I would like to commend the Philippine Statistics Authority (PSA) Provincial Statistical Office
of Sultan Kudarat for coming up with the 2018 Annual Report which is a fulfillment of the
duty to provide relevant information to our customers and stakeholders. Indeed, you have
demonstrated your ability to overcome challenges of accounting major accomplishments and
do innovations to improve systems and processes in order to better deliver our products and
services in 2018 in the province as well as the SOCCSKSARGEN Region.
The PSA Sultan Kudarat is among the several implementing units of PSA programs,
activities and projects nationwide which is composed of among others data collection
through censuses, surveys and collections of administrative data from selected agencies
side by side with coordination function and civil registration services to ensure fulfillment of
its mandates. The dedicated personnel of PSA Sultan Kudarat have performed well and
delivered very satisfactorily the various works assigned to them.

This 2018 Annual Report presents the major accomplishments of PSA-Sultan Kudarat (PSA-
SK) Provincial Office for Year 2018 by highlighting significant achievements and milestones.
Guided by the PSA vision-mission and core values, I declare with much pride that PSA-SK
has remained highly committed in promoting the delivery of more responsive and relevant
statistical products and improved civil registration services to the public particularly in the
province of Sultan Kudarat.
Anchored on the achievements and gains of 2018, it is with high hopes that PSA-SK would
face the challenges of Year 2019 with great optimism and continually strive to do better in the
delivery of its mandate by embracing challenges and work smarter through innovations.

About the PSA The Philippine Statistics Authority (PSA) was established on September 12,
2013 pursuant to Republic Act (RA) 10625, otherwise known as the Philippine
Statistical Act of 2013, signed by then President Benigno Aquino III. The PSA
is a merger of four (4) government agencies namely: National Statistical
Coordination Board (NSCB), Bureau of Labor and Employment (DOLE), and
Bureau of Agricultural Statistics (BAS) of the Department of Agriculture
(DA).
The RA was enacted “to rationalize and promote efficiency and effectiveness
in the delivery of statistical services, maintain an integrated statistical
system characterized by independence, objectivity and integrity so as to
enhance responsiveness to the requirements of equitable national
development, promote the orderly development of a statistical system
capable of providing timely, accurate and useful data for the government and
the public, and support decentralization through establishment of the
statistical infrastructure necessary to service the statistical needs of local
development planning.”
The PSA is attached to the National Economic and Development Authority
(NEDA) for purposes of policy and coordination. It shall be comprised of the
PSA Board and Offices on sectoral statistics, censuses and technical
coordination, civil registration and central support, and field statistical
services.

PSA Mandate
The PSA shall primarily be responsible for the implementation of the objectives and provisions of RA 10625.
It shall plan, develop, prescribe, disseminate and enforce policies, rules and regulations and coordinate government-wide programs governing the production of official statistics, general-purpose statistics, and civil registration services.
It shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems, and compilation of national accounts.
Specifically, the PSA shall:
• Serve as the central statistical authority of the Philippine government on primary data collection;
• Prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy;
• Collect, complete, analyze, abstract and publish statistical information relating to the country’s economic, social, demographic and general activities and condition of the people;
• Prepare and conduct statistical sample surveys on all aspects of socio-economic life including agriculture, industry, trade, finance, prices and marketing information, income and expenditure, education, health, culture, and social situations for the use of the government and the public;
• Carry out, enforce and administrative civil registration functions in the country as provided for in Act 3753, the law on Registry of Civil Status;
• Collaborate with departments of the national government including GOCCs and
and their subsidiaries in the collection, compilation, maintenance and publication of statistical information, including special statistical data derived from the activities of those departments, corporations and their subsidiaries;
• Promote and develop integrated social and economic statistics and coordinate plans for the integration of those statistics, including the national accounts;
• Develop and maintain appropriate frameworks and standards for the collection, processing, analysis and dissemination of data;
• Coordinate with government departments and local government units (LGUs) on the promotion and adoption of statistical standards involving techniques, methodologies, concepts, definitions and classifications, and on the avoidance of duplication in the collection of statistical information;
• Conduct continuing methodological, analytical and development activities, in coordination with the Philippine Statistical Research and Training Institute (PSRTI), to improve the conduct of censuses, surveys and other data collection activities;
• Recommend executive and legislative measures to enhance the development of the statistical activities and programs of the government;
• Prepare, in consultation with the PSA Board, a Philippine Statistical Development Program (PSDP);
• Implement policies on statistical matters and coordination, as directed by the PSA Board; and
• Perform other functions as may be assigned by the PSA Board and as may be necessary to carry out the purposes of this Act.

Year 2018 for the PSA-Sultan Kudarat Province was marked with numerous opportunities and challenges, notable events and successes. The year seen improvements in its operation and control in meeting its set targets duly manifested by the successful activities that were conducted throughout 2018.

The PSA-Sultan Kudarat Province in
partnership with the City/Municipal Civil
Registry Offices (C/MCROs) in the province
spearheaded the celebration of the 2018
Civil Registration Month (CRM) in the
province with the theme, #napapanahong
CRVS.
This year’s celebration was highlighted by the conduct of the following activities participated in by various stakeholders in the province: Opening Ceremony, hanging of CRM streamers, conduct of information dissemination to various secondary schools, infographics contest, production and distribution of publication on vital statistics and primers on civil registration, and attendance to activities initiated by
C/MCROs in the province such as free mobile registration, Kasalan ng Bayan/Barangay/ Paaralan, Information Dialogue, among others. To recognize the efforts of Local Civil Registrars in the province in improving the delivery of civil registration services, PSA-Sultan Kudarat Province awarded the Top 5 Performing Local Civil Registrars for CY 2017. MCRO-Esperanza bagged the top award for the second time, followed by CCRO-Tacurong (Top 2), MCRO- Pres. Quirino (Top 3), MCRO-Lebak (Top 4) and MCRO- Bagumbayan (Top 5). The month-long CRM celebration was very successful with the cooperation and participation of various partners in civil registration.

The PSA-Sultan Kudarat Province had
successfully conducted series of activities
relative to the observance of the 29th NSM with the
theme “EXPLORING PHILIPPINE WONDERS IN
NUMBERS: Statistics Towards Sustainable
Tourism Development”.
The 29th NSM celebration in the province kicked
off at the big crowd on October 1, 2018 during the
province’s October Month Convocation held at
Sultan Kudarat Sports and Cultural Gymnasium.
The event was graced by Hon. Provincial
Governor Sultan Pax S. Mangudadatu, members
of the Sangguniang Panlalawigan, Provincial
Heads of Line Agencies and employees.
The month-long celebration was highlighted by a
Mini Statistics Festival, a four-in-one activity
conducted on October 18, 2018 at the Provincial
Capitol, Isulan, Sultan Kudarat.
These activities were the following: 3rd Statistics
Challenge/StatQuiz, Statistical Exhibits/
Infographics Display, Data Dissemination/ Forum
and Launching of the 2018 Updated Edition of
Countryside In Figures.
The event was graced by Atty. Maqtahar L.
Manulon, PSA XII Regional Director, Provincial
Administrator Jimmy C. Andang representing
the Regional Governor, Heads of line departments
and offices under the Local Government,
Academe, and the private sector.
An information dissemination was also
conducted to various schools. This is one of
PSA-Sultan Kudarat Province’s advocacies
targeting the young population to instill
awareness and appreciation of the importance of
statistics. Private/commercial establishments, on
the other hand, supported the NSM celebration by
hanging streamers.
The celebration was conducted successfully
because of a strong coordination and active
participation by various stakeholders especially
by the Provincial Government through its
Provincial Planning and Development Office. The
Provincial Government generously sponsored the
meals/snacks and prizes for the winners/coaches
of the 3rd Statistics Challenge/StatQuiz.

The PSA-Sultan Kudarat Province celebrated PSA’s 5th
Year Anniversary in very meaningful way. To
commemorate its 5th year, it initiated an activity which
brings the Office closer to the hearts of the people. The
staff visited on September 12, 2018 Purok Masunurin in Barangay Busok, Bagumbayan, one of the
remotest areas of the province. To reach the area, the staff had to travel on foot another kilometer
as the village is not accessible by four-wheeled motor vehicles due to its rough rugged and
mountainous terrain.
The staff distributed some kilos of rice, noodles, sardines plus some used clothes to the indigent
families residing at the foot of the mountain.
Though tired, the staff felt some sense of fulfillment. Seeing the condition of the marginalized
population increased the staff’s sense of commitment and dedication as public servants. The
celebration was very simple yet meaningful.

The Provincial Statistics Committee (PSC) of Sultan Kudarat Province was reorganized on July 29,
2016 through EO No. 2016-007, an order “Reorganizing and Strengthening the Sultan Kudarat
Provincial Statistics Committee and for other purposes.” The functions of the PSC as stipulated in
Section 2 of EO No. 2016-007 are the following: 1. Resolve statistical issues and recommend
improvements on statistics needed in planning and policy setting at the local level; 2. Oversee the
implementation of the policies and adoption of the prescribed and uniform statistical standards,
methodologies and classification systems; and 3. Institute measures to strengthen capability of the
province/city in resolving statistical problems and issues peculiar to their localities.
For the year 2018, the PSA-Sultan Kudarat Province takes an active role in improving statistical
planning and coordination in the province.
As Vice-Chair of the Provincial Statistics Committee, PSA-Sultan Kudarat Province provides
technical guidance and direction to the operations of the Provincial Statistics Committee (PSC). The
PSC holds meeting on a semestral basis and has played an active role as a venue for resolution of
statistical issues specific to the province and serves as a forum for statistical advocacy.
The PSC also serves as forum for presenting/disseminating latest available products and services of
the PSA.
For the year 2018, Provincial Statistics Committee convened on May 2, 2018 and August 14, 2018.

Major Final Output I: Statistical Information and Services
As the primary source of official statistics, the PSA-Sultan
Kudarat Province is committed to deliver relevant and reliable
statistics from the results of censuses and surveys conducted.
Statistics generated from the censuses and surveys are very
useful to government planners and policy makers as inputs in
the formulation, implementation and administration of policies
and programs for evidence-based decision making.
In 2018, PSA-Sultan Kudarat Province conducted various
surveys and statistical activities province wide including
generation and compilation of administrative-based and
administrative-derived statistics from different sources.
To e`nsure the quality of statistics produced, PSA-Sultan
Kudarat Province observes control mechanism in every
statistical activities conducted: training, data
gathering/collection, manual and machine processing, data
review and data dissemination.

Crops Statistics
The Palay and Corn Production Survey
(PCPS) consist of two (2) national quarterly
surveys which are conducted
simultaneously. These are the Palay
Production Survey (PPS) and Corn
Production Survey (CPS).
The main objective of the PCPS is to generate
estimates and forecasts on palay and corn
production, area planted with palay and corn,
average yield per hectare and other
production related data that serves as inputs
for policy making and programs for palay and
corn.
Sultan Kudarat has a total of 145 sample
households for PPS and 111 sample
households for CPS in Sultan Kudarat
Province.

The Monthly Palay and Corn Situation
Reporting System (MPCSRS) is a monitoring
system of the actual harvests for the current
quarter and forecast for the next’s 2 quarters;
also of the growing conditions and actual
plantings of palay and corn as reported in the
PCPS. It provides updates on palay and corn
production forecast for the current quarter on
standing crops and forecast for the next quarter
based on farmer’s planting intentions. Conducted
during non-PCPS months, (February, March, May,
June, August, September and November) it also
provides monthly updates on area and
production of palay and corn across the country.
The Palay and Corns Stocks Survey (PCSS) is
a monthly survey that gathers information on
the current level of stock of rice and corn
being maintained by farming and non-farming
households. The results serve as inputs in the
analysis of the seasonal trends and variations
in the supply of rice and corn, as well as the
forecasting of their future supply, demand,
and prices.

The Crops Productions Survey (CrPS) generates
basic production- related statistics on area and
production for crops other than palay and corn at
the national, regional, and provincial levels. It
covers more than 200 crops, 19 of which are

Livestock and Poultry Statistics
The Backyard Livestock and Poultry Survey
(BLPS) is a household survey conducted every
1st to 10th day of the last month of the quarter.
There are 2,016 sample households and 100
non-farming households in Sultan Kudarat
Province. The BLPS sample households are the
same households for the MPCSR and PCSS.
The Commercial Livestock and Poultry Survey
(CLPS) is a complete enumeration of
commercial livestock and poultry farms in the
province which is conducted quarterly.
The BLPS and CLPS generate estimates on
inventory, production, and disposition of
livestock (cattle, carabao, swine, and goat) and
poultry (chicken, chicken egg, duck, and duck
egg).

The Compilation of Data from Slaughterhouses and Poultry Dressing Plants ( CDSPDP) is a monthly survey that aims to compile data on animals slaughtered and birds dressed in slaughter/dressing facility or structure licensed to operate by the National Meat Inspection Service (NMIS) and the locally registered meat establishments by the LGUs. Commodities covered are carabao, cattle, swine, goat, broiler for chicken, and peking duck. These administrative data are collected monthly by one regular field man every first 5 days of the month from the municipalities/city where there are accredited slaughterhouses and dressing plants.

Fisheries Statistics
The Quarterly Commercial Fisheries Survey
(QCFS) is a survey conducted every last month
of the quarter. The QCFS generates data on the
quarterly volume and value of fish unloaded at
commercial fish landing centers by species at
the national, regional and provincial levels. It
covers fishing operations that make use of
boats of more than three (3) gross tons. The
data collected are supplemented from the
administrative records on non-traditional
landing centers such those that are managed by
the Philippine Fisheries Development Authority
(PFDA), LGUs and private entities.
In Sultan Kudarat Province, there are two (2)
landing centers located in Kalamansig and
Lebak and with five (5) respondents each where
the data are gathered.
The Quarterly Municipal Fisheries Survey
(QMFS) aims to produce data on the quarterly
volume and value of fish unloaded at municipal
fish landing centers by species at the national,
regional and provincial levels. It is undertaken
in a similar manner as the commercial fisheries
in terms of sampling design, data collection and
coverage (species) except that the enumeration
is conducted on sample municipal traditional
landing centers. Data gathering activities from
administrative records are conducted for the
PFDA and LGU-managed landing centers,
whichever is applicable.
Collection of data is conducted every 17th to 21st
of the last month of the quarter. This covers
five (5) landing centers located in
Palimbang, Kalamansig, and Lebak with 5
respondents each.
The Quarterly Inland Fisheries Survey (QIFS)
accounts for the volume and value of fish catch
from lakes, rivers, dams, marshes, swamps,
creeks, and irrigation canals. The enumeration
of inland fishing households capture the
quarterly volume of fish catch and prices of 34
inland species in 76 provinces.
In Sultan Kudarat Province, the QIFS is also
conducted with the same schedule of the QCFS,
QMFS and QAqS in 3 barangays of Lutayan
municipality.
The Quarterly Aquaculture Survey (QAqS)
generates data on volume and value of
aquaculture production by aquafarm type, by
culture environment, by species, and by quarter
at the national, regional and provincial levels.
The data collected from this includes the volume
and price of 18 fishes harvested in the aquafarm.
This survey is conducted every last month of the
quarter covering four (4) types of aquafarm
namely brackish water fishpond- (8 sample
aquafarm operators); freshwater fishpond (4
municipalities with 8 operators each);
freshwater pen (8 operators); and freshwater
cage (3 sample operators).

2018 Updating of the List of Establishments –
CPBI Phase I is one of the regular activities of
the Philippine Statistics Authority (PSA) to
update the Statistical Business Register (SBR)
and primarily to provide an updated and reliable
frame for the establishment and enterprise-
based surveys and census, specifically a
sampling frame for the upcoming 2018 Census
of Philippine Business and Industry.
The 2018 ULE involves comprehensive updating
through door-to-door canvassing and conduct of
inquiry on the status and basic characteristics of
the establishments.
There were 4,727 establishments updated in the
masterlist and 1,981 establishments newly listed
from 171 sample barangays in the province from
April 16, 2018 to June 17, 2018. LGUs extended
support and assistance particularly in ULE
advocacy by hanging of streamers to solicit
support from various establishments in the
province. In addition, LGU-Tacurong plugged the
2018 ULE operation through their radio program
in Radyo Natin Tacurong, “City Hall on Air”.

The Quarterly Survey of Philippine Business and
Industry (QSPBI) aims to gather quarterly data
and generate information on the employment,
compensation and gross revenue/sales of an
establishment (identified key industries). This
provides the national government information in
monitoring the employment, marketing and

The untiring support and cooperation of the QSPBI respondents in the province had always been a great contribution for its successful conduct.

The SICT will be valuable in measuring progress
in information communication technology in the
country that will help decision makers in both
public and private sectors in developing policy
measures and in making investment in ICT.
For the 2017 ASPBI, the province has a total
workload of 63 establishments and 19
establishments for 2017 SICT. The conduct of
the said surveys was successfully completed
and all reports were submitted before the
deadline despite heavy workload.
A commendable team effort of those personnel
involved was given due recognition during the
2018 General Assembly of PSA XII. The province
was awarded as “Best Province in Statistical
Operations for Establishment-Based Surveys in
2018” and SS II Roselyn G. Fornan was awarded
as “Best Provincial Focal Person in Statistical
Operations for Establishment-Based Surveys in
2018.”
The results of the Construction Statistics from Approved Building Permits provide estimates on the level of construction activity useful in the computation of national accounts and provide indicators on the level of investment in the country. This covers to administrative-based data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities/ municipalities of the country in a specific period.

The Farmgate Price Survey (FPS) is a nationwide household-based survey designed to gather data on prices received by farmers for their produce. The results are used in the periodic valuation of the outputs produced by the agricultural sector. They also serve as inputs for the development of price indices to measure the purchasing power of producers of selected agricultural products; to analyze seasonal trends and variations in prices; and to forecast supply, demand, and prices of agricultural products. The Farmgate Price Survey (FPS) is conducted
monthly to monitor prices of agricultural
commodities including crops, livestock &
poultry such as carabao, cattle, hogs,
chickens, goats, ducks and eggs. For
agricultural inputs, pesticides used are also
covered.
The collection of data is conducted every last
10 days of the month with a reference period of
1st to 30th of the reporting month and with 34
sample commodities and 25 respondents per
commodity except for the raddish (10
respondents), rubber (15 respondents) &
muscovado (15 respondents).
The Weekly Cereals and Fertilizer Price
Monitoring (WCFPM) is a survey conducted
every Monday, Wednesday and Friday. Items
monitored are prices of palay and corn grains
such as farm price, wholesale selling price and
retail price. The province has five warehouse-
respondents to this survey. Fertilizer dealer’s
price is also captured in this survey.
Results of the WCFPM are used as indicators
for the weekly trend on prices of cereals and the
source of the official data for fertilizers.

The FIES is a nationwide survey on family income and expenditure of the households undertaken every three (3) years. This aims to gather data on family income, sources of income, family expenditure and related information affecting income and expenditure levels and patterns in the Philippines; determine the degree of income inequality among families; provide benchmark information to update weights in the estimation of consumer price index; provide information for the estimation of the country’s poverty threshold and incidence; and provide information for the estimation of household accounts in the System of National Accounts (SNA). The 2018 FIES Visit 1 is a rider of the July 2018 Labor Force Survey (LFS).
For this year round, a total of 1,539 households were samples which is approximately 300 percent higher compared to the 2015 FIES.

The OWS is a nationwide establishment- based survey conducted by the Philippine Statistics Authority (PSA). This survey aims to monitor the wage rates of low paid occupations in non- agricultural industries. The data will be used to generate wage estimates in aid to minimum wage determination.
On the other hand, the ISLE is conducted simultaneously with OWS consisting of at least three modules covering topics on employment, conditions of work and industrial relations. This survey aims to provide statistics on industry trends and practices, and serve as the bases for the formulation of labor policies.
The OWS/ISLE distribution and collection of questionnaires commenced on September 17 until December 28, 2018. The province has a total of thirty (30) sample establishments from different sector of industries such as (1) agriculture; (2) manufacturing; (3) electricity; (4) water supply; (5) construction; (6) wholesale and retail trade; (7) human health activities; (8) education and ; (9) accommodation and food service activities.
The province had successfully completed its field operation from September 7 until December 22, 2018. The smooth operation of OWS/ISLE was attributed by the continuous support and cooperation of the sample respondents who generously provided the data needed for the survey.

Vital Statistics are derived from information obtained at the time when the occurrences of vital events and their characteristics are inscribed in a civil register. These are useful for local and national authorities, specifically for planning of human, social, and economic development. For 2018, PSA-Sultan Kudarat Province received a total of 29,907 civil registry documents from different local civil registry offices of Sultan Kudarat.

Geotagging of building structures is one of the major activities of the PSA since 2017. The conduct of the 2018 geotagging activity is a component of the continuous rolling scheme for the updating PSA maps in preparation for the 2020 Census of Population. The main purpose of conducting this activity is to identify and mark building structures as points in the digitized maps and to attribute these buildings with pertinent geographical information useful for the various statistical surveys and censuses of the PSA. There were several problems encountered in the field that caused the delay of the geotagging activity:1) Peace and Order problems which put the safety of the Map Data Collectors (MDCs) at stake resulting to the backing out of some MDCs; 2) the various bombings in Isulan aggravated the fear of MDCs for their safety further slowing down the geotagging of the survey; 3) Households also were hesitant to divulge some personal information to the MDCs as they fear of their security; 4) Bad Weather Condition; 5) Hard- to- reach areas posed a constraint in achieving the required standard output of 150 HHs due to the rough terrain and 6) low-power specs tablets; tablets hang-up/system stopped while on the field.
Though the standard output was lowered to 100 HHs, this is still difficult to achieve for Sultan Province in view of its terrain and other surrounding circumstances like peace and order problems. The number of MDCs approved for the province was not adequate to deliver the required outputs on time. The province hired and trained additional MDCs to beef up the existing MDCs but this was already done in the latter stage of the survey.
There were also assistance given by LGU-Barangays to some MDCs such as guide/transportation/gasoline allowance to reach the remotest part of the barangay. Some MDCs were provided with food and accommodation by some sample LGUs.
As of December 31, 2018, Field Data Gathering/Downloading and Geo-referencing of
images reached to 50.30 percent out of the total 503 EAs as workload of the province for 2018. As per number of buildings geo-tagged, PSA-SK’s accomplishment was 61.96 percent.

Major Final Output 2: Statistical Planning and Coordination
PSA-Sultan Kudarat Province spearheaded the celebration of 29th National Statistics Month (NSM) in the province with the theme: “EXPLORING PHILIPPINE WONDERS IN NUMBERS: Statistics Towards Sustainable Tourism Development.” Pursuant to Presidential Proclamation No. 647, s. 1990, the celebration is conducted nationwide with statistical activities and programs geared to promote, enhance, instill nationwide awareness and appreciation of the value of statistics to every sector of the society and to elicit support and cooperation of the public. Highlights of the 29th NSM Celebration in the province:

6. The observance of the 29th NSM received warm support from the local government units, provincial offices of national government agencies, the academe and private sector. There was a noticeable increase in the number of participating agencies, hanging NSM streamers in conspicuous places of their office buildings.
The successful celebration of the NSM in the province was attributed to the strong leadership of the PSA-Sultan Kudarat Province as it spearheads the celebration in the province. It has established a strengthened partnership with the local government and other stakeholders in the province. Planning and coordination on the NSM celebration was institutionalized through the Provincial Statistics Committee.

29TH NATIONAL STATISTICS MONTH (NSM) Hosting of the 10th Statlympics
The PSA-Sultan Kudarat Province hosted the PSA-SOCCSKSARGEN’s 10th Statlympics conducted on October 25-27, 2018 held at Elai Resort and Hotel, Kidapawan City. The activity is in line with the 29th National Statistics Month and participated by the regular and contractual employees from PSA-Regional Statistical Services Office, PSA-Cotabato Province, PSA-SARGEN, PSA-South Cotabato Province and PSA-Sultan Kudarat Province. This is also in line to the PSA’s theme for 2018, “Healthy PSA, Happy PSA.” The activity aims to promote sportsmanship, camaraderie and wellness among the employees. Various sports activities and parlor games were conducted for 3 days competed by four teams – SIGMA, DELTA, ALPHA and CHI SQUARE. Employees from different offices were evenly distributed to represent each team. The SIGMA Team was declared as champion, followed by CHI SQUARE Team (1st Runner-up), ALPHA Team (2nd Runner-up) and DELTA TEAM (4th Runner-up). Indeed, the 10th Statlympics was successful with the collaboration of PSA-RSSO XII and 4 PSA provinces. The participants were very satisfied, feeling rejuvenated and ready to face another challenges in their respective workplaces.

Local Statistical Coordination
The Provincial Statistics Committee (PSC) of Sultan Kudarat Province was reorganized on July 29, 2016 through EO No. 2016-007, an order “Reorganizing and Strengthening the Sultan Kudarat Provincial Statistics Committee and for other purposes”. The PSA-Sultan Kudarat Province and the Provincial Planning & Development Office jointly organized the quarterly meeting for the Provincial Statistics Committee (PSC) of Sultan Kudarat Province. This regular meeting strengthens partnership with LGUs and other stakeholders in pursuing efforts towards improved delivery of statistical products and
services. The PSC provides a venue for sharing ideas, strategies and innovations towards better services to data users. For 2018, the Provincial Statistics Committee (PSC)- Sultan Kudarat Province conducted two meetings on May 2, 2018 and August 14, 2018 at PPDO, Provincial Capitol, isulan, Sultan Kudarat. The Planning and Development Office (PPDO) serves as the PSC Chair and the Philippine Statistics Authority (PSA) as PSC Vice-Chair. The meetings were sponsored by the Provincial Government of Sultan Kudarat Province.

Major Final Output 3: Civil Registration Services The Civil Registration Services is a unique function of the PSA to manage an efficient civil registration system for the Filipino people. As stipulated in RA 10625, the PSA carries out and administers the implementation of the laws governing civil registration in the Philippines. Under this major final output, the PSA is to accomplish civil registration transactions, conduct capacity building activities for local civil registrars and achieve a high client satisfactory rating in the frontline services.

PSA-Sultan Kudarat Province accepts requests for issuance of copy of Certificate of Live Birth, Certificate of Marriage, Certificate of Marriage and Certificate of No Marriage (CENOMAR) or Advisory of Marriage. These requests were indorsed to PSA-General Santos City through the BREQS scheme. A total of 25,662 transactions were received and processed through BREQS scheme for 2018. Of these, 83.74 percent were for copy of issuance of birth, 7.39 percent for marriage, 0.55 percent for death, and 8.32 percent for CENOMAR.
A notable increase of 42.50 percent was recorded from April 2018 with 2,368 to May 2018 with 4,115 transactions. This is due to the bulk of request which came mostly from the students who need authenticated Certificate of Live Birth for school enrollment. CIVIL REGISTRATION and VITAL STATISTICS DECADE
The PSA-Sultan Kudarat Province launched the 2018 CRM Celebration in the province on February 6, 2018 held at PSA-Sultan Kudarat Province, Fajardo Bldg., Doña Aurora St., City of Tacurong. The program was well attended by participants coming the from the National Government Agencies, Local Government Units, Medical and Health Institutions, Medical and Health Institutions, Academe, Media and Religious Sector.
The activity was highlighted by the conduct of an Infographics Contest initiated by PSA-Sultan Kudarat Province, MCRO-Isulan was declared as 1st Placer, followed by MCRO-Esperanza and MCRO-Columbio as 2nd Placer and 3rd Placer, respectively.
One of the highlights of the 2018 CRM Celebration in Sultan Kudarat Province was the Search for the Top 5 Local Civil Registry Offices (LCROs). It aims to recognize the efforts of Local Civil Registry Offices in the province in improving the delivery of civil registration services in their respective locality. The Top 5 Performing Local Civil Registrars for CY 2018 were: MCRO-Esperanza bagged the top award for the second time, followed by CCRO-Tacurong (Top 2), MCRO- Pres. Quirino (Top 3), MCRO-Lebak (Top 4) and MCRO- Bagumbayan (Top 5).

To continually promote civil registration, the PSA-Sultan Kudarat Province conducted the information dissemination on Civil Registration and Vital Statistics (CRVS) to four (4) schools in the City of Tacurong. This was conducted in line
with the celebration of the 28th Civil Registration Month and in consonance with the PSA’s advocacy of getting everyone registered and of promoting awareness on the importance of civil registration in the lives of every Filipino.
The PSA-Sultan Kudarat Province conducted the Infographics Contest on February 6, 2018 during the 2018 CRM Opening Ceremony held at the PSA-SK Conference Room, City of Tacurong. This was participated in by the Local Civil Registry Offices of the province. The entry of MCRO-Isulan was declared as first place, followed by the entries of MCRO-Esperanza and MCRO-Columbio as second and third prize winners, respectively.

A Visitorial Activity was conducted at the Municipal Civil Registry Office of Lutayan on March 14, 2018. This activity is a joint effort of the Philippine Statistics Authority, Regional Statistical Services Office-XII (PSA-RSSO XII) and the Philippine Statistics Authority-Sultan Kudarat Provincial Office (PSA-SK). This is also in line with the issued instructions of the Civil Registrar-General to the Regional Directors and Provincial Statistics Officers through Office Memorandum 2016-019 to conduct visits to Local Civil Registry Offices (LCROs) as stated in Rule 15, Art. 26 of RA 10625 (The Philippine Statistical Act of 2013). This visit aims to strengthen partnership with the Local Civil Registry Offices (LCROs) and conduct dialogues to improve the implementation of civil registration in the country. The visit is also in line with the guidelines on Search for Outstanding Local Civil Registrars in the country as well as for SOCSSSKSARGEN Region. The Visitorial Team is composed of RD Maqtahar L. Manulon, PSO Herlita G. Caraan of PSA-Sultan Kudarat, PSO Belinda R. Penuela of PSA-Cotabato, PSO Jilmar F. Grecia of PSA-South Cotabato, OIC-PSO Ismael B. Ramos, Jr. of PSA-SarGen, Chief, CRASD Lorna M. Sumalpong, OIC-SOCD Ma. Eileen A. Berdeprado and RO IV Jennifer M. Omictin and SSS Jurilyn P. Abraham. During the activity proper, the team led by RD Manulon had done the ocular inspection on the physical area, and asked several questions with regards to the usual processes implemented by LCRO-Lutayan in registering the vital events. Along the way, the team found out some weak points that need to be resolved. A summary report with recommendations was submitted to LCE to help the LGU administration in implementing interventions for the improvement of civil registration system in Lutayan municipality in particular.

The PSA-Sultan Kudarat Province conducts quarterly meeting with the LCROs to strengthen relationship with civil registry partners as well as to resolve some issues regarding civil registration and to discuss improvement on the delivery of services to clienteles and stakeholders.
For 2018, the PSA-Sultan Kudarat Province conducted three (3) quarterly meetings with the City/Municipal Civil Registrars. As agreed upon during the first meeting, the hosting of quarterly meeting was done on a rotation basis. The first meeting was hosted by the PSA-SK on January 26, 2018 held at PSA-Sultan Kudarat Province, Tacurong; second by MCRO-Lebak on May 22, 2018 at Cyndy’s Gail Bakeshop and Resto, Lebak and third by MCRO-Esperanza on August 29, 2018 at AVR, Municipal Hall-Esperanza.
Various issues and concerns were being tackled and handled effectively as the meeting was presided by PSO Herlita G. Caraan. Some issues and concerns were raised were given recommendations and some needs to be discussed with the Regional Director first.
Moreover, the C/MCRs were reminded to submit the monthly CR reports on time and encouraged to ensure quality of CR Reports.

PSA-Sultan Kudarat Province conducted Re-orientation on Civil Registration on August 9, 2018 held at Municipal Training Center, Lutayan, Sultan Kudarat. This aims to re-orient the Municipal Civil Registry Office’s (MCRO) Staff of Lutayan on the basic laws on civil registration and the proper filling-up of civil registry forms, geared towards improving the quality and delivery of civil registration services in the Municipality of Lutayan. PSO Herlita G. Caraan, in her message, stated that this activity is a review on the basic concepts, definitions and procedures relative to the implementation of Civil Registration. The expected outcome of this activity is to reduce the problems on errors committed in the preparation of Civil Registry Forms and improving the submission of Civil Registry reports in a timely manner.

The PSA-Sultan Kudarat Province advocates in improving the quality of civil registration services to clienteles and stakeholders. Its initiative is to visit the LCROs in the province for an ocular inspection on how the civil registrars safekeep the documents in their Offices. It also aimed to troubleshoot problems encountered on their PhilCRIS system.

It is really appreciated that the LCROs now doing their best and create innovations for improvement. This may somehow a result of the regular meetings conducted wherein weaknesses were raised, while suggestions and recommendations were shared.

The PSA-Sultan Kudarat Province Library is an essential part of the dissemination process. The library offers walk-in researchers the collection of local statistical publications free of charge. It is open daily, Mondays to Fridays, from 8:00am to 5:00pm.
In 2018, a total of 130 researchers were assisted at the PSA-Sultan Kudarat Province Library.
In its advocacy to inform the public on the importance of Civil Registration as well as to raise awareness and appreciation on the importance of the legal, administrative and statistical values generated from civil registry documents, censuses and surveys, which are essential to Local Government Units (LGUs) in government planning and policy making for socio, cultural and economic development of the country, the PSA-Sultan Kudarat Province conducted information disseminations on PSA’s Statistical Products and Civil Registration Services to various secondary schools in the province during 2018 Civil Registration Month and 29th National Statistics Month.
The activity aims to: 1) increase awareness and appreciation of the importance and value of statistics by the younger generation; 2) strengthen partnership with the academe in advocating the importance of statistics; and 3) promote the products and services of the PSA and enhance its image as a government institution.
The nine (9) participating schools were: 1. San Emmanuel National High School-Annex; 2. Apolinario S. Bernardo National High School; 3. Rajah Muda National High School; 4. San Emmanuel National High School-Main Campus; 5. VF Griño Memorial National High School; 6. Siloam ABC Learning Center Inc.; 7. Children’s Grace of Mary; 8. Notre Dame of Katico; and 9. Kalanawe II National High School. A total of 1,142 students participated in this data dissemination activity.
Statistical presentations on the Highlights of Selected Demographic and Socio-Economic Characteristics of the Population of Sultan Kudarat based on the results of the 2015 Census of Population, Sultan Kudarat Vital Statistics covering the period 2010-2015, and Highlights on Inflation Rate: January-September 2018 were presented. Moreover, the participants were also oriented on the important provisions of various Civil Registration Laws such as RA 9048, RA 10172, RA 9858 and RA 9255.

The PSA-Sultan Kudarat Province conducted the Mid-Year Performance Review and Group Learning Session on August 24-25, 2018 at Isla Jardin Del Mar, Glan, Sarangani. This was attended by all PSA-Sultan Kudarat employees. The PSA-Sultan Kudarat Province conducted a 2-day 2019 Provincial Planning Workshop with a theme “Working Smarter Through Innovation” held at Punta Isla Lake Resort, Lake Sebu, South Cotabato on December 27 & 28, 2018. This activity aimed to assess accomplishment for 2018, identify bottlenecks, formulate recommendations to issues and concerns and plan activities for 2019 along with the PSA vision-mission. This activity was a good avenue for the staff to evaluate and identify the strong and weak points based from the 2018 performance. Thus, through sharing ideas and inputs, the province could be able to create strategies and innovations for a more effective and efficient delivery of service in 2019.

Human Resource and Management
As of December 31, 2018, the PSA-Sultan Kudarat Province had a total of 13 regular employees including the Chief Statistical Specialist. Of the total count, 6 were detailed in Statistical Operation and Coordination Unit, 3 in Civil Registration Unit and 3 in Administrative and Finance Unit. The PSA-Sultan Kudarat Province augmented its manpower and hired Job Order Employees (JOEs) including the driver and utility worker. In 2018, a total of 5 JOEs were employed and stationed in various units: 2 in Statistical Operation and Coordination Unit, 1 in Civil Registration Unit and 2 in Administrative and Finance Unit.

As a young organization, the PSA-Sultan Kudarat Province is a home to personnel with varying ages. In 2018, it was recorded that the office is dominated by staff between the ages of 36 and 45. Out of 18, about 7 employees fell in this age range. This is followed by a total of 4 employees who are within 26 to 35 years old.
