Project Based Assessments (PBA)
The Department will develop a project-based assessment system that is aligned with the modules for each Keystone Exam for students who are unable to demonstrate proficiency on a Keystone Exam or Keystone Exam module.

PBA System
A student who did not score proficient on a Keystone Exam, or Keystone Exam module, shall be provided supplemental instruction consistent with the student’s educational program by the student’s school district, AVTS or charter school, including a cyber charter school, until the student can demonstrate proficiency in the subject area via the Keystone Exam or the student begins a project-based assessment.

Chapter 4
The project-based assessment system shall be administered by schools and scored by statewide panels composed of teachers, principals and curriculum specialists assembled by PDE. The statewide review panels shall score student projects according to scoring protocols and rubrics developed by PDE.

PBA Exceptions
Grade 12 student may move to PBA after one unsuccessful attempt
An IEP may prescribe when a student accesses the PBA
Religious opt out may provide an exception
CTC students may move to biology PBA after one unsuccessful attempt

LEA/School Assessment Coordinator
• Ensures that students have participated in a satisfactory manner in supplemental instruction prior to PBA
• Supports environment to ensure accuracy and security
• Completes enrollment process for students for the appropriate project(s); registers and assigns tutors
• Determines number of modules to be completed at any one time (for students who have failed multiple modules/Keystone Exams)

LEA/School Assessment Coordinator
• Determines timeline for completion and monitors progress
• Notifies student of PBA start date and ensures students and tutors have been trained on site accessibility
• Schedules students’ supervised sessions to work on projects before, during, and after school

Test Administrator
• Supports environment to ensure accuracy and security
• Provides log on information for students to work on projects
• Monitors students as they work to maintain a test environment

Tutor
Supports environment to ensure accuracy and security
Reviews project activities at designated checkpoints to permit student to move to next task
Provides instruction/remediation on the Eligible Content based upon student need (Does NOT tutor or instruct on specific activities in PBA)
Reviews project utilizing scoring guide; submits project for evaluation to review panel
If project is returned as unsatisfactory, provides remediation for revisions

Student

Completes PBA tasks and submits for tutor review
Requests help from tutor as needed
