Project 001 (Carry over work from 2018) Safety Critical Task Analysis

The scope of work is to provide Seadrill with a framework and templates for the identification, management and continuous improvement of Safety Critical Tasks (SCT) within their operations and in the management of identified safety critical barriers for Major Accident Hazards (MAH). This process being integral to the HSE Case programme, Major Accident Hazard Risk Assessment (MAHRA) and SECE Performance Standards that is currently in place.

Asset : Template for Jack up, Drill Ship and Semi-Submersible Locations: UK

The project scope of work includes a 10 step process: 1 – Identify the main Hazards 2 – Identify Critical Tasks 3- Understanding the Tasks 4 / 5 – Represent Critical Tasks and- Identify Human Failures and performance influencing factors (PIFs)

This work is undertaken with direct consultation and input from both the Crews, Management and Regional HSEQ inputs. Project completes in 2019 in line with the established and agreed work programme with Seadrill

Project 002 (Carry over from 2018) Issue of SECE Performance Standards and Verification Scheme for UKNS Operations and IV approval and PSA (Norway) requirements and AOC submission

Asset : West Phoenix Locations: UK and Norway

The project scope of work includes:

• Take RAMP MAHRA, Performance Standards and Verification scheme reports and ensure that these are consistent with work being undertaken on the West Phoenix HSE Case and any support studies that have been undertaken.

• Ensure that SECE listing is consistent between RAMP documentation and the HSE Case. Agree MAHRA format and any further inputs that may be required form the HSE Case updating scope / deliverables

• Crew workshop to agree Bowties, SECE / SCA and Performance Standards

• Issue a set of Performance Standards and Verification scheme (with guidance report) for UK NS operations and IV review and acceptance as well as PSA and AOC submission acceptance

• Internal roll out of the Performance standards and VS requirements, responsibilities and accountabilities

• CA Approval following IV acceptance

The project scope of work includes:

Project 004 (carry over from 2018) HSE Case and MAHRA Maintenance Management for Seadrill Fleet

Asset : Seadrill Fleet Locations: Worldwide

Step 1 - Review and ongoing management 1A – Initial programme of work to establish HSE Case and MAHRA status and develop initial dashboard for the rigs. This will also include training in TMS, Synergi and associated systems. 1B – Following on from step 1 provide ongoing maintenance management to support the identified HSE Cases and MAHRA reports on a continual basis. Provision of compliance dashboard linked to Synergi actions as required. Step 2 - Additional support packages from Synergi actions or other defined requirements as required and not on a maintenance basis 2A - This in the first instance would follow Step 1A to look at any key areas of concern for missing or inadequate information which may need to bee addressed prior to Step 1B ongoing management. The key objective being ongoing support for updating / changes to the HSE Case which are deemed to be more than routine maintenance which would be captured in Step 1B and its ongoing work programme.

Project 008

HazOp study INDE 23A, LEMAN 27A AND LEMAN 27B Brownfield project

Asset : PUK Sharp field Locations: Norwich UK

Scope Of Work: Provided HazOP chair and reporting on behalf of ODE and Perenco for the SHARP project. The SHARP project aims to extend the operating life of the Leman and Inde Fields by rationalising the existing equipment and infrastructure and thereby reducing operating costs associated with the fields

Project 009 Development of Major Accident Hard Risk Assessment Report for Shelf Drilling for operations in Africa and UAE.

Project 010 Development of HSE Case and Major Accident Hard Risk Assessment Report for Shelf Drilling for operations in Africa and UAE.

Asset : Key Singapore Locations: UAE, Africa and UK

Scope Of Work: The project scope of work includes: HSE Case updated to reflect all changes in line with the recent SD HSE Case Template. This includes

1. Updating of Sections to reflect any SD Management changes 2. Updating of Sections to reflect changes from the MAHRA input 3. Updating of Sections to reflect the modifications undertaken to KSN

Updating of MAHRA (qualitative and semi quantitative) with MAH Bowties, SECE and SCA listing and SOOB (Summary of Operational Boundaries). 1. Review and update hazard identification with record tables to identify and confirm MAH

(Major Accident Hazard) events for bowtie analysis using a semi quantitative risk matrix. 2. Bowties updated from the review and as part of this process all barriers are re assessed

and those that are safety critical (equipment and task) are listed on the bowties linked back to their management systems and accountability in a hazard register.

3. Full listing of identified SECE (Safety Environmental Critical Equipment) and SCA’s (Safety Critical Activities) along with MAH (Major Accident Hazards), MEI (Major Environmental Incident) and MPI (Major Pollution Incident) undertaken.

4. Summary of Operation Boundaries SOOB matrix will be reviewed and updated from the process.

Project 014 Updating of the Management System, Risk Assessment, CE Marking assessment process and COSHH systems for ECi.

Asset : Corporate and site working UK, KSA, and Far East Locations: Singapore, Angola and UK

Scope Of Work: The project scope of work includes:

• Updating of the HSEQ Management system to meet new Regulations and Requirements

• Updating of the hazard register and MAH Bowties for factory, site and location working

• Updating of task based risk assessment

• Full WORKSHOP equipment and layout review including PUWER, LOLER, ATEX and DSEAR

• COSHH updating

• Procedures and work instruction updating

This work is undertaken with direct consultation and input from both the trades, and Management inputs. Project completed in February 2019 in line with the established and agreed work programme with the Client

Project 015 Lifeboat Regulatory Compliance Study with PSA/NMS/SCR 2015/ EU Directive 2013/30/EU and Regulations relating to design and development and outfitting of facilities, etc in the petroleum activities (the facilities regulations) (last amended 18 December 2017 (in particular section 5)

Asset : West Phoenix and West Hercules Locations: Norway and UK

Phase 1 – Establish the compliance requirements for lifeboat operations, functionality, reliability and vulnerability against the regulations and identified study criteria. Phase 2 – Undertake gap analysis against the criteria matrix to establish any areas of non-conformance and those that will require further justification to meet the regulations. Phase 3 – Report that addresses all the areas under the compliance matrix against regulatory requirements. Provide details on any design requirements or upgrades required.
