PROJECT

Project summary

Community social-economic Empowerment through Agro ecology project is implemented in Busia County, Teso North Sub- County, Kocholia location. This is mainly to empower Small scale farmers of Kocholia Location achieve food security and healthier diets in solidarity. The project is being implemented by Kimaeti Farmers C.BO found in Bungoma County Bumula Sub-County and Kimaeti location respectively. The activities being implemented are: training 21 solidarity groups of 375 mebers and 1 school club of 120 members on common initiatives, common labor, agro ecological practices such as farm layout and designs, compost making and utilization, establishment and management of vegetable nurseries, soil and water conservation techniques, land preparation techniques, planting and watering techniques as well as Intergrated Pest Management, Continuous generation of monthly plans, quarterly and reports as well as monitoring and evaluation reports and recommendations. the communities leading to inconveniences on the scheduled meetings and absenteeism by some members during trainings leading to inconsistency. The team were able to realize that Common labour is an important aspect if one has to realize the impact a project in an area of operation through the adoption of the same by the farmers who have been reached.

Total costs and funding of the project

The total amount that was spent during the reporting period was Ksh.1,156,822. The money was transferred to Kimaeti Farmers account in two tranches.1st tranche was Kshs. 953,984.252nd tranche was Kshs. 1,004,728.10

Context analysis / Justification of the projectKocholia Location is foundinTeso-North sub-county of Busia county in western Kenya. The county serves as a gateway to Kenya neighbouring countries such as Uganda, Burundi, Rwanda and DRC. Congo with two boarder points at Malaba and Busia. Busia County has a population of 893681 based on thecensus report by Kenya National Bureau of Statistics 2019and is predominantly inhabited by the Luhya and Teso ethnic tribes but other inhabitants include the Luo, Kikuyu, Somali,Kisii and Sabaot. Majority of the residents of Busia County are Christians, although there is a significant population of Muslims in the urban centres. Teso-North sub-county has an altitude range of between 1300m-1500m above sea level with features of granitic outcrops, which are essentially part of the peneplain and is characterized by the presence of large granitic hills and tars in certain areas such asAmukura and Chelelemuk locations which borders Kocholia location. The community members in Kocholia location used to enjoy rich socio-cultural values such as: culturalfestivities and common labour during farming, house construction and harvesting which was highly upheld by members but is currently disappearing with time. up-bringing of children where children were considered as communal properties, rites of passage during child birth, naming and marriage that was passed on from generation to generation. But overtime, some of this good value that used to hold the community together are gradually disappearing due to intermarriages, social status, religious faiths and modernity majorly affecting the young generations. The women in Kocholia location remains to be vulnerable and discriminated on matters of leadership, decision making, ownership and control of productive resources such as land as well as inability to provide nutritious food to their family members. These projects will therefore seek to revive some of this socio-cultural value that were part of the society fabric such as common labour, sharing meals during meetings through solidarity groups and implementation of agroecology practices such as soil and water conservation, composting techniques, Integrated Pest Management and Bio-intensive kitchen gardening geared towards production of quality and quantity food. On ecological conditions, the region has sandy loam soils, dark clay soils and land formation and structure with climatic conditions that are conducive for agriculture. Some of the crops that are grown within the county by small scale farmers include maize, beans, sweat potatoes, millet, cassava and horticultural crops majority of whom owning a land size of 1.71 acres at an average while the main cash crops being tobacco and cottonfarming.Busia County receives an annual rainfall of between 760 millimetres (mm) and 2000 mm. 50% of the rainfall falls in the long rain season which is at its peak between late March and late May, while 25% falls during the short rains between August and October. The dry season with scattered rains falls from December to February. The temperatures for the whole county are more or less homogeneous. The annual mean maximum temperatures range between 26°Celcius and 30°Celcius while the mean minimum temperature range between 14°Celcius and 22 °Celsius. Despite of the many opportunities available in the county for economic development, the rate of unemployment stands at 66.7% and majority of whom are persons below the age of 35 years. Source; Busia County Integrated Development plan 2018-2022

On matters of agriculture and food production, farmers in Kocholia location are still struggling and in most cases being unable to feed their families in a year. This remains a big challenge despite of Agricultural functions being devolved roles to the county government as per the 2010 Kenyan Constitution. The problem is propelled by factors such as: dwindling extension services by county government, high cost of farm inputs and labour advocated in conventional agriculture, changing climatic patterns such as irregular rainfalls, prolonged droughts and pests/diseases infestation, other challenges includes poor farming practices that are mainly dependant on rain-fed, unsustainable farming practices with no regard to environmental conservation, land sub-divisions as a result of increased population and topographical features such as masses of rocks and stiff terrains making it difficult to access some parts within the location, gender inequality between men and women more so on access, control and ownership of productive resources such as land and income which are factors of production. As a result of the above challenges, most of the smallholder households in Kocholia location are food insecure, increased level of poverty, high cost of food production, low farm yields due to infertile soils and

Page 3: Project Annual Narrative Report - Kimaeti Farmers CBO

31_Template Narrative Report LP_KE 16November 2017

gender disparity between men and women mainly on leadership representationand decision making. In most households, women are considered inferior beings by men where they majorly participate in farming activities but have no or little say on what to be produced or benefit from the proceeds obtained from the farming activities. This is attributed to factors such as land ownership which is predominantly men’s’ affairs, societal values that places men as the head of thefamily and hence, his decisions are final. The project will therefore seek to address the above problems contributing to food insecurity through mobilizing farmers into solidarity groups to promote joint initiatives and common labour, support solidarity groups with extension services, adoption of agro-ecology practices such as bio-intensive kitchen gardening, food forest establishment and sustainable agricultural practices. As a result of the above interventions, the project impact will beto enhance socio-cultural values among community members, increased food productivity, improved livelihoods, enhanced biodiversity in small scale pieces of land, reduced production costs both in terms of farm input supply and labour and enhanced adoption and mitigation of climate change effects. In the one identified secondary school, Kimaeti CBO has been working with the school club on tree establishment mainly through nursery establishment and tree planting. The school administration has been so supportive on what we have been doing and we hope by putting up a bio-intensive kitchen garden,it will enhance diversity which also forms the basis of agro-ecology farming. The school has enough space to accommodate the bio-intensive kitchen gardening with both piped water and the one harvested during rainy period. The club patrons and members will be trained on agro ecology practices and supported to run the bio-intensive kitchen garden based on the laid down guidelines.A part from food production, the project will be focusing in bridging the gap between men and women in the society by fostering their equal and active participation in common activities and leadership representation in solidarity groups, promoting joint decision making at household level considering that currently women are only involved in making basic decisions such as: type of food to be eaten by families and clothing while men are relied upon on decisions relating to investment projects, revenue utilization from family income sources and children education. This has led to discrimination of women in household decision making, control and ownership of productive resources such as land and income. The foreseen project impact would be increased food productivity, enhanced cohesiveness among community members and improved climate change mitigation and adaptation.

Changes in the context / risksRisks Probability Impact Mitigation measuresConflict of interest

Medium Majorly among the members of solidarity groups. This may be occassioned by high expectation on monetary gains, unwillingness to embrace changes on leadership, unequal distribution and sharing of group benefits. This may have negative impact on the project implementation, considering that the project advocates for common iniatives and labour among the solidarity group members.

To mitigate on these risks the solidarity groups have been trained to institute proper internal control systems such as by-laws and regular democratic elections. the solidarity groups have also been trained on leadership, group dynamics, record keeping and conflict resolution mechanisms. This capacity impacted on them has led to the risk being medium as they are implementing the same making it difficult for the risk to increase to a higher level.

Environmental risks

High This includes but not limited to prolonged drought, excessive rainfall, pests & diseases outbreak. The occurance of this risks may have diverstating impact on the entire project, considering that most of the activities are done on the farm and are dependant on favourableclimatic features.

During the period the farmers have been utilizing of weather forecast updates, farmers to adopt the irrigation farming systems to compliment the rain fed-agriculture especially in watering the kitchen garden beds ,practicing crop diversification and especially drought tolerant and disease resistant cropsplans are in place to train them on Intergrated Soil and Pest management practices which will be supported through this project to ensure the risk movers from being high to lower levels.

Social- Low This includes non-supportive The mitigation measures may include and

cultural risks

societal and political structures within family and community to support women participation in leadership and decision making and is normally aggrevated by cultural ties& believes, discrimination based on sex, PWD, PLWHIV & age by some community, the women being an able to own, access and control productive family resources such as Land and startup Capital/income rendering them poor.

not limited to: sensitizing the community members through the solidarity groups to speak upagainst retrogressive cultures and believes, embracing the common initiatives approach by solidarity groups, upholding democratic governance systems where leadership where leaders are exclusively chosen based on competencies, experience and performance regardless of sex, social status, age or political inclination.

Corona virus outbreak

High The outbreak which has become a national pandemic, In kenya it has resulted into suspension of public gatherings, holding of social events, curfew impossed by government aim at reducing movement by the public members, economic recession and threat to public health considering our close proximity to the Uganda boarder.

Following the goverment guidelines on Corona Virus , the farmers in the solidarity groups have been observing the same during the meetings to avoid the spread. Although the risk is still high but it has not affected our farmers.

Corruption/ misuse of funds

High The incidences of corruption, fraud or misuse of funds may lead to the project being discontinued. This will have unprecedented impact to the targeted beneficiaries, since they will not receive the intended benefits that aimed on improving their livelihoods.

The organization have been relying upon its internal control mechanisms and existing organization policies such as: financial manual, procurement policy, human reource policy and anti-corruption policy during this period hence there has been no record of misuse of funds being realized..

Political unrest

Low This is normally witnessed during electioneering period, though not so common in Kochilia. Its normally catalyzed by politians with selfish interests who incites communities against each other.

Kimaeti farmers CBO has mantained its standard by not being non-political & or bias to any political inclination. This has been enhanced by mantaining its focus on community development, promoting sustainable agriculture and environmental conservation.

The discrepancies between the targeted groups and the achievement is due to unmet expectations from some of the groups that had initially been recruited, this may include handouts and operational procedures which is different from other projects implemented before. The discrepancies can still be addressed through more sensitizations while some may join later after seeing the impact of the project from the recruited members.

and mitigated through capacity building. The project has been monitored continousily through the monthly planning where so far 3 monthly planning has been held and feedbacking meetings, periodic field follow-ups and partners online progress sharing meetings organized by coordination unit.

Short-term results (output) and activitiesOutput 3.2.0: - The 375 members from the 21 solidarity groups and 120 club members are trained on common initiatives and common labour.Under this output, the organization conducted stakeholder’s forum that targeted village elders, religious leaders, ward admin, department of agriculture chiefs and assistant chiefs. This was attended by a total of 26 members (15 Male and 11Female).Sensitization forum was taken place in the villages leading to mobilization and formation of 19 solidarity groups. Project introduction where the members were taken through the basic principles of agroecology, agroecological practises and its benefits, the members were enlightened to the roles of community animators and nursery managers and the selection criteria for the same. This activity was carried out to the 19 Solidarity groups and this led to 3 community animators and 2 nursery managers being selected to work and represent the community at large in the agro ecology project. The members of the solidarity groups were trained on by-law formation and leadership skills respectively. This reached a total of 234 members (182 female and 52 male) and 242 members (187 Female and 55Male). As a result of this election was held and the groups have also been able to document their bylaws. The activities that have not been done and are scheduled to be done include training groups on roles and mandate, group dynamics, record keeping and conflict resolution. The activities targeting the school has not been possible following the outbreak of Covid-19 which resulted to closure of learning institutions most of the time during this reporting period.Output 3.1.0:- The 375 Members of the 21 solidarity groups are trained on agro ecological practices such as farm layout and designs, compost making and utilization, establishment and management of vegetable nurseries, soil and water conservation techniques, land preparation techniques, planting and watering techniques as well as Intergrated Pest Management.During the project implementation period the organization was able to conduct farm layout design, ecological mapping and bio-intensive kitchen gardening to the solidarity groups and this reached a total of 264 members (204Female and 60 Male). Training on land preparation techniques was conducted and this reaches a total of 193 Members (149 Female and 44 Male). Planting and watering techniques was conducted and this reached 222 members (170 Female and 52 Male)members. As a result, tothe trainings the members have established kitchen gardens on their farms and the minimum number of beds that a farmer is having is 2 and others having 10 beds. The activities were conducted to the solidarity group members with technical advisors and community animators who had the capacity for the same. The following activities weren’t conducted and are scheduled to continue include: - training the S.G groups on composting, soil and water conservation techniques, integrated pest management techniques and follow ups for the same. For school clubs the activities planned were not done and are not scheduled due to the ban on co-curriculum activities

Gender

On the aspect of gender, the men have not been supporting the project as they had a perspective of project and groups being for women. This led to the number of men being recruited in the project being less compared to the women. The implementation and the impact of the project to the community will draw the men closer and finally they will be involved in the project.

Handling of difficulties / conflicts and lessons learnt regarding Project implementation and monitoring (processes, approaches, means)

Challenges and conflicts: Unexpected eventualities such as deaths in the communities leading to inconveniences on the scheduled

meetings. Absenteeism by some members during trainings leading to inconsistency.Lessons learnt:

Page 7: Project Annual Narrative Report - Kimaeti Farmers CBO

71_Template Narrative Report LP_KE 16November 2017

Common labour is an important aspect if one has to realize the impact a project in an area of operation.Main measures planned for next period taking into consideration lessons learnt

Proper planning should be done with respective solidarity groups in advance despite of the natural calamities as deaths.

Members of the groups trained to ensure the absent members get the message and information of what was trained and implement the project as scheduled.

Prospect / exit strategy

The prospects/exit strategy described is still being utilized as the project is relying majorly on community animators and nursery managers who are members of the community as well as selected by the community members themselves. They are utilizing the knowledge they have gained in reaching out to the community members at large. This has led to the community realizing changes by implementing the projects activities in their farms and the formed solidarity groups.

PROJECT MANAGEMENTProject responsibility

Yes the project was being coordinated strictly by the project coordinator

Staff members involved / external persons

The project staff team that were involved in the implementation include: Accountant, Project officer, Technical advisor, community animators and nursery managers. The organization involved the external persons such as local administrative and leaders during the project inceptions mainly at sensitization and recruitment The external persons supported in fulfilling the mandate by introducing the project to community members which made the recruitment work much easier.

Capacity building The envisaged staff was trained on project induction/orientation, transformation training, roles and responsibilities of each, training on agro-ecology practices. The result of this training enabled all the staff to take part and train the community members in their solidarity groups and hence encouraged implementation aspect of the same being realized.

Monitoring The project implementing team comprising of Project Coordinator, Project Officer, Accountant, Technical Advisor, Community Animators and Nursery Managers has been carrying out participatory monitoring of activities through the regular follow-ups and field visits.

Audit So far, there has been no external Audit carried out to the project.

Reporting The project is generated by the project implementation team of Kimaeti Farmers CBO and is submitted to the country coordination office by the project coordinator. The country office will then review the project report and advise if it’s ready to be submitted to Fastenopfer.
