Á l ð P £ À À P Progress Report of National Tobacco Control Program Implementation in Karnataka About State Tobacco Control Cell: National Tobacco Control Program: State Tobacco Control Cell (STCC), Karnataka, was constituted by the Government of Karnataka vide G.O.NO.HFW 73 SMM 2004 dated 28.07.2004 under Department of Health and Family Welfare. The STCC is responsible for overall planning, implementation, monitoring and evaluation of the tobacco control activities and complementing to achieve objectives of National Tobacco Control Program in the State. • Expansion of National Tobacco Control Program from 2 districts (2014-15) to all 30 districts in 2016-17 in a phased manner. • International Union Against Tuberculosis and Lung Disease (The Union), New Delhi is supporting State Tobacco Control Cell, Dept. of Health and Family Welfare, GoK in effective implementation of National Tobacco Control Program since 2013. • Placement of trained and exclusive Human Resources from 2 staff to 108 (District Consultants, Social Workers, Psychologists and Data Entry Operators) at district level. School Programme : • In last 4 years, conducted 8315 school and college programs and sensitized 11,30,524 students on ill effects of tobacco consumption. Rose Campaign: Introduced India’s first ‘Rose Campaign – a Movement for Tobacco Free Educational Institutions led by student and teacher community to sensitize Point of Sale Owner and general public on not selling tobacco with in 100 yards of any educational institution. Tobacco Free Educational Institutions: • 1752 schools and colleges have been declared as ‘Tobacco Free Educational Institutions’ during FY 2019-20. Reduced Tobacco Burden – WHO GATS study 2016-17

Capacity Building of Officers:
State Tobacco Control Cell and District Tobacco Control
Cell trained various departments’ officers on Health Issues,
COTPA implementation and DTCC management. As a
result, district and taluk enforcement officers are involving
in enforcement activities and it also resulted in improved
inter department coordination.
Enforcement :
• Established District Squad in all 30 districts and formed
176 Taluk Squads to enforce Tobacco Control Law.
• Karnataka tops in booking COTPA violation cases in
India during FY 2016-17.

under the chairmanship of Chief Secretary, Government of
Karnataka to review the tobacco control program.
In all 30 districts, formed District Level Coordination
Committee (DLCC) under chairmanship of District
Commissioner and Additional District Commissioner for
effective monitoring and implementation of Tobacco
Control Program.

Bangalore Rural District declared as ‘Smoke Free’ district in
2014-15 and Bengaluru Urban, Udupi District, Mangalore
City Corporation, Tumkur City Corporation and
Bhadravathi taluk of Shivamogga district declared as
‘COTPA High Compliance region’.
As an innovative IEC tool, Department of Health and Family
Welfare and Postal Department jointly developed and
released special postal cover to spread anti tobacco message
to each and every corner of society.
