implementation plan, etc thereby making it a ‘Blue Book’ for implementation.
The report summarizes the analysis of assessment undertaken at Puducherry and brings
out clearly the challenges and problems faced by the department in executing the
identified policing systems and process under the current project. Further, it elaborates
the proposed functional and technological solution proposed under the project. It
draws from the FRS report to bring out the functionality requirement for CCTNS
application for the union territories. A summary of the FRS is presented in this report and
further the details FRS is annexed with the report.
This document covers the infrastructure requirement for successful implementation of
the CCTNS project in the union territory. It includes the requirement of ICT infrastructure
including network and connectivity for all the Police Stations, Higher offices including SP
offices, SSP, Circles, SCRB, PHQ, and other identified location. Data Centre and Disaster
recovery Centre requirement was originally planned separated for the Police
Department. Later on it was decided by the State Empowered Committee that the
State Data Center would be used for the project and keeping in mind the missions
criticality of the Police functioning, servers and storage cost would be borne separately
under the CCTNS project.
Further, data digitization requirement is also described in this report. A comprehensive
assessment and requirement of the data digitization for the union territory has been
indicated in the report. We have enlisted the records / register which would need to be
digitized based on the FRS recommendation made. It includes the average annual
estimated number of records for each of the identified document for digitization. Also,
as per the CCTNS guidelines the overall estimation of digitization requirement for 10
years has been done. The information is heavily drawn from the Data Digitization Report
and is used accordingly in this report.

Capacity Building and Training Requirement including strengthening of Training
Infrastructure is being recommended in this report. This includes the change
management strategy recommended to be followed along with the training strategy
and plan for the same. Change Management Training has been recommended based
on the assessment of requirement. This is beyond the advised set of training in the
Capacity Building Guidelines by NCRB. The information is heavily drawn from the
Change Management and Training Report and is used accordingly in this report.
This report further detail outs the implementation plan for CCTNS project in Puducherry.
Even though the size of the Puducherry is small and relatively few Police stations in the
region, it is recommended to undertake police stations in one circle in Puducherry
region. For better implementation, the project has been recommended to be
undertaken in various phases based on the project life cycle framework and to improve
the results of the project by adopting the learning’s and challenges faced in pilot
implementation. Also, the implementation is supported by governance structure as
recommended by NCRB. Appropriate changes have been recommended in the
governance structure based on the specific nuance of the UT of Puducherry.
A detailed financial requirement for implementation has been worked out and
included in this report. We have followed the financial templates provided by NCRB.
The detailed financial working sheet have been created to map all the financial
requirement of the project and consolidated to fill in the recommended format of
NCRB. The financial requirement for ICT Hardware and Software, Data Centre and
Disaster Recovery Centre, Networking and Connectivity, Training and Capacity
Building, Handholding Support, State Project Management Unit, Application
Development / Customization, Data Digitization, Warranty Required, etc. has been
included to arrive at the fund requirement for successful implementation of CCTNS
project in the Union Territory.
The Project Implementation and Monitoring Report summarizes the overall requirement
for successful implementation of CCTNS project in Puducherry Union Territory. It details
out the proposed solution, Application Customization and Development Requirement,
CAS integration approach, Digitization requirement, ICT hardware and networking and
connectivity requirement, Data Centre and Disaster Recovery Centre, Capacity Building
and Training Requirement, Monitoring and Evaluation requirement, Governance
Structure along with Roles and Responsibilities, Detailed Project Implementation Plan
along with Phasing recommendation and Financial Requirement for implementation.

Puducherry 1. Introduction
1.1. Project Background
Common Integrated Police Application (CIPA) started in the year 2004 after a detailed
study thereof by a Subgroup of domain and technical experts. The pilot project was
launched in Delhi in 2005. Computer hardware, software and technical assistance were
provided to police stations. 20% police stations have been covered under CIPA
wherein, at present, FIRs are being registered digitally and some events relating to
investigations are also being captured. Over a period of time, it was felt that with the
current pace, it would take many years before all police stations in India could be
covered. It was also felt that a stand-alone system of this nature would have very
limited utility. Keeping these aspects in view, it was decided that there is a need for
expanding the functional applications, widening the territorial spread, and building in
networking capabilities in the system, both from the angle of Management Information
Systems (MIS) requirements and storage, collation, analysis and transmission/sharing of
crime and criminals related information. The collated information should be shared
across police stations, Districts, States and Central levels. In this background, the Crime
and Criminal Tracking Networking and Systems (CCTNS) Scheme was conceived and
incorporated in the Eleventh Five Year Plan.
CCTNS aims at creating a comprehensive and integrated system for enhancing the
efficiency and effectiveness of policing through adoption of principles of e-
Governance and creation of a nationwide networking infrastructure for evolution of IT-
enabled-state-of-the-art tracking system around ‘investigation of crime and detection
of criminals’. It aims to create infrastructure and mechanism to provide the basis for
evolution of an IT enabled state-of-the-art workflow (Processes) automation system in a
planned manner from Police Station level upwards and also provide public service
delivery systems. It will not only automate police functions at police station and higher
levels but will also create facilities and mechanism to provide public services like
registration of online complaints, ascertaining the status of case registered at the police
station, verification of persons etc.
CCTNS will cover all the Police Stations in the Union Territory Puducherry, and also the
Circle offices, Sub-Divisions, District headquarters, SP offices, State/UT headquarters.
There are totally 95 locations {covering 48 – PS (Including CIPA), 15 – Circles, 6-SDPOs, 2-
Districts (SSP offices), 8 –Other Offices, 1 PHQ, 4-Jail, 1- Finger Print Bureau and 1 CRB, 4-
Police Control Rooms and 5-Training Centers} under CCTNS. These are locations in
which FIR is filed and they are considered as the terminal ends for collecting information
required for “Crime in India” data. Necessary Hardware will be provided at all these
locations including data centre along with a data recovery center will be provided. All

Puducherry these locations will be networked by providing appropriate high-speed connectivity via
BSNL (Primary connectivity) for data transfer and sharing of information amongst various
stakeholders. State Wide Area Network (SWAN) will be secondary connectivity.
1.2. Brief of e-Governance initiative in Puducherry
� Common Integrated Police Application (CIPA) - Mission Mode Project (MMP) under
e-Governance of Government of India aims at automation of all functions carried out at the police stations. In Puducherry, all the police stations have CIPA installed and are operational. Customization of CIPA for Puducherry has been attempted for 17 times and still the process is not completed. Lack of manpower is one other major challenge for entering and updating information in CIPA application.
� State Wide Area Network – Puducherry State Wide Area Network is under the initial
stages of implementation for Police departments. Currently connectivity up to SSP office has been planned but is yet to be implemented. Connectivity to offices below the rank of SSP is still not listed under the project. Full implementation of SWAN connecting all offices is expected in the future and will become a strong backbone
for all departments in Puducherry.
� State Data Center – The Implementation of State Data center in Puducherry is in
Progress and expected to be Operational by December 2010.
� An MIS application has been developed internally for preparing reports using CIPA data. There are two applications for it namely MIS for CIPA implementation and MIS for CIPA integration
� Modernization of Control Room is an ambitious project of the Government of Puducherry initiated and implemented with their own funding. In this project Dial 100 for emergency and Vehicle tracking systems were modernized.
� The official website of Puducherry police (http://police.pondicherry.gov.in/) cover all information about the department like location of the Police Stations, Organization chart, Crime information, Statistics, General information to the public,
Traffic information, Assistance, Contact details, other useful links etc. This website is regularly updated and maintained as part of open administration.
� Personnel Information System (PIS) is an application which captures all the information of personnel working for Puducherry police force. It contains official data of an individual like rank, promotions, postings, trainings attended, awards, special tasks, qualifications, transfers, achievements etc.

Puducherry � E-Salary is a software application which is used for maintaining the salary stack of a
person and is useful for creating automated pay slips. This application is widely used
and serves as a model for realizing the benefits of computerization in government departments
� Passport verification is an internally developed application using MS Access to automate the passport verification process regularly handled by the police department. Any application sent for police verification from the passport office can be uploaded using this standalone application
� Foreigner Regional Registration office (FRRO) and residential permit monitoring application is used for tracking all the foreigners visiting Puducherry.
The possible linkages envisaged with the CCTNS application are with the Transport Software application – Vahan and Sarathi, Gram Panchayat – Registration of Birth and Death Software, Court – Court Information System and passport Office – Foreigners Registration Software,
1.3. Project Objective
The overall objective of the MMP is based on enhancing the operational efficiency and
effectiveness of the police force in delivering the services. The broad objectives of the
project are as follows:
1. Make the Police functioning citizen friendly, transparent, accountable, effective
and efficient by automating the processes and functions at the level of the
Police Stations and other police offices at various levels.
2. Improving delivery of citizenPcentric services through effective usage of
Information & Communication Technology (ICT).
3. Provide the Investigating Officers with the tools, technologies and information to
facilitate faster and more accurate investigation of crime and detection of
criminals.
4. Improve the Police functioning in various other areas such as Law & Order, Traffic
Management, curbing organized crimes, resource management etc.
5. Facilitate collection, storage, retrieval, analysis, transfer and sharing of data and
Information among Police Stations, Districts, UT headquarters and other
organizations /agencies, including those at Government of India level.
6. Enabling and assisting the senior Police Officers in better management of Police
Force
7. Keep track of the progress of the crime and criminal investigation and
prosecution Cases, including progress of cases in the Courts.
8. Reduction in manual and redundant Record keeping.

State level and across States at the National level, there by resulting in:

b. Better tracking of criminals, suspects, accused, repeat offenders, etc.
1.4. Scope of Service
CCTNS will cover all the Police locations in the State including State Police Head
Quarters, Circles, SSP offices and District headquarters, Sub-Divisions Offices, District
Police Stations, District Special Branches, Special Intelligence Branches and District
Crime Branches.
Necessary Hardware will be provided at all these locations including Data Centers at
State headquarters. All these locations will be networked by providing appropriate
high-speed connectivity for data transfer and sharing of information amongst various
stakeholders.
There are 48 police stations in the Union Territory of Puducherry out of which 41 stations
have already been covered under CIPA project. New and advanced hardware like
Digital camera, Fingerprint Reader, External Hard drive and Electronic pens are
provided under this project all the police stations. Network connectivity will also be
provided with appropriate high speed connectivity for data transfer and sharing of
information amongst various stakeholders. The services to be covered under CCTNS
project are:
1. Complaints/ information to the concerned Police Station

7. Submission of requests for issue/ renewal of various NOCs, clearances and
permits and status of requests online.
8. Linkage to court, medical services, forensic request, etc.
9. Portal for sharing information and enable citizens to download required forms/
certificates etc.

All the above services and other modules as discussed in sec 2.4.2 would be
implemented in the UT through the “Bundled Services” as mentioned in Sec 3.6. The
bundled services by the SI would typically include installation and commissioning of
hardware and networking equipment, site preparation, customization and
development of extended modules of CAS State, Capacity Building and Change
Management Activities, Handholding Support etc.

1.7. Implementation Locations
The locations selected for implementing CCTNS project in terms of providing hardware
infrastructure, additional equipments to CIPA police stations, network equipments and
connectivity has been elaborated in this section.
Police Stations
As per Section 5.1 of the State plan, 14 police stations were recommended for CCTNS
project and 41 police stations have already been covered in CIPA. The 7 outpost listed
among the 14 police stations are removed from the scope of the project. Vigilance,
Excise, Anti-Corruption Cell (VAC-Puducherry) and Food Cell (Puducherry and Karaikal)
are locations where FIR is filed (Notified trough State Gazette). Information for Crime in
India is taken from these locations as they are policing end terminals. Government
Orders, detailed functioning and role of these police stations are described in
Annexure-1.
Circles
As per section 5.2 of the State Plan, 18 circles were recommended for coverage under
CCTNS project. Only 15 Circles are valid as per the guidelines. The Circles covered in
CCTNS are 10 circles in Puducherry, 3 circles in Karaikal, 1 circle in Mahe and 1 Circle in
Yanam.

As per section 5.2, 14 locations are identified for SDPOs and SPs. All 6 SDPOs are taken
up but only 7 SP offices are taken up under CCTNS. 4 SP offices where FIR is filed are
CID, PCR Cell, VAC and Food Cell. 2 Specialized locations where verification like
passport verification, government servant verification etc are regularly performed.
Details in terms of GOs , functioning, staff strength of all these offices are given in
Annexure-1.
Districts/SSPs
There are 2 district offices in Puducherry UT namely Karaikal and Puducherry. The 3 SSP
offices are considered for CCTNS in UT of Puducherry. Senior Superintendent of Police is
Law & Order and SSP (Karaikal) are considered as District offices. SSP (C&I) office is

Long term plan for Operational Expenses: It has been observed that owing to citizen centric services of the police
department and the low volume of transactions, the cost of levying a user fee for transactions in Police Department will
be greater than the revenues earned from the user fee. Obtaining consensus from the department to levy fee to citizens

The Director General of Police (DGP) is the head of the Police Department and fully
responsible for the maintenance of discipline and for efficient discharge of duties by all
ranks in the department.
The Senior Superintendent of Police (SSP) exercises supervision and coordinates the
work of the superintendents of police of Puducherry and Karaikal. The SSP exercises the
same powers and responsibilities of a District superintendent of Police within the UT.

CCTNS- Puducherry Since PSWAN is only at block level and not extended up to Police Stations, Other
Service provider may be considered for secondary connectivity. State Data Centre
(SDC) bid is awarded and is expected to be operational from October, 2010. Hence, it
is expected that the two major backbone infrastructures of IT namely SWAN and SDC
would be in place before the roll out of CCTNS.

During the Detailed Assessment, CCTNS study team evaluated the People Dimension of
the Programme. The key facets that were covered under this assessment were:

Capacity Building Assessment
Assessment of current initiatives for upgrading ICT Skills
Currently the Police Personnel are being provided basic computer training through the
Pondicherry Institute of Co-operative Management. The institute being a government
organization provides training at a subsidized rate of 1,500 rupees per person for a
twenty day program. These trainings are effective as they are managed by instructors
from the Puducherry locality. The syllabus of the course is in tune with the curriculum
specified by NCRB.
During the Detailed Assessment study it was observed that the personnel in the
department are generally resistant towards change and acceptance of new
technology. The first main reason for this resistance is that some of the officials have
joined the police force with a minimum qualification of 8th standard or 10th standard
and they are not interested in learning about computers. Second reason is that they
feel they are old enough not to learn new things and would like to continue with the
existing methods till they get retired in few years.
There is no separate infrastructure for providing computer training to police personnel in
Puducherry. It is recommended that a new training infrastructure can be created under
CCTNS and improve the results of training. Interest on computers needs to be created
among personnel for attending training and the benefits of ICT should be explained.

CCTNS- Puducherry There is a strongly recommendation that more police personnel need to be trained to
ensure the success of this project and betterment of policing in Puducherry.
The following diagram explains the current assessment of Capacity Building initiative in
Puducherry
It is clear that the weaknesses and Threats for successful training needs to be handled
using the strengths of the police force and the available modern techniques of
computer training. Even though the qualification of the persons might be limited, once
interest is created and if the person realizes that his work would be easy by adopting
computers then the program would become a great success.
Department should also recommend for aggressive refresher courses of training to
sustain change. Motivational factors like awards, perks and other recognitions should
be introduced in the department for persons using computers in policing work. Officials
should be clearly instructed to send their personnel for training and should not
undermine the importance of computerization or CCTNS project.

CCTNS- Puducherry Change Management Assessment In this section, the team discusses the assessment on the softer aspects pertaining to
CCTNS adoption. Broadly, the prevailing culture, the fears and the eagerness towards
CCTNS have been analyzed below. Pictorial representation of the same follows.
Change Management Assessment Framework (Forces and Organizational Culture)
Fears
Fears create the negative tension in adoption of any change initiative. Some of these
are valid while most of them stem from misunderstanding or misrepresentation of facts.
Fears can be largely overcome with ongoing engagement of stakeholders at
appropriate time and via relevant media.
During the course of assessment, it was found that the following fears exist in the staff in
the Police departments of the two UTs.
• Past failures in the implementation and legalization of CCIS and CIPA has left a poor
impression on the viability of automation of Police functions. There is a credibility
gap with respect to ability of the Department and implementation agency in
successfully implementing an ICT programme addressing all vital factors for success

CCTNS- Puducherry • Burden of training and retraining is invariably feared by Police staff since it eats into
their already busy schedule and there is no visible incentive for adopting the
software. Thus, there is a stigma associated with any new initiative including CCTNS
• Complexity of software is another aspect that has created fears regarding CCTNS. In
the past, the softwares were either unstable or buggy or did not mimic the workings
of the Police functions. Owing to this, the adoption was very poor and hence the
critical mass and momentum needed to sustain the initiatives did not exist. Owing to
this, CCIS and CIPA failed to take off and did not go beyond the initial phase of
enthusiasm. Technology platforms used for the softwares made it difficult to maintain
or learn to maintain and hence it had fewer adopters
• Use of English for typing text or in the user interface of the application in the previous
applications and in general in Office Productivity suite (MS Office) has led to a
general belief that staff need to be proficient in English in order to be able to learn
computers and also the CCTNS s/w. There is an inferiority complex amongst staff
leading to shying away from IT applications.
• Non-availability of seating arrangement. Police Constable and Head Constables do
not have seating arrangements in police stations. Their nature of work keeps them
on the field. Desks and work stations are available given only to officials from the
cadre of Sub Inspector and above.
• Non-availability of tech cadre is yet another stumbling block. The police
department needs to have a Technical Cadre created from amongst the existing
staff. Currently, system administration and even simple application administration
tasks are difficult to discharge since there is no ownership defined and capacity
built amongst the staff.
• Possible burden of replicating work done in CCTNS s/w into manual entries is another
fear police staff have. They feel that there could be a failsafe procedure of manual
entry also prescribed along with the use of software till such a time that the system
becomes stable / adoption becomes uniform. This too could cause backlash in
adoption of CCTNS
Eagerness
During the course of discussions, the team noticed certain areas where the Police staff
were positive and eager to know more about CCTNS. The facets which could foster a
positive tension are:
• Ability to create reports on the fly without need for manual compilation is an aspect
that is eagerly awaited by staff who are currently spending many hours in compiling

CCTNS- Puducherry data from across registers. The fact that their effort would be reduced , they keenly
look forward to the support from the system.
• Automated creation and / or publication of reports to various offices is a key feature
that stakeholders see as an advantage to them compared to the current manual
means of creation and publication of reports to various offices.
• Ability to get rid of manual and duplicated entries in multiple registers is yet another
feature that is appreciated by the stakeholders. Currently, the data integrity during
recording is maintained by entering reference data across multiple registers.
Compiling data and reports and ensuring accuracy in data entry is a huge and
avoidable overhead. Since CCTNS aims to reduce / eliminate manual and
duplicate entries, stakeholders eagerly await its rollout.
• Ability to give alerts, notifications and triggers for certain actions will also help the
police personnel to track work, work proactively on their responsibilities, ensure
service levels are maintained and act in case there are escalations. This is a feature
that is bound to help the burdened staff to key a tab on their tasks to execute the
same in a timely fashion.
• Possibility of incentivizing ICT adopters in the Department leading to positive career
record entries is yet another positive factor that would motivate the police force in
adopting CCTNS. Since some States have a dedicated Technical Cadre for
computer operating police personnel, staff in the two UTs feel that there is a
possibility of creation of such a cadre in the UTs which entitles to some additional
incentives or career progression / promotions. Certifications acquired by them could
also positively be considered in their ACRs. All these factors make CCTNS eagerly
awaited.
Organizational Culture
A few cultural aspects were also discovered over the course of the assessment. They
have been discussed below.
The Vital Few Syndrome
Currently, there are no clearly defined roles / positions for technical work. Home guards
and Police Constables are expected to work on report preparation and data entry
work alongside other responsibilities they carry. This influences the dedication of the
staff in delivering work owing to demands from multiple directions which hinders
computer related work. Also, a chosen few who are adept at use of computers and
trouble shooting (‘the Vital Few’) are the go-to people for preparing reports, typing
letters and official communications. So, there is a default delegation route followed by
all senior officials for work pertaining to use of computers at work place. This culture

CCTNS- Puducherry seems to percolate in even below the CoP’s office all the way till the Police Station
level. In the absence of the vital few, all computer related work comes to a standstill.
This hampers a universal adoption of use of Computers at offices. This needs to be
changed such that basic use of computers is everyone’s responsibility and only
advanced tasks would be delegated to identified experts within the Department
(possibly create a separate technical cadre as in some larger states that are ahead in
ICT adoption in the Police Department)
Why me?
Staffs that are currently identified for operating computers and ones who support in MIS
reports and word processing have a feeling of ‘why have I been put in this when I am
not being incentivized or recognized for this work’. Since the work pressures are
significantly high in preparing MIS reports and word processing, staff feel stressed. Also,
since such capable personnel are few in number, their services are required by multiple
senior officers at the same time or work has similar deadlines owing to which they feel
stretched and under incentivized for their efforts. There is also a feeling that this work is
like a punishment assignment for some since they are not given the privileges of a
technical cadre in the Police Department.
Positional Power determines which work gets done first
Since there are a few staff members who use computers and these are not assigned to
specific officers or department, there is no work balancing. This leads to same person
getting work from different offices and many a times with conflicting timelines.
Sometimes, priority of work also changes and this leads to officers wielding positional
powers to get their work done ahead of others. This leads to a sense of oppressed
feeling for the staff since they are sandwiched between superiors.
Those who do work, get more work
Since a few police personnel are computer savvy, they tend to get all the work. While
others who are also trained, but are not specifically identified for working on computers
tend to escape the work and pass on theirs to ones who are dedicated for word
processing and MIS preparation. This leads to a feeling that those who do work get
more work to do and ones who claim innocence or ignorance of use of computers are
spared work. This leads to sense of conflict amongst the staff. Such aspects were subtly
described by some staff during our interactions.
Given the above analysis, it is evident that a robust Capacity Building and Organization
Change Management program is vital to CCTNS’ success in the Union Territory.

This section will bring out the changes required to the various processes to optimize the
police service delivery to the citizens. The following tables maps the recommendation
for the police systems and processes made under CCTNS project –

available. The users are to post the request for service and deliver services
interfacing with the applications hosted or connected through the CCTNS
deployment environment.
• As CCTNS application is build under the Centralized Architecture specification,
we build High Availability solution at the web server, application server and
database server level to avoid complete failures of services, which are delivered
through CCTNS application. High- Availability solution works under Active-Active
modes.
• In Active-Active Configuration, in Normal circumstances, both the nodes
configured in a cluster continuously provide the services to users, so both the
nodes are utilized in online enquiries, transactions, etc. while running the same
application. When one node goes down, the entire load of the application
switches over to the second node.

CCTNS State Portal Framework
The main business participants in the system are grouped and described as follows.
These groupings represent the businesses with ABFSG. Each of the main participants in
the system will have an individual portal customized specific to their business.
� Citizen Portal The citizen portal would provides information for the registered
citizens. Services offered by citizen portal include complaints, petitions and
service requests with police. Citizens can submit general service requests such as
No Objection Certificate (NOC) for job, NOC for vehicle, cell phone lost
certificate, lost passport certificate, permissions for procession, mikes etc
� CAS State Portal The state portal would allows police station users to perform
various activities such as logging complaints; lodge FIR, updating the status of
complaints lodged by Citizen, update investigation observations, create a final
report filed in the court. Displays dashboard of under trials, under investigation,
rep-opened cases, case progress and metrics about PT cases etc to the SCRB
users.
� Police Service Portal This portal will be accessed by the other agencies such as
Courts, IB/CBI, hospitals etc. to create Investigation requests, update
clarifications etc.
Business Services
CCTNS aims to have the bulk of its standard business processes automated through the
Services layer. At a high level this means that users of the system are able to initiate
business processes through submission of data online. SCRB staff and decision makers
are then able to continue and complete these processes through business process and
workflows. A cornerstone of Services is the concept of self-service. Following is the
broad set of services the application would be able to provide –

Portal Services The Portals are the online access point for the above set of users. Each
portal would offer a number of key services including:
� Content Management Services - services responsible for managing content explicitly targeted for publication on the web (and similar channels) throughout its life, from creation to archive
� Notification Services – services responsible for alerting and notifying end-users � Personalization Services – services that contain end-user preferences � Search Services – services responsible for searching data both inside and outside

� Reporting Services In order to be able analyze various business processes and
data, the solution will employ reporting services. Solution will support various data
driven reports, analysis reports and reporting as well as reports and data
integration with various other applications/systems as part of the future
architecture roadmap.
� Workflow Engine As part of business process management functionality of the
solution a workflow engine will be utilized to automate process tasks. The engine
must support strong process modeling and effective execution platform. One of
the major selection criteria for the engine is its flexibility and ability to reengineer
business process with a minimal or no code changes.
� Transaction Management The transaction manager is the core component of a
transaction processing environment. Its primary responsibilities are to create
transactions when requested by application components, allow resource
enlistment and de-listment, and to conduct the two-phase commit or recovery
protocol with the resource managers.
� Application Business Services This part of the solution architecture represents
business and services for any custom application that will be created to solve a

Service Interface
� Identity and Security Services Identity and Security Services deal with the initial
identification and registration of users, enrolment for Services, performing
authentication and authorization, mapping of generic identities to service-
specific identifiers, assigning (delegating) rights to other users to act on behalf of
the user, and ongoing maintenance of identities.
� Messaging Services Messaging Services are responsible for managing messages
that pass through the system. Whether information is being sent (e.g. a form
submission) or requested (e.g. a cross-system lookup), the Messaging service is
responsible for accepting, validating, and passing messages to the appropriate
locations. The definition and rules of a particular service are managed within the
messaging services component of the solution.
� Data Synchronization Services Data Routing & Synchronization services connect
the state solution to the police station database and NCRB central server for
data exchange and routes messages and documents to and from them.
Routing Services handle the secure and reliable asynchronous delivery of
messages between these endpoints
Infrastructure Services
As part of active System Maintenance approach, the solution will utilize various
infrastructure services:
� Patch management Patch management service enable information technology
administrators to deploy the latest product updates to computers. By using these
services, administrators can fully manage the distribution of updates that are
released through Update to computers in their network.
� Backup and Restore In order to achieve application data security and protect
the solution against data loss in case of a disaster a backup and restore services
will implement internal backup procedure. In addition to normal backup and
restore operations, it is recommended to equip all server hard drives with
duplicate disks and implementing RAID configurations to avoid data loss in case
of disk failures.

CCTNS- Puducherry � Multi Stage Environment A successful delivery of the software solution will require
presence of multiple environments in order to separate different activities which
are part of software delivery lifecycle. Typically separate environments for
development, testing, staging and production are required to allow clear
separation. Presence of these environments is critical to successful project
delivery especially from quality assurance and maintenance perspective and it is
therefore recommended to implement this setup in early stages of the project
and define a process of promoting\distribution of solution components between
environments.

Portal Architecture
Portal Server is key to an SOA approach because it provides a common framework
and interface to integrate information, people and business processes. Essentially a
portal is a series of different applications and services - some of which come with the
portal itself (e.g. content management, search, document management etc.) other
applications are then combined and assembled (together with any relevant business
processes) at the “front-end” via portlets, thus making Portal into what is essentially a
giant “composite” application.
In addition to the common interface and application and content integration
framework provided by Portal, it should also support

• Roles and processes based access which can be used to vary what applications
and services a user can see.
• The ability for business users to create and extend portal applications without the
need for any programming.

Deployment Architecture (Centralized)
This will have the following nodes:
• Load balancing – The load balancer provides horizontal scalability to the web
servers by dispatching Hyper Text Transfer Protocol (HTTP) requests among several

system availability, capacity, and performance. As the Mission Convergence
Portal system grows, the ability for the system grows and balance load while
remaining its service level agreements will be extremely important. Also, the
ability to stay up and running at all times with appropriate failover is
accomplished through the ability to cluster and load balance servers.
• Web Server (UI) node – The web server node or HTTP server is typically designed
for access by HTTP clients and to host static content for presentation. The web
server also provides services for serving other protocols like FTP, RTSP, etc. User
requests for dynamic content are forwarded by the web server to the
application server for processing.
• Portal Server node– The portal server nodes provide the user presentation
services. The portal server provides the services to dynamically define a
standardized enterprise look and feel for the web applications. The portal server
provides the user with the ability to personalize web applications based on the
user preferences and business rules defined within the portal. Portals can be
designed to be presented particular ways based on roles, as well. This node
enables functionality for pervasive devices, including intelligent notification.
• Web Content Management Node– It is proposed to collaborate for content
creation, approvals, management, retention, and publishing across internet,
intranet and extranet assets. It is a power and sophisticated web content
management product designed to accelerate development of portal contents.
The web content manager for portable document manager is used for web
content management for production server and facilitates storage and
rendering of web contents from Portable Document Manager.
• Business Process Manager/Workflow Management System Node– This node
manages the business workflow processes that involve business functions and
human interaction. It ensures that the business processes are executed in the
proper order by the proper people and systems. There will be business process
associated with the Govt. Department services for processing the user service
request. Depending on the nature of those workflows, a workflow system within
closely connected to a content management system might be needed, or a
broader-based workflow engine.
• Electronic Forms Server Node– This node would work on top of J2EE application
server and provides API for processing & integrating forms with Mission
Convergence Portal processes. These would have capabilities to attach the
supporting documents, digital signatures etc. along with the form.

CCTNS- Puducherry
• Content Manager Nodes – This node provides for both structured data in the
form of a relational database management system (RDBMS) and unstructured
content. The content manager functionality includes integration of all forms of
information, from XML (eForm), text, images, documents, biometric data and
more. The Mission Convergence Portal System will have to handle a lot of various
types of data and information. The ability to store different types of information,
group that information into cases and query on it, making a Content
Management node very important. This node also provides the basic document
workflow to model the business processes as part of Mission Convergence Portal
Business Process.
• Web Application Server node – This node provides the infrastructure for
component based application logic. The web application server(s) provide the
underlying J2EE services for running servlets, JSPs (Java Server Pages) and EJB
(Enterprise Java Bean) objects, as well as interacting with other components
(JMS, JDBC, etc). Web application servers also provide transaction
management capabilities and can be configured to provide a highly scalable
and available network for running web based applications. The web application
server also provides a runtime environment for hosting and accessing web
services. For the proposed system, web application server will be the central
runtime environment for applications i.e. grievance management, Helpdesk
applications, Portal and Dashboards and MIS.
• Data Management Node- This node provides for both structured data in the form
of a relational database management system (RDBMS). This node is being used
for managing the master data, transaction data, relationship data, and other
operational data entities of various application modules products. There is a
need to have a Data Quality Engine to filter out quality data from the existing
such databases with the various departments.
• Identity Solution Node – This node discovers individual’s identity i.e. “Who is
Who?” It does resolves inconsistent, ambiguous identity and attributes
information into a single resolved entity across multiple data sets, despite
deliberate attempts to confuse or misrepresent individual identity. This node
exposes the web services which have been consumed by business process
engine for fulfilling the business requirements.
• Enterprise Systems Management node – This node offers a full range of
functionality for monitoring and managing an enterprise-level system for quality
of services levels, system performance, potentially outages, efficient use of

CCTNS- Puducherry system resources, and more. The more robust capability of managing not only
system components, but system services, is possible with a Mission Convergence
Portal System that follows an SOA Framework, thus lowering costs from more
efficient utilization of system resources and pro-active system upkeep.
Network Architecture
We are proposing that Data Centre at Police HQ shall be used as Primary DC and
State Data Centre shall be considered as Secondary DC. Complete Network and
Security will be provided by the State Development Agency. Bidder will propose the
Severs with SSL encryption and Server Load Balancer along with the storage. The
CCTNS database at the Data Center will be mirrored on a real time basis.
Information Security Measures
CCTNS application security initiatives should include, DMZ Policy, encryption,
authentication, authorization and digital signature. It should take the appropriate
measures for the data privacy, confidentiality and access control.
CCTNS’s complete security is assured by implementing the security at the following

Training Evaluation
After each batch on Basic Computer Awareness training the Police personnel will be
evaluated in terms of their understanding, interest, and capability to grasp computer
concepts, willingness to learn more and ability to adapt to ICT solutions. A core team
with personnel who show positive responses to the results of basic training will be
selected. This core team will be provided Trainers training. Personnel who are keen on
learning advanced computer concepts will be selected and training on Network
Administration and troubleshooting training.
Using internet will be encouraged for knowledge gathering and effective
communication. Evaluating the trainees would be regularly performed to ensure
success of each training program. Online examinations and certifications along with
incentive programs will also be devised by the Department to encourage better
participation of police personnel.

Further, a provision for a refresher course has also been budgeted in order to cover any
absentees as well as to reinforce learning for ones who need it.

In Puducherry there is no dedicated Computer Training Centre for Police personnel. A
recommendation by SPMC in consultation with the Police department has been sent to
the Empowered Committee for setting up of training facilities in the following five
locations,
• Puducherry (HQ)
• Puducherry (PTS)
• Puducherry (CRB)
• Karaikal (HQ)
• Mahe
Other important aspect of Capacity Building is strengthening of institutions of capacity
building. This can be done by providing hardware and software to the RTC, PTC, and
DTCs etc. in the Union territory of Puducherry. There is only one training institute in the UT
of Puducherry i.e. Police Training School (PTS). Due to increase in the Police force & lack
of inadequate infrastructure at existing PTS, it is recommended to establish new training
institutes with necessary infrastructure in the Puducherry.
Note: Since the existing Police Training school is not able to cater the training
requirements of large no. of Police force at UT of Puducherry and as per the MHA
guidelines, the State Empowered Committee has proposed 4 new training centers
including 2 District Training Centers at Puducherry & Kairkal. The proposed training

The cost workout per head through the state owned Co-operative Training Institute as found to be highly minimal with a cost of Rs.1500 Per head per level inclusive of course material, Examination & Certification. 3.3. Governance Structure
This section will provide the governance structure that will be created at the UT of
Puducherry level to monitor the implementation of the CCTNS project.
As per the Guidelines issued by the Ministry of Home Affairs, Government of India, UT of
Puducherry Police Department shall constitute appropriate governance and operations
structures, and in alignment with the structures recommended by DIT, GOI under NeGP
guidelines. The following governance committees shall form the institutional framework
for implementation, monitoring and evaluation of CCTNS project.

State Empowered Committee
The CCTNS project in Puducherry has a Steering Committee headed by the Chief
Secretary. The Committee is the absolute decision making body in implementation,
policy matters, vendor evaluation and selection and project review. The Committee
also plays a major role in drawing out the I.T. requirement of Puducherry Police and
evaluating funding opportunities for the same. The composition is as follows:

For taking up CCTNS rollout in entire union territory it would require a full time dedicated
Project implementation Team at the UT. This team would oversee project execution and
would manage implementation and deal with technology, process & change
management related issues. This team would typically consist of core people at the UT
level and have a well balanced mix of domain expertise about the department
processes & functions and technical expertise (i.e. technology, process re-engineering,
change management, project management).
In case of the Puducherry the State Mission Team and District Mission Team has been

3.4. Other Agencies
3.4.1. UT of Puducherry Designated Agency
“UT Designated Agency”, (agency/society/public sector unit) at the UT level that would
serve as a channel for transfer of funds from GOI to UTs and from UT governments to the
vendors implementing CCTNS. Puducherry police E-governance Society (PPEGS) has
been designated as the UT Designated Agency.
The primary mandate of the UTDA will be:
• Timely payments for time-critical events
• Strict control on utilization of funds for intended purpose
• Sustainability even beyond plan period
• Enable UTs in timely hiring of experts and internal capacity building
3.4.2. State Project Management Consultant (SPMC)
Since the implementation of CCTNS and a significant part of the functionality of CCTNS
application are driven by the administration, State Project Management Consultants is
engaged to support the State Empowered Committee in the following areas:
1. Preparation of Detailed Project Report (DPR)
2. Assisting the UT in identifying the UT Systems Integrator (SI):
a. Customizing the model RFP (Request for Proposal) provided by
MHA/NCRB
b. Releasing the RFP assisting the UT in managing the bid process
c. Assisting the UTs with the assessment of techno-commercial appraisal
of bids in identifying the UT level Systems Integrator (SI)
3. Developing the functional specifications for the extensions/enhancements of
CCTNS application not covered by MHA/NCRB.
3.4.3. State Project Management Unit (SPMU)
In order to monitor the progress on CCTNS the UT would engage a State-level Program
Management Unit (S-PMU).The scope of S-PMU’s work would include the following:
� Overall project planning and management in collaboration with State Empowered
Committee and UT/District Mission teams: includes planning, supervising the overall

CCTNS- Puducherry progress of the project, monitor conformance with the timelines, budgets and
service levels.
� Review the scope and technical solutions (covering all CCTNS components)
provided by the SI
� Acceptance testing and acceptance
� Perform structured transition and rollout
� Post-deployment reviews
� Confirm and monitor service levels through the engagement with the SI through
periodic reviews
� Monitor the implementation of the project according to the project plan and report
to the UT Empowered Committee and C-PMU
� Assess the progress of the implementation and recommend release of funds to the
UT nodal agency for the SI
NOTE: For the sake of consistency with NCRB terms, we have referred UT-PMC as SPMC
and UT-PMU as SPMU across this report.
3.4.4. System Integrator (SI)
CCTNS adopts a “bundling of services” approach to implementation. Accordingly, all
the implementation components at the UT level are “bundled” and contracted out to
a single Systems Integrator (SI) who would act as a single point of contact and
accountability for the implementation, integration and performance of CCTNS. The
bundle of services would include the following:
1. Program Planning and Management
2. The SI would customize and implement CCTNS core application provided by
NCRB under the guidance of and in consultation with NIC.
3. The SI would develop and deploy additional functionality that is scoped
under CCTNS (for some of the additional functionality, the central nodal
agency would provide the functional specifications to ensure standardization
across UTs).

3.6. Sustainability Plan
This section covers key aspects of sustainability that needs to be considered to ensure
ongoing success of CCTNS beyond the initial hand holding and support period from
MHA. Broadly three areas are crucial for ongoing sustenance of the initiative. They are
people, process and technology. Critical areas of focus in sustainability are outlined
below.
Process:
• Sustaining the new / improved / revised processes will need continued emphasis on
adhering to the GOs and changes to the Police process manuals of the State / UT.
As a corollary, any such changes required to provide a legal framework for
adoption of CAS (State) and CCTNS should be made at the MHA level as well as the
UT level
• In order to sustain the new processes, staff need to be motivated to adopt the new
process by undertaking ongoing change management sessions that will make the

CCTNS- Puducherry change permanent. Benefits of adoption of the new processes should be made
clear to the staff.
People:
• Building competency in staff in usage of CAS (State) software is of paramount
importance. Thus, providing basic computer training along with training on CAS
(State) is recommended. Regular refresher training on a biannual basis would ensure
long term sustainability of the project.
• Apart from grooming in house manpower, it has been proposed to create a
technical cadre in the Police Force that can take on basic ICT management tasks
and system administration role. This needs to be accomplished on priority in
Puducherry so that there is a dedicated pool of resources who can sustain the CAS
(State) software.
• In case there is a need to have external agencies to manage the ICT infrastructure
and assets, then a Facilities Management Service could be contracted in the UT.
• With respect to enabling Citizen services online, having a strong Information-
Education-Communication (IEC) initiative is very vital for sustenance of services
online
Technology
• From the functional perspective, it is advisable to have a structured approach to
gather feedback of additional / missing / changed functionalities in the system that
will improve the system relevance to the Police Department and Citizens
• From a system administration perspective, it is recommended to have a modular,
configurable, parameterized, open interfaces based CAS (State) design so that the
configuration of the system and ongoing tweaks are easy to achieve and can be
done by in-house manpower with limited / no support from external agencies
• Performance tuning, security audit and preventive maintenance will be conducted
on a periodic basis to ensure sustenance of non-functional requirements of the
system
• State Empowered Committee’s decision to host the CAS (State) system in SDC will
ensure ongoing maintenance and support.
• Another key aspect of sustenance is the licensing, AMC and warranty norms. ICT
infrastructure may have a shelf life of around 5 years. It is advised that the UT
depreciate the ICT assets over this period and prepare a rolling annual budget that

3.7. Exit Plan
A well defined and structured Exit Plan is being proposed for the CCTNS project for
smooth transition of roles of various stakeholders during the different project phases. It is
understood that different skill set is required for successful implementation of CCTNS

players in a particular phase of the project lifecycle transfer the project knowledge and
insight to the subsequent actors for better performance of their responsibility. Also, this

� SPMC to SPMU transition: We understand that SPMC is responsible for Project Design
and SPMU is responsible for supporting the police department of Puducherry through
project management services during project implementation. It is critical that
knowledge transfer between the SPMC and SPMU is planned meticulously. The
successful transition would ensure success for the project.
� SPMU to Nodal Office Transition – For program sustenance and continuous
operation, it is mandatory that the officials and employees of the police department
have the ownership of the project. The project sustenance would need that this
transition happens successfully and the knowledge transfer from SPMU to Nodal
Office is well planned and effected properly.
� System Integrator for CCTNS project to Nodal Office Transition – It is important that
the infrastructure created during the project is transferred to the department and
operations and maintenance of the same is taken up by the department.
Operations and maintenance has specific nuances and would need the
understanding of execution of problem resolution – the associated systems and
process in place as well as technical knowhow and skill sets require performing
operations and maintenance activities.

1. As Puducherry police department do not have adequate technical staff, it is recommended that Basic Computer training needs to be provided to all Police personnel. The percentage for Group B has been raised to 15% and that of Group C to 20% to cover more staff in these training areas.
2. Special Group – This group will be formed with personnel who show special/keen interest in learning computers and related technology.
3. As suggested by the State Mission Team, the Basic Computer Training will be imparted to all Police Personnel for effective implementation of CCTNS Project in UT of Puducherry.

The cost workout per head through the state owned Co-operative Training Institute as found to be highly minimal Per head per level inclusive of course material, Examination & Certification. The above training was outsourced as the training initiated well in advance before appointing System Integrator & no infrastructure available at Puducherry Police.

1. 53,792 records are the actual number of FIRs that needs to digitize. This value has been extrapolated to 60,000 to ensure that all the FIRs that would be registered before the project goes live are also digitized.
2. Register details are obtained from police stations in Puducherry and the same has been projected for the entire UT. 3. Even though the registers differ in size and number of pages, 100 pages are considered for each unit cost. 4. Quality Assurance during Data Digitization is explained in Annexure 5 5. 4.9. Handholding Support Cost
A provision for handholding support for the Police Stations has been made for six months. The table below provides the

4.10. Project Management Consultancy Cost
Technical Consultants for Business Process Reengineering, StatePspecific DPR and proposal creation, StatePspecific
customization requirements, Project Management, Implementation Strategy and frameworks, Best Practices Survey,
monitoring of SI and other purposes at various stages are proposed to be engaged during planning, execution,
monitoring, and assessment activities of the Project. The table below provides the cost of Project Management

Explanatory Notes: The State Project Management Unit (SPMU) would function for a period of three years, of which the first year would be to
manage the implementation of the project and for two years after that, SPMU would function as a management support
for the project. The SPMU would include the following members:
Project Manager: Overall management of the project would be done by the Project Manager for a period of 36 months.
The first 12 months would be focused on managing the implementation of the project. And for the next phase, i.e. the

CCTNS-Puducherry support phase, the project manager would be performing the tasks of Performance Evaluation, Best Practices Survey,
Implementation of GPR, SLA monitoring, Monitoring of refresher trainings etc.
Procurement Consultant: The Procurement Consultant would assist the UT for the procurement of hardware and other Non
IT infrastructure required to make the project operational. He role would be crucial during the first 6 months of the
implementation to ensure that hardware is available and functional in all the locations During the second and third
years he would be more involved in support activities for procurement related to hardware failure, ensuring anti-virus
updates, assessing the effectiveness of AMC.
Technical Expert: The Technical expert would monitor the implementation of the Data Center and the Data Recovery
Centre required for the project. Once the implementation is done, the technical expert would need to the conduct the
required IT audit and acquire the required certifications for the Data Center (DC) and Disaster Recovery (DR) Centre. Also
in case, the SWAN and State Data Centre (SDC) are operational in the UT, the technical expert would assist in integration
and shifting the application to the same. The total man months visualized for the technical expert is 14 months, of which 6
months would be utilized during the period of implementation and 1 month each year during the support phase (spread
across the year / part-time).
Change Management & Capacity Building expert: The Change management expert would facilitate and coordinate the
Change management programs envisioned in this project. The training programs required to be conducted by the SI as a
part of this project would also be coordinated by the Capacity Building expert. The Change management expert would
be functioning for a total of 11 months, of which the implementation year would be dedicated 6 months and support
phase would include a time frame of 3 months for the second year and 2 months for the third year.
Process Consultant: The Process Consultant would be responsible for verifying the functionality of CAS (state) processes
with the actual process of the department. Any deviation from the actual process, or change required in the application
would be highlighted by the Process Consultant and would be informed to the CAS (state) / SI as the case may be.
Further to this any change requirement would also be informed to CAS (state)/ SI from time to time. The Process
Consultant would be functioning for a total of 18 months, of which 12 months would be utilized for the implementation
period (1st year) and 3 months each for the two years in the support phase.

CCTNS-Puducherry 4.11. Data Centre & DR Site Cost State Empowered Committee has decided to use the State Data Centre (SDC) developed by the IT department. No
separate data center will be budgeted for CCTNS project. However, considering the mission criticality of the CCTNS application, the storage and server costs allocated under the CCTNS would be utilized by the UT.
