5. The Admission to B.Ed. (Regular) Course for the session 2010-11 will be

made on the basis of marks obtained in the Qualifiying Exmaination.

6. In case a candidate has passed the Master Degree Examination also

alongwith Bachelor Degree, the higher percentage of marks obtained in

either of the two will be taken into consideration while preparing the merit.

7. If the last date fixed for receipt of Application Forms is declared to be a

holiday by the State Govt. /University, the next working day will be

considered as the last date for the purpose.

8. No one who is already in employement (whole time or part time or in

honorary capacity) shall be admitted to the B.Ed. (Regular) Course in any

College of Education without taking leave from the employer for full

academic session.

9. It will be the responsibility of the candidate to ensure eligibility for

admission before applying for the course. If on verification at a later stage,

it is found that a candidate does not fulfil the eligibility conditions, his/her

candidature will be cancelled and the fee deposited by him/her shall be

forfeited.

10. In case a candidate after having deposited fee for admission to B.Ed.

(Regular ) course 2010-11 decides to leave the B.Ed. course before the last

date of admission, the fee deposited by the candidate will be refundable to

him/her after deducting Rs. 1000/- only if the seat so vacated is filled by

some other candidate.

11. In case of ambiguity about any rule, the interpretation of the same by the

University shall be final.

12. All legal disputes relating to admission to B.Ed. (Regular) Course will be

subject to Courts having jurisdiction at Kurukshetra.

13. The number of colleges/sanctioned seats may increase or decrease based

upon the approval and affiliation from the University concerned.

14. The candidates must retain a photocopy and the slip which is attached at

the lowermost part of the OMR Application Form bearing Form No., Name

of the Candidate and Father‟s Name. While making correspondence with

the University, Sr. No. of OMR Application Form should be mentioned.

15. While giving choices for colleges, candidates MUST consult carefully

the updated list of colleges published in the prospectus and on the

website in view of the pending writs/appeals in courts/NCTE with

regard to their recognition.

16. Candidates interested for admission in B.Ed Special (Mentally

Retarded), can opt for :

INSTRUCTIONS FOR COLLEGES

1. Every College/Department shall constitute an Admission Committee

to be appointed by the Principal/Chairperson from amongst the

teachers of College/Department.

2. College/Department Admission Committee shall duly check the

original documents at the time of admission.

3. Responsibility for any wrong/irregular/excess admission will entirely

rest upon the Principal/Chairperson concerned.

4. Admission of candidates who have passed their qualifying

examination from other university shall be provisional subject to

verification of the eligibility by the registration branch of the

university concerned.

5. Principals of the colleges must have an updated book of Equivalence

of (Indian/Foreign) Examination of the concerned university in order

to verify the eligibility of candidates who have passed their qualifying

examination from other than the Universities of Haryana State.

6. Principal of the college will report every day in the evening about

each admitted/not admitted candidate from the allotted list on the

website. The detailed schedule in this regard will be given on the

website.

7. Every College/Department must give accurate information on its

website regarding human and infrastructure resources alongwith

subjects in which teachers are available in the College/Department.

1) KURUKSHETRA UNIVERSITY, KURUKSHETRA

General

Located in Kurukshetra, the land of the Bhagwadgita Kurukshetra University is a

premier institute of higher learning in India. It is spread over 400 acres of land on the

south bank of the holy Brahmsarovar. Its foundation stone was laid on 11 January 1957

by Bharatratna Dr. Rajendra Prasad, the first President of the Indian Republic. Since then

it has aimed at pursuing excellence in teaching and research in science, technology,

humanities, social sciences, performing arts and sports.

Today, Kurukshetra University is offering world-class education to students from

throughout India and other countries by providing a learning experience designed to

develop intellectual abilities, as well as social, moral and ethical values. The University

is equipping its students with the skills, insights, attitudes and practical experience that

will enable them to become discerning citizens.

The University‟s programs combine the enduring value of a liberal arts education

with the skills and experience offered by professional departments. The University has

445 teaching faculty members. The University also has 457 affiliated colleges and

institutes in the Districts of Ambala, Panipat, Kaithal, Yamuna Nagar, Hisar, Fatehabad,

Jind, Karnal, Sirsa, Kurukshetra and Panchkula.

The Campus of the University has often been rated as one of the most beautiful

campuses in India. It resembles a large, self-contained village with lecture theatres,

seminar rooms, accommodation, cafeterias, canteens, shops and sports facilities, libraries

and laboratories. The most remarkable feature of the campus is the seamless

interconnection of nature and the built environment. There are a number of lush green

gardens, water fountains and side walks which provide an ideal environment on the

campus for study and leisure.

On the basis of India Today Survey, KU Kurukshetra has been ranked 29th

among

the Universities in India.

Accreditation by National Assessment and Accreditation Council (NAAC)

The National Assessment and Accreditation Council (NAAC), an autonomous

body of the University Grants Commission to assess and accredit universities and

colleges, has conferred an „A‟ grade to Kurukshetra University. The peer team of the

NAAC evaluated the university‟s performance based on criteria like curriculum,

teaching-learning and evaluation, infrastructure and learning resources, student support

and progression, governance and leadership, innovative practices and so on. The peer

team in its report has specially drawn reference to the University‟s “commitment to

impart quality education to the students of the state, concerted efforts to preserve and

create awareness of the rich cultural heritage of the State and academic tranquility and

residential characteristics.”

Internal Quality Assurance Cell (IQAC)

In the emerging global scenario of competition-focused education and training,

quality sustenance and quality enhancement in the institutions has gained paramount

importance. The Internal Quality Assurance Cell works to ensure quality in different

activities related to academics and administration of the university. The Cell set up in the

University has been effectively functioning for the last many years. Various

improvement strategies based on feedback from the stakeholders like students, parents

are recommended by the IQAC to ensure quality of our teaching research programmes.

Distance Education Programme

The Directorate of Distance Education meets the needs of thousands who wish to

enroll for different courses. Today the Directorate is engaged in providing Under-

Graduate and Post-Graduate education in about 35 courses having an enrolment of

39,000 students. In addition to conventional courses, the Directorate also offers

professional courses in the areas of Computer, IT, Commerce, Management, Finance,

Marketing, Law, Tourism and Hotel Management, Journalism & Mass Communication,

Library and Information Sc., M.A. (Education) and B.Ed. (Two Year Course). All the

courses offered by DDE are duly accredidated by Disatance Education Council of India.

University Library

The University Library is centrally located and is an air conditioned three storey

building having 49,230 sq. feet plinth area and its extension as Golden Jubilee Reading

Hall having plinth area of 57,500 sq. feet is also under progress. It has seating capacity

of 470 users at a time and remains open on 360 days from 9.00 a.m. to 12.00 midnight.

The University Library has a rich collection of 339817 volumes in the stream of

Sciences, Management, Social Science, Commerce and Humanities too. The Library

ERNET Centre with 150 computers for the faculty members, students and Research

Scholars has an internet connectivity of 512 kbps VSAT, 10 mbps & 2 mbps leased line.

Library has also provided internet connectivity to almost all the teaching and non-

teaching Departments, Hostels and the entire Campus through WI FI internet connection.

In addition to this, under U.G.C.-INFONET E-Journals consortium library provides an

access to 8453 scholarly journals. The Library has automated its in house activities such

as library membership, circulation of documents, holdings of periodicals, catalogue as

Online Public Access Catalogue (OPAC). CCTV cameras have recently been installed in

the University Library.

Corporate Resource Centre

The Corporate Resource Centre was established for a larger industry-academia

interface in higher education at the university level. It is a Nodal Centre for faculty,

academics and industry for mutual interaction and research. The Centre is aimed at

seeking wider industry participation in the academic process particularly in research,

course designing, and curricula delivery. The Centre helps and encourages faculty to seek

industry assignments and uses the same to acquaint students with latest and updated

knowledge and practices. This has also opened up possibilities of bringing real life

corporate experience in the interactive teaching-learning in classroom sessions.

Dr. Radhakrishnan Foundation Fund

Dr. Radhakrishnan Foundation Fund was established in the year 1994 for raising

donations/mobilization of resources etc. for the overall development of the University

under Financial Resources Mobilization (FRM) Scheme of the University Grants

Commission (UGC). The annual interest accrued to the fund is utilized for award of

scholarship etc. to the students.

Sports

Kurukshetra University ranks third in overall performance in Sports in the All

India Inter-University events in which about 250 Universities participate annually. The

University‟s Directorate of Sports provides top class sports facilities, programmes and

activities to enable the students to achieve and maintain a fit, healthy and enjoyable

lifestyle. The university has a modern gymnasium equipped with „workout‟ machines, a

50 metre swimming pool, a yoga centre, football, hockey and cricket pitches, tennis

courts, volleyball and basket ball courts, etc.

The Sports Department organizes Inter-Collegiate Championships for men and

women in different sports disciplines every year. The Sports Department also conducts

coaching camps for the University teams for participation in the Inter-University

tournaments. Tournaments like International Competitions, National Championships,

Haryana State Games, Ranji Trophy Matches and State Championships are organized at

the University. The University also organizes two/three North Zone/North-East Zone/All

India Inter Universities Championships, every year. The University gives Awards and

Sports Stipend to the outstanding sports persons.

Department of Youth and Cultural Affairs

The Youth and Cultural Affairs Department aims at providing opportunities,

incentives and channels to students for making healthy, educative and constructive use of

their leisure for self-fulfillment and excellence. The Department organizes various

activities and programmes for the students of the University Post Graduate Departments

and affiliated Colleges. Some of these include Basic Youth Leadership Camps; Advanced

Youth Leadership Training Camps; Preliminary, Basic and Advanced Hiking and

Trekking; Talent Shows, Youth Festivals, Haryana Day State Level Festival, Orchestra,

Folk Festivals, Literary and Fine Art Events, Poetic Symposium, and film screenings by

Campus Film Society.

Dharohar Museum

The University‟s museum can be seen on Internet, dedicated to the preservation of

the region‟s cultural heritage, is now a nationally recognized institution. Through

exhibits, publications, and special events, the museum presents the rich traditions of the

region and gives new meaning to life in Haryana in a manner that is authentic and non-

stereotypical. The second phase of the museum, which is nearing completion, will

recreate in life-size arts and crafts of the region and the life lived by its people for

centuries which are rapidly disappearing. Dharohar phase III being designed to

international standards will be India‟s first museum dedicated to the first war of India‟s

independence, the great uprising of 1857.

Hostel Facilities

The University at present has 22 Hostels- 9 for Boys, 1 for Foreign male students

and 12 for Girls - on the sprawling campus of the university. These hostels have a

capacity to accommodate 2500 girls and 2000 boys. Providing a comfortable and safe

atmosphere to the students, the hostel facilities on the campus make it easy for the

students to find a home away from their home. The girls‟ hostels provide all important

facilities within the complex. Each hostel on the campus operates its own mess providing

hygienic and nutritious meals with a varied menu. In view of the large number of

applicants seeking hostel accommodation, the university allots hostels to the students on

the basis of their merit in the admission list.

Health Centre

The University Health Centre looks after the medical needs of the students, staff

and their families. Facilities for protective inoculation exist in Health Centre. Complete

Physiotherapy unit, ECG, X-ray, Round the clock Ambulance facilities adequate

laboratory facilities, Auto Analyzer facilities, Ultrasound facilities, Computerized ECG,

EEG, Spirometry are also available in the Health Centre. A Homoeopathic Doctor and a

Dentist are also available in the Health Centre. The University has more than 60 private

Doctors with different specializations on its panel for consultation free of cost.

Women‟s Studies Research Centre

The Centre reflects the University‟s commitment to society and its policy of

inclusive growth. The Centre is fulfilling its objectives of women empowerment through

research, curriculum development, documentations, networking, providing counseling

services and launching awareness programmes. The Centre offers two full time courses in

Women‟s Studies - M.A. (Women Studies) two years (semester system) and PG Diploma

in Women‟s Studies one year (annual examination). Gender Sensitization workshops are

organized for various sectors of society including the development functionaries of the

state. The Centre has also been working as a nodal agency to guide and monitor the

functions of all Women Cells in the colleges of Haryana. The Centre is now a phase III

Centre of the University Grants Commission making it one of the top few in the country.

Institute of Sanskrit and Indological Studies

The Institute of Sanskrit and Indological Studies was established in 1963 under

the auspices of the faculty of Indic Studies. Initially it started the publication of Praci-

Jyoti-Research Digest of Indological Studies (published annually), which is

continuously serving the needs of scholars throughout the world and have brought out 42

volumes. The Institute has undertaken a Major Research Project, “A Word-Concordance

of Mahabharata,” which is to be published in Fifteen Volumes. So far six volumes have

been published.

National Cadet Corps

The University has a well-equipped contingent of NCC Battalion under the charge

of experienced and trained officers of 10 Haryana Bn. NCC Kurukshetra. Separate

arrangements have been made for boys and girls to facilitate them to join NCC. Apart

from regular training parades, the Cadets attend NCC Camps for centralized training with

their counterparts from other institutions. The Units prepare them for taking up the higher

N. C. C. Certificate Examinations. NCC Cadets are also groomed for assisting the

administration in the proper and orderly conduct of special events and in relief work in

civic emergencies. The Unit also present brief programmes during the Republic and

Independence Day Celebrations, and on special occasions such as the NCC Day. The

University lays special emphasis on training students for the armed forces by arranging

lectures and guidance programmes.

Mahatama Gandhi All India Service Coaching Institute

The MGAIS Coaching Institute was established in the year 1982 with the

objective of providing coaching to SC/ST candidates preparing for Civil Services and

other competitive examination. The Institute has been providing free of cost coaching to

SC/ST students for ICS and other Central Services/State Services exams and National

Eligibility Test. The Institute has also organized Seminars on Soft Skills and training

programmes for Personality Development.

Dean Students‟ Welfare

The office of the Dean Students‟ Welfare provides a number of facilities and

opportunities to the students. Some of these include provision of bus and train passes,

subsidizing of student tours, etc. A major activity of the office is the Annual Public

Speaking competition called Rostrum. Started five years ago to develop communication

abilities among students, the competitions have become very popular. Several thousand

students have been participating in this programme. The office also provides for the „Earn

While You Learn‟ Scheme - which essentially enables students to do some work in their

departments on a token payment basis - to help students in meeting their education

expenses. Several scholarships are also available for students mainly on merit but also on

means basis.

International Students

In the age of globalization, Kurukshetra University has set out to make its

presence felt globally through internationalization of its programmes and opening new

avenues of association for global student community. With a view to assist international

students, the University has an International Students‟ Advisor who helps the

international students to understand the admission procedures of various university

programmes, getting visa for admissions and also to help them live comfortably in the

new environment. Every year the University admits international students sponsored by

ICCR (Indian Council for Cultural Relations) and the details of admission can be

downloaded from University website.

Scholarships

79 Scholarships, Stipends, Medals and Prizes have been instituted for the benefit

of the deserving students.

Gender Sensitization Committee against Sexual Harassment (GSCASH)

The Gender Sensitization Committee Against Sexual Harassment was established

in the University from the Academic Session 2005-06. GSCASH helps to implement the

guidelines laid down by the Supreme Court of India in Vishaka Vs State of Rajasthan

(1997) for prevention and deterrence of sexual harassment in the work place. Kurukshetra

University is committed to providing a place of work and study free of sexual

harassment. It is expected that all students will treat one another and visitors to the

University with respect. Any one violating the policy against sexual harassment is

subject to disciplinary action. The GSCASH has three major functions :

1. Gender Sensitization and Orientation.

2. Crisis Management and Mediation

3. Formal Enquiry and Redressal.

Sexual harassment can take place in various forms : some subtle, some indirect,

some blatant and overt. For example :

(i) It may be conducted towards an individual of the opposite sex or the same sex.

(ii) It may occur between peers or between individuals in hierarchical relationship.

(iii) It may be aimed at coercing an individual to participate in an unwanted sexual

relationship or it may have the effect of causing an individual to change behaviour

or work performance.

(iv) It may consist of repeated actions or may even arise from a single incident.

Students can take help from the Committee (GSCASH) ; none should hesitate to

ask for help. Speaking up may prevent others from being harmed as well.

2) MAHARSHI DAYANAND UNIVERSITY, ROHTAK

General

Maharshi Dayanand University, initially known as Rohtak University, Rohtak,

was established by an Act of Legislature of Haryana in 1976 with the objective to

promote inter-disciplinary higher education and research in the field of environmental,

ecological and life sciences. Initially it was a unitary and residential University, but in

November 1978, its character was changed and it became an affiliating University.

Through an amendment in the Act in 1977, it was named after the great revolutionary and

social reformer, Maharshi Dayanand and came to be known as Maharshi Dayanand

University, Rohtak. The University Grants Commission recognized this University under

section 2 (f) for the recognition of degrees and under section 12(b) of the University

Grants Commission Act for central grants on Feb. 23, 1983.

Location

The University is situated at Rohtak, a District Headquarter of Haryana, about 75

kms from Delhi on Delhi-Hissar National Highway (NH-10). It is at a distance of about

240 kms from Chandigarh, the State Capital. It is well connected by rail and road. Rohtak

is an educationally forward town where facilities of education in all fields are available.

Jurisdiction

The jurisdiction of the University extends to the districts of Rohtak, Jhajjar,

Bhiwani, Mohindergarh, Mewat, Gurgaon, Palwal, Faridabad, Sonepat and Rewari and

all Institutions/ Colleges of General Education, Engineering, Technology, Computer

Sciences located in these districts are affiliated to this University. Presently 682

Colleges/Institutes of various disciplines are affiliated with the University.

Campus

The University Campus is spread over a sprawling area of over 665.44 acres. The

boundary of the campus extends from Rohtak-Delhi Road to Rohtak-Delhi railway line

and from Pt. BD Sharma University of Health sciences to Western Yamuna Canal. The

campus is well laid with state of art buildings and wide road network. It presents a

spectacle of harmony in architecture and natural beauty. There are as many as 10

Teaching Blocks, 9 Hostels, Vivekanand Library, Campus School, Health Centre, Faculty

House, Sports Stadium, Community Centre, Swimming Pool, Printing Press, Canteens, S

ho pping Co mplex, Multipurpose Gymnasium Hall and an Administ rat ive Block. About

550 residential houses are available for faculty members and non-teaching staff. Tagore

Auditorium in the University is of Global standard. There is Wi-fi facility on t he

Campus. A „Student Activity Centre‟ has been constructed recently. A big „Yajanshala‟,

as per Vedic guidelines, has also been constructed. A Branch of State Bank of India and

another of Central Co-operative Bank is available on the Campus. P.G. Regional Centre,

Meerpur (Rewari) at present is running four P.G. Programmes i.e. M.Sc. (Math),

M.Com., M.A. (English) and M.A. (History). Its campus is in 100 acres of land at Village

Meerpur, which is at a distance of 12 K.M. fro m Rewari. The University is also running

an Institute of Law & Management Studies at Gurgaon since 2001.

Accreditation by National Assessment and Accreditation Council (NAAC)

The University Grants Commission has an autonomous National Assessment and

Accreditation Council (NAAC), which has been assigned t he task of accreditation and

assessment of the Universities and Colleges. The Peer Team of the NAAC visited the

University on February 18-20, 2003 for assessment and accreditation of the University.

On the basis of the report submitted by the team, the National Assessment and

Accreditation Council has granted the Maharshi Dayanand University B++ Grade with

institutional score of 80.25. The Peer Team washighly impressed by the infrastructural

facilities available in the University. It has made remarkable comments about the

teaching-learning and evaluation system of the University. It has observed that the

University has developed potential for achieving excellence in teaching, research and

extension. The University endeavors to harvest the available resources to achieve

excellence for which there is great potential. University has got reaccredited it on 27-29th

April 2010 and hopefully will get A grade.

University Teaching Departments

There are 35 Teaching Departments in the University which pro vide postgraduate

teaching and research. The M.B.A. course of the University ranks among top 50 and the

M.C.A. course among top 20 in India. The Departments of Sociology Economics,

Sanskrit and Psychology are covered under Special Assistance Programme of the UGC.

Similarly, the Department of Physics and the Department of Chemistry are covered under

F.I.S.T. of the Department of Science & Technology of the Government of India for

which financial assistance to the tune of Rs. 30 lacs for Department of Chemistry and Rs.

9 lacs for Department of Physics has been provided by the Govt. of India.

The University has started „Centre for Biotechnology‟ from the session 2006-07

and introduced two new job oriented courses, M.Sc. (Medical Biotechnology) and M.Sc.

(Food Technology), besides M.Sc. (Biotechnology).

The Department of Computer Science & Applications and Institute of

Management Studies & Research have magnificent computer labs having 125 computers

in each lab with Internet facility. Computer papers have been introduced in all the courses

with a view to make the students aware of computer application in their fields of

education. Computer labs are also available in almost all the Departments of the

University. Lab equipments of latest technology are available in the labs of all

Departments for teaching and research. Besides teaching, the students and faculty

members are also encouraged to undertake research.

The University has started M.Sc. in Forensic Sc., Bioinformatics, Agricultural

Biotechnology, Fermentation & Microbial Tech., M.Sc. Medical Lab. Technology, M.Sc.

Environmental Biotechnology, Master in Library & Information Sciences (2 year

integrated programme) and M. Tech in Computer Sc. from the current session.

Vivekanand Library

The University Library is housed in a magnificent three storeyed building wit h

84000 sq. ft. area and a seating capacity of 1200 users. The Library building has been

constructed on a most modern design which has 5 Reading cum stack halls, one

periodical hall, two Seminar halls, one Video Library, Thesis and Rare Book Section,

Reference Text Book Section, Computer Lab with 60 Computers and one SC/ST

Computer Lab with 20 Lap Tops. The Institute of Management Studies and Research

(IMSAR), University Institute of Engineering & Technology / MCA, Law Sociology,

History and Mathematics have Departmental Libraries. The University is planning to

strengthen Departmental Libraries. The Library has a collection of 301386 documents.

The Library is subscribing to 540 Journals (Indian and Foreign) for its 8690 members.

4000 e-Journals are accessible through Info-system of UGC. The Library functions 360

days a year and working timings are from 9.00 a.m. to 8.00 p.m. of six days a week. On

Sundays and holidays library functions from 9.00 a.m. to 5.00 p.m. The Rear hall of the

Library is kept open round the clock for reading personal books for all 365 days of the

year. The Library Budget is Rs. 90. lacs for books and Journals and Rs. 7 lacs for

recurring and non- recurring grant. The UGC has provided Rs. 2.5 lacs for Bar-coding of

the Library Books. The main server of Campus-wide Networking for Integrated

Telephone and Internet System is located in the University Library. The University web-

site is also maintained and updated by University Library. The University Library is also

running BLISc & MLISc Courses (Distance Mode) through DDE.

Directorate of Distance Education

In addition to regular courses, the University is running distance education

courses through the Directorate of Distance Education for the benefit of students,

particularly girl students and those belonging to working class who are unable to enroll

There are 8 Hostels (4 for Boys and 4 for Girls) which have a capacity to

accommodate as many as 1200 residents. The hostels provide homely atmosphere to the

residents. Each Girls‟ Hostel is looked after by a full time Lady Warden. Indoor games

and recreational facilities are available in each hostel. STD and canteen facilities are

available in each hostel. Mess in each hostel is run by the residents on cooperative basis

and hygienic food at very reasonable charges is made available to the residents.

Six hostels (three for boys and three for girls) are under construction. Each hostel

having capacity of 250 residents, is equipped with all necessary facilities like internet,

indoor games etc.

Institute of Development Studies

University is on the path to achieve academic excellence through adoption of

advanced research and innovative teaching methodology. It has established the Institute

of Development Studies which will further prove to be socially relevant and beneficial to

the students in research oriented higher studies. The Institute has completed the job of

preparation of State Development Report- Haryana assigned to it by the planning

commission, Govt. of India.

Students‟ Activities and Sports

University Sports Department is on the path to achieve excellence in sports

activities. Sports Department possesses excellent infrastructure facilities which include a

modern indoor Gymnasium Hall for all indo or activities, an international standard size

Swimming Pool, Squash Court , Athletic t rack and a sprawling sport s complex which

has all playfields for the university students. Every year sports department organizes

about 60 inter-college tournaments for men and women players of the colleges affiliated

to M.D. University, Rohtak. Sports department organizes coaching camps and sends the

teams for inter-university participation.

In addition to this the university has produced many international players who

have brought laurels to the University and also to the country.

University Centre for Competitive Examinations

The University Centre for Competitive Examination is located in the Indira

Gandhi Vidya Bhavan, North Block on the First floor. The Centre has been providing

guidance / coaching to the students since 1989, the year when the Centre was established

. The Students competing for various examinations viz. Indian Civil Services

(Preliminary), Haryana Civil Services (HCS), Bank Probationary Officer (PO) Inspectors

of Income Tax and Central Excise, National Eligibility Test/ State Lectures Eligibility

Test (NET/SLET), Combined Defence Services (CDS), National Defence Academy

(NDA), CEET/ Engineering etc. are given intensive coaching for the said examinations

from time to time. The Centre also organizes remedial Coaching Classes in English. For

all kinds of coaching classes, a nominal token fee is charged from the students of General

Category. However, the SC/ST & BC candidates are not charged any fee for attending

coaching classes. Students are registered for coaching classes for which they are required

to fill up a registration form and the form is made available to the students in the office of

UCCE a fortnight before the commencement of the respective course. The teachers from

the different departments are on the panel to teach the competitive classes and the classes

are conducted in the evening session.

The Centre has a rich reference Library which contains more than 5000 books,

seven National Newspapers, Journals, Magazines and other useful study material

pertaining to the competitive examinations for use by the students as well as the teachers

in the Centre. Besides coaching, the Centre also organizes special lectures of experts on

the subjects such as Budget, Current Affairs and on topical issues for the benefit of

students of competitive examinations.

The University Grants Commission released grant for the XI Plan period to the

University and out of which, the Vice-Chancellor, on the recommendations of the

Committee, has been pleased to allocate Rs. 6.00 lacs to the Centre for the following

schemes:

i) Remedial Coaching for SC/ST and Minorities

ii) Coaching of NET for SC/ST and Minorities

iii) Coaching classes for entry in service for SC/ST & Minorities

It is proposed that University Centre for Competitive Examinations will pursue at

least two batches of the students who would be given the coaching for the above three

courses for the year 2010 - 2011. The centre has also made a provision for extension

lectures for different courses.

University Health Centre

The University Health Centre offers preventive and medical treatment. One full

time doctor is available alongwith para medical staff. The Health Centre caters to all the

health care needs of entire student community i.e. all the students of the University

Teaching Departments and the University Campus School. It also provides consultation

services to the Teaching and Non-Teaching staff of the University.

National Service Scheme

The National Service Scheme has been introduced in the Teaching Departments

as well as in all the affiliated/maintained Colleges of the University to provide an

opportunity to the students to understand and appreciate the conditions and problems of

the Community and to inculcate among them a sense of social consciousness and dignity

of labour as well as bring them closer to the Community. Students enrolled under the

scheme have to render 120 hours of Community Service and to participate in a Seven

days NSS Special Camp under Normal and Special Camping Activities in a year.

Students are also given opportunities to participate in Youth Leadership Training Camp,

Youth festivals, National Integration Camps and Adventure Programme etc. University

NSS Merit Certificates are awarded to the NSS volunteers on the completion/fulfillment

of required conditions prescribed for the same. In addition to this, prizes to the best NSS

Volunteers is/are also awarded at Unit/District/ University Level each year.

SC/ST Cell

The University has set up a special SC/ST Cell for the upliftment of SC/ST and

other reserved category candidates. The Cell is making earnest efforts for effective

implementation of the policies and programmes relating to appointments, promotions,

admissions etc. of SC/ST candidates. All the policies and programmes of the UGC/Govt.

of India/State Govt. received from time to time are implemented in letter and spirit and

are given wide publicity.

Foreign Students‟ Cell

The University has established a full-fledged Foreign Students‟Centre which is

headed by a Senior Faculty Member to provide service to international students through

single window system. There is a provision to create 15% additional supernumerary seats

for foreign candidates in each University Teaching Department with the consent of the

University Employment & Guidance Bureau

A University Employment Information & Guidance Bureau is also functioning in

the University to help students in their educational and vocational planning and offers

them employment and training information/advice. It also provides news on employment

trends, development projects, recruitment methods, occupational reviews, scholarships

and fellowships in India and abroad, assistance in securing part time/ full-time

employment /self employment and seeking admissions in various institutions and

Universities. The Bureau also conducts surveys and arranges coaching classes for various

competitive examinations.

Computer Centre

The University has a well maintained Computer Centre set up with the financial

assistance of UGC for use as a central computing facility by teachers, students and

research scholars of various University Teaching Departments and by University offices.

Computer Centre creates computer awareness among university officials, teachers and

research scholars through regular short term computer training courses and facilitates

analysis of research data of research scholars.

Guidance and Counselling Cell - A Centre for Positive Health

University has established a „Guidance and Counselling Cell - A Centre for

Positive Health‟ in the Department of Psychology for the University students with the

objective to provide Health Care and Promotional Services. The Cell also provides

Educational and Vocational guidance. In addition, to cater to the psychological needs of

the students, the centre provides personal and career counselling to them. Boosting

harmonious relationship and developing effective communication skills are the primary

objectives of the cell.

Centre for Women Studies

Women‟s Studies Centre has been established in M.D. University, Rohtak with

the approval of the UGC with an objective to understand women‟s issues from gender

perspective. Research, Awakening, Gender Sensitization, Advocacy are some of the main

concerns of the centre. The prime thrust of the centre is to develop a comprehensive and

critical approach to understand gender inequality by analyzing socio-economic and

cultural dimensions and thereby formulate concepts, theories and approaches for overall

empowerment of women in the society. For this, Women‟s Studies Centre actively

collaborates with academia, government establishments and civil society to have broader

The University has an office created for the welfare of the students of the

and modular furnished Common Rooms for boys and girls, separately, are available with

the facilities of newspapers, magazines, indoor games and a pantry. The office shares the

expenditure of educational tours organized by various teaching departments. Bus and

railway pass facilities are facilitated to the students of UTD. A large number of camps

and adventure courses like, Trekking, Youth Leadership Training Camps, Rock

Climbing, Snow Skiing, Value based Spiritual Course, Personality Development Camp

etc. are organized.

Six Zonal Youth Festivals and one Inter-Zonal Youth Festival consisting of 40

events of Music, Dance, Theatre, Literary, Fine Arts and Sanskrit events are being

organized during a session. A Techno Management Fest especially designed for the

students of various Engineering, Management and other technical Institutions is also

organized. Events are organized in the well equipped with modern audio video facilities

in the Tagore Auditorium. The Office also provides financial assistance to the needy and

deserving students out of Students‟ Aid Fund, Dr. Radha Krishnan Fund, Sports Stipend

and Cultural Stipend etc.

Two effective NSS Units for girls and boys separately function at the University

campus which organize various social service programmes during the year. For sports

activities on the campus, various contents during the year are organized under the

3) CH. DEVI LAL UNIVERSITY, SIRSA

General

Established on 2nd

April, 2003, Chaudhary Devi Lal University, Sirsa is named

after Jan Nayak Chaudhary Devi Lal, the former Deputy Prime Minister of India and the

former Chief Minister of Haryana.

This University was set up by the Government of Haryana under an Act passed by

the State Legislature. The University has a sprawling campus of 213 Acres 4 Kanal 12

Marlas at Barnala Road, Sirsa. The main objective of the University is to facilitate,

promote and excel in Higher Education, Research and Consultancy in the contemporary as

well as emerging areas of knowledge. The emphasis is to impart quality education by

providing congenial and liberal atmosphere in the campus. The inception of high-tech

culture involving computer-based facilities, internet connectivity and modern

administrative techniques have been integral characteristics of this University from the

very beginning. There is a good stock of books and study material of high standard in the

University library. Research journals of National and International repute are being

subscribed.

There are 16 Teaching Departments with 40 courses in the University. The

University has well-equipped library, laboratories and hostels for boys and girls. Well-

known, reputed and experienced academicians and professionals have been associated in

preparing the academic curriculum of different courses. It is important to mention here

that special attention has been given to follow the guidelines of the UGC and other

regulatory bodies in preparing the course curriculum. Haryana Govt. vide Notification

No. 38/23/07-2TE dated 28.06.2007 attached Chaudhary Devi Lal Memorial Engineering

College, Panniwala Mota (Sirsa) to the University as its constituent College. This college

sprawling over an area of about 45 acres offers graduation programmes in 6 branches of

Engineering. Admissions in this college are made on the basis of the result of A.I.E.E.E.

The University has two Teaching Blocks, Guest House, Vice Chancellor‟s

residence and 87 houses for the teaching and non-teaching staff and four well-furnished

hostels for boys and girls. Majestic building of another Science Block has been

completed and occupied by the Departments of Physics, Chemistry, Biotechnology, Food

Science & Technology, Energy & Environmental Sciences and Mathematics. The

University has developed its own Media Centre equipped with hi-tech gadgets. The

construction of an impressive Main Gate and Vivekanand Library has already been

completed while the construction of Administrative Block is in the full swing. Proposals

for the construction of more residential quarters for Faculty and Staff, Children Park,

Health Centre, Teaching Block No. 3 and the building for University Centre for Distance

Learning are in pipeline. The University has ATM facility of State Bank of India.

DIVISION OF SEATS

50% of the total seats in each college shall be reserved for Group-I i.e. Science &

Arts with Maths-group candidates. Other 50% seats shall be reserved for Group-II i.e.

Arts & Commerce Group Candidates.

Note:

a. The seats which remain vacant in Group-I i.e. Science & Arts with Maths-group

can be converted in Group-II i.e. Arts & Commerce Group and vice-versa. Such

vacant seats of one group will be converted into same category (General or

Reserved) of the other group and if still these seats remain vacant only then these

will be converted into General Category. The vacant seats of SC Categories in

Govt./Govt. aided/ Maintained Colleges of Education will not be converted in to

DISTRIBUTION AND RESERVATION OF SEATS

(A) Distribution of seats

The seats shall be distributed as under:

1) All India Category including Haryana : 15%

2) Bonafide Residents of Haryana : 85%

(50% of the seats earmarked for bonafide residents of Haryana will be reserved for

the categories as mentioned at (B) below, as per State Govt. policy and remaining

50% seats will be filled from among Haryana General Category)

(B) Reservation of seats for Bonafide Residents of Haryana

The seats shall be reserved for the categories as under :

(i) Scheduled Castes : 20%

(ii) Backward Classes of Haryana : 27% (16 % for Block-A)

(except Socially advanced persons/ (11 % for Block-B)

Sections (creamy layer)

(iii) Physically Handicapped : 03%

(1% Blind or low vision, 1% Hearing

impairment, 1% Locomotor disability

or cerebral palsy)

If the seats reserved for Physically Handicapped persons remain vacant due

to non-availability of suitable handicapped candidates, it may be offered to Ex-

servicemen and their wards (1%) and dependents of Freedom Fighters (1%).

(iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom Fighters

and their dependents by providing reservation within reservation of 1% of

General category, 1% out of Scheduled Castes and 1% from Backward

Classes category. As far as block allocation in Block A and Block B of

Backward Classes category is concerned, year wise rotational system will be

adopted. For example, if Block A of Backward Classes are given seats in the

Academic Year 2010, the next Block i.e. B Block of category of Backward

Classes will be given seats in the next academic year i.e. 2011 and so on.

The Chairperson of the Department concerned shall maintain the record for

the purpose.

Note: A roaster for reservation of Ex-Serviceman/Freedom Fighter be maintained and

carry forward all fractions till one seat is accumulated through different fractions

over the years. As and when the total comes one, a seat will be provided in the

prospectus. (Chief Secretary to Govt. Haryana Letter No. 23/27/2004-2 GS III

dated 5.12.2008 Annexure- XVI).

(C) Guidelines for Reservation :

1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is

subject to any change/amendment made by the State Govt. from time to time.

2. All the eligible candidates whether from Haryana or from Reserved Categories

shall also compete for seats allocated under All India Category.

3. All eligible candidates of reserved categories shall be considered first for Haryana

General Category seats.

4. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from

BC Block-B and vice-versa.

5. Benefit of reservation will be given to all the reserved categories upto Final List

according to the reservation policy given in the Prospectus. In case at the time of

display of Final List the reserved seats of various categories other than S.C. category,

remain vacant and no eligible candidates of the reserved categories are available,

these vacant seats will be filled up on open merit basis at the time of Final List. The

vacant seats of SC category will not be converted.

6. Candidates claiming reservation under Scheduled Caste category are required to

submit the certificate as per Annexure-II and the Backward Class (Block „A‟ &

„B‟) candidates on the prescribed proforma as per Annexure-III and affidavit as

per Annexure IV.

a. The BC candidates (Block „A‟ & „B‟) for benefit of reservation shall also

have to furnish an affidavit to the effect that he/she is not covered under

the criteria of creamy layer as per Annexure-IV. The said affidavit shall

be furnished both by the father and mother of the candidate.

7. Only those candidates having a permanent disability of not less than 40% (being

otherwise fit for admission to the course) will be considered for admission.

Physically Handicapped Disability Certificate must be from the Chief Medical

Officer of the concerned District. However, the certificate shall be subject to

verification by a Medical Board constituted by the university for the purpose. The

decision of the Board shall be final. Physically Handicapped candidates belonging

to Haryana are required to submit the certificate as per Annexure-V.

8. Children & Grand-Children of Freedom Fighters of Haryana are required to

submit a certificate from the Deputy Commissioner of the concerned District as

per Annexure-VI at the time of counseling.

9. Wards of Ex-Servicemen of Haryana are required to submit the certificate as

per Annexure-VII.

10. For the horizontal reservation, candidates of General, S.C. and B.C. categories

will also have to furnish E.S.M./D.F.F. certificate.

11. Candidates who have passed their qualifying examination from a University in

the State of Haryana will be deemed to be Haryana residents and will not be

required to submit certificate of Bonafide residents of Haryana.

12. Reservation policy is not applicable on Private Educational Institutions

which receive no aid from the State irrespective of the mode of Examination

i.e. either by themselves or by Nodal Authority vide Memo No. 18/170-07

UNP(4) dated 27.8.2007 from Commissioner and Secretary to Government

Haryana, Education Department, Chandigarh.

13. A person belonging to the General Category married to a person belonging to the

Scheduled Caste or Backward Classes, he/she shall not be entitled to the benefit

of reservation vide. letter No. 22/57/2007-3GS-III dated 6/9/2007 from Chief

Secretary to Govt., Haryana.

PREPARATION OF MERIT LIST FOR ADMISSION

Merit for admission to B.Ed. course shall be determined on the basis of marks

obtained in the qualifying examination. In case a candidate has passed the Master‟s

Degree Examination also alongwith Bachelor‟s Degree, the higher percentage of marks

obtained in either of the two will be taken into consideration while determining the merit.

However, if two or more candidates have obtained equal marks, following procedure will

be used for the preparation of merit.

July, 2003 by the Chief Secretary to Government,

Haryana.

Subject: Bonafide residents of Haryana - Guidelines regarding.

I am directed to invite your attention to Haryana Govt. letters noted in the

margin on the subject noted above vide which the instructions were issued regarding

simplification of procedure for obtaining the certificate of Domicile for the purpose of

admission to educational institution (including technical/medical institution). The

matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme

Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported

as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the

word 'Resident' be used in the instructions issued by the State Government and it has

been decided to revise the Government instructions. Henceforth, the following categories

of persons would be eligible for the grant of Resident Certificate:-

i) Candidates, who have passed the examination qualifying there for selection in an

institution from a school/college in Haryana.

ii) Children / Wards (if parents are not living) / Dependents: -

(a) of the regular employees of Haryana State posted in or outside Haryana State

or working on deputation;

(b) of the regular employees of the statutory bodies/corporations established by

or under an act of the State of Haryana who are posted in Chandigarh or in

Haryana or outside Haryana.

(c) of the regular employees of the Government of India posted in Chandigarh

or in Haryana in connection with the affairs of the Haryana Government;

iii) Children/wards (if parents not living)/dependents of persons who after retirement

have permanently settled in Haryana and draw their pensions from the treasuries

situated in the State of Haryana.

iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana

Government irrespective of the fact that the original home of the retiree is in a

state other than Haryana or he has settled after retirement in or outside Haryana;

v) Children/Wards (if parents are not living)/dependents of persons, who have

permanent home in Haryana and include persons who have been residing in

Haryana for a period of not less than 15 years or who have permanent home in

Haryana but on account of their occupation they are living outside Haryana;

vi) The wives of such persons who are bonafide residents of Haryana irrespective of

the fact that they had belonged to any other State before marriage;

vii) Persons who were born in Haryana and produce a certificate to that effect;

provided that the parents/guardians (if parents are not living) of persons belonging

to any one of the above mentioned categories are:

a) Citizen of India;

b) Produce an affidavit to the effect that they or their children/wards (if

parents are not living)/dependents have not obtained the benefit of Resident

in any other State.

viii) Children & Wards of the accredited journalists residing at Chandigarh and

recognised by Govt. of Haryana.

2. All candidates claiming to be bonafide residents of Haryana should produce a

Haryana Resident Certificate signed by the District Magistrate/General Assistant

to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-

Divisions/ Tehsildars of Revenue to which the candidates belong. Resident

Certificates in respect of elsewhere or in respect of the

Children/Wards/Dependents of Haryana Govt. employees who are posted at

Chandigarh, Delhi or elsewhere or in respect of Children /Wards/ Dependents of

pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of

the employees of the Government of India posted at Chandigarh or in Haryana in

connection with the affairs of Haryana Government, or in respect of

Children/Wards/Dependents of the employees and retirees of the Statutory

Bodies/Corporations of Haryana established by or under an Act of the State of

Haryana or a Central Act and located at Chandigarh, Haryana or outside

Haryana, should be by their respective Heads of Departments.

3. Candidates seeking admission in educational institutions (including medical and

technical institutions) located in Haryana, may not be required to produce

Resident Certificate, if they have passed the examination from a school/college

situated in Haryana. For this purpose, a certificate of the Principal/Headmaster

from concerned institution where the children/wards studied last should be

considered sufficient. The Principal/Headmaster of the institution shall be

competent to issue such certificate, which should be sufficient.

4. If a candidate is admitted on the basis of claim that he belongs to the State of

Haryana but at any subsequent time is discovered that his claim was false, the

student shall be removed from the institution, all fees and other dues paid up to

the date of such removal shall be confiscated. The Principal/Headmaster may take

such other action against the student and his/her parents/guardians as he may

deem proper in the circumstances of any particular case.

Eligibility

(a) Candidates with at least fifty percent marks either in the Bachelor‟s

Degree and /or in the Master‟s Degree or any other qualification

thereto, are eligible for admission to the programme.

General Instructions For Filling The OMR Application Form

(Use Black Ball Point Pen For Darkening The OMR Circles)

1. The OMR APPLICATION FORM should not be tagged/pinned/stapled with

other form/documents.

2. Do not make stray marks on OMR APPLICATION FORM. Any additional

marks on the form may result in rejection.

3. Do not tear, fold, staple, pin, wrinkle or scribble anything on the OMR

APPLICATION FORM.

4. Options once filled by the candidate in the form can not be changed at a later date.

5. Do not write anything in the columns if it is not applicable to you.

6. Incomplete/improperly filled in application will be rejected without further

consideration.

7. Candidate should write in BLOCK LETTERS the relevant information in the

boxes provided at the top with ball point pen and darken the corresponding circles

completely.

8. Photograph, signature and address etc will be scanned by a machine which reads

only dark black images only from the specified areas of the form. Therefore

please ensure that you sign and give mailing address in the block number 12 & 13

with black ball point pen and only inside the boxes. Paste a recent color

photograph inside the box in block 11 trimmed to the size of 3.5 cm. X 4.5 cm.

Column –WISE INSTRUCTIONS FOR FILLING THE OMR APPLICATION

FORM:

1. Name of the Candidate: Write your name in BLOCK LETTEERS as given in

the records of the Secondary Education Board/University and darken the

corresponding circle. Start with the First Name then leave one blank box each

between the First Name, Middle Name (abbreviate if necessary) and last name in

full e.g. an applicant Akash Kumar Singh.

2. Name of the Father: Write your father name in BLOCK LETTEERS as given in

the records of the Secondary Education Board/University and darken the

corresponding circle. Start with the First Name then leave one blank box each

between the First Name, Middle Name (abbreviate if necessary) and last name in

full e.g. an applicant Mahesh Kumar Singh.

3. Form No: Write your from no as mentioned on the top right hand side in the

application form and darken the corresponding circles.

6. Category: 6.1 Main Category: Darken only one circle with respect to your category.

6.2 Sub Category: In case you belong to any of the sub categories darken the

appropriate circle.

6.3 Physically Challenged: Darken the corresponding circle and in case of YES,

darken the corresponding circle out of three category provided under

Physically Challenged.

7. Residential Status: Darken the corresponding circles as per your current

residential status. For example if you are currently staying in HARYANA, darken

relevant circle, if you are staying in any other state, darken another relevant circle.

8. Qualifying Exam: Darken the corresponding i.e. if you have passed your

qualifying examination from a University in the State of Haryana then darken the

relevant circle or vice versa.

9. Gender: Darken the appropriate circle.

10. Group: Darken the appropriate circle.

11. Mobile No.: Fill in your 10 digit mobile no. and darken the corresponding circles.

12. Marks detail in 10th

: Fill in the marks obtained and total marks as per your 10th

mark sheet and darken the corresponding circles.

13. Marks detail in 12th

: Fill in the marks obtained and total marks as per your 12th

mark sheet and darken the corresponding circles.

14. Marks detail in UG: Fill in the marks obtained and total marks as per your

Graduation mark sheet and darken the corresponding circles.

15. Marks detail in PG: If you have appeared in any post graduation exam, fill in the

marks obtained and total marks as per your Post Graduation mark sheet and

darken the corresponding circles otherwise leave it blank.

16. Preference of Colleges for admission (Enter College Codes): Write the

preference of colleges code given in the prospectus and fill up the preference of

your choice in OMR circles.

17. Choice Confirmation: If in case you want allotment only in preferred colleges,

darken the corresponding circle or if you want to consider yourself in any

institutes as per seat availability, darken the another circle.

Diary No: (To be assigned by the office)

Photograph: Affix firmly a recent 3.5 x 4.5 cm size color photograph in the space

provided. The photo should be pasted. Do not pin or staple on the photograph. Do not

attest the photograph. Dry the photograph before putting application in the

envelope.

Signature: Put your full signature in space provided with black ball point pen only.

The signature should be clear and strictly within the box provided. Unsigned

applications will be rejected.

Declaration: Read the certificate carefully and put the required information like

Guardian Name, Guardian Signature and Candidate signature in the space provided.

Write the date and place of submitting the application form. If you do not put your

signatures in the space provided your application is liable to be rejected.

Student Copy: Put the required information in provided space and tear it from

marked space for keeping this copy of student with you for future references.

The OMR Application Form should be complete in all respects and attested by

the competent authority.
