А. INTRODUCTION

Feasibility Study of the Project "Improvement of Alat and Karakul water supply of Bukhara region" is a

project of Investment Program to be financed with loan funds of International Development Association (IDA)

and with funds from the Government of Uzbekistan.

The draft Feasibility Study includes the following activities:

- Reconstruction and expansion of water intake and water treatment plant (WTP) “Dvoinik”;

- Reconstruction and expansion of water distribution center in Alat city;

- Reconstruction and expansion of water distribution center at the railway station in „Karakul” city;

- Construction of water distribution centers in Alat and Karakul districts;

- Construction and reconstruction of water mains and water supply networks in Alat and Karakul districts (at

urban and rural levels).

Development of Feasibility Study and Project implementation «Improvement of Alat and Karakul

water supply of Bukhara region» is caused by the urgent resolution of problem of drinking water

supplied to population of Alat and Karakul districts. Reconstructed and new water systems are

important for public health and improvement of living conditions and, ultimately, strengthen their

social protection. In addition, the project will enable improvement of policies of resource-saving and

infrastructure of drinking water supply.

The proposed project development objective (PDO) is to improve the coverage, quality, and efficiency

of public water supply services in the two districts (rayons) of Alat and Karakul in Bukhara region.

The objective would be achieved through rehabilitation and/or replacement of the existing water

supply infrastructure that has now reached the end of its useful life as well as through the expansion of

network coverage to new urban and rural service areas.

The Project will comprise the following components:

1. Component A: Improvement of Water Supply Infrastructure (estimated at US$100.04 million of

which IDA US$65.23 million): This component will finance works and related design and consulting

services for (I) the rehabilitation and expansion of existing water production, transmission and urban

distribution systems, including metered-user connections for Alat and Karakul towns, and (II) the

extension of services to rural areas, including expansion or construction of water production,

transmission and rural distribution systems, installation of metered-user connections. This will be

achieved through the implementation of works, and the provision of goods and services. The following

subcomponents will be financed:

(a) Subcomponent A1: Engineering and operational technical support (estimated cost

US$4.00 million). The Project will finance engineering-design and operational technical

assistance services by a consulting firm (the “Implementation Consultant”) with relevant

international experience to support the Project Implementing Entity BVK and the Bukhara

branch of Uzkommunkhizmat‟ s Project Coordination Unit (BPCU) in the following tasks

of project implementation: (i) review and update of the available FS for an optimization of

the investments envisaged (urban and rural areas); (ii) preparation of detailed designs and

bidding documents; (iii) pre-contract services; (iv) construction supervision and reporting;

and (v) technical assistance and capacity building in BVK to improve utility operation,

maintenance and management as detailed in Component B1.

(b) Subcomponent A2: Rehabilitation and expansion of water production and bulk

transmission systems (estimated cost US$34.62 million). The Project will finance: (i) the

rehabilitation and expansion of Dvoinik water production unit, including rehabilitation of

the existing water intake, construction of sedimentation tanks, filter plants, reservoirs,

pumping units, disinfection systems, sludge treatment systems, laboratory equipment,

office buildings and other facilities; (ii) the construction of new transmission mains for

Alat and Karakul districts – 105 km in total, including 71 km to allow for rural water

supply – including valves, aeration, flushing devices. The works will be executed based on

the reviewed FS (which will provide cost estimates and the basics for all tender documents

(for the provision of works, goods or consultants‟ services) to be produced in detail as

part of Subcomponent A1). Production and transmission capacity will be upgraded to

49,816 m3 per day in order to meet the full 2025 planned demand of the Alat and Karakul

districts.

(с) Subcomponent A3: Rehabilitation and expansion of water distribution systems

(estimated cost US$61.42 million). The Project will finance: (i) the construction or

rehabilitation of Water Distribution Centers (WDCs) for Alat and Karakul districts,

respectively 5 (Alat, and 4 for the rural settlements: Bahribayot, Chandir, Denav and

Jumabazar) and 4 (Karakul, and 3 for the rural settlements: Karakul d/c, Mirob, Jigachi),;

(ii) the expansion of Alat-town water supply network (90 km of secondary network and

453 individual connections) and of Karakul-town water supply network (169 km of

secondary network and 2,395 individual connections); (iii) the expansion of the networks

to the rural area of Alat (614 km of secondary network and 16,032 individual connection

on the tertiary network) and to the rural area of Karakul (865 km of secondary network and

20,770 individual connections on the tertiary network). The works will be executed based

on the reviewed FS (which will provide cost estimates and the basics for all tender

documents (for the provision of works, goods or consultants‟ services) to be produced in

detail as part of Subcomponent A1). They include water-meter installations.

2. Component B: Institutional Strengthening and Capacity Building (estimated cost US$2.07

million, of which IDA US$1.78 million). The Alat and Karakul District Vodokanals feature broad

capacity weaknesses in terms of qualified management and operational staff, information systems and

methods needed to operate and maintain large water supply systems. AVK and KVK in particular lack

adequate capacity to manage customers, intall and read meters, issue bills and collect them, and detect,

maintain and repair system failures. The Project aims at strengthening district VK operations by taking

the following multi-pronged approach targeted at all levels of utility management:

Reorganization and possible merger of district vodokanals towards achieving efficiencies of

utility management;

Improvement of utility management, operational practices and staff training. Procurement of

necessary equipment.

Installation of a Monitoring Information System and participation in the International

Benchmarking Network (IBNET) to improve data collection, transparency and oversight

capacilities.

Development of an Operational Performance Improvement Action Plan (OPIAP) for Alat and

Karakul vodokanals.

Monitoring of project impact on improving the lives of women in beneficiary towns and rural

areas.

3. This component will finance the following sub-components details below:

Sub-Component B1 : Improvement of Utility Management and Operational Practices

(TA) (included in Sub-Component A1): The “Implementation Consultant” hired under

Sub-Component A1 of the project will also provide consulting services for the Institutional

Assessment, design, implementation and support of the institutional strengthening

activities, including: i) organizational restructuring and merger of AVK and KVK district

vodokanals into BVK - including for example definition of new organizational structures

and functions to include Alat and Karakul water supply into BVK‟ s operations,

requirements for staffing, revised processes and procedures, requirements for supporting

infrastructure of IT-systems, new accounting structures to separate revenue and costs of the

Alat and Karakul operations from Bukhara‟ s; ii) Development of the Operational

Performance Improvement Action Plan (OPIAP) for Alat and Karakul vodokanals to ensure

actionable steps are taken to raise the capacity of the district utilities and aligned with any

merger or reorganization plans envisaged with BVK;iii) identify detailed training needs and

establish training plan as an input to the training component (see Sub-component B-3, and

iv) evaluation of suitable hard and software packages, and equipment, preparation of

procurement documents.

Sub-Component B2: Monitoring Information System (MIS) (estimated cost US$0.20

million of which IDA US$0.20 million)(refer for Annex 2b for details). The project will

finance procurement and installation of a Monitoring Information System (MIS) to be

custom designed and established at BVK central and at AVK and KVK as pilots. The

objective of this sub-component is to install the backbone MIS for the Bukhara region as a

whole starting with BVK, AVK and KVK in order to automate the collection, storing,

processing and sharing of data and reports related to the water supply and delivery. This

will assist BVK‟ s oversight over the AVK, KVK in the short run and expand to other

district utilities in the future. In addition, data from the MIS with regard to water utilities

will be used to participate in the International Benchmarking Network (IBNET) using the

networks software.

Sub-component B.3 Training Activities for Utility Staff and Management (estimated cost

US$0.15million of which IDA US$0.15million): Training will be provided to staff in the

rayon Vodokanals, Mahallas and Shirkats so that they are equipped with the information

needed to communicate with project beneficiaries. Consumer orientation training will

improve staff responsiveness to user concerns and complaints and will build on the Bank

funded technical assistance previously provided to improve Customer Relationship

Management (CRM) in Bukhara vodokanals. Local training activities may in include, but

not be limited to: i) Customer Database Preparation ; ii) Training on the use of the

customized Billing & Accounting Software acquired from BVK; iii) Vodokanal

management training with respect to general and specific management of operational -

technical and financial issues; iv) Theoretical and On-the-job training on repair and

maintenance including equipment ; v) Theoretical and On-the-job training on supply

systems monitoring; vi) Theoretical and On-the-job training on wellfield operation, pumps

and electrical equipment, monitoring systems; vii) Training and On-the-job on warehouse

management and material forecasting, procurement procedures - tendering – contracting;

viii) Theoretical and On-the-job training on domestic water meter test bench operation,

handling, maintenance, calibration of meters, repair and assembling; and other training

identified by the Institutional Assessment.

Sub-component B.4: Utility Management Equipment and software (estimated cost

US$1.42 million of which IDA US$1.13 million): This will include: i) Computer hardware

and accessories for VK management, operation & maintenance, and laboratory; ii) Billing

& accounting software acquired for BVK under the World Bank financed Bukhara &

Samarkand Water Supply Project will be customized for deployment to AVK and KVK; iii)

Equipment for operation and maintenance, for laboratory; and iv) Domestic water meter

test bench, repair and assembling equipment.

Sub- Component B5: Communication Strategy and Public Awareness Campaigns

(estimated cost US$0.15 million of which IDA US$0.15 million) - given that improved

water supply will increase consumption of water in the region, public awareness campaigns

will be carried out and aimed to improve public hygiene practices, water conservation, and

educate the public about the Project‟ s expected health and environmental benefits and the

need for regular tariff payments to support O&M operations. The communication

campaigns will also aim at mitigating any environmental risks that may be associated with

increased consumption and discharge of household wastewater into surrounding drain,

streets and open areas due to the lack of a sewerage system currently in place in most of

Bukhara Region;

Sub-Component B.6: Consumer Satisfaction Surveys (estimated cost US$0.15 million of

which IDA US$0.15million). Customer satisfaction surveys will be designed and

conducted annually, to monitor water supply situation and Project impacts among various

stakeholder categories, duly sampled for the socio-economic level, location, and status of

water supply. Survey findings will contribute to Vodokanal planning and to Project

monitoring and evaluation, by measuring parameters such as: i) Level and quality of

service; ii) satisfaction with service; iii) ability and willingness to pay for improved service;

iv) perceptions towards water service and performance of the district vodokanals. As part of

Monitoring and Evaluation of the project, this sub-component will also finance a Gender

Assessment and baseline survey to determine how the absence of better water supply

services affect the daily lives and health of people, particularly women and girls, in Alat

and Karakul in particular, and Bukhara region in general. A following up survey would be

financed at the end of project implementation to evaluate the impact of the project on

improving the lives of women and girls as a result of better water supply. In addition, the

project will explore ways to ensure that a certain percentage of women are gainfully

employed by the BVK, AVK and KVK and the contractors during the construction process,

either as supervisors, surveyors or for manual labor. Such options will be in consultation

with women and the Mahalla committees. A rapid assessment will be carried out to

determine the role of women currently play, informally or formally, in the management of

water services delivery etc.

4. Component C: Studies for Future Investments (estimated cost US$0.35 million of which IDA

US$0.35 million). This component will finance the preparation of a feasibility study for sewerage and

on-site sanitation investments needs in the towns and more broadly, districts of Alat and Karakul, to

accompany the increased provision of water supply services, through the provision of consultants‟

services.

5. Component D: Project Management (estimated cost US$2.16 million of which IDA US$2.16

million). This component will finance (a) additional staff, operational costs, equipment and software at

BPCU, (b) operational costs of BPCU; (c) monitoring and evaluating (M&E) of Project activities

including follow up social surveys, (d) annual financial audits of the Project accounts and the district

vodokanals and technical audits of the Project investments. The Bukhara Vodokanal audit is financed

from the Bukhara and Samarkand Sewerage Project.

Improvement of water supply system will be achieved by the following:

Reconstruction and construction of existing facilities of surface water intake "Dvoinik";

including new water filtration plant; reconstruction of water main D800 mm, L = 22,63 km;

Selective rehabilitation of storage pumping and administrative facilities at the site of the old

Alat water treatment plant ; construction of water main D630, L = 10,65 km;

Reconstruction and expansion of water distribution centers (WDC) at the railway station in

Karakul city;

Rehabilitation of water distribution system in the Alat and Karakul cities.

Construction of water distribution centers, water mains and water supply networks in the rural

areas of the Alat and Karakul districts;

Increase of population coverage with centralized water supply;

Improvement of water supply quality and ensuring compliance with standards of the Republic

of Uzbekistan;

Strengthening the reliability of water supply system;

Improvement of efficiency of existing water supply system;

Carrying out measures on resource-saving;

Strengthening the financial position and stability of Alat and Karakul PE "Suvokova".

This Feasibility Study is developed in accordance with "Scheme of integrated development and

upgrading of water and sewerage systems of the Republic of Uzbekistan for the years of 2009-2020"

approved at the meeting of the Presidium of the Cabinet of Ministers of Uzbekistan dd. June 29, 2009

(Minutes № 25).

In order to implement this FS the following is required:

1. Loan allocation amounting to USD 75 mln. is planned by International Development Association;

2. According to the Memorandum of mutual understanding of advisory mission of IDA and the

Republic of Uzbekistan signed by authorized representatives of IDA Mission, the Ministry of Finance,

the Ministry of Economics and the Agency "Uzkommunkhizmat, Implementing Agency has been

established, that is the Agency "Uzkommunkhizmat".

The Borrower of IDA credit is the Republic of Uzbekistan. Uzbekistan loaned up to the Agency

"Uzkommunkhizmat. The Agency loaned to Bukhara regional Khokimiyat for water supply utilities of

Alat and Karakul districts.

The Project provides as follows:

Supply of water drinking quality to Alat and Karakul districts by the following:

(a) Reconstruction and expansion of water intake and WTP "Dvoinik";

(b) Reconstruction and expansion of water treatment facilities in Alat city;

(c) Reconstruction and extension of WDC at the railway station in Karakul city;

(d) Construction and reconstruction of water mains, water supply networks in Alat and Karakul

cities;

Reducing water losses and leaks of drinking water and its rational usage;

Equipping of pumping stations and chlorination with modern equipment;

Installation of water meters;

Resource-saving by installing energy-efficient pumping equipment;

Provision of metering apparatus and Automation;

Equipping with machines, mechanisms and equipment which do not require to be assembled;

Purchasing the computer equipment and software;

Training of specialists of water utilities;

Financial means for designing the Feasibility Study of sewerage system in the district centres of

Alat and Karakul

It is provided in FS followings:

1. Reconstruction existing and construction of facilities on the water intake and WTP “Dvoinik”

with bringing the capacity up to 49,816 m3/day

2. Reconstruction of the trunk main «Dvoinik-Аlat» D=800 mm, L=22,630 m.

3. Construction of new water filtration plant at Dvoinik-Alat.

4. Reconstruction and construction of existing new facilities at the WDC in Alat with bringing the

capacity up to 49,816 m3/day

5. Selective rehabilitation of storage pumping and administrative facilities at the site of the old

Alat water treatment plant.

6. Construction of the trunk main “Alat - Karakul” Ø630 mm, L=10,650 m

7. Reconstruction of facilities at WDC railway station "Karakul" with bringing the capacity up to

29,347 m3/day

8. Reconstruction and construction of water supply network in Alat city – 90,075 km.

9. Reconstruction and construction of water supply network in Karakul city – 168,502 km.

10. Equipment by machines and mechanisms for system operation

11. Restoration of zones of sanitary protection of existing facilities

12. Construction of WDC for Rural settlements (RS) Alat and Karakul districts

13. Construction of the trunk mains and water supply networks for RS of Alat and Karakul districts

After realization of the project settlement coverage of the population on the average on two

areas will make - 100% in Alat city and 100% in RS Alat district; and 100% in Karakul city, and

100% in RS Karakul district.

Feasibility study is done on the basis of the following main documents:

1. Decree of the President of the Republic of Uzbekistan № PP-890 dated June 12, 2008 "On measures

to further improve the provision of rural and urban drinking water quality and economical use of

natural gas";

2. Decree of the President of the Republic of Uzbekistan, I.A. Karimov dd. 23.09.2005 "On measures

on social protection and support of public utilities";

3. Resolution of the Cabinet of Ministers of RUz № 251 dated 15.11.2005 "On measures to improve

the mechanisms for approving and monitoring the implementation of investment projects,

accounting and monitoring of humanitarian aid and technical assistance tools".

This book presents a draft statement on the environmental impact of the Project "Improvement of Alat

and Karakul water supply in Bukhara region”.

В. GENERAL INFORMATION

1. Background information for EIS Project

This Draft EIS is performed in line with the RD 118.0027714.24-93 "Instruction on the procedure of

EIA for choosing site, designing TED and construction of economic objects and complexes" and the

Regulation on Government Expertise in the Republic of Uzbekistan approved by the Cabinet of

Ministers № 491 dd. 12.31.2001. According to the list of activities presented in national law (Law

No.2), such as the reconstruction and expansion of "Dvoinik" water intake, the reconstruction and

expansion of WTP in Alat city, reconstruction and extension of WDC at railway station in Karakul

city, construction of water distribution centers, water pipelines and water distribution networks in Alat

and Karakul districts are related to category III of environmental impact (low risk).

The objective of Draft EIS is to determine the impact of projected facilities on environment and the

need for protective measures and monitor of their implementation.

The draft EIS is made in accordance with Laws of the Republic of Uzbekistan. There are requirements

for environmental protection in developing projects and their operation in the following laws:

“About the protection of nature” (1992);

“About water and water use” (1993);

«About ecological expertise» (2000);

«About State sanitary epidemiological supervision in the Republic of Uzbekistan» (1992);

2. Physical and geographical position

Bukhara region is located in dry delta of Zarafshan River. Alat (see f-2) and Kakakul (see f-3) cities

are district centers of Alat and Karakul districts of Bukhara region. Karakul city is located 60 km

southwest of Bukhara city (see f-1). Alat city is located 13km south of Karakul (see F-1) city.

"Dvoinik" water intake is located on the water separator of Amu-Karakul and Amu-Bukhara canals on

Uzbekistan border (see F-2).

Water treatment facilities of Alat city are located on the left bank of Amu-Karakul canal.

Territories to be reconstructed are located in Karakul oasis. Slopes are reaching 0,0004-0,0006. Relief

is represented by numerous depressions of irregular form.

Population of Alat district is 94 269 people.

Population of Karakul district is 122 134.

3. Physical resources

The climate is continental, typical for desert regions of Central Asia. It is characterized by relatively

low rainfall, hot and long summers, short cold winters with very unstable snow cover with height of 5-

7cm (January-February).

According to KMK 2.01.01-94 the absolute minimum temperature -18 0C is observed in January. The

absolute maximum is observed in July and equals to +44 0C. The average temperature is 14

0C.

Main precipitation falls during the period from October to April and makes up to 98% of their annual

amount. Average annual rainfall is equal to 100-200 mm. Evaporation greatly exceeds precipitation.

The area is dominated by winds of north and northwesterly direction. Average wind speed in the

territory of Bukhara region is 6,5 m/sec.

Water resources

The water resources in the project area are located in Karakul oasis, located in the southwest of the

irrigated area of Bukhara region of Alat and Karakul districts, such as the river Zarafshan, called here

Karakuldarya. The main part of the oasis is divided into several channels - Gurdyush, Uygur and

Taykir, which became irrigation canals. Water of Zarafshan River does not reach Alat and Karakul

cities, as the river dries up before reaching the cities.

The main water artery of the district is Amu Darya River, Amu - Bukhara canal originating from

Amudarya River and its branch of Amu-Karakul canal.

There are no facilities and/or dams on the alignment of Amu-Bukhara cannel which is a source of

"Dvoinik" water intake.

After the introduction of Amu-Bukhara and Amu-Karakul cannels, Zarafshan water hardly enters into

Karakul oasis. The main cannels, which were being fed earlier from Zarafshan river, at present,

became diversions of Amu-Karakul cannel.

Debits of water in the area of "Dvoinik" given by “Hydrogeology Organization are the following:

Amu-Bukhara canal - 100 мЗ/sec;

Amu-Karakul canal - 48 мЗ/sec.

Surface water usage for complete water supply of Alat and Karakul cities and villages located in these

areas from passing near Alat city of Amu-Karakul canal is impossible because of its periodic closure.

Starting from September to December, there is no water in Amu-Karakul canal. Therefore, water

supply will come from surface water of uninterrupted operational Amu-Bukhara Canal.

Water Surface source

Considered sites in respect of geomorphic conditions locate in the lower reaches of the valley, which

is the alluvial plain of delta of Zarafshan river.

The lithological aspect, the investigated area is complicated by quaternary alluvial-deltaic sediments

of Zarafshan and Karnab complexes with total capacity of more than 20 m.

Site of "Dvoinik" water intake is complicated by a thick silty sands with capacity of more than 7-10

m. Silty sands occur in the form of individual thin layers in the soil of the first layer and single thick

layer - at water intake station of the average density of addition, water-saturated guttering.

Site of water intake facilities in Alat complexes interbedded layer of sandy loam, with separate layers

of silty sand alluvial-deltaic origin with total capacity of more than 12 m. Thickness of interbedded

sandy loam has strongly compressible properties and locates in water-saturated condition from the

soft-plastic up to current consistency.

Soils are saline and not feasible for planting and have a corrosive activity in relation to concrete and

steel structures. They are also high to lead and aluminum concentrations1.

The seismicity of the area is 7 points.

The depth of soil freezing is 0,6 m.

Quality of drinking water at “Dvoinik” water intake seasonally exceeds permissible norms of the

Republic of Uzbekistan in turbidity, and the increase of turbidity can reach from 8000 to 12000 mg/l

per period from 2-5 days depending on water floods. In this connection FS reflects the system of

drinking water treatment at “Dvoinik” water intake, i.e. sedimentation, coagulation and filtration.

Bukhara regional sanitary - epidemiological station (SES) and central chemical - bacteriological

laboratory of Bukhara RPE “Suvokova” confirm that these concentrations do not threaten portability

of drinking water during any season of the year, nor do they pose any risks to the health of population

in these districts.

Water quality defined by key indicators complies with Government standards of the Republic of

Uzbekistan O`z DSt 950:2000 “Drinking water. Hygienic requirements and quality control” approved

on June 1, 20002. It is generally accepted that standards set in Uzbekistan are stricter as compared to

other countries.

Turbidity. The table above shows that turbidity exceeds standards. On average, turbidity is within

standards, but this excess happens only for 3-5 days in the year during the heavy rainy season. The

Environmental Agency will provide assurance to the Bank and the implementation consultant based

on water quality analyses performed in line with the project Environmental Agency will provide

in line with the project Environmental Monitoring Program water that such variation from the

standard is acceptable and does not present a harmful situation to the water quality and is agreed by

the Government of Uzbekistan. Since the variation is acceptable, there will be no need to increase the

number of settlers at Dvoinik, as indicated in the feasibility study and additional cleaning will be

provided on days when the turbidity exceeds the standards.

Sludge Disposal. Mechanical sludge disposal will be provided. The sludge will not be discharged

back to the channel, as expected, since the accumulation of sludge will soon clog the channel and

create blockages, flooding and result in other negative impacts on the environment. There are two

small and temporary sites for sludge accumulation at Dvoinik. Sludge itself is not dangerous for the

environment and does not contain hazardous substances. However, it will be cautiously transported to

appropriate disposal facilities approved by the Bukhara Regional Khokimiyat and the Environment

Agency of Uzbekistan. The works will not be carried out until facility for disposal is determined and

approved Bukhara Regional Khokimiyat

Khokim of Alat district issued an edict # 599 dd. 15.06.2012 on the allocation of land of 1 hectare for

the disposal of sludge transported from the water intake, "Dvoinik". Determining the location of the

site and preparing a document for the right to use the plot is entrusted to the chief of the district

department of land resources and state land cadastre.

According to the letter #1/2084 dd. 18.06.2012, Khkimiyats of Alat district and Bukhara Region

guaranteed that they will prepare and carry out organizational works allocating the disposal site and

coordinate using the selected area with the State Committee of Environment Preservation, Sanitary

and Epidemiological Department and other related organizations, prior to construction of water intake

facilities start at Dvoinik.

In case of failure in fulfilling the obligations by Khokimiyats within a specified terms, IDA reserves

the right to suspend financing the Project.

Asbestos pipes. Several of the pipes to be replaced are made of asbestos. All asbestos pipes will be

removed in line with the World Bank Good Practice Note on Asbestos (May 2009). The handling and

disposal of asbestos and the associated safety measures to workers is included in the Environmental

Management Plan and will be adhered to by the contractors and monitored by the implementation

consultant. The Bank Good Practice Note on Asbestos (attached in Annex) will be provided to

consultants and contractors for reference and implementation during works.

Presence of Pesticides/Herbicides in Water. Based on investigation of Bukhara regional center of

State sanitary epidemiological control it was concluded that there is no trace of pesticides found in

water in the project area. The investigations of water have been carried out to define presence of the

following types of pesticides (according to norms of the Republic of Uzbekistan):

- Derazol

- Stomp

- Kataran

- Bronatak

- Detsis

- Avguron-extra (dropp)

- Magnesium chlorate

- GHCG (Geksachlorineciklogeksan)

- DDT

- GHB (Geksalchlorbenzol)

- Simbush

- Omayt

- Summa-Alfa

- Karatan

The presence of pesticides and herbicides (P-H) in raw water was assessed considering the extensive

irrigated agricultural activities upstream and downstream of the project site. SES analysis (no

detection) indicates that the listed components are not present in the water source at levels that may

constitute a risk for the water supply. It is noted that only 6 Pesticides-Herbicides are regulated in

Uzbekistan on a site specific basis.

Note: No works financed by this project will be undertaken before (a) the levels of Pesticides and

Herbicides are re-analyzed; and (b) the works for the site for sludge disposal identified and agreed with

local authorities are in progress. See annexes of letters provided by relevant authorities as assurances

on the above subjects.

Environmental resources

Ridge-hilly sands contained with bushes and shrubs extended on the territory of oasis. Saxaul,

djizgun, wormwood and salsola grow here. Different grasses and groups of trees grow on the banks of

canals.

Regularly irrigated arable lands and pastures are mainly used in agriculture of Karakul oasis. Arable

land is mainly occupied by cotton. There are orchards and vineyards and the climate permits to grow

oocyte-melons.

Pastures are mainly used for the development of karakul sheep breeding

Fauna of the region mainly consists of categories: Asiatic locust, earth toad, desert gologlaz, fast

lizard, water snake, patterned snake, steppe viper, hedgehog, squirrel, hamster, jackal, hare tolai, rat,

and house mouse.

The birds are the most typical such as yellow wagtail, magpie, black crow, hoopoe, rook, Bukhara tit.

The area does not include rare species of wild animals or birds, or endangered species to human

activities.

There is no forest in the proposed construction and reconstruction of water treatment plant and water

pipeline along the project sites. And also there are no national parks, reserves or flora and fauna

registered in «the Red book» in design territory.

Mineral resources of relevance to current and prospective economic and renovation have not been

revealed on the territory of construction sites.

There are no historical and cultural monuments in the project area. Archaeological sites on the

grounds of the proposed construction are not detected.

Reconstruction of buildings at the sites of "Dvoinik" WTP and in Alat does not significantly affect the

flora and fauna of the area, as facilities are located on existing fenced areas. The route of water main

(Dvoinik-Alat water main, and Alat-Karakul water main) is parallel to the existing projected water

main. The land that might be disturbed during construction shall be recultivated (as responsibility of

contractor) in line with the EMP.

Hydrogeological conditions

Ground water pressure-free of Karakul oasis during high-stand is located at depth of 0,7 to 1,5 m

above the ground, and in a period of minimum at depth from 1,6 to 4,5 m. Capillary rises from 0,5 to

4,8 m. The maximum distance of ground water is encountered in the months of February - April,

while the minimum is reached in December.

The main source of groundwater is infiltration from irrigation canals. Water consumed mostly by

evaporation, outflow beyond the Bukhara region is negligible. Under the conditions of

underdevelopment drainage, this leads to soil salinization.

According to "Hydro-geological study of Agricultural water supply of the Republic of Uzbekistan"

Karakul district has no future on the possible usage of underground water (without desalination) as a

source of water supply.

Soils

Karakul delta soil is characterized by sandy desert soil and sand.

Irrigated areas are mainly cultivated with meadow soils. Irrigated land is saline to varying degrees

because of the weak surface slope terrain, lack of natural drainage, high summer temperatures and dry

air, and the huge vast evaporation and transpiration.

Large irrigation and drainage works carried out in this oasis radically improved the natural conditions

of the area.

Social - economic aspects

Currently, Alat and Karakul districts have a centralized water supply system. However these systems

have deteriorated considerably due to lack of maintenance and proper operations.

Due to population growth in urban and rural settlements, productivity of existing water treatment

facilities is insufficient to cover water needs.

Feasibility Study of the Project "Improvement of Alat and Karakul water supply of Bukhara region»

provides for the expansion and reconstruction of existing water treatment facilities that will provide

the missing water demand.

Population of rural settlements specially lacks drinking water. Working-age population is employed in

agriculture, agro-industrial enterprises processed agricultural products, food, light and local industry

in Alat and Karakul cities.

Agricultural production, such as growing cotton, vegetables, and livestock is developed in the rural

areas of the two districts. There are cotton processing and food industry in Alat and Karakul districts.

In addition, natural gas, nonferrous metals, gold, are produced and electricity is generated in Bukhara

region.

There are schools, kinder gardens, and commercial enterprises, public catering in the cities and health,

socio-cultural and communal institutions.

Social Safeguards and Land Acquisition/Compensation/Resettlement

A social survey was conducted by a specialized social consultant to assess the problems and solutions

to the water supply services in Alat and Karakul. The survey found that the population considers

water supply a priority problem that needs to be solved. The population was not pleased both with the

level of service and with the quality of the water, and deemed it is important to improve the situation.

Water supply rehabilitation/construction projects usually involve temporary, if not permanent, need

for acquisition of land. The main facilities to be renovated under the Project exist within fenced sites

dedicated to the respective facility. Main trunks and distribution networks will be rehabilitated which

will require temporary access to land or disruption of incomes due to restricted access to land.

Because the full extent of the coverage of works will be known with precision only after the detailed

design stage, a Resettlement Policy Framework (RPF) was prepared which outlines the potential

social and income impacts of the disruption to access to land. These may include loss of income or

permanent or temporary loss to assets such as productive land and trees. PCU prepared modified

version of RFP taking into account revised results of the feasibility study. This document has also

been discussed and explained in separate Project areas. RFP has also been discussed publicly in

Uzbekistan in June 2012. Individual Resettlement Action Plans (RAP) will be completed once the

areas and type of land acquisition impact is known. The RAP will be reviewed for acceptance by the

World Bank. The Regional Hokomiyat will have responsibility (through the BPCU) to implement the

RPF.

Other Safeguards considered

Projects on International Waterways (OB/BP 7.50). This safeguard policy is triggered by the

Project. The project will rehabilitate and expand capacity of the existing Dvoinik water intake which

is located on an irrigation canal that draws water from the Amu Darya River, an international

waterway. The rehabilitation works will increase the amount of water abstracted from 14.000 m3 per

day currently to 40.880 m3 per day, which will allow service coverage expansion both in the urban

and rural areas of the districts of Alat and Karakul. Formal treaties are in place between Uzbekistan

and Turkmenistan for the shared management and use of Amu Darya waters. In line with these

agreements, the additional volumes to be extracted due to the project are within the share of Amu

Darya waters allowed for Uzbekistan. Nevertheless, in line with the OP/BP 7.50, the Government of

Uzbekistan has notified Turkmenistan about the scope of the project and relevant investments.

Comments on project information are requested and shared with the Bank within 30 days from the

date of letter submission to riparians (before April 4, 2011). No comments were received by the

suggested deadline.

Physical Cultural Resources (PCR) policy is not triggered. No PCRs are expected to be affected

during the project implementation, yet attention will be paid to the possibility of built PCR affected by

dust and vibration during works. Chance finds will be referred to relevant authorities and relevant

mitigations are highlighted in the Environmental Mitigation Plan.

Safety of Dams. Two main reservoirs - Tudakul and Talimarjam - are both located off-stream and are

quite far from the project's intake (e.g., 280 km). A dam is located on the Amu-Bukhara channel near

the town of Farab about 10 km upstream of the Dvoinik water intake in Turkmen territory. However,

this dam acts mainly as a water distribution facility and does not serve the function of water storage.

Consequently, the Safety of Dams policy is not triggered by this project.

The main water distribution facility of the Interregional Administration of the Operation of the Amu-

Bukhara Machine Canal (IAOABMC) located on the territory of the Republic of Turkmenistan is in

the Farab area. Below is the data on the Farab Dam.

It was put into operation:

- first stage – 1962

- second stage – 1976

Reconstruction of the facility was conducted in the years 2000-2001.

Destination of the facility:

- Water distribution facility

Technical specification:

- Flow capacity – 350 m3/ second

Conclusion:

Stability meets the required hydro-engineering regulations. The given hydro-engineering facility does

not include storing functions.

Dvoinik intake facility is located on the border with Turkmenistan. The intake operates as an Uzbek

facility and has received recent bilateral investment support. The Government provided the Bank with

official assurances that the facility is the property of and is located on the territory of the Republic of

Uzbekistan.

С. ANALYSIS AND ASSESSMENT OF CURRENT STATUS OF ALAT AND KARAKUL

WATER SUPPLY AND PROJECT SOLUTIONS.

1. Characteristics of existing water supply system

Alat District

Karakul District

Due to the significant leakage and numerous accidents on the network there is a shortage of water

supply. Also, the quality of water supplied does not meet the State Standard of the Republic of

Uzbekistan O`z DSt 950:2000 "Drinking water Hygienic requirements and quality control".

Existing scheme of Alat water supply

The existing water supply in Alat is provided through centralized system of water supply from Amu-

Bukhara canal by "Dvoinik" water intake.

The performance of water treatment facilities is 14 thousand cubic meters per day.

Water supply is carried by the following scheme:

Water from "Dvoinik" water intake on three pipes D300 mm with assistance of 1st rise pumping

station will be given into horizontal pool with the size of 190x40, and the depth of 4,5m. The sediment

pool is silted and overgrown with sedge. Pumping station is equipped with 3 pumps. It is established

lifting block by load capacity of 0.5 t in the working condition.

The pumping station is operational and suitable for further exploitation. The project envisages

installation of two maintenance valves, two-trash lattice and two fish protection grids, and also

installation of a standby pump (recommended to install the pump with same brand of the existing

pump).

Water enters acceptance camera from sedimentation pool, and then water enters with 2nd

rise pumps

WDC in Alat city along “Dvoinik” water main. Pumping station is recessed with the size of 6x12 m.

There are 3 pumps installed in the pumping station. Two of pumps are in working condition, and one

is standby. Also, the project provides heating and lightening in pumping station.

"Dvoinik-Alat" water main made from steel pipes D700 mm, length 22.63 km is in poor condition.

The project provides reconstruction existing water main from nonmetallic pipes by increasing its

diameter to D800 mm.

Along water main, water enters horizontal earthen sedimentation pool (size 190 х 60m), located on a

platform of treatment facilities in Alat city. Coagulant supply is not envisaged.

After water clarification, water is supplied into the receiving chamber, which is located in front of the

combined pumping station.

The building of operating combined pumping station is half buried with sizes of 24 х 12m.

There are four groups of pumps in the engine room:

- I st group of pumps is used for filter washing, but washing of filters is not carried out.

- II nd group of pumps supplies water to filter station, then water by own enters acceptance

chamber (distribution).

- III-rd group of pumps is used to supply water to water main D300 mm, L=3km in Alat city.

- IVth

group of pumps is used for water supply to WDC at r/w station in Karakul city. At

present, water does not supply due to water lack.

There is a crane with capacity of 1 t.

There is no heating and lightening in the building. Repair of shelter, floors, ladders, installation of

heating units are required.

Filtering station with size of 24x12 m. is in poor condition.

There are two Clean Water Reservoirs (CWR) of 1000 m3 on the territory, which do not function.

Reconstruction of existing CWR is provided for by the Project.

Chlorination located above the distribution chamber does not function.

The project provides chlorination plant combined with a pump station of 3rd

rise on hypochlorite

sodium.

Existing scheme of Karakul water supply

At present, Existing “Alat-Karakul” water main D 400 mm, L= 10.65 km does not operate.

The existing water supply of Karakul is provided through centralized system of water supply from

Amu-Karakul canal by WDC at railway Karakul.

Performance of WDC at the railway station Karakul is 1.08 thousand cubic meters / day.

Water supply follows the following scheme:

Water is taken from Amu-Karakul canal with pumping station and is served by sedimentation pools

with sizes of 90x40 m, depth of 4,5 m (2 pcs.) After the initial settling, water enters CWR with

volume of 1000 m3 (2 pcs). Then to the pumping station of 2nd

rise is fed into the network. Water is

not to passing full clearing and disinfecting.

Conclusions:

The system was built over 30-40 years ago, and was partly reconstructed 10 years ago.

- Depreciation of water intake "Dvoinik"-Alat is 80%. Breakdowns often take place on the

network.

- Water is provided as per schedule that is several hours a day only.

- Filtering station does not treat water up to required standards.

- There is no chlorination equipment.

- Electricity costs are too high because of low efficiency of the pumping equipment.

- Lack of water meters.

Full water treatment is not carried out at water treatment plants and there is no water

disinfection. City's water supply is unstable; the current system does not provide the normal

regulation of water supply to the population.

2. Project type and category

The project relates to rehabilitation of domestic water supply networks implemented in the Alat and

Karakul districts.

Legislation of the Republic of Uzbekistan establishes facilities subject to state ecological expertise,

and the categories of their impact on the environment. The objects, which are subject to examination,

are placed in four categories of action on the environment.

Category 1 - high risk

Category 2 - medium risk

Category 3 – low risk

Category 4 - local impact

According to Environmental Categories of the World Bank, the level of ecologic analysis depends on

scale and environmental impact of proposed works. Below are selected categories of expert

evaluation:

Category A: full ecological evaluation (EE) is required;

Category B: if full ecological evaluation is not required, it is necessary to carry out ecological

analysis;

Category C: EE or ecological analysis is not required.

This project is given a Category B as a result of water resources consumption, construction/

reconstruction of works on water supply facilities and networks, reconstruction of laboratory buildings

and administrative facilities.

According to requirements of the World Bank and as per Position of the Government ecological

examination in the Republic Uzbekistan, the Cabinet Ministry confirmed by the Decision №491 from

31.12.01 and the List of activity type (the Appendix № 2), projected water constructions (water

distribution centers and water supply systems of regional value) have medium-low risk category of

influence on environment.

According to the scheme of the state environmental examination

(SER), paragraph 7, section 3, the examination is carried out by regional bodies of SER, in this case,

the Bukhara Regional Committee for Nature Protection.

3. Water supply facilities

Water supply of drinking quality is provided to the following consumers:

- For economic drinking needs of the population, for needs of public buildings and the

household enterprises;

- For economic drinking needs of the enterprises where water of drinking quality is required;

- For own needs of water constructions, washing of water supply systems;

- For fire extinguishing.

According to norms, Daily average, maximal daily, hour and second average water consumptions,

considering seasonal of non-uniformity water consumption on each priority district centers are

defined.

4. Sources of water supply and their estimation

The main source of house-drinking water supply of Alat and Karakul is surface water of the Amu-

Bukhara canal.

Current capacity of the source and impact of the project is presented below in Table №1

5. Design decisions

This project provides:

- Reconstruction and expansion of water intake and WTP "Dvoinik”;

- Reconstruction and expansion of AlatWDC;

- Construction and reconstruction of water mains;

a) “Dvoinik” – Аlat D800 mm, L=22.63 km.

b) Аlat – Каrakul D630 mm, L=10.65 km.

- Reconstruction and extension of WDC at railway station in Karakul city;

- Construction of three water distribution centers in Alat and two WDCs in Karakul district;

- Reconstruction of two water distribution centers in Alat and two WDC in Karakul districts

- Reconstruction and construction of water mains and water distribution networks for Alat and

Karakul districts.

Moreover, the project provides financial assets on designing the feasibility study of sewerage system

of Alat and Karakul districts that reduce the negative impact on fulfilled water on environment.

Since the project does not provide the centralized sewerage system in rural areas, it is recommended

to provide a pit for collecting fulfilled water from own pocket of households in order to reduce the

negative impacts on environment.

The project envisages the development of existing water infrastructure by construction of new and

reconstruction of existing water supply networks.

Metal pipes corrode easily. They are not resistant to aggressive groundwater, and are not convenient

for transportation and assembly. Therefore, the construction of new and replacement of old water

supply pipes propose to use non-metallic pipes. PE pipes can be various dimensions and lengths, with

different couplings and fittings. They are convenient to be transported and assembled, resistant to

corrosion with long lifetime – their operation period is 50 years.

6. Alternatives Proposed by the Project

"Zero option"

Zero option implies continuing with the current water supply situation in Alat and Karakul which will

lead to deficiency in household potable water, continued loss of water as a valuable resource, and

deterioration of ecological conditions of region and increased social and economic difficulties.

The Project provides for reduction of water losses to minimum level due to the application of the

latest equipment.

Realization of design solutions indicated in the Feasibility study will allow for the uninterrupted

drinking water supply and to improve sanitary and environmental situation in project area in the

required proportion for the population.

The Project Alternatives. Groundwater usage for Alat and Karakul water supply is not possible

because of the low quality of groundwater which is strongly mineralized and not suitable for the

household drinking water without desalination. Desalination requires large electric consumption with

volume of 49,816 ths.m3/day. In addition, disposal of the salt obtained after the desalination may

negatively impact on the environment.

Source of drinking water is Amu-Bukhara canal. The project envisages construction of a new

water treatment plant at "Dvoinik" water intake including the following: reconstruction / construction

of 2 settling tanks, reagent chemical plant (farm), sludge tanks (which is now part of the EMP), filter

station, complete installation of chlorination (sodium hypochlorite generating) equipment, pump

station for further supply of drinking water to the water distribution units of Alat and Karakul. The

choice of the final version was based on the best technical solutions with environmental

considerations.

7. The impact on environment due to location of planned facilities

Sources of environmental impact during the operation of water supply system consisting of water

intake, water pipelines, and facilities for water supply to be developed and rehabilitated in the project

are the following:

- Works and industrial buildings of main and auxiliary technology, which include construction

of water intake, cleaning, disinfecting and storage of clean water;

- Technological underground communications, which are mainly used by plastic and steel pipes;

- Building of pumping stations and equipment located in them;

- Reagent economy from storage coagulant and flocculants;

- Electrolysis of sodium hypochlorite.

Types of Environmental Impact

Water supply system is characterized by additional supply in environment of new buildings and

facilities, for placing of the equipment of the basic and auxiliary technological processes for water

intake, clearing and water disinfecting, for storage of pure water and water supply to population.

Route of water main has been chosen considering the following factors:

- Available reduction of route length;

- Minimal number of dismantling constructions and houses;

- Maximal approach of the route to existing roads, borders, irrigations;

- Minimal damage related to adjacent area in emergency case.

- Outlet under the route of the least valuable in the agricultural respect of land;

- If possible, use-of-way of other main utilities (overhead power lines, gas pipelines, etc.).

In case of an emergency condition on water mains and water supply network during cleanse of pipes

after conducting a renovation, it is possible impact on land and water collecting drainage system

which are located close to water mains of drinking water.

Water distribution centers

Project provides the following:

Construction:

- 3 WDCs in Alat district;

- WDCs in Karakul district.

WDCs are used for water supply to population. Territory of sites is fenced by sanitary zone of high

security, by reinforced concrete fences, and this territory is improved and landscaped.

During operating of technical equipment on water intake, clearing, disinfecting, hashing and water

delivery, and also on preparation of reagents in industrial buildings and work of ventilating systems -

emissions of harmful substances in atmosphere are not observed.

However, the operation is accompanied by additional supply of noise, vibration, electromagnetic

radiation and heat.

The water supply system is accompanied by a withdrawal from the environment of land for the

placement of buildings and structures, as well as the protective buffer zones. During the construction

of water supply, route has to change the terrain and soil structure.

Possibly there will be also short, but intensive influence on soils and subsoil waters in case of

emergency damage of a water line, spatial coverage of influence will be limited to the small territory

which is not increasing in scale through timely interventions to limit the consequences of

emergencies.

Technological processes of water supply to the population accompanied by withdrawal from the

environment of the natural surface water in amount of 40,88 t.m3/ day.

Likewise, improvement of water supply in the project areas will lead to little impact on the

environment.

The main objects of impact

The main impact objects during operating of water supply system to be involved in the Project are the

following:

- Operational personnel of water supply system;

- Air, surface and underground water, soil within facilities and water mains;

- Flora and fauna;

- Animal and vegetable world.

Nature of the impact on the environment during work rehabilitation and after their completion will be

varied.

During the period of work, dust and combustion products from the construction and mobile

technology will affect the air. It disturbs state of soils and land cover. The impact will be temporary

for these components of the environment with reversible effects.

The following wastes could be generated during the repair and rehabilitation work of water supply:

Excavation wastes from the preparation of sites for the construction of water pipelines, which

will be used for backfilling the trenches;

Waste materials after the repair and reconstruction of damaged existing pipelines are provided

to cycling for processing metallurgical plant;

Usage and storage of these wastes will be provided for in the working project. Various types of solid

waste, including wood, plastic and cardboard boxes from the packing equipment will be arisen at

work sites. Mitigation measures include the providing containers for sorting solid waste. Cardboard

boxes from packaging equipment will be handed over to the collection points "Vtorutilsyrya", waste

plastic - for the nearest ventures of plastic processing.

Maintenance of machinery will be strictly made at filling stations. Used oil and other liquid

contaminants will be stored in specially equipped places for them and removed for regeneration to the

nearest storage depot. Maintenance of machinery on the work site will not be allowed.

Construction site after construction works shall be cleared of debris and shall be landscaped. In the

case of destruction of blacktop streets, these also must be returned to their previous conditions or

improved as may be required from the bidder.

If necessary, removal and storage of excess soil will be carried out after obtaining the permission of

the district or regional architecture with regard to the final disposal site.

If necessary, permission will also be obtained to import of crushed rock, gravel, sand for construction

work from sites and quarries.

During construction works, transportation shall be carried out strictly with safety considerations

according to the selected road, to exclude the possibility of destruction of fertile soil layers and

unnecessary disturbance to residential areas.

Environment impact type as a result of operation of water treatment facilities, water intakes and

facilities on water supply to consumers will be the following:

- Noise and vibration from working pumps, mixers have continuous influence on the personnel

which is in the premises of pumping stations during time required for service, or its repair,

however, impact of space noise and vibration from the given equipment does not perform on

surrounding, as all equipment generating noise and vibration are established in buildings;

- Noise vibration from water moving along water main affects animals and soil microflora;

- In case of an emergency on water main and during their washing after carrying out of repair

work, short influences on soil and water of the collector-drainage systems located lengthways

or near to water waters are probable.

- The water supply system is related to IIIrd category of influence on environment (low risk).

Allocation of the land:

All works for the rehabilitation and expansion of water supply including the WDC Аlat and WDC at

Karakul railway station, with the exception of the new WTP which will be located at the Dvoinik

water intake site, will be carried out within existing facility sites. Works for the new and reconstruction

of water intakes and pipelines are planned along the existing roads, or on arable land edge.

Historical, cultural monuments

Currently, historical and cultural monuments, which may be damaged by the Project, are not found on

the construction territory of Alat and Karakul districts. In the case of chance finds, the construction

works will be stopped and the situation will be referred to the Regional Hokimiyat and authorities

responsible for cultural heritage before proceeding with further work (see Annex 1).

8. The impact on the environment resulting from usage of water resources

Water resources

The designed water supply system source is provided by the existing water intake "Dvoinik".with a

water production in capacity of 49,816 m3/day from Amu-Bukhara canal The water supply will be

carried out according to the document «The Permission to special water use» confirmed by the State

committee on management of the Republic Uzbekistan. Volumes of available water resources are not

violated and expected to be within the international treatments and agreements on the use of Amu

Darya River between the Republics of Uzbekistan and Turkmenistan. The Government of

Turkmenistan has been notified of the Project (in February 2011) in case it wants to provide any

comments on the use water from the Amu Darya and impact on the quality and quality of the river

water due to the Project. No comments have been received as of today.

9. The impact on the environment as a result of construction work

Conflicts with other forms of public infrastructure are not expected during the execution of this

project. At the stage of detailed design, the project will be presented to the Government to examine the

architecture of buildings including questions of the coordination with corresponding departments of a

municipal infrastructure (line LEP, communication communications, crossing of transport highways

etc.).

Construction operation

At the stage of construction strict adherence to safety rules and control the noise level, dust, and

vibration types of impact will be required. It is necessary to provide containers for gathering of dust

and containers for gathering of the used oils with the subsequent transport to specialized disposal areas

or for recycling.

If additional transport and warehousing of excessive debris and construction waste, permission of

management of regional hokimiyat or regional architecture with instructions on disposal sites and

procedures is required.

If necessary, of crushed rock, gravel, sand for construction work is needed, it is required to obtain

permission to use the sites and quarries.

Transportations of materials, equipment or construction waste should be carried out strictly on the

allocated roads to exclude possibility destruction of fertile layers of earth and to avoid unnecessary

disruption to residential areas or business areas.

It is necessary to create sanitary and safe conditions for all the workers. Experts of technical

supervision are obliged to make daily tours of platforms of building and nearby territories for the

purpose of visual inspection of the performance of contractors and their workers. The inspection will

cover all aspects of environmental protection and safety.

Construction site after construction works should be cleared of debris and landscaped. In the case of

destruction of blacktop streets, they must be returned to their original condition or improved.

10. The impact on the environment due to operation of facilities

Operation of the project

It is provided for actions for prevention of negative influences on environment and population health,

including the personnel involved in operation of design and construction of the proposed facilities and

infrastructure. Safety precautions, regulations and standard documents on operation of objects will be

provided by the contractors.

At the sites of water distribution centers will be used alternative methods of disinfecting (hypochlorite

calcium or sodium in dependence of a choice of the customer) from which there will be no harmful

emissions into the atmosphere.

Air exhaust ventilation is provided in the buildings..

11. Potential measures to reduce environmental impact

Activities to protect water supply facilities

Protection of used water works (facilities) will be provided by the reconstruction of sanitary protection

zones.

The present feasibility Study provides details on the organization of sanitary protection zones of

"Dvoinik" water intake existing site, WDC Alat, WDC at railway station Karakul and new water

distribution centers and water pipelines.

Sanitary protection zones are organized according to the requirements of KMK 2.04.02-97 "Water

supply. External Networks and Facilities". Borders of first belt Zone of Sanitary Protection (ZSP) of

the site of water distribution center and sites of water intake constructions coincide with fencing sites

and are provided for at the distance of 30 - 50 m from walls of potable water reservoirs.

The fence is tight sheeting with height of 2,5 meters with barbed wire. All sites are provided with

protection. The sanitary protective strip zone around the first belt of sites is 100m wide.

The transport routes selected conditions meet the requirements of KMK 2.04.02-97 – by-passing the

cemetery, cattle cemetery, field filtering, landfills, manure storage and other sources of pollution. The

width of sanitary protection strip of water pipelines shall be 10m.

Activities for land protection

During design of water supply facilities, measures to protect the land in accordance with KMK

3.01.O1-97 and KMK 3.05.03-97 are included.

At the production planning works for sites WTP "Dvoinik" and WDC in Alat, topsoil suitable for

subsequent use is removed and stored in specially designated areas.

Transportation through temporary roads and other access routes should not damage the trees and

shrubs.

Construction work, storage pipes and other building materials are necessary to perform at a distance of

more than two meters from the Green Zone.

The territory of the construction should be cleaned from garbage and planted trees after completion of

construction works.

Prior to the beginning of the basic works on building of pipes from WTP "Dvoinik" to WDC in Аlat

any fertile layer of land is moved for temporary storage.

During the subsequent development of trench, soil is stockpiled along the road culvert. Backfilling of

the trench with soil compaction is carried out after laying the water pipelines.

Construction of water pipeline is completed with layout (planning) of the soil and with return of soil

from temporary storage. After the technical phase of reclamation, it will be performed the biological

phase.

The period time of the biological phase of reclamation of damaged lands consists of three year. Within

the duration period, activities for the conservation fertile soil layer, restoring its biological activity and

structure and accumulation of organic substances and nitrogen must be provided.

The lack of nutrients on surface layer of reclaimed land will be fertilized.

During the period time of the biological phase of reclamation of damaged lands the whole set of

necessary agriculture work including observance of norms of crops of seeds mixtures will be

performed. After 3 years of the period time of the biological reclamation, the land areas should be included in agriculture turnover.

Conservation of soil, surface water and groundwater

A number of devices and actions to warn about emergencies are provided in the Project. As

consequence, the following actions are included:

- Building of water mains is provided to be made from PE:

- On the water main highway switching device and stop valve provides: installation of air release

valves, valves and gates;

- At the water pipeline, water to the soil, surface water and groundwater provides.

These issues for the release of water for washing repair parts in the collector-drainage network are

required conditions for clean water. Clearing of washing waters on repair sites water is not provided,

as water dumped in Collector Drainage Systems (CDS) is not made regularly and impurity flushing

waters is considerably below impurity of collector waters;

At WTP "Dvoinik", lavatory for 2 holes with a waterproof cesspool is designed. The waste will be

discharged to cesspool equipped with an exhaust riser. Sewage will be removed by disposal trucks to

the nearest WWTP.

The project provides for a cesspool in size of 50m3 at the WDC in Alat, equipped with an exhaust

riser.. Runoff from all buildings and structures are collected by gravity in the raking. Raking is

designed for removal of sewage Sewage disposal trucks to the nearest WWTP.

The deposit formed in horizontal sedimentation pools in the course of clarification of initial water is

pumped over and collected in sludge collection with the subsequent dump in a landfill that will be

constructed by the Government (e.g., not financed under the project).

The project provides waterproofing and corrosion protection of steel pipes and tubes to prevent the

destruction of ground water.

Engineering structures provide for easy access for the purposes of inspection, repair and replacement

of equipment.

Provision of sanitary protection zone of water withdrawal includes three belts.

WTP territory at "Dvoinik" in Alat city, WDC at railway station in Karakul city and new water

distribution centers will be improved and landscaped at the completion of the facility construction.

Quality of surface water will not be changed, as pipes are laid under cannels with a steel casing with

supports, which are established at a distance of 2,0m from borders and upwards on height of 0,5m

from an existing mark of the earth.

Activities for Air Protection

The facilities, which are sources of harmful emissions in the air, at the sites of "Dvoinik", WDC at

Karakul railway station and new water distribution centers are absent.

At reconstructed site of WTP in Аlat, there are no sources of harmful emissions to the atmosphere, as

heating of existing and again projected buildings according to accepted schemes will be made not

from a boiler-house, but from the individual gas coppers, or electro-heaters established in each

building separately.

In general, natural and forced-air ventilation is provided for in industrial premises.

Air emissions in the atmosphere are insignificant and cannot have influence on the composition of air

and will not increase the background concentrations.

Landscaping will be provided for in WTP territories.

Noise protection measures

Noise sources at WTP sites are working pumps, mixers, and ventilation system.

The environmental management plan provides for the following activities to reduce the impact of

mechanical noise in the room adjacent to the ventilation chamber:

- Installation of pumps, mixers and fans at the isolated base to reduce noise;

- A device of flexible connector between the fans and air vents that reduce noise levels by 5-15

dB;

- Places of passage piping and ductwork through constructions will be covered with mineral

wool, fiberglass around the perimeter of the hole;

- The internal layout of buildings will provide for isolation rooms.

Areas of the WTP will include trees planting and gardens that will reduce the noise level as well.

Anti-seismic activities

Seismicity of the construction area of "Dvoinik" water intake, WTP in Alat, WDC at railway station in

Karakul and new water distribution centers has 7 points. Estimated seismicity is 8 points.

The project provides for anti-seismic activities in accordance with KMK 2.01.03-96 "Construction in

seismic areas”:

- Single-storey buildings with height of from 3.0 to 4.2 m.

- Buildings and constructions made in accordance with the seismic standards;

- Reinforcement of corners and intersections of walls, anti-seismic belt for brick walls;

- Increase in the level of reinforcement plates cover for modular monolithic reinforced concrete

structures;

- Seismic stability of pipelines is provided with a choice of a class of durability of pipes, use of

flexible butt connections;

- Supports made from concrete shall be installed in the sites of turning water passages and water

pipelines;

- Construction of manholes, and switch cameras to ensure freedom of movement of nodes,

which is achieved by gaps between the walls of manholes and pipes;

- The size of holes for passage of pipes in the walls of the wells must provide clearance. Pipes

are laid in a case;

- Anti-corrosion measures.

The project provides corrosion protection measures in accordance with KMK 2.03.11-96 and KMK

3.04.02-97 “Protection of structures and facilities from corrosion”, these include:

- Selection of corrosion-resistant materials;

- Protection of external surfaces of underground concrete and ferro-concrete designs and the

bases against aggressive influence of environment is provided with application of sulphate

resistant cement with the subsequent coating with hot bitumen for two times;

- Metal construction and industrial pipelines are covered by bitumen-polymer insulation;

- PE pipes are used to ensure anti-corrosion of water main with D800 from WTP at "Dvoinik" to

WDC in Alat and for water main with D630 from WDC in Alat to WDC at railway station in

Karakul.

Emergency situations and measures for their prevention

Emergencies

Accidents may be caused by various reasons:

- Poor quality of construction works;

- Ageing of pipelines;

- Overloading facilities;

- The emergence of water hammer;

- Factory tube defects;

- Electrochemical and soil corrosion;

- Foreign influence on pipelines;

- Fires, earthquakes, floods, etc.

- Violation of the rules of service personnel and technical exploitation of facilities and safety

rules.

Based on statistical data of the analysis of similar system work, breakdowns at pumping stations are

caused by failure of process equipment, electric equipment, instrumentations, stop-regulating

armature.

The most frequent damages on water pipelines are infringements of tightness of joints and integrity of

pipelines (formation of longitudinal and cross-section cracks of pipes). Thus, water can stream on a

surface through water manholes or filter into a ground in places of damages.

Damages of stop valve can arise owing to infringement bolted connections, mechanical damage or

destruction of designs of manholes.

The main types of emergency operations are:

- Arrangement of temporary drainage tray or bypass pipes for water discharge, bypassing the

damaged areas.

- Turn off emergency areas by valves or plugs.

- Pumping of water from releases at the damaged sites of water main is forced by emergency

team.

- Replacement of damaged pipes, structures, fixtures.

- Hydraulic test of water pipeline.

- Manufacture of excavation and rehabilitation of asphalt pavement on the damaged areas.

Measures to prevent accidents

In order to prevent accidents at the project facilities of water supply the following provides:

- Installation of stop-regulating valves and air valves on water pipelines:

- Easy access, and details Access roads to buildings;

- Pipelines are provided from PE pipes, ensuring high integrity, corrosion and water resistance;

- Insulation of exterior and interior surfaces of pipelines (metal sections);

- Emergency release device for water main with discharge in drainage network.

To prevent accidental discharges and pollution in environment the following provides:

At the area of "Dvoinik " WTP production waters (overflow), as conditionally pure waters are lead out

to the blind area behind bounds of the buildings. There are no polluting waste waters.

After the start of construction of new water distribution units, the old facilities will be dismantled.

Wastes water from new facilities in Alat water distribution units will be discharged to on-site drainage

system. Domestic sewage will be discharged to cesspool 50 m3, and further will be transported to the

nearest WWTP.

Discharge of waste waters from the WTP sites in Alat is provided in intra- site sewer network.

50m3 cesspool is provided for with subsequent transportation to the nearest SES for the removal of

domestic waste waters at the site.

Internal networks of sewer pipes are made of polyethylene with high resistance to corrosion of the soil

and groundwater.

Project excludes the possibility of accidental discharges in the irrigation network.

Emergencies on water drain networks can be avoided with their proper operation, maintenance,

routine inspections of networks and timely operating repair.

Fire preventive measures

Fire safety is ensured by the choice of fire safety circuits of production, timely repair of equipment.

Buildings and constructions are designed for II degree of fire resistance where all elements of designs

and walls are executed from fireproof and nonflammable designs and materials. For prevention of

fires from malfunctioning in the electric system, reliable grounding of all elements of electric

equipment, which can appear lived at isolation infringement, is provided.

Fire hydrants are installed for fire management.

D. ENVIRONMENTAL MONITORING

According to the Law of the Republic Uzbekistan ¹ 754-XII dated 09.12.1992, at the stage of building

and operation of water supply facilities, ecological control including monitoring of environment shall

be carried out on the sites with participation of the enterprises, wildlife protection authorities, local

administrations and representatives of the population on rational use of natural resources and

observance of requirements of the nature protection legislation in each priority district. Monitoring

shall cover levels of pollution of air, soils, superficial and underground waters, influence on vegetation

and fauna, the control over excess of noise level and other negative influences.

ESTIMATION OF SOCIAL AND ECONOMIC CONSEQUENCES

Provision of the population with pure, quality water has a large hygienic value as it protects people

from various epidemiological diseases transferred through water. Infectious diseases due to quality

water will lead to prolonged disability, absence from work, difficult mental and physical development

of children, as well as some fatal diseases. Preventing spread of infectious diseases is possible by

providing the population with centralized water supply system. Provision of the population with

quality potable water demands a careful choice of natural sources, their protection against pollution

and appropriate treatment and water disinfecting in water treatment facilities.

Source water must meet the following basic requirements:

- receipt of required amount of water with the increase in water consumption;

- uninterrupted water supply to consumers;

- Availability of water with the quality which meets requirements of consumers, or allows

reaching required quality by simple and cheap way of cleaning and disinfecting;

- Ensure the possibility of water supply to customers with the least cost;

- Avoid damage of existing ecological system.

Technological scheme of water supply, adopted in the project enables to increase the capacity of the

existing water supply system up to 40.9 thousand cubic meters/day.

Thus, reconstruction of existing water treatment facilities in "Dvoinik" in Alat city and WDC of

railway station in Karakul water supply to consumers, provided in the project, will improve a sanitary-

and-hygienic condition of environment around settlements, and improve conditions of life of the

people in these areas.

The accepted project decisions will provide uninterrupted water delivery meeting the requirements of

the standard of potable water O’zDst 950:2000 to the population of city in necessary amount taking

into account water consumption growth, not breaking developed ecological system.

E. ECOLOGICAL ASSESSMENT OF DESIGNED FACILITY

The adverse influences considered in Project of EIS from designed water supply system and the design

decisions on prevention of adverse influences on surrounding environment show that quality of

atmospheric air, surface and subsoil waters, soil-vegetation cover, around the site of water works have

acceptable ecological impact, and in some ways will have positive influence given reduction in water

waste and infiltration. Moreover, providing population with sufficient quality potable water and

sanitary improvement in areas will positively affect level of health of the population, the level of

disease connected with bad quality of water will decrease.

F. ENVIRONMENTAL MANAGEMENT PLAN (EMP)

General objectives of environmental management are:

• Implementation of measures to prevent or reduce any negative impacts to acceptable levels;

• Implementation of measures that contribute to environmental activities;

• Implementing measures to eliminate risks during the construction and O&M;

• Monitoring during the rehabilitation / construction and operation.

To ensure its effectiveness and practicality, EMP takes into account the requirements of IDA, Agency

"Uzkommunkhizmat" PE "Suvokova" of Bukhara region, representatives of Hydrogeologists,

Territorial Committee on Environmental Protection, the inspection for the protection of cultural

heritage. The plan provides for the decision of the issues connected with building and work of the

structure of water supply, and also along with the description of possible negative influence, includes

measures for the effective reduction of negative influence on the environment (see Annex).

G. MONITORING ACTIVITIES

Monitoring will be conducted for the purpose of checking whether the project corresponds to the

established national ecological standards and the procedures, and what influence the project has on

environment. Monitoring will pay attention to building and rehabilitation works, disinfection of raw

water and the cleaning of pipelines, and observance of the schedule and the plan of execution of

works. With a view of provision of uninterrupted performance of repair-rehabilitation works in the

contract with the contractor it is necessary to provide the following:

• Implement a new building materials and efficient design, technologies of work in the

construction;

• Provide safe and healthy conditions to facilitate the work and avoid accidents.

• Prohibit the Commissioning of the rehabilitated facilities that fail to meet environmental

requirements.

• Determine the sequence of rehabilitation works on the pipelines, taking into account the

reducing of local nuisances to a minimum.

• Determine methods of construction and applying protection of work sites and provide for

transitional bridges through separate trenches.

• Ensure maximum and safe access to work spaces and housing.

• Safe movement and installation of mechanisms.

• Demand from the contractor to use redistribution of traffic in work zone. Traffic management,

alarms and lighting should be installed in accordance with local regulations. If necessary, safe

transitions and bypasses for pedestrians and vehicles shall be provided.

Responsibility for performance of mitigation measures is assigned to Contractors. Monitoring

measures of EMP will be carried out by services of Bukhara regional PE "Suvokova" in the process of

conducting civil works and operation of sites, through the implementation design and supervision

consultants.

Monitoring the implementation of EMP is the final responsibility of local authorities and authorized

state bodies and the State Committee "Uzkommunkhizmat".

Environmental Monitoring Plan

Monitoring of the condition of environment will be organized according to common diagram taking

into account the requirements of the environmental protection.

The specific objectives of Environmental Monitoring Plan implementation are: (i) taking samples and

data collection for the project area; (ii) Gathering and processing of the additional data necessary for

creation of system of the analysis and the transparent, effective information reporting which will make

it possible to determine the impact of the project.

Environmental monitoring during project implementation will include monitoring of:

• The quality of groundwater and surface water in areas above and below the project site;

• Air quality (dust, exhaust fumes) near the works site;

• Construction, transport and operational safety;

• The impact on flora and fauna.

• Operational requirements related to works involving asbestos, including but not limited to the

following:

- Containment of interior areas where removal will occur in a negative pressure enclosure;

- Protection of walls, floors, and other surfaces with plastic sheeting;

- Construction of decontamination facilities for workers and equipment;

- Removing the Asbestos Containing Materials (ACM) using wet methods and/or in line with

provisions of the World Bank Good Practice Note on Asbestos, and promptly placing the

material in impermeable containers;

Main organizations engaged in the State monitoring in the Republic of Uzbekistan are:

• State Committee of Nature of Uzbekistan (ecological monitoring of: fauna, flora, and control

over the monitoring of pollution sources);

• State Enterprise NPC "Geology of hydro-mineral resources and its subdivisions (monitoring of

groundwater levels, groundwater salinity);

• Uzglavgidromet of the Cabinet of Ministers (surface water quality monitoring of major rivers,

air, soil and meteorological monitoring).

Monitoring of the level of subsoil waters is carried out by regional division of the Hydro-geological

station; its laboratory carries out measurements of parts of the Project districts on monthly basis.

Except for gauging of depth of subsoil water, samples are taken from these parts for defining

mineralization of subsoil waters. Hydro-geological station (HGC) carries out regular monitoring of

salinity on the basic ions (chlorides, sulphates, calcium, magnesium, etc.).

Ecological monitoring is carried out by the State specialized inspection of analytical control

(GovSIAK) of the Republic Uzbekistan, Goskompriroda (State Committee for Nature Protection) and

its branches. Monitoring is conducted on: to fauna, flora, quality of air on pollution sources, superficial

waters and sources of their pollution, soils.

It is necessary to trace level of salinization in subsoil waters, quality of water in waterways for

estimation of potential influence of the project on an environment condition.

H. FORECASTED COST OF MONITORING AND ENVIRONMENTAL

MANAGEMENT PLAN (EMP)

Environmental and social importance of the Project area assures specific protection of environment

and mitigation measures which are included into the total project cost budget in each project

component, including the design and supervision implementation consultant (who will be responsible

for elaborating on and monitoring the EMP) and each participating construction contractor (who will

be responsible for implementation of the EMP). Budgets of the monitoring by state institutions are

included in the government budget. The budget will cover preventive activity or necessary mitigation

measures aimed at overcoming of impacts related to construction as well as development of capacity

on environmental management. Further, these types of activity should be determined during

development of Feasibility Study and detail designing of engineering works.

For these types of projects, the estimated costs for implementing and monitoring the EMP might range

up to 10% of the civil works cost. EMP implementation is the responsibility of the contractors and are

included in the cost of works (and monitored by the supervision consultant). Forecasted expenses for

implementing works on monitoring and EMP will be revised in the process of finalization of the

Feasibility Study and the relevant designs.

After completing all project activities improved centralized water supply of Alat and Karakul districts

of Bukhara region and further basic measures for the support of project outputs will be operation and

maintenance of water supply infrastructure by water utilities (vodokanals). As by that time all project

funds will be utilized and operation and maintenance financing will be covered by regional authorities

and Uzkommunkhizmat agency. Responsibility for monitoring of follow-up activities will be with

Bukhara Regional «Suvokova».

CONCLUSION

The Environmental Impact Study on "Improvement of water supply of Karakul and Alat districts of

Bukhara region" was carried out on the basis of the analysis of ecological condition of environment,

water supply systems and constructions, design decisions and the expected consequences of influence

from realization of the measures taken.

Rehabilitation and construction works at "Dvoinik" water intake, water supply systems and water

distribution centers actually may be considered as part of environmental protection measures due to

reductions in water wastage, or infiltration.

The analysis has shown that in Bukhara Oblast there is a number of problems connected with condition

of water works and networks:

• Due to corrosion of steel pipes there is significant leakage of drinking water;

• Regional PE «Suvokova» and district vodokanlas do not reflect actual water leaks in connection

with absence of devices of the account of water in the facilities and their absence with consumers. It

leads to irrational use of water;

• Disinfection and thorough cleaning is not carried out, which adversely affects the health of the

population.

Analysis of the current state of water supply facilities and networks showed that they are worn out.

Buildings and facilities, the electromechanical equipment at the water intake, water distribution centers

are in very bad physical condition and have low efficiency.

For the solution of above listed problems in Alat and Karakul districts and improvements of operation

of the water facilities and networks the project plans to carry out repair-rehabilitation works on knots

of distribution of water, including pump stations, chlorination, reconstruction or replacement water

main, the water supply systems which are in unsatisfactory condition.

Realization of these measures will lead to improvement of quality of water supply of the population,

reduction of leaks and water infiltration from water pipes in grounds/subsoil waters, will increase

amount of water supplied to the population and will lower negative influence on soils, ground water

and subsoil waters.

Realization of the measures provided by the present Feasibility Study will allow providing

uninterrupted, reliable operation of water supply system, to increase population coverage by the

centralized networks of water supply of Аlat and Karakul and to provide the guaranteed protection of

environment from pollution.

For the purpose of increasing the potential of PE «Suvokova» the project plans to include purchase of

modern emergency special machinery, the leak detection equipment, an excavator for fast repair, a

modern workshop and the equipment for management that will improve the further maintenance

service of the reconstructed water system. These measures will allow reducing negative influence on

environment.

Thus, the EIS reveals consequences of influence due to the project realization, rehabilitation of

facilities, reconstruction and building of water supply systems, improvement of management and

operation by water and sewerage services will not lead to change of a water regime of territory and

will positively affect all the environment, sites of a cultural heritage and population health.

PUBLIC CONSULTATION UNDER THE PROJECT

Initially, the Bukhara Vodokanal, through the BPCU conducted public information to inform the

involved population about the proposed project, including its potential and environmental impact.

Following consultation with the Bank on a draft EIS, EMP and the resettlement policy framework

(RPF), the BPCU provided the EIS, EMP and RPF to the public through websites and in public offices

(local governments). 3 days was provided for the participants to be able to read and understand the

documents. Consultation was held in February 2011. Summaries of the RPF and the EIS were

prepared. The consultant explained the procedures, took minutes of the meetings (attached) and

provided opportunity for those present to make comments (see attachment). Copies of the summary

information on EIS prepared in Uzbek/Russian languages were distributed to all participants at the

beginning of the meeting. The RPF was accepted by the Bank and posted in the Info Shop on February

22, 2011. This present EIS now includes comments received during the public consultation, and when

approved by the Bank will be published in the Infoshop. Objectives of public discussions include the

following:

• To provide population of the Alat and Karakul, including non-governmental organizations,

relevant stakeholders with information about proposed «Improvement of water Supply of Alat and

Karakul districts of Bukhara region» activities on construction and rehabilitation works.

• To inform stakeholders and other participants on EIA and RPF.

• To discuss the potential adverse environmental and social impacts arising from proposed

Project's including the proposed mitigation measures.

PCU prepared modified version of RFP taking into account revised results of the feasibility

study. This document has also been discussed and explained in separate Project areas. RFP has also

been discussed publicly in Uzbekistan in June 2012.

Furthermore, following a revised scope of the project that included further assessment of

expansion of water supply in the rural areas of Alat and Karakul districts, the BPCU organized

another public discussion (during June 2012) to inform the project affected persons about the extended

coverage of the project. The current EIS includes also updated information linked to the revised

project scope and in line with the revised Feasibility Study. Minutes of the latest public discussions

are also attached to this revised draft report.

Minutes of public discussions held on February 5, 2011 in Khokimiyats of Alat and Karakul

districts of Bukhara region under the Project “Improvement of Alat and Karakul water supply”

In the frame of State program of infrastructure modernization of Uzbekistan (strategy for 2010-2020 on

development of water and sanitation systems), full-scale restructuring of communal services by improving

infrastructure and procuring modern equipment, increasing service quality, increasing training of staff and

introducing of new reforms of financing and management take place.

Within the strategy of cooperation between the Government of the Republic of Uzbekistan and the

World Bank it is proposed to direct a major investment for improving the quality of public services in

districts. For this purpose, realization of AKWSP is planned, which will be financed by the World Bank

and the Government of the Republic Uzbekistan. Estimated budget is more than 100.0 million USD, 75

million of which is IDA credit. Planned investments will be addressed to solving the issues of improving

the quality of water in rural settlements and villages.

Public discussions as a part of the process of Environmental evaluation and the draft framework

resettlement policy

The Process of consultation with community is one of the significant elements of EE procedure in

accordance with Policy of the World Bank on prevention measures and ecological legislation of RUz.

Carrying out public discussions will allow solving two tasks simultaneously: identify main ecological

problems and introduce results of preliminary ecological evaluation to community and to receive

comments on proposed events on reduction of environment impact.

Public discussions on the Project “Improvement of Alat and Karakul water supply of Bukhara region”

were held in conference hall on February 5, 2011 at 10 a.m. in Khokimiyat of Alat district and at 15:00 in

Khokimiyat of Karakul district. Announcement on public discussions was put in local newspaper

“Buharskiy vestnik” dd. February 2, 2011 (Please see Attachment 1)

About 300 attendees were present at public discussions, including 240 attendees in Karakul and 60

attendees in Alat (Please see Attachment 2) such as representatives from khokimiats (deputies), sanitary

epidemiological services, State Committee on nature protection, residents of Alat and Karakul districts

and other concerned persons. Khokims of Alat and Karakul districts and director of Bukhara RPE

“Suvokova” spoke at a meeting as well. They told briefly tasks of the Project “Improvement of Alat and

Karakul water supply of Bukhara region”, objectives of public discussions. Then, specialists from

Bukhara RPE “Suvokova” showed presentation with opening main project purposes. (Please see

Attachment 3).

investigation of water in Amudarya river at “Dvoinik”, pollution with pesticides such as “Derazol”,

“Stomp”, “Kataran”, “Bronatak”, “Detsis”, “Avguron-extra” (dropp), “Magnesium chlorate”, GHCG

(Geksachlorineciklogeksan), “DDT”, “GHB” (Geksalchlorbenzol), “Simbush”, “Omayt”, “Summa-Alfa”,

“Karatan” was not revealed in 2010. The above listed pesticides were not detected in water.
