StatutoryholidaysdonotrequireanentryintothePTMWsystemfornegativetime‐entryemployees;however,theholidaymustbeenteredforthoseleave‐earningemployeesonapositivetime(24/7)workschedule.

OLG/DCRTobservesholidaysinaccordancewithLouisianaRevisedStatute1:55,alongwithanyotherswhichmaybeproclaimedatthediscretionoftheGovernor.Statutoryholidaysinclude:

•NewYear’sDay•Dr.MartinLutherKing,Jr.’sBirthday•InaugurationDay(everyfouryearsinthecityofBatonRouge)•MardiGrasDay•GoodFriday•IndependenceDay•LaborDay•GeneralElectionDay(everytwoyears*)•Veterans’Day•ThanksgivingDay•ChristmasDay 

Full‐timeemployeesrequiredtoworkonaholidaywhichfallsonadaywithintheirregularly‐scheduledworkweekwillbecompensatedinaccordancewiththeFairLaborStandardsActandCivilServiceRule21.7and21.8,whichprovideovertimeoptionsforworkonholidays.Ifanyoftheseholidaysfallsonaweekend,thenearestweekdayisgenerallyproclaimedtobetheholiday.

1.FamilyandMedicalLeaveAct(FMLA)(PPM#13)TheFamilyandMedicalLeaveAct(FMLA)requiresthateligibleemployeesbeprovidedupto12weeks(480hours)ofjob‐protectedtimeoffforcertainfamilyandmedicalreasons.Thetimeoffispaidleavewhenanemployeehassick,annualorcompensatoryleavehoursavailable,asapplicable.Otherwise,itisunpaidleave.Specificitemscoveredarebirth;adoption;placementofachild;careforanemployee’sparent,childorspousewithaserioushealthcondition;oranemployee’sownserioushealthcondition.Leaveformilitarycaregivers(upto26weeks)andforqualifyingexigenciesexperiencedbymilitaryfamilies(rangingfrom5daysto12weeks)arealsoavailabletoqualifiedemployees.FamilyandMedicalLeaveCodes:NOTE:FMLBand/orFMLWmustbeentereddailywiththeleavecodeforthequotatobesufficientlyreduced.

2.CrisisLeave(PPM#29)

CrisisleaveisapoolofannualleavedonatedbyOLG/DCRTemployeesthatmaybeusedbyeligibleemployeeswhocannotworkbecauseofacatastrophicillnessorinjurytothemselvesoraneligiblefamilymember.Theprogramisdesignedtoassistemployeeswhohaveinsufficientappropriatepaidleavetouseduringthecrisisperiod.InaccordancewithCivilServiceRules,anemployeeutilizingcrisisleavemayonlyearn75%oftheirregularwages.Therefore,whenkeyingcrisisleave,atimekeepermustproratetheleavehoursinordertocomplywiththisrestriction.Forexample,ifanemployee’sworkscheduleincludes8‐hourdays,thetimekeepermustreducethecrisisleaveentrytobe6hoursperday(8hoursx0.75prorated).

3.EducationalLeave(PPM#37)InaccordancewithCivilServiceRule11.24,educationalleavewithpaymaybegrantedanemployeeforamaximumofthirty(30)calendardaysinonecalendaryeariftheemployeeistakingacourseofinstructionthatispertinenttotheworkperformedbyhim/herfortheDepartment.

4.LeaveforMilitaryPurposes

InaccordancewithCivilServiceRule11.26,anemployeemaybegrantedmilitaryleavewithoutlossofpayoraccumulatedleavewhenmembersofaReserveComponentoftheArmedForcesoftheUnitedStatesarecalledtodutyformilitarypurposes,andtomembersofNationalGuardUnitswhicharecalledtoactivedutyasaresultofanon‐localornon‐stateemergency.

a) Providedtheygiveadvancenotice,employeesservingonjobappointment,probationaryorpermanentstatus,shallbeentitledtomilitaryleavewithpay.

b) Noadvancenoticeisrequiredwhensuchnoticeiseitherprecludedbymilitarynecessity,orotherwiseimpossibleorunreasonable.

c) Maximummilitaryleavewithpayformilitarypurposesis15workingdayspercalendaryear.

Therearenoquotasestablishedforthebelowtypesofleave;therefore,youmayentertheappropriateleavecodewithoutHRhavingtoinputaquota.

6.HolidayLeaveDelegated/proclaimedholidaysmusthavealeavecodeentereddailyforbothpositiveandnegativetimeentrystaffinordertoreceivepayfortheholiday.IfanemployeeisrequiredbytheAppointingAuthoritytoworkonanofficialand/orproclaimedholiday,he/sheshallbeentitledtocompensatoryleaveorovertimepayforhoursworkedonthisday.Ifaholidayfallsonanemployee’sregulardayoff,theemployeewouldreceiveanotherdayasadesignatedholiday.Pleasenote:Designatedholidaysmusttoucheithersideoftheholidayandbethefirstworkingdayprecedingand/orfollowingaholiday.Ifaholidayfallsonanemployee’sregularscheduledworkday,theemployeeisnoteligibletoreceiveanotherdayasadesignatedholiday.Pleasenote:Theemployeewouldreceiveholidaypayandk‐timeforhoursworkedontheholiday.HolidayLeaveCodes:

7.FuneralLeaveFuneralleaveisapplicabletoprobationaryorpermanentemployeesonlyandisnotapplicabletoemployeesontemporaryappointments(i.e.:jobappointment,classifiedWAE,andunclassifiedtemporary).

InaccordancewithCivilServiceRule11.23.1,funeralleavewithpaymaybegrantedanemployeeforamaximumnottoexceedtwo(2)consecutiveworkdaystomakearrangementsorattendthefuneralormemorialservicesofaparent,step‐parent,child,step‐child,brother,step‐brother,sister,step‐sister,spouse,mother‐in‐law,father‐in‐law,grandparentorgrandchild.Intheeventofthedeathofanemployee,theAppointingAuthoritymayauthorizeanemployeeoremployeestoattendfuneral/memorialservicesasarepresentativeofOLG/DCRTwithoutlossofpayoruseofleave.

Thesupervisormayrequireanemployeerequestingfuneralleavetoprovideproofordocumentationofhis/herrelationshiptothedeceased.

A.PayrollCalendar

WhencanIenterpayroll?

TimekeepersmayenterpayrollforweekoneofthepayperiodnoearlierthanthefirstThursdayofthepayperiod.PayrollforweektwoofthepayperiodshouldbeenterednoearlierthanthesecondThursdayofthepayperiod.Timekeepersmayonlymakeentriesonfuturedatesinanemployee’stimefileforthesecondweekendofthepayperiod.Projectedtimeforfuturedates(weekends)maybeenterednoearlierthanthesecondThursdayofthepayperiod.ThismeansthatpayrollshouldonlybeenteredonThursdayorFriday,makinganynecessarycorrectionsonthefollowingMonday.ExceptionstothisproceduremayonlybegrantedbytheHumanResourcesDivision(HR)andwill be approved on a case‐by‐case basis.Note:whenthecloseofpayperiodcoincideswithaholiday,HRwillprovideguidanceontheproperpayrollentrydatewellinadvanceofthepayrolldeadline.

HRurges timekeepers to ensure that anynecessary changes aremade to the employee’s time fileno later than12:00PM(noon)ontheMondayfollowingthecloseofthepayperiod.

WhowillentermytimeifIamoutoftheofficeonpayrollcloseorthefollowingMonday?

Whenatimekeeperknowsinadvancethattheywillnotbeintheofficeforpayrollentrydates,theyshouldmakearrangements for the backup timekeeper to enter the site’s payroll. A complete list of timekeepers and theirbackupsisfoundonpages12and13.

HowshouldIsubmitaPPA?

YoumayscanandemailthePPAtotheHRanalystinchargeofPPAentriesorfaxittotheHRDivisionat(225)342‐7928.Thesearethetwopreferredmethodsofsubmissionastheyexpeditetheentryoftheadjustmentandhelptoavoidpotentialerrorsassociatedwithpayrolladjustments.Itisnotnecessarytomailanoriginalcopy.

B.Holidays

Example1:TheemployeenormallyworksMondaythroughThursday.AholidayfellonaFriday,whichisherregularlyscheduleddayoff.Shewouldreceivetheclosestworkdaybeforeorafterherscheduleddayoffasadesignatedholiday.Inthisexample,shewillreceivetheThursdaybeforetheholidayasherdesignatedholiday.

C.Auditing

Whoshouldauditthetimeentries?

Thetimekeeper’ssupervisororaproperdesigneewhodoesnothavetimeentrysecurityclearancemustreviewthetimeentryauditreport(ZT02).Allauditreportsmustbesignedanddatedbythepersonwhoauditedthem.

D.TimeEntriesforTimekeepers

Canatimekeeperentertimeintotheirowntimefile?
