Management response to the evaluation of Food Security Policy and Strategy Capacity Building programme (FSPS-CB) (GCP/SUD0/38/EC) – January 2017

Overall response to the evaluation

Overall the final evaluation and recommendations have been accepted. The FE is detailed and looked into all aspects of the program from design to implementation and results on the ground. However, when the report was submitted the FSPS team identified areas where there seemed to be some misconception/lack of clarity on the part of the Evaluation Team (ET). The observations were communicated to the ET through the Comments to Draft Final Evaluation Reports.

Recommendation 1: FAO, particularly Agriculture Development Economics Division (ESA) in collaboration with Partnerships, Advocacy and Capacity Development Division of the CS department, should strengthen normative capacity development training materials on Food Security Policy and Strategy for member states

Recommendation 2: FAO Sudan, with support from RNE for the benefit of technical forums of NSA and Government on issues of Food Security, should reinforce support to FNS monitoring, research, and policy information systems in Sudan

Accepted Short narrative

The Sudan National Food Security Information and Knowledge Sharing System/Network (FSIS/FSIN) and its associated website has been officially launched on October 26, 2016. The FSIS/FSIN is accessible using the following link: http://fsis.sudanagriculture.net. The Sudan Food Security Dashboard is available in the following link: http://fsis.sudanagriculture.net/SD/EN/DashBoard/Indicators/.

• FSIS/FSIN is a national platform to strengthen and improve food security information generation, management, dissemination, sharing and exchange for policy-makers, senior managers and national and states stakeholder groups working in support of food security improvement and sustainable agricultural development.• FSIS/FSIN of Sudan has been developed (http://FSIS.sudanagriculture.net/) as an integral component in Food Security Policy and Strategy Capacity Building Programme Project of Sudan in which FAORNE facilitated the creation of Food Security Information and Knowledge Sharing System/Network (FSIS/FSIN) in close collaboration and coordination of National Food Security technical secretaries at HQ and states Levels.

FAO Completed/Launched6 months follow up is required to ensure the system is operated by the National Data Centre of the Ministry of Information and Communication Technology in close collaboration and coordination with The Ministry of Agriculture and Forests.

• FSIS/FSIN has been developed responding to the need for more flexible, reliable, secure and efficient platform for highly connected system for FSIS information availability, applicability, accessibility, dissemination and knowledge/experiences sharing and hoping for creating an enabling environment for strengthening institutionalization and scaling up in the upcoming years in Sudan. This was accomplished by using participatory, bottom-up, open and distributed approaches with national counterparts.

• The ultimate purpose of the FSIS/FSIN project component Activities is to assist Sudan to assess and monitor the food security situation in order to target, design and implement improved food policies and programmes that reflect social aspects of food security – nutrition, food-related health issues, organization and community involvement.

Recommendation 3: For future CD projects in FNS at country level, FAO Sudan should capitalise on the gains of the FSPS-CB programme and ensure the presence of the necessary technical expertise in nutrition, either in country or through sufficient technical backstopping from RNE, to support the development of FNS policy and strategy.

In 2016, FAO-Sudan signed a Letter of Understanding with five UN agencies and the WB to support nutrition in Sudan confirming its engagement to:• Supporting the government to strengthen its functional capacities, reinforce nutrition governance and contribute to concretizing SUN commitments; • Increasing awareness of undernutrition and of solutions amongst society as a whole and all relevant actors and stakeholders in it; • Strengthening national political and legal frameworks and programmes to prevent and address undernutrition; • Increasing capacity over-all to prevent and treat undernutrition; • Mobilisation and tracking of resources to prevent and treat undernutrition, the measurement of progress and the reporting on results. The implementation of the programme activities (joint or single Agency/FAO) will be done in collaboration with RNE and HQ technical officers.

FAO Sudan, subject to availability of funds, is planning to hire a nutrition specialist.

Recommendation 4: FAO Sudan should continue advocate for strengthened FNS governance structures with ever increasing ownership and accountability for FNS policy and strategy capacity

The purpose of the Project Advisory Committee (PAC), composed of the EUD, Directors Generals from relevant federal level ministries and State Ministries, was to oversee the programme and to have a political, technical and managerial advisory role, not decision making. As the PAC was part of the implementation framework of the FSPS, following the project NTE, the PAC has been dissolved.

However, the recommendation of enhancing the role of the PAC to the Steering Committee will be taken into consideration during the second phase of the project.

To be noted that as part of the FSPS technical support and intensive lobbying, important policy actions have been initiated by the Government at National level. Most notable ones in this regard are Government’s decision to endorse the establishment of the Higher Council for Food Security and Nutrition and finalisation of the National Food Security and Nutrition Policy Framework.

FAO will continue support the Government in this regard.

Recommendation 5: To FAO Sudan in working with the European Union and other Resource Partners should continue mobilizing resources to strengthen capacity for FNS policy and strategy development with an improved outcome monitoring and ‘value for money analysis’

Accepted Under the overall LoU Nutrition umbrella, FAO and partners are working to mobilize resources for joint advocacy to help ensure that food and nutrition security remains a national priority in Sudan and has a central role in planning and policies.

FAO developed the FSPS second phase and the EUD is willing to consolidate efforts that have been made under the SIFSIA and FSPS and following up on the achievements and best practices, expanding the interventions that have been implemented.

FAO to finalize/revise the exit strategy (ESS) in line with the comments received from the EUD prior to the submission of the second phase CN for funding.

Recommendation 6: FAO Sudan should ensure the State Governments and specifically the ministries of Agriculture and Animal Resources continue support to SFSTS and related working groups

Accepted The Government of Sudan confirmed its commitment to cover the activities of the FSTS at federal and state level. State Governments developed the Plan of Action and committed the funds for the period 2017-2018 to ensure FSTS activities are implemented even in the absence of external support in line with its mandate: collection, analysis and distribution of data on food and nutrition security in Sudan; institutional support and policy related activities; monitoring of SDGs and PRSP food security related indicators; regular early warning and reporting; implementation of IPC; maps to guide policy design and monitoring; bulletin and quarterly updates.

FAO to follow up with the GoS to ensure the activities are implemented at federal and state level.

Recommendation 7: FAO Sudan should continue advocating for and working with the State Universities of Sudan and their faculties, and the State-based Agricultural and Livestock Research Centers on the increased role of research to FNS policy and strategy

Accepted FAO Sudan to ensure the support of broader academia with regard to FNS courses is incorporated into the new proposal for the FSPS second phase.

Recommendation 8: FAO Sudan should redouble advocacy and project efforts to promote all NSA and specifically to Women’s unions of Sudan to engaged with FSPS on communicating diverse FNS constituency aspirations, interests while highlighting concerns particularly at Locality level

Accepted Further Assessment on the capacity of NSA and in particular Women’s union to be undertaken. FAO Sudan is currently conducting the Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS). Information collected will be used while developing the CN for the second phase of project implementation to ensure the proper engagement of NSA and specifically Women’s union.
