NON-CERTIFIED DISTRICTS 

Not allowed to initiate any new exchanges until it achieves a certification. Examples:

D1030 (England) D6900 (USA-Georgia) D9212 (Eritrea) *Ethiopia, Kenya, and South Sudan

are certified for outbound-only exchanges. D9350 (Angola) *South Africa and Nambia are

certified.
