C(vii) Executive Summary of Research Proposal (maximum 300 words)(Please include the background of research, literature reviews, objectives, research methodology aexpected outcomes from the research project)

In this research we analyse the advancement of e-zakat website and portal as an electronic and online media

delivering zakat services and disseminating information. The objective of this study is to explore the effectivenof e-zakat site, and to measure the levels transparency of zakat institution. The respondents of this study are zapayers of 14 zakat institutions in Malaysia. Questionnaire will be developed and distributed to gather usperception to measures the success of e-zakat on aspects of zakat services, especially on the use of internet aonline service delivery of zakat institution. Observation on e-zakat website and portal will be conducted to analthe development, design and content of the portal. By the end of this study, several findings which relate to effectiveness and potential benefits and growth of e-zakat and the levels of transparency of zakat institution candetermined.

C(viii) Detailed proposal of research project:Cadangan maklumat penyelidikan secara terperinci:

(a) Research background including Hypothesis /Research Questions and Literature Reviews.

The emergence of the internet and concerns for developments in processing capacity as well as data storage othe 1990s has significantly altered the environment for ICT use across society and institution .The developmenICT and its wide applications has contributed a significant change in a way an institution disseminate informatand delivery services to citizens. This application enables the citizens to get service or information in minuteshours, versus todays standard of days or weeks. Citizens should be able to access any required informatwithout having to go to the office. Public also be able to communicate directly to any institution and give commeor any suggestions on issues relating to their interest via e-mail. Malaysia has embarked on a number of measuto ensure that information and communication technologies (ICTs) play a vital role in that society. Tadvancement of electronic government is one of the government initiatives that aim to transform and improgovernment services delivery to the citizen (Mohsin, 2006; Sohaimi 2003). e-Zakat is one of the electronic servdelivery that newly introduced by zakat organizations aims to provide better quality zakat service deliverycitizens in Malaysia. An effective application of e-zakat contributes significant improvements in zakat systincluding:

Simplifying zakat service delivery; Eliminating layers of zakat procedures and management practices; Making it possible for citizens, businesses, and other levels of government to easily find information and get

service from zakat institution; Simplifying agencies' business processes and reducing costs through integrating and eliminating redundant

systems; Enabling achievement of the other elements of zakat organization Management Agenda; and streamlining zak

operations to guarantee rapid response to citizen needs.

Many zakat organizations in Malaysia are now deploying e-Zakat by adopting web-based internet applicationsmake available zakat information electronically to citizens. The application of these technologies can transform business of zakat organizations, which traditionally used manual system and human based working practices. Te-Zakat significantly improve internal work processes, increase the performance and enhancing governa

sphere of zakat organizations. However the effectiveness of electronic media and e-government efforts dependthe content and aspects of service relevant in this contact (Hazlett, S. and Hill, F. 2003).

This research attempts to analyse the advancement of e-Zakat as an electronic media for disseminatinginformation and delivering online zakat services. The major research question to be explored is whether theapplication of ICT and the development of e-zakat website/portal has improved the zakat service delivery andtimely updating of information to the public, especially to zakat payers and zakat recipients.

(b) Objective (s) of the ResearchObjektif Penyelidikan

1) To measures e-zakat usage, accessibility, navigability and functionality in delivering better quality servicof the zakat institution to citizens.

2) To analyse users perception on the site effectiveness and transparency of zakat institution in publishingand disseminating information to the public, especially to zakat payers via e-zakat.

3) To analyse the levels of public interaction in using e-zakat as an online media for directly communicatingany zakat intsitution and give comments or any suggestions on issues relating to their interest.

4) To determine the benefits and potential growth of e-zakat as the most competative media in thefuture fodelivering better quality services and improving the governance sphere of zakat institution in Malaysia.

(c) Methodology Kaedah penyelidikan

Data Collection and Sample of Study

The major research methodoly will be incorporated for this study is exploretory and descriptive study. First, tstudy will observe and explore each website and portal of 14 zakat collection centers. The observation willfocus on the development, design and content of the website. Second, the primary data will be collected by

using questionnaire that will be distributed to zakat payers as one of the stakeholders of zakat institution inMalaysia. Population of the survey will be all zakat payers registered with 14 Zakat Collection Centers inMalaysia. The list of zakat payers from each state in Malaysia will be used to determine the sampling size anselection of the survey (Appendixe 1). It is estimated that about 50 sample will be selected from each state.The total sample size is about 700 respondents.

Data Analysis

Data gathered from the survey will be analysed by using SPSS to produce statistical informations and to testthe significane of the findings. Each major variables that related to the issue will be analysed based on theobjectives of this study.
