Detailed description of the installation:
8 bio digesters with a digester volume of 4 m³ each The biogas model constructed in Lao PDR is adapted from German and Chinese technology and is comparable to the Indian Deenbandhu and Nepalese model. The components of a domestic Biogas system include the six main parts of the biodigester: (1) Inlet (mixing chamber) for cattle dung fed plant and maturation pond for swine manure (2) Digester (digestion chamber) (3) Gas holder (storage chamber) (4) Outlet (displacement chamber) (5) Gas conveyance system and (6) Slurry compost pit(s). [Bajgain 1994] The digester is made by bricks and cement, the tubing’s are made by PVC tubes. Each digester is equipped with one burner. electricity heat gas light Generated Energy service:

2 Show case development and operation
2.1 Project side survey
The distance from Vientiane to X ai district, Oudomxay province is 600 km. You can travel by bus, car or airplane and mountainous with sloping hills ranging from 100m above sea level to 2 800m above sea level. Only 16 percent of t he total are a is below 200m. Travelling by bus spend 15 hours, 12 hours by car and 1 hour by airplane. Most of th e villages in the Xay district are lo cated far from the district capital Mai. The population mainly lives from rice farming, gardening as well pig
and/or water buffalo cat tle raising w ith an avera ge income from less than 2 US Dollar per capita and day. Most o f them ha ve no access to the national grid yet. People mo stly use diesel lamps, small gensets, candles, lead-acid automobile batteries for lighting and wood for
fire. To improve their livelihood CDEA and the villagers developed the plan to install 8 biogas plants in Oudomxay Province for demonstration.
Ban Mai or Mai village was the first in Oudo mxay Province that CDEA had selected during the REEPRO si te visits in 2008 and 2009 as a pilot community for the sustain able community develop ment. It is located at about 12 kilometres from Xay District. The road is mostly i n poor condition especially during the raining season where accessibility would be q uite diff icult. There are a total of 6 4 households with 7 0
families comprising a total populati on of 312 persons of which 169 are females. The ethnic group is mo stly the “Le u“. Their ma in occupation is agricult ure, of which 100% is based on traditional methods with 53 ha of paddy fields. The main source of in come is selling Lao alcohol and agricultural products such as pigs, poultry; ve getable etc. The averag e income per household/year is approximately 3,500,000 kip or 291,666 kip/month. The income cannot subsidise th e family. There are fe w opportunities for students that finish e lementary or secondary schools. They do not ha ve much productive act ivities and mostly stay at home with no jobs. Some young get themselves busy with seasonal work in the Chinese farms. Very few students can continue their study in the city. During the planting season, they help in the farm work or sell their services as farm hands. After the harvest season, about 70% of ladies are busy in making lao-alcohol and sell to markets in the city.
CDEA already supported the families in the Mai village with a pi g raising project, in which participated 20 families and a study visit an d training in Vientiane (for target farmers). It was through observations and data collection thro ugh interviews from the group and personals in 2008 and 2009, CDEA found out that: Villag ers do have enough land for ma king intensive farming, pig raising, cow/buffalo raising, vegetable/crops growing, organic matter for soil fertility improvement.
However, they are lacking the technical knowledge, skills and related information to proceed.
CDEA had been requested by the group villagers of ban Mai, to assist them in poverty reduction.
2.2 Show case definition workshop
On July 14, 2009 the Lao REEPRO team had a discussion meeting talking about Biogas project in Mai village, Xay district, Oudomxay Province and agreed to select X ay district as REEPRO pilot communities and to support the villager to get funding for the installation of 8 bio digesters.
The criteria setting up for selecting the Biogas plant owner are the following:
1. Volunteered to become pilot family (active to participate to t he project and follow up the technical advice of expert) ,
2. Have appropriate space for biogas plant,
3. Have labor at least 2 to 3 persons,
4. Ready to make contribution such as unskilled labor cost, materials

5. which can be find in local sources,
6. Number of pig at least 4 to 5 heads or cow/buffalo at least 4 to 5 heads,
7. Have the space for making the home garden.
For this crit eria were Bane Mai village and Bo r village selected. The final decisio n for Bane Mai as pilot community come beca use of X ay district auth ority and agricultural e xtension service of Xay district commended. The following tasks were agreed:
The STRI team agreed to perform the Biogas trainings in Oudomxa y Province instead of training on improved cook stoves in Xiengkhuang Province.
Before the trainings, C DEA has to perform a survey, select appropria te families, make contracts with the target families and so on, the survey team will be in cluded to pe rsons from CDEA and 2 persons from STRI.
CDEA will look for funding possibilities for the installations. The Trainings will be performed in the frame of the REEPRO budget.
Together with the villagers of the Mai village and the local government representatives of the Mai village and the Xay district, CDEA agreed, that t he first bio gas plant s shall be established in Mai villag e. Villagers have cattle, buffalo and pigs, the animal dung which is not used by the people so far; so the REEPRO team and the villagers j ointly decided to built a biogas plant to ma ke the animal dung/manure wo rk for economic of the families. Furthermore, they agreed that the technical installation and operation will be accompanied by a REEPRO training programme for the local stakeholders.
The advantages are: The manure treated in the biogas plant can be used as organic fertiliser, which improves
the soil fertility and thus increases the crop yields. Villagers can minimise the fire wood and electr icity consumed per ye ar as they can use
the biogas for cooking and lightning. A possibility to promote biogas plant to Oudomxay Province especially in Bane Mai, X ay
district, Oudomxay Province. The training programme and the implementation of the bio gas plant a s demonstration
project will promote the transfer of the approach to other districts within Oudomxay and neighbouring provinces such as Phongsaly and Luangnamtha.
The villagers have been living in traditional way of life which is 100% based on nature for all these years. In rural areas including Ban Mai, th ey use firewood for coo king and for lighting purposes. As years have gone by, a number of trees have slowly disappeared with the new growths yet to catch up with the fast diminishing forests. All stakeholders agreed that the use of biogas in stead of the use of wood could be an suitable way to save the environment and even more the use of th e organic fe rtiliser wil l help the villa gers to incr ease their i ncome – make waste work for economic.

2.3 Showcase planning
Together with the DED, CDEA developed a concept note including a detailed cost calculation for the installation of the 8 digesters. The installation was applied for funding in the f rame of the small facility found of the German embassy in Laos and selected for funding. The project proposal and the cost calculation are attached in Appendix 1.
The REEPRO team and the participants planned the installation of the 8 bio digesters.

2.4 MOU on showcase project
CDEA and the biogas owner signed a MOU on 18th of September, 2009 on their cooperation, which is attached as Fehler! Verweisquelle konnte nicht gefunden werden.. Both parties agreed in the MOU th at, the biogas plant owners have t o establish a group calling target

group. Members of target group select their lea der. The total cost of biogas plant is nearly 2.500.000 kip each (included labor and material cost); 50% of total cost (1,500,000 kip) each member will pay back t o the group . This pay back will be used to e stablish a co mmunity development fund in the village. The other 50% of the proje ct will donate to the members as they participate in the project as pilot families. The duration of paying back is 2 years.
With the communit y development fund furth er members can borr ow for caring out the activities such as b iogas building, animal raising, toilet building or hou se repair. The interest rate for such micro credits will be 1%.
2.5 Show case implementation
8 households were selected to participate in th e show case. They were selected based on the following criteria:

setting up a community development fund (for themselves/extending the members).
Next to 4 families in the Mai village also 4 in the Bor village were selected. See Appendix 3 for more detailed on th e selected f amilies. Be cause of t he select ion criteria de scribed at chapter 2.2.
The bio digesters were build in the frame of the REEPRO Level 3 Course 9, 6 th to 14 th November, 2009. The t raining follo wed a technician train ing, Level 2 Course 4, that was conducted on 5 November, 2009. Twelve villagers and ei ght construction contractors, who afterwards provided the technical experience for the construction of the 8 digesters, attended the Level 2 technician training. A tot al of 20 par ticipants were selected to participate in the Level 3 training based on their experience in construction and their willingness to participate. Participants were furthe r divided into eight (8) groups; each group wa s responsib le for the construction of a biogas plant. The course spanned 9 days and consisted of p ractice in biogas plan t construction. Most n otably, participants were taught how to select a proper location for the biogas plant, th e dimensions of the plant, specific techniq ues in the construction process, a nd maintenance proce dures for continued operation. The primary goal was to provide kn owledge of biogas plant productio n to participants so they could spread the technology throughout the village starting with their own homes. In the future, Ban Mai will act as the model village for promotion of biogas plants in Laos.
The reports of both trainings are attached in Appendix 3.
2.6 Show case operation
The biogas units provid ed a much improved e nergy situation in comparison to th e statu s prior to biogas training and construction. 8 homes are currently being supplied with energy to provide heat for cooking and light for night-time activities. In addition, the reduction of odours has made life in the village more pleasant.
Biogas units work under the concept of anaerobic digestion. The units were built with 4 m3 of volume to p rovide space for the production of biogas (mixture of meth ane and CO 2). Upon initial start-up, approximately 1.5 tonnes of animal waste needs to be fed into the biogas unit. For continual operation , 20 kg of animal waste (equivalent to the daily waste from 2 cows plus the recycled efflue nt) needs to be fed daily to produce approximately 1 – 2 m 3 of gas which can be used for 2 – 3 hours of cooking. The effluent from the bi ogas unit sh ould be free of odo urs. Else, it can be r ecycled in to the biogas unit. A compost by-product is generated by the biogas unit which can subsequently be used for agriculture.
Since the construction of the biogas units, villagers in Mai village have been satisf ied with its operation. CDEA has maintained constant contact with Mai village, and there have been several operational problems. However, they were quickly and easily resolved.
2.7 Show case supervision
Supervision was carried out by CDEA and STRI duri ng the training and constructio n sessions that took place on November 4 – 14, 2009. President Mr. Khampha Keomanichanh from CDEA was pres ent to ove rsee trainin g, and Field Supervisor, Mr. Bo unpone Luangphimmajak from CDEA, and biogas expert, Mr. Soukan Vannapho from STRI, provided the training and supervised con struction of the biogas un its. CDEA’s and STRI’s p resence were necessary to ensure that all units were constructed properly and safely.

I. Introduction: Lao People Democratic Republic is one of the poor Countries in the world. It is bordered by China, Vietnam, Burma, Thailand and Cambodia. Its Capital is Vientiane.
The total area is about 236,800 km2 and the total populatio n is approximately 6.5 million (statisti c 2005). The country comprises of 18 provinces. Oudomxay province is located a bout 600km North West of Vientiane Capital. It is one of the poorest provinces in the Country. There are 7 district s, 520 villages with 44,457 households. Out of the total villages, 346 villages, with 16,013 households are still very poor. The province comprises of a total population of 272,279 persons of which 138,016 are female (statistic 2006 – 2007). The
poorest Co mmunities have no access to cle an drinking water or improved sanitation facilities. Th ese had le d to poor health of th e community me mbers, especial ly the women and children. Women and children have to walk about two kilometers and sp end around one and a half hour to collect water and the water is not e ven qualified for drinking. In addition, p eople in lo cal area s d o not have enough in come generation opportunities. Their main occupat ion is agriculture, of which 80% is ba sed on trad itional methods; they could no t improve their living st andards du e to lack of information and lack of opp ortunity for exchanging knowledge and experiences. They need access to trainings su ch as hygie ne and, san itation training, organic agriculture, family planning and other activities relating to income generation.

II. CDEA’s Background: In early 20 04 the government un veiled its new policy on local not- for-profit
Organizations (NPO) and their role in the socio-economic development of the country. The Community Development and Environme nt Association (CDEA) took advantage of this and officially regist ered with th e Lao Government under the permission letter No. 053/04/NCS, dated February 26, 2004.
This a ssociation perfor ms its a ctivities indepen dently but in line with t he social economic development policy of the government and under the laws of the country. The purpose of t he association is to sup port the policy of the government in assist ing poor families through capacity building, thereby leading to a sustainable living.
At present, CDEA has experiences in workin g with communities in the rural areas, conducted many projects with communities such as pig raising, fish raising, water supply system and provided many training related to poverty alleviation.
CDEA had previously received funding from DED for Bio-Sand Filter and water supply, study visits and agricultural trainings for farmers (farmers of Mai village, Xay District, Oudomxay Province). Those projects g ave opportunity to the target villagers in accessing clean water and learn from many to pics re lating to the crea tion of income generation opportunities. The project also ga ve the opportunity to CDEA in fo rming Biogas plant building team in Oudomxay Province.

III. Short Description about target community: This project will be targeting one demonstration village/community called Ban Mai (Mai village). In 2008, CDEA received funding support from GAA for a target group in p ig raising with a tota l of 20 fa milies. The total beneficiaries were: 92 persons including 48 fe males. CDEA also got co-funding support from BfdW trough DED for a study visit and training in Vientiane (for target farmers).
It was thro ugh observations and data collection through interviews from the group and p ersonals, CDEA found out that: Villagers do ha ve enough land for making intensive fa rming, pig raising, co w/buffalo raising, veget able/crops growing, organic matter for soil fertility improve ment. However, they are lacking the te chnical knowledge, skills and r elated infor mation to proceed. F urthermore, CDEA also identified that villagers have basic knowledge on animal raising of which they can use alcohol waste as a feed for pigs and then use pig dung and cow dung for biogas production. IV. Project Objectives: The over-all object ive is to assist in poverty reduction in Oudomxay province
according to the government’s policy on poverty reduction. The specific objectives are;

IX Description on the methodology of making waste work for economy in Ban Mai, Xay District, Oudomxay Province. The villagers have been liv ing in traditional way of life which is 100% based on nature for all these years. In rural areas including Ban Mai, they use firewood for cooking and for lighting purpos es. As y ears have gone by, a number of trees have slowly disappeared wit h the new growths yet to catch up with the fast diminishing forests. Furthermore, with the global iss ue of global warming a change of approach t o a more environment al friendly approach would be better than nothing. Therefore, the project not only aims to pr otect the environment bu t would also assist in allo wing time for families to d o other duties instea d of
walking distances looking for fir ewood and also reduc ing the cos t of purchasing firewood. The waste from the biogas pla nt would then be us ed as org anic fertiliz er for home gardens (vegetables) and paddy fields to improve yields. Methodology of making waste work for Economy: A meeting will b e held with the district administration, the village administration, CDEA and the beneficiaries to determine the target group. families in Ban Mai who sho uld form a grou p called the “target group” then t hey have to vote a team leader. Those lea ders or any c hosen members of each family would attend any training sessions being facilitated by the project and also manage the establishments.
The project will also construct and in stall 8 bio gas plants, 1 for each family. Apart from constructing and inst alling the biogas plant, training on the maintenance of these biogas plants systems will also be conducted by the project to enable the sustainability of these establishments.
The animals dung m ainly pig dung and c ow dun g will be us ed as the biogas feeders. The droppings will then pr oduce methane gas in the biogas plant to be piped to the gas stoves in the households for cooking and also could be used in gas lamps for lighting purpose. The Community Development and Environment Association (CDEA) has got funding support
from German Embassy and Schmitz-Foundation for renewable energy for life.
The Project objectives:
The overall objective is to improve the environment and living conditions of people in target
communities (in Oudomxay Province) accordingly to the government’s MDGs for poverty
reduction
The specific objectives is to built a model target group/families in making waste work for
economic therefore increasing the income generation opportunities of the target families in
the community to improve their livelihood.
The criteria setting up for selecting the Biogas plant owner:
The criteria has been set up for farmers who can be the owner of Biogas plant as below:
Volunteered to become pilot family ( active to participate to the project and follow up
the technical advice of expert) ,
Have appropriate space for biogas plant,
Have labor at least 2 to 3 persons,
Ready to make contribution such as unskilled labor cost, materials which can be find
in local sources,
Number of pig at least 4 to 5 heads or cow/buffalo at least 4 to 5 heads,
Have the space for making the home garden,
Agreed to pay back 50% of the total cost (within two years) to the community
therefore setting up a community development fund (for themselves/extending the
members).
At the beginning, 8 biogas plants has been focused to built in Mai village, but after taking the
detail survey and individual interview by CDEA’s staffs in cooperation with Science and
Technology Research Institute (STRI) technical staff we found that there are available for
only 4 families. However the team continued to take survey in Bore village.

Short Description: Level 2 Course 4 training was conducted on 4 November, 2009. Three trainers from Community Development and Environment Association (CDEA) and the Science, Technology Research Institute (STRI) con-ducted the training session. 20 participants were selected based on their experience in construction and willingness to participate. The course consisted of theory training in biogas plant construction, in-stallment and maintenance, and was necessary as a precursor to plant construction practicing. Further explanation was given of the benefits of biogas production, which includes, but is not limited to, re-duction of firewood use, production of compost and fertilizer byprod-uct, and free production of gas for cooking. The primary goal of this training was to provide knowledge of biogas plant production to par-ticipants so they could spread the technology throughout the village starting with their own homes. Immediately following this one-day training session, Level 3 Course 9 training was given to provide par-ticipants hands-on experience in plant construction. In the future, Mai Village will act as the model for promotion of biogas plants in Laos.

2. Workshop Preparation
Three trainers conducted the training session. Two members from CDEA, Mr. Khampha
Keomanichanh and Mr. Bounpone Luangphimmajak, assisted in the facilitation of the train-
ing session. This included preparation of the schedule, invitation of the participants, and
arrangement of the venue. Interviews were conducted to select 20 participants for the train-
ing session. Eight participants were construction contractors located in Xai District. The
remaining 16 participants were villagers in Mai Village. CDEA developed the following sets
of criteria for selecting the participants:
Selection of Construction Contractors (8):
Volunteered to work, and willing to participate for 10 days for the entire duration of
theory training and construction practice;
Significant background experience in construction;
Willing to work in future CDEA projects for development of Xai District;
Be willing to stay in Mai Village for the entire duration of the training session (10
days).
Selection of Villagers (16):
Volunteered to become pilot family ( active to participate to the project and follow up the

Have appropriate space for biogas plant;

Mr. Soukan Vannapho, from STRI, was the expert on biogas who gave the presentations on
the construction of household biogas plants with assistance from Mr. Bounpone.
3. Workshop Performance

Mr. Khampha, President of CDEA, welcomed and thanked participants for attending
the session and then presented the introduction to household biogas plants.

Mr. Soukan and Mr. Bounpone presented the theory of constructing and maintaining
biogas plants. Also, it was explained to villagers the benefits of having the biogas
plant.
Discussions were held about construction techniques. Villagers were active in par-
ticipation and asked questions about specifics in construction and maintenance.
3.1 Presentation
The presentation was given using Microsoft PowerPoint slideshows. Eight presentations
were given, the names of which are provided in Section 3.7 of this report. All presentations
were given in Lao. The presentations lasted a total of 7.5 hours from 8:00 AM to 4:30 PM
with a one-hour break for lunch. The content of the training was on all aspects of producing
and maintaining the biogas plant.
3.2 Discussion
Level 2 Course 4 training was a precursor to the practice of constructing biogas plants by
villagers in Level 3 course 9 training. Practice was done immediately following this training
session. Thus, participants were very receptive of the information that was presented. Fur-
ther, because participants were carefully selected based on their willingness to participate as
well as their background knowledge in construction, they were eager to learn and it was
easy for them to understand the contents of the presentations.
Participants each signed a contract to establish a Community Development Fund within Ban
Village for the purpose of promoting and proliferating biogas plants. Each plant costs a total
of 3 million kip. Participants were required to payback 50% of the total cost within 2.5 years,
which was used in whole to establish the Community Development Fund. The Community
Development Fund would be used for future development of biogas plants using a method of
micro-financing. If other villagers in Mai Village would also like to build a biogas plant, they
could borrow money from the Community Development Fund with minimal interest.
3.3 Conclusion
Participants were successful in learning about biogas plant construction and maintenance.
Following this informational training session, participants practiced constructing household
biogas plants with the assistance of CDEA and STRI over the next 9 days.
CDEA was successful in developing this pilot village for the purpose of biogas proliferation.
It will be used as model for future projects in biogas plant promotion.

4. Workshop Documentation
4.1 Invitation
CDEA worked very closely with Mai Village to develop this biogas project. Interviews were
conducted select villagers for participation in the training event based on the criteria which
was presented in Section 2. An invitation was thus extended to selected participants from
Mr. Khampha Keomanichanh based on the results of the interviews. It was discovered dur-
ing interviews that there were not enough villagers who met all criteria in Mai Village. Thus,
four invitations were extended to villagers in the nearby Bore Village, who participated in the
training session instead.

Short Description: Level 3 Course 9 training was conducted on 6 – 14 November, 2009 following Level 2 Course 4 training that was conducted on 5 November, 2009. Trainers consisted of three members from the Community Development and Environment Association (CDEA) and the Science, Technology Research Institute (STRI). A total of 20 participants were selected based on experience in con-struction and willingness to participate. Participants were further divided into eight (8) groups; each group was responsible for the construction of a biogas plant. The course spanned 9 days and consisted of practice in biogas plant construction. Most notably, participants were taught how to select a proper location for the biogas plant, the dimensions of the plant, specific techniques in the construction process, and maintenance procedures for con-tinued operation. The primary goal was to provide knowledge of biogas plant production to participants so they could spread the technology throughout the village starting with their own homes. In the future, Ban Mai will act as the model village for promotion of biogas plants in Laos.

2 Workshop Preparation
Villagers were taught the theory of biogas plant construction during Course 2 Level 4
training which was conducted immediately prior to this training. Eight construction con-
tractors attended the presentation, who would provide the technical experience for con-
struction, and the remaining 12 participants, who were villagers, provided assistance
with unskilled labour.
Mr. Bounpone Luangphimmajak from CDEA and Mr. Soukan Vannapho from STRI con-
ducted the hands-on training of constructing biogas plants in Mai Village. Their role
throughout training was to provide direction and technical assistance as necessary.
Eight individual sites were selected previous to training which would the locations of
biogas plants. Each site was located at a villager’s household. Necessary materials
and equipment for construction were obtained prior to this phase of training.
3 Workshop Performance
Days 1 - 9: 5 November – 13 November, 2009
Mr. Soukan and Mr. Bounepone provided direction for participants of the training in
the construction of eight biogas plants in Mai Village.
Construction contractors took a lead role in the construction process. Villagers pro-
vided support through unskilled labor.
3.1 Presentation
Course 3 Level 9 Training focused on practice for the construction and maintenance of
biogas plants. Thus, no presentation was given for this phase of the training.
3.2 Discussion
Participants were divided into eight groups to participate in the construction of biogas
plants in Mai Village. The construction contractors took the lead on construction with
assistance from villagers. CDEA and STRI were present to direct participants in select-
ing locations with sufficient space, dimensions of the plant, specific techniques in the
construction process, and maintenance procedures for continued operation. The bio-
gas digesters in Mai Village were 4 m3 in volume. However, participants were taught
how to size the plant according to their specifications and/or available space.
Eight biogas plants were constructed for the purpose of training. However, once built,
these plants also provided gas for eight households serving a total of 48 beneficiaries

with gas for cooking and lighting. Additionally, eight construction contractors actively
participated in the training, who could use that knowledge in future business ventures.
3.3 Conclusion
Eight biogas plants were successfully constructed in Mai Village with a total of 56 bene-
ficiaries for this project. CDEA has since maintained contact with owners of the biogas
plants, and thus far no major problems have arisen.
Beneficiaries were receptive to the biogas plants and enthusiastic about the develop-
ment of the Community Development Fund. As Mai Village is the pilot village for
household biogas production in Laos, CDEA is hopeful for the continued proliferation of
biogas production in Laos.
