Proposition 1 Grant Application Process

• Has your organization applied for, or does it intend to apply for, funding from another public agency?

• For your Primary Focus Area: Is this project on the current 5-year EIP list? If no, you’ll need to describe your organization’s

strategy for adding it.

Project Description Describe the project, highlighting its goals and consistency

with Focus Area(s) and applicable Focus Area-specific Guiding Documents.

Describe the project’s multiple benefits, within or across Focus Areas, including any climate change benefits, if applicable.

Describe consistency with State Priorities Describe consistency with the Lake Tahoe EIP Indicate how the project provides fisheries or ecosystem

benefits or improvements that are greater than required applicable environmental mitigation measures or compliance obligations

Describe project-specific performance measures and indicate how project effectiveness will be assessed.

Describe the proposed monitoring and evaluation methods and data to be collected and evaluated.

Describe how the project applies the best available science to inform decisions regarding water resources.

Describe new or innovative technology or practices proposed for use, including decision support tools that support integrated resource management.

Project Schedule and Readiness/Feasibility(20 points)

Describe the current status of the project and readiness to proceed (e.g., permit status, data needs, easements, etc.)

Indicate completion dates for major project milestones/work products and the project completion date.

Project Budget - Leveraged Funding (15 points)Provide: a detailed budget for the funds requested and total project cost (base on estimates of eligible costs) Identify: other funding sources that have been secured, applied for, or are being considered; describe any in-kind assistance by the applicant. Does your budget request include a project administration and/or contingency amount of more than 10% of the total grant request? If so, provide a justification of the special circumstances that warrant consideration of the proposed amount

Describe the role of the Environmental Improvement Program workgroup, if any, and support of stakeholders.

Indicate public involvement efforts to date and anticipated and summarize public response to the project.

NOTE: You may include up to 5 support letters with your application.

CA Conservation Corps Consultation Consistent with the requirements of Proposition 1, applicants MUST complete the Corps consultation process for non-exempt projects, emailing the Corps forms and the following information: Project Title and Primary Focus Area Project Description and Map Estimated Project start and end dates

Exempt projects do NOT have to submit any documents through the Corps process.

CA Conservation Corps Consultation, continued All IMPLEMENTATION and MONITORING proposals must

complete the Corps consultation process outlined in the Grant Application. FORMS MUST BE SUBMITTED TO THE CORPS BY SEPTEMBER 21.

Projects are exempt from the Corps consultation requirement IF the project is solely for PLANNING or ACQUISITION activities.

Non-exempt grant applications that do not include the Corps response document that demonstrates that consultation has occurred will be deemed “noncompliant” and will not be considered for Conservancy Proposition 1 funding.

CA Conservation Corps Consultation, continued

Don’t jeopardize your funding opportunity! Applicants must follow the consultation process exactly as outlined,

emailing to BOTH the CCC and CALCC by 9/21 If an applicant has not submitted all required information or did not

submit information to both Corps, the application is deemed non-compliant with Corps consultation process and will not be eligible for funding

By October 2, the Corps will let you know whether: It is NOT feasible for Corps services to be used on the project It IS feasible for Corps services to be used on the project and the

following aspects of the project can be accomplished with Corps services

Land Tenure (if applicable)Applicant must either own the project site or prove adequate site control to support the project. “Adequate site control” includes a lease, special use permit, easement, joint powers agreement, or other suitable interest in the property that lasts at least for the duration of the grant operation and maintenance obligation.

If site control has not been obtained, describe the plan to obtain site control and how the project would be affected if it is not obtained.

Describe any plans to locate the project on or adjacent to Conservancy land, and how that land might be affected.

Governing Body ResolutionMust attach a resolution by the governing body, or

letter from an authorized administrator of the project sponsor confirming the organization’s commitment to the project and to operate and maintain the project for its useful life following the completion of construction.

If it’s in progress rather than attached, describe the timeframe.
