Fill up the Enrolment-cum-Examination Form after careful reading of the Instructions.

1. Himachal Pradesh State Open School (HPSOS) of H.P. Board of

School Education (HPBOSE).

An Open Schooling System with a Difference

The HPSOS has been established under the auspices of the H.P.Board of School Education

Dharamshala-176213 on the basis of a Project Proposal designed and developed in collaboration

with the National Institute of Open Schooling (NIOS), Ministry of Human Resource Department,

Govt.of India. The Secondary Education Programme through SOS is functional from the

academic session 2011-2012 and Middle and Senior Secondary Courses are functional from

2012-2013.

It provides educational opportunities to persons like you who wish to study further and

qualify for a better tomorrow. The mission of HPSOS is to provide education to all with special

concern for school drop out girls and women, rural youth, working men and women who because

of one or the other reason could not continue their education with the formal system. HPSOS

operates through a network of Study Centers created in the selected Government/Private affiliated

schools in Himachal Pradesh.

1. Age Limit: There is no upper age limit for admission. However, the minimum age for enrolment

is 14 years for Middle Standard and Secondary (Matriculation) course, completed as on or before

1st January of the year of admission.

2. Validity of Admission: Candidate admission is valid for five years .For Public Examination at

Middle, Secondary and Senior Secondary level, candidate may take nine chances to successfully

complete the course during this period.

3. Choice in Subjects and Medium of Instructions: HPSOS offers its courses in English and

Hindi medium. Candidate can choose any of the medium for studies. However, study material will

be provided in Hindi medium only. Candidate can choose any subject combination from the list of subjects offered as per the criteria given in the SOS Scheme of Studies. Candidate should choose subjects carefully keeping in view your plans for higher studies, job requirements and requirement of Board/Universities which Candidate wish to join after passing the Secondary Course from HPSOS.

4. Continuous Assessment: - During the course of study, Candidate will know his/her progress

through Tutor Marked Assignments (TMAs). Submission of three TMAs in each subject is

compulsory.

5. Flexible Scheme of Examination: - Public examination is conducted by HPBOSE twice a year.

Candidate will get nine chances to appear in the public examination over a period of 5 Years of

registration.

6. Credit Accumulation: - You can choose to appear in any one or more than one subjects in any

examination and earn credits which will be accumulated till all subjects required for certification are

successfully completed within a period of 5 years of registration.

7. Transfer of Credit and Re- admission: This is a golden opportunity to the candidates who have

failed in the Middle Standard, Matriculation or Senior Secondary Examination of the HP Board

of School Education in the annual examination of March, 2009 and onwards Examination. Apart

from this, the facility of Transfer of Credit is also imparting to the candidates of the

CBSE/NIOS/other recognized boards who have failed in the Senior Secondary Examination only

in the annual examination of March, 2009 and onwards Examination. In this facility credit of all

passed subjects will be transferred by paying a nominal TOC fee of Rs.100/-per subject and

learner has the freedom to appear only in those particular subject(s) in which he/she remained

unsuccessful. In addition to this, learner has option to change failed subjects as already opted as

per scheme of studies except compulsory subjects required for certification. Those HPSOS

candidates who have availed their 9 chances in 5 years, but still they are not succeeded in their

class (8th, 10th and 12

th) they may also take re- admission. In this case they have to pay

registration fee, TOC (Transfer of Credit) fee etc.

8. Option to avail first chance in September Examination: Those Candidates who have failed

in the Middle Standard, Matriculation or Senior Secondary examination of the HP Board of

School Education / other recognized boards in the annual examination of March,2009 and onward

Examination have the golden opportunity to avail their first chance in ensuing supplementary

Examination in September. However, neither study material will be provided to them nor PCP

will be organized for September Examination.

9. Part Admission: Under this scheme, you may take admission in English only for Matriculation

and in one additional subject in secondary/senior secondary course. On passing, you will be

issued the Marks sheet only.

Admission/Enrolment in Middle Standard, Secondary and Senior Secondary Courses of

HPSOS is open to all persons residing in India irrespective of the race, creed, caste or class

subject to the fulfillment of minimum qualifications and availability of seats in the Study Centers

of HPSOS located in the selected Government /Private affiliated institutions.

There will be two phases of admission. Phase- I will exclusively include the admission

of the candidates, who have failed in March, 2009 and further examination from HPBOSE/other

recognized boards (12th class only). They will be entitled for the benefit of Transfer of Credit

(TOC) and their first chance will commence from September examination, the Board will neither

hold PCP nor provide any study material.

Phase- II will include two categories of admission of candidates-one who have failed in

Examination and the other who are seeking admission after passing Middle standard or

Matriculation Examination for Matriculation & Plus Two classes respectively

(i.e. Fresh Admission). Phase- II will also include fresh admission to Middle Standard

examination in March. This category of candidates will take their first examination in March,

after completing one academic year. However, the candidates who have failed from

HPBOSE/other recognized boards between March, 2009 and onwards examinations shall have

the choice to choose their first chance either in September or in March, but if one chooses to

avail his/her first chance in September, the Study Centre should advise him to wait till the

opening of admissions of 2nd

phase as he/she shall be considered for enrolment under 2nd

phase of admission only. These candidates shall be entitled for TOC facility as admissible under

the rules. The admission will be done through Study Centers on first come first served basis,

subject to the capacity of enrolment allotted to the Study Center by HPSOS. Maximum No. of

Seats is 150 per Class per session in a particular Study Centre.

I. Read all the instructions (Appendix C) and prospectus carefully before applying for

Enrollment/Examination.

II. Submit your relevant documents i.e. fail certificate, pass certificate, migration certificate

etc.

III. Learners have to submit these above mentioned relevant documents at study centre along

with two passport size photographs

IV. Application will be received only by online mode through the Study Centre by logging on

to Board website www.hpbose.org.

V. A Registration No. will be issued to the learner by the Study Centre.

VI. The following admission forms will not be consider by the HPSOS i.e. All kind of

offline,bogus forms etc.

VII. To register for the Public Examination of HPSOS being held in March-April and September

you are required to go to the concerned Study Centre within the prescribed time schedule (as

announced in this Prospectus).

VIII. Learner has to submit relevant documents along with two passport size photograph.

(i) Middle Standard Course:-

1. Candidates who have attained minimum age of 14 years on 1st

January of current

year.

2. Attested copy of Birth Certificate issued by the Municipal Authority or Office

of the Registrar of Birth and Death.

OR

3. Transfer Certificate/School Leaving Certificate showing applicant’s date of birth,

issued by the last school attended by the applicant.

OR

4. Certificates of the Candidates who have previously appeared and failed in Middle

Standard Examination of the Board or equivalent examination of a recognized

Board.

(ii) Secondary (Matriculation) Course:-

1. A Candidate who has previously appeared and failed in the Matric Examination of

the HPBOSE or equivalent examination of a recognized Board can appear in

Secondary Course of SOS.

2. Any other candidate who has passed the Middle Standard Examination of the

HPBOSE or equivalent examination from a recognized Board can appear at

Secondary Course of SOS.

3. Provided that a candidate who has passed the Middle Standard Examination or

equivalent examination from a duly recognized institution of any State/U.T. where

Standard examination is not conducted by the Board/University shall have to obtain

the counter signature of the District Education Officer or an equivalent Officer of

the State/U.T.on the certificate/School leaving Certificate issued to him by the

Middle institution.

“Provided further that the certificate/S.L.C. issued by the Institution should indicate

the subjects in which the candidate has passed the Middle Standard examination.”

4. For appearing at the Secondary (Matriculation) Examination every candidate

should have attained a minimum age of 14 years on 1st January of current year.

“The Chairman shall be competent to grant relaxation in age up to 6 months for

deserving cases on the merit basis, when requested by the candidate.

5. Candidates who have passed Middle or Equivalent Examination from other

recognized Board/University shall have to submit the original Migration

Certificate at the time of admission.

6. Candidate placed under re-appear in one subject in matriculation Examination

conducted by Himachal Pradesh State Open School, shall be treated as

compartmental candidate of the Board and such candidate shall be allowed

to be admitted Provisionally in 10+1 class provided that the candidate

fulfills other conditions laid down for admission.

(iii) Senior Secondary (Plus Two) Course:-

1. A candidate who has previously appeared and failed in Senior Secondary

Certificate (10+2) examination of the Board or equivalent examination of a

recognized Board can appear at Senior Secondary Course of SOS.

2. Any other candidate who has passed the Matriculation Examination of the

HPBOSE or equivalent examination from a recognized Board/University can enroll

for the Senior Secondary Course of SOS.

3. Candidates who have passed Matriculation or Equivalent Examination from other

recognized Board/University shall have to submit the Original Migration

Certificate at the time of admission.

OR

Candidates have to submit the S.L.C. issued by the Institution at the time of

admission, the S.L.C. should be counter signature of the District Education Officer

or an equivalent Officer of their state/U.T.

4. Learners admitted to Secondary Course (10th) or Senior Secondary Course (12

th)

must ensure that for the purpose of obtaining a certificate at the Secondary or

Senior Secondary level, a two year gap is essential from the year of passing the

Middle (Class VIII) or Matriculation examination .If a student does not have the

requisite gap of two years he/she can appear in maximum of four subjects of

Secondary and three subjects of Senior Secondary course only in the forthcoming

Annual examination. The candidate will be eligible to appear in the remaining

subjects only after completion of the two years gap.

Ex-students of Himachal Pradesh Board of School Education who have

appeared for the Middle Standard, Matriculation or Plus Two Examination (during

March, 2009 and onwards) and have passed in at least one subject, but have not

qualified in the course, may seek admission in the academic courses of HPSOS and can

avail facility of Transfer of Credit (TOC) by paying a nominal fee of Rs.100/-per

Subject. Apart from this, the facility of Transfer of Credit is also imparting to the

candidates of the CBSE/NIOS/other recognized boards who have failed in the Senior

Secondary Examination only in the annual examination of March, 2009 and onwards

Examination.Those HPSOS candidates who have availed their 9 chances in 5 years, but

still they are not succeeded in their class (8th, 10th and 12

th) they may also take re-

admission. In this case they have to pay

registration fee, TOC (Transfer of Credit) fee.etc.

Note: - It’s not mandatory to opt the benefit of TOC, those candidates who are

eligible for TOC but they are refusing to avail TOC, such candidates would be eligible

only for March session examination and subsequently for September examination. It

is also declare that, if a candidate failed in a subject from HP Board/CBSE/NIOS/other

recognized boards but that particular subject is not in the scheme of examination of

the HPSOS. In this case candidate has to change that subject and choose another

subject which is currently prevailing in the HPSOS scheme of examination.

The facility of TOC will be permissible under the following conditions:

1. TOC facility will be given to the ex-students of H.P. Board of School Education

(CBSE/NIOS/Other recognized boards for only 12th class). You will have the option

to get the credit transferred in the subjects which are passed with 33% marks (i.e.

examination passed during March, 2009 and onwards).

2. TOC in the subjects having practical at Secondary and Senior Secondary level will

be allowed only when he/she is successful both in theory and practical paper.

3. Candidate will have to give full details of the TOC subjects and marks obtained

on the Enrolment form at the time of admission. No TOC case will be

considered thereafter.

4. Candidate will have to attach the original marks sheet issued by recognized

education Board.

5. Candidate will have to pay requisite TOC fee of an amount of Rs.100/-per subject

for transfer of credit for the number of subjects in which TOC is required. TOC fee

is to be paid only once at the time of enrolment.

6. Candidate will have the freedom to appear only in that particular paper in which

he/she remained unsuccessful or can change the failed subjects as already opted as

per scheme of studies except compulsory subjects.

7. Where a candidate has applied for Re-evaluation/Re-checking and if there is any

revision in his/her result, he/she will have to write to the Secretary, HP Board of

School Education Dharamshala within a week of declaration of Re-evaluation /Re-

checking result along with TOC fee of Rs.100/- per subject to avail the benefits of

TOC.

Those candidates who have failed in the Middle Standard, Matriculation or Senior

Secondary Examination of the HP Board of School Education/other recognized boards in

the annual examination of March, 2009 and onwards Examination has the option to avail

their first chance in ensuing supplementary Examination in September. Since, those

candidates have already completed the academic year, therefore ,neither study material

will be provided to them nor PCP will be organized for September Examination. Said

candidates shall be admitted under First Phase of admission and admission shall

commence from the declaration of the March Board result.

Under the provision of Part admission, if a candidate is appearing through SOS,

or have already passed Secondary/ Senior Secondary Examination or any other higher

course from any recognized Board/ University, he/she may take admission for ‘English

only’ (for Matriculation) and in one Additional Subject in Secondary and Senior

Secondary Courses to update knowledge and improve educational qualifications.

However, on passing, only the marks sheet will be issued. Enrolment fee for

Part Admission is Rs.300/-and Examination fee Rs.150/-per Subject plus Rs.100/-per

subject in case of subject involving Practical. Such type of admission is done only in

March/Annual examination.

Mute Persons are fully exempted to pay Enrolment, TOC,

Examination and Practical Fee.

HPSOS will not be responsible if the request for admission is not considered on

account of Cancellation of Admission. Your admission will be cancelled:-

1. If the fee paid is less.

2. If the supporting documents are not complete.

3. If false documents have been submitted.

4. If the required educational qualifications are not fulfilled.

5. If the minimum age criteria is not fulfilled.

6. If incorrect or wrong information is given.

7. Those applications which are not fulfilling the norms of the HPSOS By-laws.

8. The Examination fee is required to be paid by all learners.

9. The fee once paid for Examinations will not be refunded or adjusted under any

circumstances

10. For obtaining duplicate copy of Original Certificate and Migration

Certificate, download the Application Form from HPBOSE website www.

hpbose.org.

Note: Admission once cancelled will not be re-considered and fee paid will not

be refunded under any circumstances.

Admission to a particular course is normally confirmed by HPSOS by issuing Enrolment

No. by Study Centre and as per record available in HPSOS. If any discrepancy is noticed at

any stage of admission the admission will be cancelled and result will not be declared, even

if appeared in examination.

Change of Subject(s)/ Additional Subject(s)

During the admission period of five years, you can change/add one or two

subject(s), provided the total number of subjects does not exceed seven. The change

shall not be permissible in subjects mentioned as compulsory subject in the schemes of

studies. However, such a change is permissible within four years of your registration, so

that you can appear in Public Examinations within the validity of admission.

Procedure for change of subject(s)/additional subject(s),

You are required to submit your application on plain paper to the concerned Study

Centre of HPSOS along with the prescribed fee of Rs.100/-per subject.

The HPSOS will confirm such change or addition of subjects at your mailing address

under intimation to your Study Center. Do keep in contact with your Study Center and

ensure that the desired changes have been made.

The Study Centre chosen by candidates at the time of admission will provide the

following services to students:

Holding Personal Contact Programme (PCP) on compulsory basis for

theory and practical classes as prescribed by HPSOS.

Tutor Marked Assignments (TMA) three out of four has to be given on

compulsory basis to the respective Study Centre for evaluation.

Counseling to solve your problems/queries related to the course.

Accept application for change of subject(s) or additional subject(s) and

forward the same to the HPSOS.

Issue of Roll No. Slips for Board Examination.

Informing the dates of payment of fees, examination date sheet,

examination centers and course related other important information.

Display of results of Public Examinations and distribution of Marks

sheet/Certificate issued by HPSOS (HPBOSE).

2. .9 About your Study Centre

In HPSOS you have to learn on your own i.e. a self-learner. You can learn at your own

pace and convenience. The instructional process comprises of studying materials, attending

personal contact programmers at the Study Centre, and doing tutor marked assignments.

The syllabi, duration of examination and certification etc. for the Middle, Secondary and

Senior Secondary courses shall be the same as prescribed for the formal examinees of the

Board. The HPSOS will send some study material directly to the study centres. You can

collect the study material from your study centre on the dates suggested by them for some

selected subjects which may be used as supplementary reading material. However, no study

material will be provided to the candidates who are availing their first chance in September

Examination.

If a HPSOS study centre has at least 25 candidates or more candidates, in this case the

PCP will be conducted in its own Study centre otherwise the PCP will be conducted in

another nearest SOS study centre. Maximum 30 PCP classes will be organized per subject

for theory and 5 additional for subjects having practical on compulsory basis generally on

weekends and as per comfort of SOS study centre. Detailed instructions along with

programme of PCP will be available with the Study Centers. However, no PCP will be

organized for the candidates who are availing their first chance in September Examination.

Note:-Do not pay any extra amount to the Study Centers for Study material or for

attending PCP classes.

In order to check your progress during the course of study, you should submit three

Tutor Marked Assignments (TMA) in each subject. You should submit your assignments

regularly in each subject for evaluation at your Study Center as per following schedule:

There are four assignments in each subject. The subject teachers in the Study Center will

correct these assignments and provide you feedback and suggestions for improvement. TMAs

should be submitted before appearing in the examination on above said months of the particular

subjects. The candidates who wish to avail their 1st chance in supplementary examination in

September are not required to submit any TMAs.

The Public Examination of SOS will be held twice in a year in the months of

Registration for Public Examination through Study Centers.

To appear for the HPSOS examination, you must register through Study Centers as per schedule given below:

Important Note:-

A student is required to contact his Study Centre or may log on to www.hpbose.org

website about two weeks prior to the commencement of examination to find out details

regarding his/her examination and date sheets etc.

Allotment of Examination Centre is the prerogative of HPSOS. However, efforts are made

to allot concerned Study Centre as Center of Examination keeping in view the availability of

seating capacity. However, HPSOS shall allot any other Examination Center as per

administrative convenience or the nearest centre to the study centre but where the study

centres are running in the privately managed institutions, the examination centre in their case

shall be the nearest Govt. Institution.

A student is required to appear in the examination centre allotted to him/her by

HPSOS. In case a student appears at an examination centre other than allotted by

HPSOS, his/her result will be cancelled.

The candidates can only appear in those subjects which are listed under scheme of

examination. Hence any other subject out of SOS Scheme of Examination would be

considered invalid. The scheme of examination highlighting the codes of subjects, number of

In order to pass in a subject and get a certificate of Middle Standard, Secondary and Senior

Secondary Course conducted by the HPSOS, the criteria is given below:-

If a candidate has appeared in the Public Examination and he/she is not satisfied with the result,

HPSOS provides an opportunity for re-checking and re-evaluation of answer scripts of theory papers

only. The Examination Regulations for re-checking and re-evaluation of answers scripts applied to a

learner of SOS will be the same as are applicable to formal candidates of HPBOSE.

Note: - Re-evaluation facility is not available to the Middle Standard candidates

A student can avail as many as nine chances to appear in the Public Examinations for a course

of study spread over a period of five years. HP SOS will keep the accumulated credits of student of

particular subjects in its records till he/she clears all the required subjects for certification. The students

must avail this flexible scheme of examination to learn well and to get better results.

1. A private/regular candidate who has appeared in March-2009 or later Secondary and Senior

Secondary examination of HPBOSE of recognized boards and got failed in theory paper of

practical involved subjects but has passed the practical examination will get TOC facility in

practical examination only after passing theory paper of Secondary/ Senior Secondary

examination of HPSOS.

2. However, a candidate who will enroll directly for the first time in Secondary/ Senior

Secondary courses of HPSOS will have to appear both in theory and Practical examination.

3. Once the candidate has successfully qualified the Practical Examination with 33% marks,

HPSOS will accumulate the credit of passed practical subject in its record till he/she clears all

the required subjects for certification over a period of Five years.

4. The learners are advised at their own interest to stay in touch with their respective Study

Centers for dates of conduct of Practical Examinations.

5. If a candidate qualifies in the Practical Examination but fails in theory, in

Matriculation/Senior Secondary Examination of this Board during March, 2009 or later,

he/she shall have to appear in theory paper only in Supplementary Examination, in that case

the marks obtained by him/her in practical in the Annual examination shall be taken in to

account.

6. If a candidate fails in practical examination but qualifies in the theory examination he/she

shall have to appear in both theory and practical examinations.

7. The Practical Examination will be conducted at the same Study Centre, the days and

dates are decided by the HPSOS in the date sheet. The Practical Exam Centre will be the

concerned of Study Centre, provided that minimum of twenty learners should be

available for organizing the Practical Exam.

8. In case of non-availability of Study Centre, with the approval of the Chairman of HP

BOSE, nearest Study Centre of HPSOS or Examination Centre of HPSOS may be fixed

for Practical Examination Centre as a special case.

9. The Practical Examination for Vocational Subjects under academic stream will also be

conducted at the respective study centre. The candidates may approach their respective

study centers for details of Practical Examination.

In case of use of unfair means in the examination, the examination of candidate can be cancelled

and he/she can further be debarred from appearing in the future examinations. Even admission of such

student can also be cancelled. The Examination Regulations for Unfair means cases applied to a learner of

SOS will be the same as are applicable to formal candidates of HPBOSE.

A learner who has successfully passed the academic course of SOS can apply for Improvement of

performance but only once within a year after declaration of result. Only examination fee per paper will

be charged for improvement of performance. A candidate appearing for improvement in the subject(s)

involving practical examination shall be allowed to appear in theory examination only, as candidate has

passed the practical examination then marks obtained in practical examination shall be carried forward.

Hence a candidate can’t alter his/her practical exams.

After the declaration of result candidate shall receive an Original Certificate through the

concerned study centre. Migration Certificate will also be issued to only those successful candidates of

plus two who have enrolled themselves in March -2017 and onwards. Those successful candidates who

have enrolled before March 2017 they can obtain migration certificate on their written request in

prescribed pro-forma with requisite fee of Rs.250/- by HPSOS.

Any other regulations which are not covered in this prospectus will be the same as are existing

in the HPSOS by laws.

Interpretation: - If any question of interpretation of these regulations or any other point especially

not covered by the regulations mentioned in this Prospectus arises, thus the Chairman will be the

competent authority to take a final decision.

Amanuensis may be allowed in the following cases:

i. A blind or physically handicapped person unable to write or spastic candidate,

ii. Sudden illness rendering the candidate unable to write, if so, certified by a Medical

Officer of the rank not lower than Assistant Surgeon,

iii. In the case of an accident rendering the candidate unable to write in the examination if

certified by a Medical Officer of the rank not lower than Assistant Surgeon.

iv. The amanuensis must be a student of class lower than the one for which the candidate is

taking the examination.

v. The Superintendent of the examination centre concerned shall choose a suitable

amanuensis and forward report immediately to the Controller of Examination of the H.P.

Board, a report giving full particulars of the candidate and of the amanuensis for his

consideration and approval.

vi. The Superintendent shall arrange a suitable room for the disabled candidate and appoint

Fee once paid shall not be refunded except the following cases: 1. If a candidate dies before the commencement of the examination or during the course of examination

without having appeared in any paper, the fee shall be refunded to his legal heirs;

2. If a woman candidate is unable to appear in the examination for maternity reasons, her fee shall be

refundable within six months of the termination of the concerned examination on producing a

medical certificate.

3. If a candidate, serving as a member of the regular Land, Air or Naval Forces is unable to appear in

an examination owing to military emergencies, he shall be entitled to the refund of fee on the

production of certificate to this effect from the Officer Commanding of his Unit at least 15 days

before the commencement of the examination.

4. The application for refund of fee should be made within three months from the termination of

examination unless otherwise provided in the regulations.

5. Fee Paid in excess of the fee prescribed for admission for obtaining any certificate or any type of fee

paid inadvertently may be refunded to the candidate/s or Institution/s (Govt. /Private) concerned on

suo-moto bases, on receipt of application for refund in the Board’s Office within three months from

the date of payment.

6. A deduction on account of incidental charges at the rate of 25% of the refundable amount rounded

off to the next higher rupee subject to a minimum of Rs.20/- shall be made while sanctioning the

refund unless otherwise provided in the HPSOS regulations.

1. The Board reserves the right to allot any examination centre to a candidate for his theory

or practical examination or both. No institution/candidate (as a matter of right) can ask

for any particular examination centre or challenge the centre allotted by the Board in any

Court of Law.

2. Examination Centres for the HPSOS learners will be fixed keeping in view with the

seating capacity of an examination centre, the object of fair conduct of examination or

other administrative reasons.

3. However, fixation of Examination centre is the sole prerogative of HPSOS. The

Examination centres of HPSOS will be created/established in HPSOS study centres only

if:

I. SOS Study centres have at least 25 candidates or more candidates in a class.

II. Examination centre has already been created for the formal candidates/regular

candidates for the session.

III. Those SOS Study centres having less than 25 candidates in a class, then no SOS

Study centre would be created as an examination centre.

IV. Before creating a SOS examination centre, it’s mandatory that SOS study centre

should be an examination centre of regular candidates also.

4. The HPSOS will not inform the candidate about the allotment of Examination centres

and date of Examination through an intimation letter. Students have to obtain the

information about their Examination centres from the concerned Study Centre as well as

from the official websites of HPSOS www.hpbose.org.

5. Only such candidates whose names appear in the list of candidates supplied by HPSOS

to the Examination centres or who have written permission from the Secretary/

Controller of Examination HPSOS/HPBOSE will be allowed to appear at the allotted

Examination Centre in the registered subjects. Other candidates will not be allowed to

appear in the Examination.

The Chairman or in his absence the Secretary/Controller Of Examination may, when he

considers it appropriate, sanction acceptance of any admission form/fee after the expiry of the

last date with late fee, on such terms and conditions as he may deem fit.

1. The results of all the examinations held by the Board will be declared only after obtaining

prior approval of the Chairman.

2. The Board shall not be responsible for non-receipt of any communication by a candidate

or a school with regard to the declaration of the results.

3. The Board shall not be held responsible for any kind of material or other loss incurred by a

candidate, if the result of a candidate is delayed by the Board and listed as ‘Result Later’

for justifiable reasons.

4. The ‘Result’ will indicate the factual position of the candidate with the marks obtained by

him published in a ‘Gazette’ and kept in the office of the Board for information.

5. ‘Confidential Result’ in case a candidate desires the communication of his result before its

declaration for seeking admission in next higher class “Confidential result” may be sent to

the concerned head of the institution in a sealed cover or through E-mail / Fax on payment

of prescribed fee. Such communication will be issued for admission to the next higher

class only.

1. Photocopy(s) of answer books can be provided under RTI on the application of learner

within 60 days after declaration of result. Learner has to enclose his/her ID Proof with

the application.

2. The application received after 60 days of declaration of result will not be considered.

3. In case of answer books are not sold and kept lying in the office campus, the

permission to provide photocopy(s) of answer book(s) will of the

Controller of Examination of HPBOSE.

4. There shall be a fee of Rs. 500/- per subject for obtaining photocopy of the answer

book. Photocopy of answer book will be supplied within the thirty days after the receipt

of application.

Provided that learner has to submit Undertaking in the prescribed format that he/she

shall not challenge the level of evaluation.

After getting the photocopy of answer Book(s) or the evaluated/Re-evaluated answer

book(s), if any discrepancy of the following nature;

i) Mistake in totaling of marks.

ii) Unmarked Questions

is pointed out by the student within 15 days of the receipt of these copies, then the

Controller Of Examination/Re-evaluation Branch will rectify the same without

charging any further fee from the applicant/examinee as the case may be.

5. In case the answer book is under the process of re-checking or re-evaluation, then

applicant can apply for obtaining the photocopy within 15 days after the completion of

this process with fee of Rs. 500/-

6. Candidate is custodian of his/her answer book and will not share it with anybody.

He/she should give an undertaking that he/she shall not challenge the level of

evaluation and will not misuse.

A candidate needs to submit all the required documents to the study centre at the time

of admission. When a student submits the relevant documents to the study centre, it is the

responsibility of SOS Incharge of that study centre to check /verify those documents and

submit the documents in the board office within 15 days after closing of dates. After

receiving these documents in the board office it is also necessary to cross check these

documents by concerned dealing and demand for missing/required document(s) as per the

requirement through registered letter/mail. Even after that, if any candidate’s result is

withheld due to non submission of forms, then the concerned study centre will be

responsible.

For essential services provided to the learners like facility of online admission,

conduct of Personal Contract Programme (PCP) etc., payment as per HPSOS criteria will

be made to the Study Centre, which includes honorarium for core staff, PCP teachers and

contingent expenditure. Once an institution is accredited, it is obliged to follow the norms

and criterion laid down by HPSOS for utilizing this.

The Chairman/Secretary, HPBOSE can order any Government School of Himachal

Pradesh to function as Study Centre of HPSOS by giving a notification to this effect. Other

than Government Schools, the private schools, who have a sense of commitment and desire

to contribute towards developing a learning society, can apply to become an Affiliated

Institution of HPSOS, provided that they satisfy the criteria laid down for accreditation by

the HPSOS.

1. The private institution must be affiliated to the HP Board of School Education for the

secondary /senior secondary level.

2. A fee of Rs. 20,000/-(Twenty Thousand Only) shall be charged for this purpose from

private institutions only.

3. It is essential to have latest infrastructure pertaining to the IT side, so that HPSOS

activities could be carried out smoothly in the institute.

The HPSOS may initiate proceedings for withdrawal of accreditation in case an

accredited Institution is found indulging in any of the following improprieties:-

1. Failure to provide the necessary academic and administrative support to the learners as

per schedule/norms fixed by HPSOS.

2. Over charging the learners beyond the amount prescribed by HPSOS, like demanding

extra money from the students towards service charges or for any other reasons.

3. Non-distribution of study materials supplied by HPSOS to the Study Centres to the

learners.

4. Charging additional money for distribution of HPSOS study materials to the learners.

5. Non-maintenance of proper records of financial transactions and stocks issued by

HPSOS.

6. Financial irregularities relating to HPSOS funds for purposes other than those determined

by HPSOS.

7. Furthering interests of any sector, cast, religious group or political party or subscribe to

objectives that go contrary to the solidarity or unity of the country.

8. Deterioration of physical facilities and unwillingness to improve them to meet minimum

requirements in terms of satisfactory classrooms, laboratory and library facilities.

9. Refusal to provide building and staff for the conduct of HPSOS Examinations and

HPSOS activities.

10.Inadequate supervision of the Examination Centre enabling learners to use unfair means/

mass copying during the examination at the center.

11. Admission of less than 50 learners for three consecutive years.

12. Non-fulfillment of terms and conditions as laid down by HPSOS.

13. Poor academic performance of functioning of Study centre for three consecutive years

and not being able to keep the performance well.

14. Any other misconduct in connection with the admission/ Examination/ any other area,

that seem inappropriate in the opinion of HPSOS than Board may immediate withdrawal

the Affiliation of the Institution.

15. HPSOS shall provide adequate time and opportunity to the accredited Institution served

with a "Show Cause Notice" up to a maximum period of three months for adequate

compliance/removal of defects failing which HPSOS will declare the Institution

disaffilate. Such a decision by HPSOS shall be final and binding.

16. The Chairman/Secretary, H P Board of School Education will be the competent authority

to either create or cancel the SOS study centre.

17. If the Board withdraws the affiliation of a particular institution then SOS accreditation will be cancelled automatically.

The Learners will be required to follow the same syllabi, courses and the scheme of

Examination as applicable to the Examination of the respective year in which the students

shall be appearing. HPSOS has discretion to change/revise the syllabus, scheme of

Examinations or both during the period of the registration of the candidate. In such case,

the candidate has to complete remaining course with the revised syllabus.

Absence of a candidate from the Examination due to illness or some other

circumstances shall not be construed as postponement of the chance to appear in the Public

Examinations, which are held twice a year.
