contracts/agreements, and future amendments
for monetary and contract language adjustments related to the above upon review and/or

RE: Contract for Emergency Vehicle Lighting, Service and Maintenance
Attached for your consideration and approval is a resolution for a contract for Emergency Vehicle Lighting, Service and Maintenance.
Per the purchasing police we did an RFP, in which we received two (2) responsive proposals. The committee which consisted of the Sheriff Department, L.E.T.S. and purchasing reviewed the bids and evaluated the respondents. They were scored on the criteria of References, experience, attention to the RFP, location, warranty and pricing.
During the evaluation, it became apparent that Cruisers of Brighton, MI was the vendor that met all of our expectations and needs. Cruisers Corp was actually slight less in overall costs, as well as their experience, references and warranty. In addition to the other aspects, Cruisers is a local company in Livingston County. Not only does that keep economic dollars in Livingston County, it is advantageous for service and ability to have carpool assist in the pick-up and drop off of vehicles. It keeps vehicles on the road and gets them back out there much more efficiently. See attached price sheet.
These services have been included in the 2014 FY budget for the Sheriff Department. We have 9 vehicles that need to be built as soon as the contract can be approved.

WHEREAS, Livingston County Sheriff Department has been awarded grant funding from the State of Michigan, Office of Highway Safety Planning through the Michigan Association of Chiefs of Police Excellence in Traffic Safety Award.; and
WHEREAS, The County of Livingston will be receiving up to $10,000.00 for the purchase of traffic safety equipment through September 30, 2014; and
WHEREAS, The Livingston County Sheriff Department will be identified as the awarded agency and will be responsible for fulfilling the grant requirements; and
THEREFORE BE IT RESOLVED that the Livingston County Board of Commissioners
hereby approves the submission of application to enter into a contract with the
State of Michigan, Office of Highway Safety Planning wherein Livingston
County will receive a maximum of $10,000 in State reimbursement funds
effective February 6, 2014 through September 30, 2014.
BE IT FURTHER RESOLVED that the Chair of the Livingston County Board of Commissioners is

RE: Michigan Association of Chiefs of Police Excellence in Traffic Safety Award offered by the State of Michigan Office of Highway Safety Planning
Livingston County Sheriff Department has been awarded grant funding from the State of Michigan, Office of Highway Safety Planning through the Michigan Association of Chiefs of Police Excellence in Traffic Safety Award.
The State of Michigan, Office of Highway Safety Planning has offered Livingston County Sheriff Department up to $ 10,000 in state reimbursement funds for purchases of traffic safety equipment.
This grant funded award is a result of the 2013 Teen Distracted Driving Initiative that was created by members of the Livingston County Sheriff Department. The initiative took place on June 23rd and July 21st of 2013 whereas over 40 area high school students participated in a hands-on driver safety course that taught invaluable lesions free of charge.
The funds awarded will be used for the purchase of new American made traffic safety equipment to assist in accident reconstruction and enforcement. I am requesting that the Board of Commissioners approve the submission of the application and enter into contract with the State of Michigan, Office of Highway Safety Planning for fiscal year 2014. Your support will allow the Sheriff Department to continue to maintain our reputation as leaders in the traffic safety field within the state of Michigan.
