FLU6.3.14. Wedgefield is located in east Orange County and has two (2) distinct parts. There is the portion within the Rural Settlement and there is the portion located outside of the Rural Settlement. The portion outside t he Rural Settlement is designated Rural within the Rural Service Area with a density of one (1) unit per ten (10) acres. However, this section of Wedgefield is unique and is distinguishable from other areas in the Rural Service Area. Since 1992, Orange County has had a policy regarding development in this area. Prior to adoption of the Comprehensive Plan (CP), this portion of Wedgefield has been subdivided and split many times. In 1992, Orange County recognized this pre-CP arrangement and set out parameters for the issuance of building permits for single-family residents. Over the years numerous residences have been constructed. This created an inequity for some property owners who could not document that their property was divided prior to 1991. In order to provide a fair and equitable policy for all property owners within the Wedgefield Rural Service Area, the following policies shall apply:

A. These policies shall apply only to those properties platted as Rocket City or Cape Orlando Estates and located within the Ranger Drainage District within the Rural Service Area of Orange County.

B. Permitted density shall be one (1) unit per two (2) acres. Density refers to the total number of units divided by the developable land, i.e., Natural Lakes and designated Conservation Areas are excluded from the gross land area.

C. Lots utilizing elevated septic tanks shall only be permitted on lots having a minimum of 110 feet of street frontage (lot width).

D. Lots of less than two (2) acres may be permitted for a single-family residence, if documentation is provided to Orange County that shows the property was deeded as a separate parcel of record prior to July 1, 1991.

• Comprehensive Plan Future Land Use Map (FLUM) amendment from Rural (R) to Educational (EDU) was approved by the BCC in 2010.

• The original plan was for two schools, a relief elementary school (FLUM 2010-1-A-5-1) and a relief middle school (FLUM 2010-1-A-5-2) within the Wedgefield area.

• As part of the request, a community meeting was held on October 26, 2009. Staff mailed 854 notices and 22 residents were present.

• The request also had four (4) public hearings, which occurred on December 17, 2009 (LPA Transmittal); January 26, 2010 (BCC Transmittal); May 20, 2010 (LPA Transmittal) and June 22, 2010 (BCC Adoption).
