TFSCB has developed and changedThe overall objectives have remained the same, but the

way the Trust Fund operates has changed to reflect new initiatives and address concerns

Main change in 2004 in response to 2003 evaluation and MAPSIntroduction of two windows: NSDS preparation and other

SCB projectsEmphasis on supporting preparation of National Strategies

for the Development of StatisticsTFSCB has been one of the main instruments for achieving

MAPS Goal 1 – mainstreaming strategic planning in statistics

New initiatives have emergedSince Marrakech there has been a renewed emphasis on

statistical capacity buildingThe World Bank has new instruments

STATCAP lending programDGF funding for MAPS, including IHSN and the Accelerated

Data ProgramStatistics for Results Facility and the Catalytic Fund

Other agencies have increased aid allocations and have new programs in place, e.g., African Development Bank

Important to clarify the role of TFSCB in relation to these other instruments

Priorities to 2015 and beyondThere are still many data challenges to meet for 2015

and beyondOne of the main issues is to move from planning to

implementation, lack of resources is a problem, but other concerns also need to be addressed

Not all strategies are realistic, cover the main parts of the statistical system, are properly budgeted or are integrated into national planning processes

We need an agreed approach to help countries emerging from conflict and in difficult circumstances

The countries with the least capacity need the most help

What has the TF invested in?TFSCB has invested more

than $34 million in 171 projects

Priority has been given to low income (IDA eligible) countries

Important funder of regional and global projects

TFSCB has been an effective catalyst for further funding

Some key achievementsFive out of the first six STATCAP countries got support from

TFSCB to prepare an NSDS or equivalentAll of the five SRF pilot countries had TFSCB grants firstRegional projects in Central and South America and more

recently in the South Pacific have proved effective in helping countries prepare NSDSs

Most projects have achieved their objectives and have had an impact

TFSCB has also been able to provide support to countries emerging from conflict

The Trust Fund has been able to help countries meet immediate data needs

Where do we go from here?2009 Evaluation makes a strong recommendation for

TFSCB to be continuedNeed to re-align the Trust Fund with other instrumentsIn general the Trust Fund is a catalyst for other initiatives

especially SRF and STATCAPSome changes in procedures and the Guidelines are

needed to strengthen this complementarity and to improve effectiveness

Important to strengthen monitoring and evaluation of projects

The financial situationCurrent funds just under $8 millionAt current levels of demand probably sufficient until mid

2011Expected demand to 2017 indicates a funding need of

the order of $12 millionPropose to launch a new request for funds in late 2010 or

early 2011Extend TFSCB formally for five years, but new evaluation

and detailed review in 2015

Issues for discussionIs there agreement of the need to extend TFSCB to 2017,

subject to a new evaluation in 2015?Should a new call for new financing for up to $12 million

be launched in late 2010 or early 2011?Is there agreement with the proposed changes in

operations and the Guidelines?Do we need a new logical framework to align TFSCB with

PARIS21?
