2. The Admission to B.Ed. (Regular) Course for the session 2011-12 will be made on thebasis of marks obtained in the Qualifiying Exmaination.
3. In case a candidate has passed the Master Degree Examination also alongwith BachelorDegree, the higher percentage of marks obtained in either of the two will be taken intoconsideration while preparing the merit.
4. No one who is already in employement (whole time or part time or in honorary capacity)shall be admitted to the B.Ed. (Regular) Course in any College of Education without takingleave from the employer for full academic session.
5. It will be the responsibility of the candidate to ensure eligibility for admission before applyingfor the course. If on verification at a later stage, it is found that a candidate does not fulfil theeligibility conditions, his/her candidature will be cancelled and the fee deposited by him/hershall be forfeited.
6. In case of ambiguity about any rule, the interpretation of the same by the University shallbe final.
7. All legal disputes relating to admission to B.Ed. (Regular) Course will be subject to Courtshaving jurisdiction at Rohtak.
8. The number of colleges/sanctioned seats may increase or decrease based upon the approvaland affiliation from the University concerned.
9. After IIIrd Counselling no further counselling shall be conducted by theUniversity for admission and no colleges shall be allowed to makeadmission even if seats remain vacant, to maintain minimum 180 dayscompulsory teaching as per UGC norms which is mandatory.
INSTRUCTIONS FOR COLLEGES1. Every College/Department shall constitute an Admission Committee to be appointed by the
Principal/Chairperson from amongst the teachers of College/Department.
2. College/Department Admission Committee shall duly check the original documents at the time ofadmission.
3. Responsibility for any wrong/irregular/excess admission will entirely rest upon the Principal/Chairperson concerned.
4. Admission of candidates who have passed their qualifying examination from other universityshall be provisional subject to verification of the eligibility by the registration branch of the universityconcerned.
5. Principals of the colleges must have an updated book of Equivalence of (Indian/Foreign)Examination of the concerned university in order to verify the eligibility of candidates who havepassed their qualifying examination from other than the Universities of Haryana State.
6. Principal of the college will report every day in the evening about each admitted/not admittedcandidate from the allotted list on the website. The detailed schedule in this regard will be givenon the website.
7. Every College/Department must give accurate information on its website regarding human andinfrastructure resources alongwith subjects in which teachers are available in the College/Department.

Profile
Maharshi Dayanand University, ab initio established as Rohtak University, Rohtak, came intoexistence by an Act No. 25 of 1975 of the Haryana Legislative Assembly in 1976 with theobjective to promote inter-disciplinary higher education and research in the fields of environmental,ecological and life sciences. It was rechristened as Maharshi Dayanand University in 1977 afterthe name of a great visionary and social reformer, Maharshi Dayanand. It had a unitary andresidential character in its nascent stage, but became an affiliating University in November 1978.The University secured the recognition of University Grants Commission - the higher educationregulatory body of India - for central Govt. grants in Feb. 1983.
The University is located at Rohtak in the state of Haryana - about 75 kms from Delhi on Delhi-Hisar National Highway (NH-10), and is about 240 kms from Chandigarh, the State Capital. Itis well connected both by rail as well as road. Rohtak is the education hub of the State withexcellent facilities for education in all fields of knowledge.
The University campus, spread over an area of over 665.44 acres, is well laid with state-of-the-art buildings and magnificent road network, and presents a spectacle of harmony in architectureand natural beauty. Over 9000 young minds remain on the University's rolls all the time forlearning and research , offered through its 36 departments. University Library System
The University Library System comprises a central library named as Vivekananda Library and ahost of satellite libraries - Management Library, Law Library, Engineering Library, Maths Library,Hotel Management Library, and Departmental Libraries in the Departments of Sociology andHistory. The Vivekananda Library is so strategically located that it is just five minutes walk fromthe departments and the hostels. It is housed in a magnificent three storeyed building with 84000sq. ft. area and a seating capacity of 800. It opens from 9.00 a.m. to 8.00 p.m. on six days ofthe week, and from 9.00 a.m. to 5.00 p.m. on Sundays and holidays. One of its Reading Hallswith seating capacity of about 250 keeps open round the clock throughout the year. The Hall isair-conditioned. The reading chairs meet all levels of comfort and modernism. All the functionsof the library - check-out check-in, catalogue, serials system, and acquisition system - areautomated. Information Kiosks are in place for accessing the online catalogue and other databasesof the library. The Internet lab of the Library has been designed elegantly - it is air-conditioned,and has a bandwidth connectivity of 1 Gbps, 60 latest PCs, beautiful furniture, etc. The multimedialibrary has 20 latest PCs and headphones each, and provides facilities for development ofcommunication skills and watching audio/video CDs in a variety of subjects. Its one-to-onevideoconferencing facility is wrapped around state-of-the-art equipment and technology. TheLibrary has a rich collection of knowledge resources - over 2,50,000 volumes of books and50,000 bound volumes of journals, and subscribes to 540 Indian and foreign journals in printform. Online access is provided to 5300 e-Journals through UGC Infonet facility, over 200 e-Open Access Journals, SCOPUS- an Elsevier owned database of abstracts from about 18,000science and social journals, e-Emeralds Plus- a full text database of management journals publishedby Emerald Group, and Manupatra- a full text law database. The University invests over Rs.200 lakhs annually on the enrichment of its knowledge base, besides having substantial recurringand non-recurring budget for other library activities including upgradation of existing facilities.The Library also maintains Campus-wide Network, IP-based Telephony system and University'swebsite, and offers B.L.I.Sc. and M.L.I.Sc. Courses through distance mode under the aegis ofDirectorate of Distance Education..
Computing and Internet facilities
The University has a robust state-of-the-art Campus Wide Network. It is wrapped aroundOFC and wi-fi technologies. All the departments/offices/hostels are linked to the CampusNetwork. The University has a Computer Centre for the benefit of students, research scholars,teachers and other staff.. The Computer Centre conducts computer awareness programmesfor the staff from time to time, and facilitates analysis of research data of the research scholars.Besides the central facility, majority of the departments have their own computer labs.

Hostels
The University provides residential accommodation on the campus to over 2500 students in its10 hostels - five each for girls and boys. The construction of 10 more hostels - 5 each for boysand girls- has been undertaken. The new hostels, each with accommodation for 250 residents,will be ready by mid-2011.
Maintenance of salubrious and caring environment in the hostel complexes and provision ofhygienic food at reasonable charges always remains the endeavour of the university authorities.Mess in each hostel is run by the residents on cooperative basis. Each hostel has facilities forindoor games, recreation, STD, and canteen. Some hostels have been provided Wi-Fi internetconnectivity, while extension of this facility to other hostels is in the offing. Each Girls' Hostel islooked after by a full time Lady Warden. There is a Cyber Café with 30 PCs in the Girls'Hostels complex. Besides internet surfing, it has facilities for computer printing, typing,photocopying service packed eatables, cold drinks, and coffee.
Sports Facilities
The Directorate of Sports has produced many sportspersons of national and international repute- 7 Arjuna and 5 Bhim Awardees - who brought laurels not only to the University and the State,but to the country at large. For harnessing the potential of the youth and promoting sports, theUniversity has created excellent infrastructure including an ultra modern Gymnasium Hall for allindoor activities, a Swimming Pool of international standard, Squash Court, Boxing Ring, WrestingHall, Tennis Courts, Basketball Courts, and a sprawling sports complex having all playfields.The synthetic Athletics Track, and Astroturf Hockey ground are imminent. The Directorate hostsabout 60 inter-college tournaments for men and women players of the colleges affiliated to M.D.University, Rohtak, and organizes coaching camps for its students and deputes the teams forparticipation in inter-university tournaments and national games. With the state-of-the-artinfrastructure in place and emphasis placed on sports, the University can be adjudged as the'sports nursery'.
University Centre for Competitive Examinations
The University Centre for Competitive Examinations, ever since its establishment in 1989, hasbeen continuously striving to guide the students in electing their careers. The Centre arrangescoaching classes for the students aspiring to compete for various competitive examinations suchas Indian Civil Services (Preliminary), Haryana Civil Services, Bank Probationary Officers,Inspectors of Income Tax and Central Excise, National Eligibility Test/ State Lecturers EligibilityTest, Combined Defence Services, National Defence Academy, CEET/ Engineering etc. Remedialcoaching classes to develop skills in English and extension lectures for different courses are alsoorganized. A nominal fee is charged from the students of General Category, while SC/ST andBC students are provided free coaching. Classes are conducted in the evening to enable as

many students as possible to avail of this facility. Teachers for coaching are drawn from differentdepartments of the University. The Centre has a rich reference Library which subscribes to agood number of newspapers and magazines. The University spends over Rs. 6.00 lakhs onUCCE activities every year.
University Health Centre
The University Health Centre, with one full time doctor and para medical staff on its establishment,caters to the primary health care needs of the student community and the University employees.However the University of Health Sciences, located next door to the University, meets all themajor health care requirements of the University community.
National Service Scheme
The National Service Scheme provides an opportunity to the students to understand, appreciateand imbibe the socio-economic conditions and problems of the society and to inculcate in thema sense of social consciousness and dignity of labour as well as bring them closer to the community.Students enrolled under the Scheme have to render 120 hours of Community Service, and toparticipate in a 7-day NSS Special Camp every year. The students also get opportunities toparticipate in the Youth Leadership Training Camp, Youth Festivals, National Integration Camps,Adventure Programmes, etc. University NSS Merit Certificates are bestowed upon the NSSvolunteers on the completion/fulfillment of prescribed conditions. In addition, the best NSSVolunteers are decorated with awards at Unit/District/University Level each year.
SC/ST Cell
The SC/ST Cell, established by the University for the welfare of the SC/ST and other reservedcategory candidates, acts as a watchdog for the effective implementation of the policies andprogrammes relating to appointments, promotions, admissions, etc. of the candidates belongingto these categories. The Cell ensures that the benefits of State/Central Govt. policies reach thedeserving persons.
Foreign Students' Cell
The University has a full-fledged Foreign Students' Cell. The Cell, headed by a Senior FacultyMember, provides guidance and help to the international students through a 'single windowsystem'. There is a provision for creation of additional supernumerary seats for foreign studentsin the departments/institutes.
University Employment & Guidance Bureau
The University Employment Information & Guidance Bureau helps the students in their educationaland vocational planning. It provides information on employment trends, development projects,recruitment methods, occupational reviews, scholarships and fellowships in India and abroad,

University has established a 'Guidance and Counseling Cell - A Centre for Positive Health' in theDepartment of Psychology for its students with the objective to provide Health Care andPromotional Services. Six Zonal Youth Festivals and one Inter-Zonal Youth Festival consisting of 40 events of Music,Dance, Theatre, Literary, Fine Arts and Culture are organized during an academic session. ATechno-Management Fest, especially designed for the students of Engineering, Managementand other technical Institutions, is also organized. General
Located in Kurukshetra, the land of the Bhagwadgita Kurukshetra University is a premier instituteof higher learning in India. It is spread over 400 acres of land on the south bank of the holyBrahmsarovar. Its foundation stone was laid on 11 January 1957 by Bharatratna Dr. RajendraPrasad, the first President of the Indian Republic. Since then it has aimed at pursuing excellence inteaching and research in science, technology, humanities, social sciences, performing arts and sports.
Today, Kurukshetra University is offering world-class education to students from throughout Indiaand other countries by providing a learning experience designed to develop intellectual abilities, aswell as social, moral and ethical values. The University is equipping its students with the skills,insights, attitudes and practical experience that will enable them to become discerning citizens.
The University’s programs combine the enduring value of a liberal arts education with the skillsand experience offered by professional departments. The University has 445 teaching facultymembers. Accreditation by National Assessment and Accreditation Council (NAAC)
The National Assessment and Accreditation Council (NAAC), an autonomous body of theUniversity Grants Commission to assess and accredit universities and colleges, has conferred an"A” grade to Kurukshetra University. The peer team of the NAAC evaluated the university’sperformance based on criteria like curriculum, teaching-learning and evaluation, infrastructureand learning resources, student support and progression, governance and leadership, innovativepractices and so on. The peer team in its report has specially drawn reference to the University’s"commitment to impart quality education to the students of the state, concerted efforts to preserveand create awareness of the rich cultural heritage of the State and academic tranquility andresidential characteristics.”

Internal Quality Assurance Cell (IQAC)
In the emerging global scenario of competition-focused education and training, quality sustenanceand quality enhancement in the institutions has gained paramount importance. The Internal QualityAssurance Cell works to ensure quality in different activities related to academics and administrationof the university. The Cell set up in the University has been effectively functioning for the lastmany years. Various improvement strategies based on feedback from the stakeholders likestudents, parents are recommended by the IQAC to ensure quality of our teaching researchprogrammes.
Distance Education Programme
The Directorate of Distance Education meets the needs of thousands who wish to enroll fordifferent courses. Today the Directorate is engaged in providing Under-Graduate and Post-Graduate education in about 35 courses having an enrolment of 39,000 students. In addition toconventional courses, the Directorate also offers professional courses in the areas of Computer,IT, Commerce, Management, Finance, Marketing, Law, Tourism and Hotel Management,Journalism & Mass Communication, Library and Information Sc., M.A. (Education) and B.Ed.(Two Year Course). All the courses offered by DDE are duly accredidated by Disatance EducationCouncil of India.
University Library
The University Library is centrally located and is an air conditioned three storey building having49,230 sq. feet plinth area and its extension as Golden Jubilee Reading Hall having plinth area of57,500 sq. feet is also under progress. It has seating capacity of 470 users at a time and remainsopen on 360 days from 9.00 a.m. to 12.00 midnight. The University Library has a rich collectionof 339817 volumes in the stream of Sciences, Management, Social Science, Commerce andHumanities too. The Library ERNET Centre with 150 computers for the faculty members,students and Research Scholars has an internet connectivity of 512 kbps VSAT, 10 mbps & 2mbps leased line. Library has also provided internet connectivity to almost all the teaching andnon-teaching Departments, Hostels and the entire Campus through WI FI internet connection.In addition to this, under U.G.C.-INFONET E-Journals consortium library provides an accessto 8453 scholarly journals. The Library has automated its in house activities such as librarymembership, circulation of documents, holdings of periodicals, catalogue as Online Public AccessCatalogue (OPAC). CCTV cameras have recently been installed in the University Library.
Corporate Resource Centre
The Corporate Resource Centre was established for a larger industry-academia interface in highereducation at the university level. It is a Nodal Centre for faculty, academics and industry for mutual

interaction and research. The Centre is aimed at seeking wider industry participation in theacademic process particularly in research, course designing, and curricula delivery. The Centrehelps and encourages faculty to seek industry assignments and uses the same to acquaint studentswith latest and updated knowledge and practices. This has also opened up possibilities of bringingreal life corporate experience in the interactive teaching-learning in classroom sessions.
Dr. Radhakrishnan Foundation Fund
Dr. Radhakrishnan Foundation Fund was established in the year 1994 for raising donations/mobilization of resources etc. for the overall development of the University under FinancialResources Mobilization (FRM) Scheme of the University Grants Commission (UGC). The annualinterest accrued to the fund is utilized for award of scholarship etc. to the students.
Sports
Kurukshetra University ranks third in overall performance in Sports in the All India Inter-Universityevents in which about 250 Universities participate annually. The University’s Directorate of Sportsprovides top class sports facilities, programmes and activities to enable the students to achieveand maintain a fit, healthy and enjoyable lifestyle. The university has a modern gymnasium equippedwith “workout” machines, a 50 metre swimming pool, a yoga centre, football, hockey andcricket pitches, tennis courts, volleyball and basket ball courts, etc.
The Sports Department organizes Inter-Collegiate Championships for men and women in differentsports disciplines every year. The Sports Department also conducts coaching camps for theUniversity teams for participation in the Inter-University tournaments. Tournaments likeInternational Competitions, National Championships, Haryana State Games, Ranji TrophyMatches and State Championships are organized at the University. The University also organizestwo/three North Zone/North-East Zone/All India Inter Universities Championships, every year.The University gives Awards and Sports Stipend to the outstanding sports persons.
Department of Youth and Cultural Affairs
The Youth and Cultural Affairs Department aims at providing opportunities, incentives and channels tostudents for making healthy, educative and constructive use of their leisure for self-fulfillment and excellence.The Department organizes various activities and programmes for the students of the University PostGraduate Departments and affiliated Colleges. The University’s museum can be seen on Internet, dedicated to the preservation of the region’scultural heritage, is now a nationally recognized institution. Through exhibits, publications, andspecial events, the museum presents the rich traditions of the region and gives new meaning tolife in Haryana in a manner that is authentic and non-stereotypical. The second phase of themuseum, which is nearing completion, will recreate in life-size arts and crafts of the region andthe life lived by its people for centuries which are rapidly disappearing. Dharohar phase III beingdesigned to international standards will be India?s first museum dedicated to the first war ofIndia?s independence, the great uprising of 1857.
Hostel Facilities
The University at present has 22 Hostels- 9 for Boys, 1 for Foreign male students and 12 forGirls - on the sprawling campus of the university. These hostels have a capacity to accommodate2500 girls and 2000 boys. Providing a comfortable and safe atmosphere to the students, thehostel facilities on the campus make it easy for the students to find a home away from their home.The girls? hostels provide all important facilities within the complex. Each hostel on the campusoperates its own mess providing hygienic and nutritious meals with a varied menu. In view of thelarge number of applicants seeking hostel accommodation, the university allots hostels to thestudents on the basis of their merit in the admission list.
Health Centre
The University Health Centre looks after the medical needs of the students, staff and their families.Facilities for protective inoculation exist in Health Centre. Complete Physiotherapy unit, ECG,X-ray, Round the clock Ambulance facilities adequate laboratory facilities, Auto Analyzer facilities,Ultrasound facilities, Computerized ECG, EEG, Spirometry are also available in the HealthCentre. A Homoeopathic Doctor and a Dentist are also available in the Health Centre. TheUniversity has more than 60 private Doctors with different specializations on its panel forconsultation free of cost.
Women’s Studies Research Centre
The Centre reflects the University’s commitment to society and its policy of inclusive growth. TheCentre is fulfilling its objectives of women empowerment through research, curriculum development,documentations, networking, providing counseling services and launching awareness programmes.The Centre offers two full time courses in Women’s Studies - M.A. (Women Studies) two years(semester system) and PG Diploma in Women’s Studies one year (annual examination). GenderSensitization workshops are organized for various sectors of society including the developmentfunctionaries of the state. The Centre has also been working as a nodal agency to guide andmonitor the functions of all Women Cells in the colleges of Haryana. The Centre is now a phase IIICentre of the University Grants Commission making it one of the top few in the country.

Institute of Sanskrit and Indological Studies
The Institute of Sanskrit and Indological Studies was established in 1963 under the auspices ofthe faculty of Indic Studies. Initially it started the publication of Praci-Jyoti-Research Digest ofIndological Studies (published annually), which is continuously serving the needs of scholarsthroughout the world and have brought out 42 volumes. The Institute has undertaken a MajorResearch Project, "A Word-Concordance of Mahabharata," which is to be published in FifteenVolumes. So far six volumes have been published.
National Cadet Corps
The University has a well-equipped contingent of NCC Battalion under the charge of experiencedand trained officers of 10 Haryana Bn. NCC Kurukshetra. Separate arrangements have beenmade for boys and girls to facilitate them to join NCC. Apart from regular training parades, theCadets attend NCC Camps for centralized training with their counterparts from other institutions.The Units prepare them for taking up the higher N. C. C. Certificate Examinations. NCC Cadetsare also groomed for assisting the administration in the proper and orderly conduct of specialevents and in relief work in civic emergencies. The Unit also present brief programmes during theRepublic and Independence Day Celebrations, and on special occasions such as the NCC Day.The University lays special emphasis on training students for the armed forces by arranginglectures and guidance programmes.
Mahatama Gandhi All India Service Coaching Institute
The MGAIS Coaching Institute was established in the year 1982 with the objective of providingcoaching to SC/ST candidates preparing for Civil Services and other competitive examination.The Institute has been providing free of cost coaching to SC/ST students for ICS and otherCentral Services/State Services exams and National Eligibility Test. The Institute has alsoorganized Seminars on Soft Skills and training programmes for Personality Development.
Dean Students’ Welfare
The office of the Dean Students’ Welfare provides a number of facilities and opportunities to thestudents. Some of these include provision of bus and train passes, subsidizing of student tours,etc. A major activity of the office is the Annual Public Speaking competition called Rostrum.Started five years ago to develop communication abilities among students, the competitions havebecome very popular. Several thousand students have been participating in this programme. Theoffice also provides for the "Earn While You Learn? Scheme - which essentially enables studentsto do some work in their departments on a token payment basis - to help students in meetingtheir education expenses. Several scholarships are also available for students mainly on merit butalso on means basis.

Gender Sensitization Committee against Sexual Harassment (GSCASH)
The Gender Sensitization Committee Against Sexual Harassment was established in the Universityfrom the Academic Session 2005-06. GSCASH helps to implement the guidelines laid down bythe Supreme Court of India in Vishaka Vs State of Rajasthan (1997) for prevention and deterrenceof sexual harassment in the work place. Kurukshetra University is committed to providing aplace of work and study free of sexual harassment. It is expected that all students will treat oneanother and visitors to the University with respect. Any one violating the policy against sexualharassment is subject to disciplinary action. The GSCASH has three major functions :
1. Gender Sensitization and Orientation.
2. Crisis Management and Mediation
3. Formal Enquiry and Redressal.
Sexual harassment can take place in various forms : some subtle, some indirect, some blatantand overt. For example :
(i) It may be conducted towards an individual of the opposite sex or the same sex.
(ii) It may occur between peers or between individuals in hierarchical relationship.
(iii) It may be aimed at coercing an individual to participate in an unwanted sexual relationshipor it may have the effect of causing an individual to change behaviour or work performance.
(iv) It may consist of repeated actions or may even arise from a single incident.
Students can take help from the Committee (GSCASH) ; none should hesitate to ask for help.Speaking up may prevent others from being harmed as well.

Brief profile of the University
Established on 2nd April, 2003, Chaudhary Devi Lal University, Sirsa is named after Jan NayakChaudhary Devi Lal, the former Deputy Prime Minister of India and the former Chief Minister ofHaryana.
This University was set up by the Government of Haryana under an Act passed by the StateLegislature. The University has a sprawling campus of 213 Acres 4 Kanal 12 Marlas at BarnalaRoad, Sirsa. The main objective of the University is to facilitate, promote and excel in HigherEducation, Research and Consultancy in the contemporary as well as emerging areas of knowledge.The emphasis is to impart quality education by providing congenial and liberal atmosphere in thecampus. The inception of high-tech culture involving computer-based facilities, internet connectivityand modern administrative techniques have been integral characteristics of this University fromthe very beginning. There is a good stock of books and study material of high standard in theUniversity library. Research journals of National and International repute are being subscribed.
There are 16 Teaching Departments with 54 programmes/courses in the University. The Universityhas well-equipped library, laboratories and hostels for boys and girls. Well-known, reputed andexperienced academicians and professionals have been associated in preparing the academiccurriculum of different courses. DISTRIBUTION AND RESERVATION OF SEATS(A) Distribution of seats
The seats shall be distributed as under:

2) Bonafide Residents of Haryana : 85%
(50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categoriesas mentioned at (B) below, as per State Govt. policy and remaining 50% seats will be filled fromamong Haryana General Category)
(B) Reservation of seats for Bonafide Residents of Haryana
The seats shall be reserved for the categories as under :
(i) Scheduled Castes : 20%(ii) Backward Classes of Haryana : 27% (16 % for Block-A)
(except Socially advanced persons/ (11 % for Block-B)Sections (creamy layer)
(iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom Fighters and theirdependents by providing reservation within reservation of 1% of General category, 1%out of Scheduled Castes and 1% from Backward Classes category. As far as blockallocation in Block A and Block B of Backward Classes category is concerned, year wiserotational system will be adopted. For example, if Block A of Backward Classes are givenseats in the Academic Year 2010, the next Block i.e. B Block of category of BackwardClasses will be given seats in the next academic year i.e. 2011 and so on. The Head of theDepartment concerned shall maintain the record for the purpose.
Note: A roaster for reservation of Ex-Serviceman/Freedom Fighter be maintained and carry forwardall fractions till one seat is accumulated through different fractions over the years. As and whenthe total comes one, a seat will be provided in the prospectus. (Chief Secretary to Govt. HaryanaLetter No. 23/27/2004-2 GS III dated 5.12.2008 Annexure- XIII).

(C) Guidelines for Reservation :
1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject toany change/amendment made by the State Govt. from time to time.
2. All the eligible candidates whether from Haryana or from Reserved Categories shall also competefor seats allocated under All India Category.
3. All eligible candidates of reserved categories shall be considered first for Haryana GeneralCategory seats.
4. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-Band vice-versa.
5. Benefit of reservation will be given to all the reserved categories upto Final List according to thereservation policy given in the Prospectus. In case at the time of display of Final List the reservedseats of various categories other than S.C. category, remain vacant and no eligible candidates ofthe reserved categories are available, these vacant seats will be filled up on open merit basis atthe time of Final List. The vacant seats of SC category will not be converted.
6. Candidates claiming reservation under Scheduled Caste category are required to submit thecertificate as per Annexure-V and the Backward Class (Block A & B) candidates on theprescribed proforma as per Annexure-VI and affidavit as per Annexure VII.
a. The BC candidates (Block A & B) for benefit of reservation shall also have to furnish anaffidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure-VII. The said affidavit shall be furnished both by the father and mother of the candidate.
7. Only those candidates having a permanent disability of not less than 40% (being otherwise fit foradmission to the course) will be considered for admission. Physically Handicapped DisabilityCertificate must be from the Chief Medical Officer of the concerned District. However, thecertificate shall be subject to verification by a Medical Board constituted by the university for thepurpose. The decision of the Board shall be final. Physically Handicapped candidates belongingto Haryana are required to submit the certificate as per Annexure-VIII.
8. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificatefrom the Deputy Commissioner of the concerned District as per Annexure-IX at the time ofadmission.

9. Wards of Ex-Servicemen of Haryana are required to submit the certificate as perAnnexure-X.
10. For the horizontal reservation, candidates of General, S.C. and B.C. categories will also have tofurnish E.S.M./D.F.F. certificate.
11. Candidates who have passed their qualifying examination from a University in the State of Haryanawill be deemed to be Haryana residents and will not be required to submit certificate of Bonafideresidents of Haryana.
12. Reservation policy is not applicable on Private Educational Institutions which receive no aidfrom the State irrespective of the mode of Examination i.e. either by themselves or by NodalAuthority vide Memo No. 18/170-07 UNP(4) dated 27.8.2007 from Commissioner andSecretary to Government Haryana, Education Department, Chandigarh.
13. A person belonging to the General Category married to a person belonging to the ScheduledCaste or Backward Classes, he/she shall not be entitled to the benefit of reservation vide. letterNo. 22/57/2007-3GS-III dated 6/9/2007 from Chief Secretary to Govt., Haryana.

3. Candidate has to Register for the first time. He/she should give his/ her name, e-mailaddress and mobile no. On submittiong this a control no. and password will be generated.They will also be sent through e-mail and SMS. Later he/she can login using his/hercontrol no. and password.
4. The candidate will now be directed to the main registration form. All field should befield completely and correctly. Lastly the candidates should select the mode of paymenti.e. through Challan/Online payment. On submiiting the form online a copy of challanwill be printed. It will contain fee for registration as well as counselling. This fee ofRs.1000/- (for General candidates ) & Rs. 625/- (for SC/BC/PH candidates of Haryana)shall be deposited in Account No. 1953002100102842 of Punjab National Bank, Rohtakor Account No. 1171201001461 of Canara Bank, Rohtak. Rs. 7/- as Bank Charges shallbe paid by the candidate seperetely. If the fee is paid through netbanking the bank chargeswill be as per bank rules.
5. Minimum 24 hours after this fee payment the candidate will be allowed to fill his/herchoices online.
6. A candidate can view the seat matrix and fill as many number of choices as he/she wishes.
7. Ultimetly on basis of the merit of candidate, choices filled the seats will be alloted.
8. On the dated of declaration of counselling allotment result, the candidate can downloadhis/her allotment letter.
9. The Candidate has to report to the College alloted to him/her alogwith original documents.
10. The College Authority will check all documents and take the fee installment.
11. After completion of candidates reporting, the colleges has to On-line report about theseats remaining vacant. This will create the seat matrix for IInd Counselling and the sameprocedure will be repeated.
PREPARATION OF MERIT LIST FOR ADMISSIONMerit for admission to B.Ed. course shall be determined on the basis of marks obtained in thequalifying examination. Subject: Bonafide residents of Haryana - Guidelines regarding.
I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subjectnoted above vide which the instructions were issued regarding simplification of procedure forobtaining the certificate of Domicile for the purpose of admission to educational institution (includingtechnical/medical institution). The matter has been reconsidered in the light of judgment deliveredby the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India andothers reported as AIR 1984-SC-1421, wherein it has been held that instead of the word'Domicile' the word 'Resident' be used in the instructions issued by the State Government and ithas been decided to revise the Government instructions. Henceforth, the following categories ofpersons would be eligible for the grant of Resident Certificate:-
i) Candidates, who have passed the examination qualifying there for selection in an institutionfrom a school/college in Haryana.
ii) Children / Wards (if parents are not living) / Dependents: -
(a) of the regular employees of Haryana State posted in or outside Haryana State orworking on deputation;
(b) of the regular employees of the statutory bodies/corporations established by or underan act of the State of Haryana who are posted in Chandigarh or in Haryana oroutside Haryana.
(c) of the regular employees of the Government of India posted in Chandigarh or inHaryana in connection with the affairs of the Haryana Government;
iii) Children/wards (if parents not living)/dependents of persons who after retirement havepermanently settled in Haryana and draw their pensions from the treasuries situated in theState of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Governmentirrespective of the fact that the original home of the retiree is in a state other than Haryanaor he has settled after retirement in or outside Haryana;
v) Children/Wards (if parents are not living)/dependents of persons, who have permanenthome in Haryana and include persons who have been residing in Haryana for a period ofnot less than 15 years or who have permanent home in Haryana but on account of theiroccupation they are living outside Haryana;

vi) The wives of such persons who are bonafide residents of Haryana irrespective of the factthat they had belonged to any other State before marriage;
vii) Persons who were born in Haryana and produce a certificate to that effect; provided thatthe parents/guardians (if parents are not living) of persons belonging to any one of theabove mentioned categories are:
a) Citizen of India;
b) Produce an affidavit to the effect that they or their children/wards (if parents arenot living)/dependents have not obtained the benefit of Resident in any otherState.
viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised byGovt. of Haryana.
2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana ResidentCertificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which thecandidates belong. Resident Certificates in respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi orelsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or inrespect of the Children/Wards/ Department of the employees of the Government of India postedat Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respectof Children/Wards/Dependents of the employees and retirees of the Statutory Bodies/Corporationsof Haryana established by or under an Act of the State of Haryana or a Central Act and locatedat Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments.
3. Candidates seeking admission in educational institutions (including medical and technical institutions)located in Haryana, may not be required to produce Resident Certificate, if they have passed theexamination from a school/college situated in Haryana. For this purpose, a certificate of thePrincipal/Headmaster from concerned institution where the children/wards studied last shouldbe considered sufficient. The Principal/Headmaster of the institution shall be competent to issuesuch certificate, which should be sufficient.
4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at anysubsequent time is discovered that his claim was false, the student shall be removed from theinstitution, all fees and other dues paid up to the date of such removal shall be confiscated. ThePrincipal/Headmaster may take such other action against the student and his/her parents/guardiansas he may deem proper in the circumstances of any particular case.
At present Raigar, Mochi and Julaha castes find a mention in the list of both scheduled castes andbackward classes and it has been decided that persons belonging to these castes who are notcovered under the scheduled castes being non-hindus or non-sikh, can take the benefits under thebackward classes only.

3. The candidates can edit (modify) their original choices in respect to these collegeswhich are included after the printing of the prospectus.
4. In case a college is affiliated / disaffiliated by the competent authority to makeadmissions after last date for choice filling i.e. 05.09.2011, then it will be included/deleted in the list of colleges before the declaration of next phase result. This changewill be notified on the web site www.mdurohtak.ac.in or www.hbed2011.net orwww.hbed2011.org.
The candidates will not be allowed in any case to edit the choices. However such addedcolleges will be considered for seat filling under choices like : "Any College in mydistrict" already filled by the students.
5. Candidates are advised to consult the updated list of colleges on the web sitewww.mdurohtak.ac.in or www.hbed2011.net or www.hbed2011.org. for editing(modifing)their choices in respect to these colleges which are included after the printingof the prospectus.
(a) Candidates with at least fifty percent marks either in the Bachelor’s Degree and /or in the Master’sDegree or any other qualification thereto, are eligible for admission to the programme.
(b) The reservation in seats and relaxation in the qualifying marks in favour of the reserved categoriesshall be as per the rules of the concerned government.
