L A meeting of the Project Sanctioning and Monitoring committee (PS&MC) was held
on 14-2-2020 at 11.00 A.M. under the chairmanship of secretary (LR) to monitor the
progress and consider the proposals under the Digital lndia Land Records Modernization
prolramme (DtLRMp) of the states of (i) Maharashtra (ii) Madhya Pradesh (iii) Arunachal
(x) uttar Pradesh (xi) Himachal Pradesh and also of Nlc, GRS-LBSNAA & NICSI-NGDRS.
The financial and physical progress of the participating states and new proposals were also
discussed.
ll. The list of participants is at Annexure-I.
lll. AS (LR) welcomed the participants and informed about Ministry of Finance's
approvalforrestorationoffundingpatterninDlLRMPfromre.imbursementbasistoadvancebasis. lt was advised to ensure all efforts for utilization of unspent balances.
tV. Secretary, Land Resources directed that all States/ UTs must expedite the
".iiuitiu" and components by 31.03.2021. lt was also insisted that states should move
towards lntegrated Land lnformation Management system (lLlMS) to facilitate the welfare
and citizen-centric services.
v. As regards to Training and capacity Building, EA (PME) remarked that funds shall be
releasedtostatesequitably.Further,AS&FAinsistedthatStatesshallsubmittheirplanfortraining and capacity building and IEC for this financral year and same may be examined by
NIC/PME before next PSMC.
Vl. JS (LR) presented the State wise report of financial and physical progress and
proposals of Siates before PS &MC for consideration as per DILRMP guidelines. The details
of proceedings are as below:
1. B.N.Yugandhar CRS (LBSNAA): B N Yugandhar CRS LBSNAA submitted proposal
amounthg to Rs 20 lakh for workshop on urban land governance Ircm 22-24 January
2O2O.Ihe total estimated expenditure for lhe workshop is Rs' 30'49'4861 and out of
which approval of Rs 20 lakh has been requested from DoLR'
PSMC considered and sanctioned the proposal for post facto approval for
workshop on urban land governanc e from 22-24 January 2020 at a total cost of
Rs. 20 lakh.
NIC: NIC has submitted the proposal for extension of DILRMP-lCT support for one
year trom 01 .O4.2020 to 31 .0s.2021 within the already approved cost ot Rs. 4.29 Cr.
at No additional cost.
The NIC project ICT Support for DILRMP has already been approved till 31-3-2020
with a pro.ject cost of Rs 429.2O Lakh. Since the Ministry of Finance, Department ofExpenditure vide OM No. 42(02lPF-llt2O14) daled lOlh January 2020 has given
interim extension to all ongoing schemes lill 31-3-2021 or till the date ofrecommendations of 15th Finance Commission come into effect whichever is earlier.
PSMC considered and sanctioned the proposal of NIC for extension of ICT
support within the already approved cost of Rs 429.20 Lakh till. 31-03-2O21 ortill the date of recommendations of 15ih Finance Commission come into effectwhichever is earlier.
3. Maharashtra:
(i) Digitization of Cadastral Maps/FMBs: State Govt. ot Maharashtra has
submitted the proposal for Digitization of Cadastral Maps/ FMBs for 24 Districts as
given below:
(a) Proposal dated 28-02-2O19 at a cost of Rs 19.59 Crore for 5938132 FMBs @Rs 33 per FMB.
(b) Proposal dated 30-0'l-2020 at a cost of Rs 131.4 crore for 38840875
Polygons including other I types of polygons @ Rs 33 per polygon.
As per DILRMP guidelines Rs 33 per FMB/ Tippan is permitted.
PSMC considered and approved the proposal for Rs 19.59 crore for 5938132
FMBS @ Rs 33 per FMB in remaining 24 Districts as per Annexure ll.
ii. Training and Capacity Building: Proposal under Training and capacity building has
been received for Rs 3.78 crore as detailed below:
a. Training on Computerization of RoR - Rs. 3.4 Cr.
b. Training on RoR Goathan - Rs. 0.2848 Cr.
c. Cadastral Maps - Rs. 0.0628 Cr.
State was advised to submit plan for expenditure during 2O20'21.
iii. IEC: Proposal of Rs 2.265 crore under IEC received as below.
a. IEC for Computerization of RoR - Rs. 1 ,08 Cr.
b. IEC for RoR Gaothan - Rs. 1 .09 Cr.
c. IEC for Cadastral Maps - Rs. 0.095 Cr.
State was advised to submit plan for expenditure during 2020'21-
iv. Proposal from Maharashtra for computerization of RoR (Property cards) of Rural and
Urban Areas at a total cost of Rs. 18.97 Cr.
Proposal is not as per guidelines and cannot be considered by PSMC.
v Proposal from Maharashtra for Survey of Unsurveyed Gaothan (Abadi) area for
Creation of RoR (Property cards) at a total cost of Rs. 338.24 Cr.
' Proposal is not as per guidelines and cannot be considered by PSMC.
4. illadhya Pradesh:
i. Computerization of Registration: Proposal for Computerization of
R€gistration (234 SROs) was approved for Rs. 11.70 Cr. in PSMC dl 09.12.2019-
However, it is found that Computerization of Registration in 223 SROs out of 234
sRos were already approved in the year 2013-14 and state was authorized to utilize
the funds out of the unspent balance and same has been confirmed by State.
Now, State has requested to re validate the approval in view of the upgradation of
the hardware.
PSMC may consrder the revalidation of approval of computerization of Registration
(234 SROs) for Rs. 11.70 Cr. in PSMC d|0912.2019 and revalidate the approval for
Rs. 5.85 Cr., only for Computerization of SRO part for (against obsolete hardware @Rs. 2.5 lakh per SRO) for 234 SROs.
Decision- PSMC considered and approved the revalidation of computerizationof Registration (234 SROs) for Rs. 1 '1.70 Cr. approved in PSMC dt 09.1 2.2019
and revalidate the approval for Rs. 5.85 Cr., only for Computerization of SRO
(against obsolete hardware @ Rs. 2.5 lakh per SRO) as per Annexure lll.
(ii) Training and Capacity Buitding: Proposal under Training and capacity
building has been received for Rs 1.85 crore as detailed below:
Online Updation and modification of RoR, Cadastral Maps - Rs. 0.5003 Cr.
Training on Survey / Re-survey - Rs. '1 .1872 Cr.
Establishment of GIS lab for training- Rs. 0.1 570 Cr.
NIC- DoLR to examine as per norms of NlC.
State was advised to submit plan for expenditure during 2020-21'
(iii) IEC: Proposal of Rs 3.25 crore under IEC received'
State was advised to submit plan for expenditure during 2020'21'
(iv) survey / Re-survey: state of MP submitted revised proposal dated 14.02.2020
under Survey / Re-survey for Rs. 653.71 Cr.lor 52 districts.
Proposal is examined for 25 districts. Total amount for rural area is Rs 228.54 Ctorc
(89625 Sq. Km @ Rs 25500), that for Urban area is Rs 12.21 $orc (4791 Sq Km @
Rs 25500). Total cost for Urban and rural area is Rs 240.75 Ctore (94416 Sq Km)
Decision- PSMC considered and sanctioned the proposal for Survey / Re-
survey of 25 districts for a total cost of Rs 240.75 Crote for 944'16 Sq' Km as
per Annexure lV.
(V) Modern Record Room. MRR for 2,1 1 no' of Tehsils approved in the year 2012.13
vide letter dated 01.03.2013 and State of MP was authorized to utilize the unspent
balance. The State has reconciled its financral data and has zero unspent balance
under central share of DILRMP. The utilization under MRR is Rs.46.07 Cr. Since,
State has utilized Rs. 9.72 Cr. during 2017-18 under MRR against the sanction
' Therefore, State has requested to release the balance amount.
Decision- Since MRR lor 211 no. of Tehsils were already approved in the year
2012-13 for and accordingly, proposal cannot be considered by PSMC'
5. Arunachal Pradesh
PMU: Proposal for PMU has been received for Rs. 39.20 lakh.
Recommendation: PMU may be considered for Rs. 39.20 lakh as this component
has been approved by D/o Expenditure
Decision-PSMC considered and approved the proposal of state for PMU at the
cost of Rs. 39.20 lakh.
6. Manipur
i. PMU: Proposal for PMU has been received for Rs 39.20 lakh.
PMU may be considered for Rs. 39.20 lakh as this component has been approved by
D/o Expenditure vide their OM dated 3-1-2020.
Decision- PSMC considered and approved the proposal of State for PMU at the
cost of Rs. 39.20 lakh.
ii. Survey/ Resurvey: Proposal for Survey/ Resurvey in 6 Districts for 1000 sq. Km for
Rs 2.55 crore @ Rs255001 PerSq. Km.
Decision-PSMC considered and sanctioned the proposal of state for survey/Resurvey for Rs 2.55 crore in 6 Districts for 1000 Sq. Km @ Rs25500/- per Sq'
Km as per Annexure-V.
7. Goa
i. PMU: Proposal for PMU has been received for Rs. 39.20 lakh.
Recommendation: PMU may be considered for Rs. 39.20 lakh as this component
has been approved by D/o Expenditure.
Decision- PSMC considered and sanctioned the proposal of state for PMU at
the cost of Rs. 39.20 lakh.
ii. Modern Record Room: Proposal for MRR has been received for Rs. 150 lakh in 6 l
Tehsils.
Proposal under MRR may be considered for Rs. 150 lakh in 6 Talukas in two
districts.
Decision-PSMC considered sanctioned the proposal for MRR in 6 Tehsils forRs. '150 lakh in two districts of North Goa and South Goa'
iii. Survey / Resurvey: Proposal for Survey / Resurvey has been received for Rs 3.58
Cr. (1076 sq. km@333001).
Since technology to be deployed for Survey / Re-survey has not been mentioned by
the State, therefore rate fixed by CTAG vide letter dated 31.08.2016 may be decidedby PSMC. Based on the unit rates of CTAG (Rs. 255001, 27600l-,34050lfor varioustechnologies) for 1076 sq. km.
Decision- PSMC considered and sanctioned the proposal for Survey /Resurvey for an area of 1076 sq. km
(@Rs. 255001) for Rs. 2.74 Cr in two districts of North Goa and South Goa.
iv. SLDC: Proposal for SLDC in Goa for Rs. 1 Cr.
State Level Data Centre may be considered at cost of Rs 1 crore.
Decision- PSMC considered and sanctioned the proposal of State for SLDC inGoa at a cost of Rs. { Cr.
v. Gore GIS:
(a) Geo-referencing: Rs. 0.5630 Cr.
(b) ICT and Technical Manpower: Rs. 1 .9537 Cr.
(c) Procurement of DGPS: Rs. 0. 18 Cr.
State of Goa was not present to deliberate and justify the component during PSMC.
Proposal may be put up in the next meeting of PS & MC wherein state may beasked to present more details.
8. Haryana:IEC / Training and Capacity Building: Proposal for Rs 0.66 Crore.
NIC to examine and give its recommendation.
PSMC considered the State's proposal for IEC / Training and Capacity Buildingfor Rs 0.66 Crore.
9. Sikkim:
Survey / Resurvey: State submitted revised proposal for Survey / Resurvey of 3810
sq. km for Rs. 8.45 Cr.
Recommendation: Survey / Re-survey has already been sanctioned in East District
and proposal for Survey / Resurvey may be considered in remaining 3 districts for3146 sq. km @250001 amounting to Rs. 7.86 Cr.
Decision.PSMCconsideredandapprovedtheproposalforSurvey/Resurveyin 3 districts for 3146 sq. km amounting to Rs' 7'86 cr' (@Rs' 25000/-) as per
Annexure Vl.
10 Andhra Pradesh:
i. Survey / Re-survey: Proposal under Survey / Re-survey for Rs 1687 Cr' (13

ii. Training and Capacity Building: Proposal for Rs 13 00 Cr'
Recommendation: NIC to examine and give its recommendation'
Ministry of Finance. RS.50.00 crore has been allocated for this component. Revisron inguideline including policy circular issued on the subject are under way.
Decision - PS & MC considered the proposal and sanctioned the proposal of surveyresurvey in the remaining 22 districts of Rajasthan covering 212552 sq km @R.s.25550/ at a total cost of Rs. 54307 lakh. Financial releases will be as per guidelineand instructions in vogue. Detailed break-up is placed at Annexure 'Vlll.
''{iiil Mod6ift Record Room (45) at district level and in the offices of Setttement 'Officer at a total cost of Rs.l125 lakh: ,:!:
Decision-The proposal was not agreed .to as the guideline of the programme provide for .
Modern Record Room only at Tehsil level, . l
(iv) Purchase of DGPS, Computer, Projector, UPS, LED:
Decision-The proposal was not agreed to as these are part of DILRMP Cell (which has
already been sanctioned) and fund can be allowed for this activity separately.
(v) Training of 11500 Patwari, Land Revenue lnspector etc. @Rs.1000/- at a totalcost of Rs. 115lakh:
Decision- PS & MC considered and sanctioned the proposal subject to the conditionsthat State will strictly follow the norms prescribed by the State Government and/ orNIC/NICS| on the subject.
13. Himachal Prade-sh:
Director Land Records, Government of Himachal Pradesh presented the following proposals
and requested the committee for sanction of the same:
(0 Proposal tor sanction of Rs. 50 lakhs approx. to the State of H.P. for IEC
activities (advertisement of the benefits of the programme in the State)
The proposal of the Government of H.P. along wlth comments of PME Division was
discussed in detail. PME Division while recommending release of Rs. 20 lakh for publicity
through Gram Sabha, has stated that DoLR is also chalking out its own media plan for IEC
activities under DILRM. JS(LR) suggested that IEC Activities in H.P. through AIR and Gram
Sabhas may be sanctioned on pilot basis and subsequently, if needed, they be advised to
align their IEC activities with our media plan (once approved) to the extent possible keeping
in view need of the state. The committee agreed to the suggestion and recommended
sanction of IEC activities in the state trough AIR (Rs.21.68 lakh) and Gram sabhas (Rs.20
lakh) at a totat cost of Rs.41.68 lakh excluding taxes.
(i0 Proposal for sanction of Rs.50.92 lakh to the State of H.P. for Capacity Building(Training of Revenue StafQ
Decision- PS & MC considered and sanctioned the proposal of Rs.50.92 lakh to the
State of H.P. for Gapacity Building (Training of Revenue Staff) as per details given inAnnexure-lX.
Further expenditure by the state will be subject to the conditions that State will strictly follow
the norms prescribed by the State Government and/ or NIC/NlCSl on the subject.
(iii) Modern Record Room (3) at a total cost of Rs. 75 lakhs ":
Deciison- PS & MC considered and sanctioned the proposal of 3 modern record room. in 3 newly created Tehsils (1 in Kangra and 2 in Mandi district) @ Rs.25 lakh at a total
cost of 75 lakh.
(iv) Computerisation of Registration:'
Decision- PS & MC considered and sanctioned the proposal of computerization ofregistration in 3 newly created Tehsils (1 in Kangra and 2 in Mandi district @ Rs.10lakh (computerisation) + @Rs.3.5 lakh (integration ra,ith revenue offices) at a total costof 40.50 lakh.
(v) Upgradation ofalready sanctioned 123 SROs:
At present NGDRS has been launched in 2 SRO. State has requested fund for upgradingthe system to enable them to implement NGDRS.
Decision- PS & MC considered and sanctioned the proposal of Rs.307.50 lakh forupgradation of 123 SROs @ Rs.2.5 lakh and advised the state to implement NGDRSacross the state at the earliest.
14. Extension of NGDRS for 3 years beyond 31.3.2020 at a total cost of Rs. 1O15.62lakh:
The proposal has been deferred to next PS&MC meeting and NIC was directed to make apresentation before AS(LR) /JS(LR) first.
Vll. AS & FA in his concluding remarks insisted that all States/ UTs must update therelease and expenditure data on PFMS and reconcile the same with audited figures ofStates/ UTs. States should ensure that all expenditure should be incurred throughPFMS only.
