VACANCY)

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE Applicants should
be Ugandans holding: EITHER an Honours Bachelors Degree in
Economics, Statistics or any other Honours Bachelors Degree in a
relevant field from a recognized University/Institution PLUS a
minimum of a Postgraduate Diploma in Transportation/ Traffic

Scopes. In all cases, working experience should specifically be in
any of the four modes of Transport that is to say, road, water, air

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE The applicants
should be Ugandans holding an Honours Bachelors Degree in either
Architecture or Civil Engineering or Electrical Engineering or
Quantity Surveying or Building Economics from a recognized
University or its equivalent plus a minimum of a Post Graduate
Diploma in any of the above fields or Project Management.
He/She should be a registered Member with the relevant
professional Institute and Regulatory Body. E.g. Uganda Engineers

DUTIES The incumbent will be responsible to Director of Engineering
and Works/ Engineer in - Chief for performing the following
duties:-
- Coordinating four professional disciplines of Architecture,
Quantity Surveying, Electrical Engineering, and Civil / Structural
Engineering as a construction team;
- Providing the necessary technical, managerial and
administrative guidance to government in the management of
construction and maintenance of government and public
buildings;
- Providing building technical services to Central and Local
Governments, parastatals and the public;
- Developing, monitoring and reviewing policies, regulations,
laws and standards for construction and maintenance of safe
buildings and;
- Ensuring cost, quality and quantity control in construction
contracts. - Providing technical services to Central and Local
Governments, parastatals and Public; - Representing the Public
Structures function at departmental level in all the East
African
Community Countries; - Supervising Department of Public
Structures covering Divisions of Architecture,

years working experience in active Quantity Surveying practice,

- Developing and implementing the Quality Management System for
all Engineering
Services rendered by the Ministry in accordance with the
requirements of the International Standards Organisation;
- Liaising with the Uganda National Bureau of Standards and
advise the Commissioner for construction standards and quality
management on areas of quality management that need review;
- Acting as a custodian of the Ministrys Engineering standards
(specifications, tender documents, manuals and guidelines) for
roads, bridges, buildings and aerodromes;
- developing, review and update Engineering and quality
standards for the Ministry; - setting minimum requirements in
liaison with PDU for consultants and contractors to be
engaged on engineering projects; - developing and reviewing the
project implementation manuals, defining all processes
and procedures to be followed to ensure compliance with the
Ministrys Management Systems;
- preparing annual budgets for the Division; - preparing

level in government or equivalent experience in Road or Pipeline or

The incumbent will be responsible to Commissioner/Transport
Regulation for performing the following duties:-
- Initiating and developing policies and strategies to promote
safety in road and pipeline transport.
- Monitoring inspection firms for road worthiness of vehicles in
the country to ensure safety of road transport.

schools, driver testing centres, instructors and examiners;

with axle load regulations.
