In the last decade, St. Edward’s University has experienced a boom in enrollment. At the same time, it has also experienced an increase in parking headaches. There are simply not enough parking spaces that properly accommodate the student population, and the administration is on the brink of having to increase the price of parking permits by $100 in order to indirectly promote other modes of transportation to and from the school. Instead of enforcing measures that will most likely not decrease parking congestion, but increase the number of students disgruntled with the current parking system, we believe that alternate modes of transportation should be directly promoted. We propose a cooperative agreement between St. Edward’s University and Capital Metro, called Topper Metro. Topper Metro will provide an electronic kiosk by the coffee shop at the Robert E. Pearle Ragsdale Center for students to allow students to plan their routes, buy & print their tickets on the spot, and provide the option to print a map of their route, so even the most nervous traveler can ride with peace of mind. Payment methods include Topper Tender, and all major credit/debit card providers. In order to successfully promote Topper Metro on campus, posters and mail outs will be used to inform the incoming and current student body. To capitalize on the bicyclist demographic, we will place bike racks on campus that will also advertise kiosk services, and hopefully we will achieve the goal of making public transporta- tion for St. Edward’s students a far less daunting experience. In order to alleviate the parking problem at St. Edward’s, we propose a co-operative arrangement between the University and Capital Metro called Topper Metro. Topper Metro offers St. Edward’s students the opportunity to buy discounted daily, weekly, and semester bus passes in order to encourage them an alternative to driving, and parking. This will alleviate the parking problem by encouraging students to consider alternative forms of transportation to cars, including the bus and riding bicycles.
This packet includes information about Topper Metro branding, Topper Metro bus kiosks in Ragsdale Center, our bicycle initiative, and promotional materials.
How to Use the Kiosk 1. Insert Student ID.2. Choose which bus pass type you would like to purchase or plan your bus route

Topper Metro bus tickets can be printed off from this kiosk inside Ragsdale Center. There are 6 different types of passes that tailor to every student’s needs. Prices have been cut 5% from the Capital Metro price, and can be paid with Topper tender.

The kiosk program is designed to be as straightforward as possible. When not in use, animations of Capital Metro buses and trains will run across the bottom. There is also the option of having advertisements for university events, and events occuring along the various bus routes be displayed on the screen. Insertion of student ID will immeadiately bring up the options of either purchasing a bus pass or finding the appropiate route.

Bike tags will be placed on all bikes secured on St. Edward’s campus. If a bike is not secured correctly, or seems to have been vandalized, SEU police can scan the bike to notify the owner. These bike tags are free to everyone registering with SEU police.
No bike racks currently at Trustee Hall. Bikes are often secured to railings or trees.

In order to succesfully market the conveniences and incentives that Topper Metro provides for St. Edward’s students, marketing directly to incoming Freshmen is key. Promotional postcards will be sent out along with the other acceptance materials in order to instill brand loyalty.
This poster will be placed all around campus to advertise Topper Metro services to St. Edward’s students. They direct and encourage students to utilize the new Topper Metro kiosks where they can purchase bus tickets and print off schedules.
