 Message of Hon. Milroy S. Fernando   Minister of Resettlement 

  I am very happy to issue a message to the Performance and Progress Report - 2010 of the

Ministry of Resettlement.

The Ministry of Resettlement has successfully carried out its responsibility of resettling displaced people in their places of original residence. When displaced people are resettled, infrastructutre facilities and other basic needs are provided. With the elimination of terrorism from this country, we have been able to implement the resettlement process without any hindrance. All the families who had been displaced in the districts of Trincomalee, Batticaloa and Ampara due to terrorist activities have now been resettled. The Government has gained a great victory by completing the resettlement process in the Eastern Province to the utmost satisfaction of the international community. The resettlement process in the Northern Province is also being carried out and it has come to its final stage now. I have to emphasize the fact that resettlement is carried out in a most secured manner in line with the internationally recognized standards. I take this opportunity to offer my sincere gratitude to His Excellency the President Mahinda Rajapaksa for placing confidence in me by handing over this Ministry to me. I note with gratitude, the assistance extended by all parties including Hon. Basil Rajapaksa, Senior Advisor to the President and the Minister of Economic Development, Hon. Ministers, Ministry Secretaries, Members of Armed Forces, District Secretaries, Government Officials and Civil Society. I take this opportunity to offer my sincere thanks to the Secretary of the Ministry, Additional Secretary and the other members of the staff who labored very much in the midst of difficulties to carry out the responsibilities of the Ministry in year 2010. I consider that I am privileged to have an opportunity to write a message on this important

occasion of issuing the Performance and Progress Report of the Ministry of Resettlement, 2010

I highly appreciate the leadership and statesmanship of His Excellency the President Mahinda

Rajapaksa who liberated our country from the clutches of terrorism which lasted for three

decades and very pleased to be a partner of the massive programme launched by His Excellency

to bring about prosperity to this island freed from terrorism. I offer my best wishes to his

Excellency for the confidence reposed in me by appointing me as Deputy Minister of the

Resettlement Ministry in which the responsibility of resettling the people who were displaced

due to the war is vested.

Our ministry has been able to provide all the basic facilities to displaced people located in the

relief villages in Manik Farm and to ensure livelihood support and basic infrastructure for the

resettled people, to the satisfaction and praise of all parties under the guidance of His Excellency

the President Mahinda Rajapaksa and Hon. Basil Rajapaksa, Chairman of the Presidential Task

Force for Resettlement, Development and Security of the Northern Province.

I offer my sincere gratitude to Hon. Milroy S. Fernando, Minister of Resettlement, who guided

me in all my activities, Secretary of the Ministry and all the members of the staff who gave their

contribution to make this effort a success and I seek the assistance of all parties to continue our

programme in future too.

Message of Mr. M.B. Dissanayake

Secretary, Ministry of Resettlement 

It is with great pleasure I issue a message to the Performance and Progress Report - 2010 of the Ministry of Resettlement.

Our Ministry was entrusted with the responsibility of resettling people who were displaced due to the war and provide basic infrastructure facilities to them with the elimination of terrorism, which lasted for three decades by His Excellency the President Mahinda Rajapaksa. It is with humble pleasure I record that we have been able to achieve a remarkable progress of the activities of our Ministry during the year 2010 by making the “Mahinda Chinthana - vision for the future” a reality. Our Ministry has taken steps to continue the resettlement of displaced people who were located in Manik Farm relief villages while providing basic infrastructure facilities, shelter assistance and livelihood support for them. The number of remaining families has reduced to 5% and it is the expectation of our Ministry to complete the resettlement of this remaining people in a very short period with the termination of the demining process. While continuing the provisions of facilities for the displaced persons who were displaced a long time ago, we have already commenced the resettlement of these families too after identifying the families who are willing to go back to their original places of residence. A special mention has to be made of the valuable and excellent guidance received from His Excellency the President Mahinda Rajapaksa in fulfilling the responsibility entrusted to our Ministry. Similarly, the leadership and the guidance provided by Hon. Basil Rajapaksa Minister of Economic Development and Chairman of the Presidential Task Force for Resettlement, Development and Security in the Northern Province, Hon. Milroy S. Fernando, Minister of Resettlement and Hon. Vinayagamoorthi Muralitharan, Deputy Minister of Resettlement was at a higher level. Further, I would like to note with gratitude the commendable support received from Secretary to the Presidential Task Force and his staff, Hon. Governor of the Northern Province, District Secretaries, Security Forces Commanders, Competent Authority for Resettlement in the Northern Province, District Resettlement Coordinators, Heads of Departments and representatives of local and international NGOs. In conclusion, I seek the assistance of all parties to continue our effort efficiently and effectively in the year 2011 too and take this opportunity to offer my sincere thanks to Additional Secretary and all the officers of our Ministry who labored very much to make this endeavor a success.

Introduction

The Ministry of Resettlement was established in latter part of 2005, under the regime of His Excellency Mahinda Rajapaksa, President of Democratic Socialist Republic of Sri Lanka. The main objective of the Ministry was to resettle the people who were displaced due to the ethnic conflicts prevailed in the North and East for three decades and to ensure normal living conditions for them. With the intention of strengthening and widening the functions of the Ministry, it was renamed as Ministry of Resettlement and Disaster Relief Services by the extraordinary Gazette no. 1482/9 of 29.01.2007. This Ministry was entrusted with the responsibility of implementation of short-term and long-term projects required to provide immediate relief for the people who were affected by war and natural & man-made disasters, and upgrade their living conditions. Accordingly, resettlement of all the displaced persons in the Eastern Province was completed in year 2006. The Ministry was able to implement this resettlement process to the utmost satisfaction of the international community under the guidance and direction of the Presidential Task Force for Resettlement. Actions were taken to provide necessary facilities for the displaced persons of about 300,000 who were located in the relief villages in Manik Farm - Vavuniya, Jaffna and Pulmudai after the humanitarian operation in 2009. Resettlement was done stage by stage on completion of the demining process implemented by the dedicated armed forces. Resettlement Programme in the Northern Province was started from Musali DS Division of Mannar District and by 13.10.2010, 242477 displaced persons were resettled. The Ministry of Resettlement was re-established on 26.04.2010 by the new Government. Resettlement programme was accelerated by this Ministry. The process of Resettlement in the Northern Province has now reached its final stage. It has to be mentioned that the Ministry is dedicated to provide an effective service to the resettled families in line with the vision and mission of the Ministry, widening and streamlining the resettlement activities.

Chapter 1 Policies and Strategies of the Ministry

1.1 Objectives of the Ministry of Resettlement

Provision of relief and humanitarian aids and proper protection to the internally displaced persons by maintaining the Relief Villages.

Resettle the people who were displaced internally and who became refugees in other countries, in their places of original residence.

Create a suitable environment to resettle the displaced people and provide necessary facilities to them.

Ensure the provision of facilities by coordinating with the Government and Non-Government Organizations.

Ensure that the resources received from donors are spent effectively and efficiently. Ensure the resettlement process to enable the contribution of internally displaced persons and

refugees to the development process of the country.

1.2 Functions of the Ministry

Responsibilities of the Ministry of Resettlement is effected under the following four major areas.

a) Administration and Management b) Financial Management c) Plan Implementation d) Relief Services, Essential Services, Development and Rehabilitation Management

1.3. Programmes implemented by the Ministry

Implementation of Plans and Programmes for the resettlement of people who were affected by War.

Coordination of the functions of the projects relevant to Resettlement which are funded by United Nations High Commissioner for Refugees (UNHCR), United Nations Development Programme (UNDP), World Bank and Asian Development Bank (ADB).

Resettlement of Refugees Coordination of Resettlement and Development activities. Assist the Government organizations and non-government organizations to restore the

normal life of displaced persons. Facilitating the coordination between the Government, funding agencies, non-governmental

organizations and civil society in resettlement activities. Provision of essential services for the displaced persons.

1.4 Provision of facilities for the displaced persons under different fields

1. Security

Maintaining the welfare centers for displaced people, and ensuring their security has been the

continuous responsibility of this Ministry. The responsibility of providing basic needs and other

requirements to them until they are resettled is carried out by the Ministry accordingly.

2. Resettlement of Internally Displaced Persons

The basic criterion of resettlement is that resettling them in their original places of living or in

alternative places with their consent. Resettlement of displaced people in the land-mined areas is

done after the de-mining has been completed. Displaced people have the right of being resettled

in their original places and enjoying their own properties. However, creating a conducive

environment to live with dignity, after completing the de-mining process and providing their

basic needs is a major component of the resettlement process.

3. Provision of Essential Services

The main objective of the Development Division is to provide food, accommodation, protection and other essential requirements for the people displaced internally due to the conflicts in Northern and Eastern areas before their resettlement. Responsibilities

Dealing with supply of required foods to the persons displaced due to the conflicts in the Northern and Eastern Provinces.

Maintaining Welfare Centers and Welfare Villages for the displaced people. Provision of Dry Rations for displaced and resettled families. Provision of other relevant services for the displaced people.

4. Provision of Infrastructure Facilities and Livelihood

The economic, social and infrastructure facilities required for the displaced people have to be

provided before implementing the resettlement programme. For that, roads, hospitals, schools,

offices, buildings, electricity, power, markets and water supply have to be brought to normal at

first and then repair and reconstruction of houses and buildings have to be done. The

Government has taken measures to accelerate the reconstruction with the assistance of local and

international non-Governmental organizations. Provision of livelihood and implementing human

resources development activities are also being carried out by this Ministry.

5. Management and Coordination Programmes

Measures have been taken to implement the resettlement processes successfully through the coordination with the World Bank, United Nations High Commissioner for Refugees (UNHCR), United Nations Children’s Fund (UNICEF) and other international Non-Governmental Organizations.

6. Reconstruction of Sacred Places

Ministry contribution is given for the reconstruction of destroyed or damaged sacred places due to the war enabling the displaced persons to perform their religious rituals and fulfill their religious obligations. The Ministry has taken measures to allocate funds to renovate most of these religious places in 2010.

7. Protecting the Rights of the Displaced People

Steps will be taken to ensure necessary Economic and Social rights and requirements of the displaced people when resettling them in their places of original residence or in the places selected with their consent in line with the internal standards. The Ministry is coordinating with the United Nations High Commissioner for Refugees (UNHCR), United Nations Children’s Fund (UNICEF) and Human Rights Commission in carrying out these responsibilities.

8. Creating Co-existence between Displaced People and the Host Community

It is the responsibility of the General Public to consider the displaced people as a part of the main stream of society and avoid arising any disparities between each other. Disparities between the civil society and the displaced people should be avoided in the resettlement process. Special programmes are organized to achieve this purpose.

Chapter 02 Institutions functioning under the purview of the Ministry

Government Institutions, Statutory Authorities and Special Projects are functioning under this Ministry to implement the plans and programmes formulated by the Ministry.

a) Resettlement Authority b) Development Division c) Secretariat for Northern Displaced Muslims (SNDM) d) National Projects Coordination Unit e) Puttlam Housing Project

These institutions bear the responsibility separately in performing their respective duties with a collective responsibility in achieving the goal of the Ministry. 2.1 Resettlement Authority

Resettlement Authority was established in terms of the Act No. 09 of 2007 with the aim of formulating and implementing sustainable programmes to resettle the displaced people in their original places voluntarily or by the Government. 2.1.1 Objectives of Resettlement Authority

Ensure the Resettlement or Relocation for Internally Displaced Persons and Refugees with dignity and safety.

To facilitate resettlement of Internally Displaced Persons and Refugees to enable their Rehabilitation linking them to the Development Process of the country.

Coordination with the efforts of various institutions with necessary resources and power, in order to avoid displacement.

Formulating and implementing Projects and Programmes for the tasks such as Provision of Education, Health and Housing facilities, ensuring the basic Human Rights, Provision of Livelihood assistance, accelerating the resettlement process through demining and removing debris.

2.1.2 Functions of the Resettlement Authority

To formulate and implement a Policy for Resettling the internally displaced persons and refugees in consultation of the Ministry.

To Coordinate the efforts of Government, donors, international NGOs, civil society agencies and others possessing the required mandates and resources in order to avoid displacement of people.

To formulate and implement specific programmes and projects for resettlement and relocation of internally displaced persons and refugees in a safe and dignified manner.

To assist the IDPs and refugees to obtain their lost documents such as birth/death certificates, marriage certificates, national identity cards, deeds of properties and any other documents required from the state departments.

To assist in providing Infrastructure facilities, education and health facilities. To implement resettlement programmes including housing schemes to facilitate the

resettlement and relocation. To assist in utilizing the local and foreign monetary resources for implementing the planned

resettlement programmes. To provide facilities in resolving problems relating to ownership and possession rights for

moveable and immoveable properties. To facilitate the restoration of basic Human Rights including the Cultural Rights in order to

empower the internally displaces persons. To receive the representations regarding the requirements of the displaced persons,

considering them and forwarding them to the respective authorized agencies for the necessary action.

To mobilize the displaced to initiate and implement partnerships for the recovery and development in accordance with individual or community needs.

To promote the livelihood activities among the displaced and refugees. To provide a reasonable access to information on policies, resources and progress on

activities earmarked for their recovery and facilitate dialogue with concerned intervening agencies.

To ensure a conducive physical environment for resettlement by demining and removing debris and repairing damaged infrastructure facilities.

2.2 Development Division

Provision of foods, accommodation, and other essential services to the persons who were

displaced due the conflict situation prevailed in the North and East carried out by the

Development Division, which is previously known as ‘Essential Services Division’.

2.2.1 Objective of the Development Division

The objective of the development division is to ensure the supply of essential services for the

displaced persons according to the stipulated regulations and guidance, without any delay with a

special concern on quality.

2.2.2 Responsibilities of the Development Division

Taking necessary actions for supplying the essential foods for the displaced living in

different districts of the country.

Granting of financial provisions for respective District Secretaries to provide essential

services to the displaced persons living in other districts.

Maintaining the Welfare Centers for displaced persons.

Collection of data on Resettlement of the displaced.

2.2.3 Steps taken to achieve the Objectives

A special Cabinet Procurement Committee has been appointed to purchase goods

systematically, properly and immediately.

A special programme has been successfully implemented to grant the financial provisions to

the District Secretaries, for the provision of relevant services to the displaced at the

beginning of every quarter without delay.

A programme has been implemented to get an assurance that the services are received by the

displaced properly, from every District Secretary at the end of every quarter.

Special attention has been paid on carrying out services such as maintenance of welfare

centers, supply of electricity and water, while granting the necessary financial provisions to

the District Secretaries.

A proper Data Collection Programme at Divisional level has been implemented regarding the

resettlement of displaced people.

2.3 Secretariat for Northern Displaced Muslims (SNDM)

Due to the conflicts prevailed in the North, most of Muslim and Sinhala people lived in the Northern Province and a small number of Tamil people were displaced internally in 1990 and later. These displaced people had gone to various districts for temporary settlements. Majority of the people who were displaced in later 1990 are Muslims. Their original places of living were Mannar, Mulativu, Kilinochchi, Jaffna and Vavuniya districts of the Northern Province. Majority of these displaced Muslims were temporary settled in the Puttlam District. Apart from that, a considerable number of displaced persons were temporary settled in Anuradhapura and Kurunegala Districts too. Few others were settled with their relatives and friends in the Districts such as Colombo, Gampaha, Kalutara, Galle and Kandy. Those who came to Puttlam were temporary settled in the following Welfare Centers in the Puttlam District.

These people migrated by sea and land routes to other Provinces when they were chased out. Majority of those who came from the land routes were dispersed into several districts. Those who came by sea via Kalpitiya were settled in the Puttlam district. A special characteristic which can be observed is that they are living together in temporary camps as they lived in their original places. During this period, provision of dry rations, infrastructure facilities, health and sanitation facilities, and other facilities including educational facilities was effected by the respective Divisional Secretaries with the financial assistance of NGOs and World Food Organization. Later, a programme for the supply of these services was implemented under the Ministry of Rehabilitation. In addition, the North-East Provincial Council also established a Special Commissioner’s office and implemented some programmes for fulfilling limited requirements through this office. Since it was observed that these offices were not enough to fulfill the needs of the people, a Project office was established in addition to the Special Commissioner’s office under the Ministry of Ports, Shipping, Rehabilitation and Reconciliation to involve in the process of providing infrastructure facilities for displaced people. However, since it was observed that these activities were not enough for carrying out these activities properly and effectively, the Puttlam Special Commissioner’s Office and the post of Special Commissioner was re-established under the District Secretary, Puttlam in terms of the decision taken on the Cabinet Memorandum dated 22.06.2005 submitted by the Ministry of

Relief, Rehabilitation and Reconciliation. The approval has been granted for the following activities according to the cabinet memorandum. a) To establish a Special Commissioner’s office in Puttlam with relevant authority to implement

the Government programmes and provide basic facilities for displaced people living in Puttlam and other Districts in consultation with other line Ministries.

b) Recruitment of staff required for this office in terms of the approval No. 05/0495/001/018, and dated 31.03.2005 of the Department of Management Services and recruitment of officers when required on casual basis.

c) Obtaining the required financial provisions from the Department of National Budget. In implementing these activities, the Director General of Management Services has approved a cadre of 29 officers for the Office. In addition, the approval has been granted for recruiting 117 camp officers and 25 sanitary laborers. Later, by a decision made at the Cabinet meeting held on 28.07.2010 the following amendments were introduced.

a) The name of the Puttlam Special Commissioner’s Office was changed as Secretariat for Northern Displaced Muslims (SNDM),

b) Post of ‘Special Commissioner’ was changed as ‘Commissioner General’ c) A post of ‘Commissioner’ was approved in order to carry out the duties without

hindrance.

Various economic, social and cultural problems had arisen since the displaced persons lived in the welfare centers for a long period. The number of family units had increased due to the marriages of the children of displaced families. With these increased problems, each welfare center was divided to several parts (like ‘A’, ‘B’ or other) to facilitate the administrative functions. Due to this reason, the number of welfare centers was increased up to 172. Details are given below.

With the new posts introduced in terms of the decision taken at the Cabinet meeting held on 28.07.2010, the functions of the office of the Secretariat for Northern Displaced Muslims, established in August, 2005 were commenced in the Puttlam District Secretariat premises in a building with limited accommodation. As the available space in this building was not adequate at all, construction of a new building was commenced on the advice of Hon. Minister of this Ministry. After the completion of its first stage, the new office was opened on 10.07.2010.

2.3.1 Objectives of SNDM

Ensure the normal living conditions for the displaced persons by providing the facilities and

rights enjoyed by the other citizens.

Taking steps efficiently to grant necessary aids in compliance with the Government policy, to ensure better living conditions for the by identifying their needs.

Implementing the Programmes under the Policies and Guidance of Ministry of Resettlement

and complete them appropriately. SNDM is dedicated to provide its service to the displaced people honestly, wisely, politely, objectively, impartially, quickly, efficiently and effectively with understanding, transparency and responsibility.

2.3.2 Functions carried out by the Secretariat

To facilitate provisions dry rations to the displaced persons.

Provisions of the Aids for Roofing Sheets

Providing the infrastructure facilities for the displaced people living in Welfare Centers.

Provisions of aids for receiving educational facilities.

Promotion of the Cultural Activities.

Coordinating with various Government institutions for the provision of necessary services to

displaced people.

Providing the necessary assistance for relevant organizations to obtain the services from

NGOs.

Provision of facilities to the people living in camps by appointing Camp Officers.

Taking necessary steps to provide drinking water and sanitation.

Providing the assistance to obtain Birth Certificates, National Identity Cards, Passports by

coordinating with respective Divisional Secretaries.

2.4 National Projects Coordination Unit

An important role has been played in relation to the provision of welfare facilities, humanitarian assistance and other infrastructure facilities for the displaced persons from the North and East by the National Projects Coordination Unit established with the financial provisions of United Nations High Commissioner for Refugees (UNHCR) under this Ministry in 2007 to provide humanitarian and other facilities for the displaced persons of the North and East With the increase of the number of displaced persons from the Northern Province the responsibility of this coordination unit became very heavy and complicated during April last year. Therefore, this unit had to implement expeditious programmes in order to fulfill the requirements of the displaced people. The number of displaced persons who lived in temporary houses at Vavuniya Relief Villages were around 280,000 during the month of May last year. The resettlement of these people was started in August last year. The resettlement of 159,495 displaced persons was completed at the end of December last year. Another 27175 persons were facilitated to leave the relief villages under the humanitarian grounds and voluntarily. As at 31.12.2009, the number of displaced persons left in the relief villages was 100,012. Measures were taken to provide all the necessary facilities for these displaced persons. Resettlement has been effected on completion of the demining of the respective areas, followed by the provision of basic infrastructure facilities including houses. This process is to be completed with the assistance of Presidential Task Force. The demining process has been completed over an area of 1814 sq.km in the Districts of Mannar, Kilinochchi, Mulativu and Jaffna in August, 2010. An area of 1440 sq.km in Mulativu district is yet to be demined. At present, displaced people have been resettled in an mine-cleared area of 130 sq.km in Mulativu district. The Government launched the resettlement and infrastructure development process with the assistance of United Nations and other local and international NGOs. In this endeavor, action was taken to address the identified problems and gaps in the process of providing humanitarian and other assistance. The establishment of welfare centers was commenced after clearing of jungle in the area of Manik Farm. Accordingly, the Kadiragamar relief village was established in an area of 800 acres and zones no. 1, 2, & 3 were established in an area of 3000 acres. Semi-permanent houses were

setup in zones 01 & 00. Government Departments, UNHCR and other related agencies provided assistance for this task. In Zone 03 too tents and temporary houses were constructed. By the end of April, 2009 the Zones no. 0, 01,02,03,04 & 05 were ready only to host 150,000 persons. However, the number of persons who came to the Manik Farm seeking temporary shelter and protection was more than 300,000. State Departments, with the assistance of UN agencies and other NGOs continued to provide safe temporary houses, foods, drinking water, health and sanitation, education and all other facilities to them. This programme was implemented and coordinated by employment of services of field officers of the Ministry of Resettlement and zonal security officers throughout the 24 hours of the day. This Unit with the financial assistance of UNHCR, was able to effectively coordinate the functions of constructing houses, provision of water, food, electricity and sanitation facilities utilizing the aids provided by various agencies, societies and companies who came forward to help the displaced persons during this period.

A detailed Survey was carried out on Displaced Persons residing in the Vavuniya Relief Villages with the assistance of UNHCR and International Organization for Migration (IOM). The objective of this Survey was to calculate the number of displaced persons and families including the disabled, collect information on their education, livelihood, original places of residence and their previous sources of income, and provide assistance to ensure better living conditions for them based on the result of this Survey. These survey results were given to all the state institutions which are capable of providing relief for the displaced persons. Most of those Ministries, Departments and Institutions have commended us for providing this information and informed that they have utilized these statistics in formulating their plans for providing relief services to the displaced persons. This unit is implementing various projects through the coordination of humanitarian affairs with United Nations High Commissioner for Refugees (UNHCR), International Organization for Migration (IOM), World Food Organization (WFO), United Nations Education and Cultural Fund (UNESCO) and other International NGOs for the well-being of the displaced persons. The Ministry of Resettlement offers its sincere gratitude to the United Nations High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM) who made their valuable contribution to achieve our objectives. 2.5 Puttlam Housing Project

This project was established under the World Bank aids to provide Houses, Sanitation facilities, Roads and implement Drinking Water Schemes for the displaced persons living in the Puttlam District.

Chapter 03 Performance and Progress

3.1 Action Plan implemented by the Ministry of Resettlement and Progress After the new Government came to power, the new Ministry of Resettlement was established on 26.04.2010. Until then, the National Disaster Relief Services Center operated under the Ministry of Resettlement and Disaster Relief Services. During that period, this Center was engaged in providing relief services for the disasters occurred in various districts, maintaining a stores complex to cater to emergencies, maintaining a data bank of disaster information, networking the National Disaster Relief Services Center with District and Divisional Secretariats through ICTA, implementing programmes to minimize droughts and organizing training programmes for providing disaster relief services. The details on allocation of provisions and expenditure incurred by Districts during the year 2010 are given in the table 3.1. The allocations of provisions under different categories are given in table 3.2. These figures show the performance and progress under these categories.

Road Development Rs. 85.15 million has been spent for the rehabilitation of roads, construction of new roads and gravelling of roads in the districts such as Puttlam, Manar, Vavuniya, Anuradhapura, Trincomalee, Batticaloa, Kalutara, Gampaha, Polonnaruwa, Kurunegala, Mulativu and Ampara in order to satisfy the needs of displaced people. Accordingly, this Ministry has contributed a lot to develop the transport facilities in the above districts through rehabilitation and constructions of roads. Education Rs. 17.93 million has been spent up to now under the Action Plan of this year for construction of school and pre-school buildings for the children of displaced families, reconstruction of damaged buildings and construction of safety walls around the schools in insecure villages.

Community Development Projects were implemented to introduce Community based Programmes for the displaced persons. Projects such as conducting workshops, upgrading sports skills, conducting training and educational programmes, organizing awareness programmes were implemented. These projects have paved way for the displaced people to integrate into the main stream of society in such a way that their skills could be utilized for the development of the country in a desirable mental environment. Rs. 88.87 million has been spent for these purposes. Development of Religious Places Under the Action Plan of 2010, Rs. 30.60 million has been incurred up to now for construction and reconstruction of Buddhist and Hindu temples and Churches which were destroyed due to the war, facilitating the displaced persons in performing their religious activities properly and easily. Most of these included construction and reconstruction of roofs and safety walls. .

Power and Energy Under the Action Plan of 2010, Rs. 3.7 million has been incurred to provide electricity connections for displaced persons, supply power generators, settle the electricity bills of the camp residents who could not afford to pay them.

Drinking Water and Sanitation Facilities

Rs. 27.19 million has been incurred for the Districts of Puttlam, Anuradhapura, Trincomalee, Batticaloa, Vavuniya, Mulativu and Kilinochchi to construct drainage systems properly, construct wells and tube wells, and reconstruct latrine pits in order to fulfill the drinking water requirements and upgrade the sanitation facilities of the displaced people.

Livelihood Development

Even though well educated youths were living in Puttlam, Anuradhapura, Vavuniya, Mannar, Trincomalee, Batticaloa, Jaffna, Ampara, Mulativu and Kilinochchi Districts, Rs. 14.19 million has been incurred for upgrading their economy since most of the them were unemployed.

3.1.1 Resettlement in the Eastern Province

With the liberation of the Eastern province from the terrorists, an accelerated programme was initiated to ensure security and resettlement of the people displaced due to the war. The Government was able to resettle around 123,907 displaced people in the Batticaloa district and around 75,370 persons in the Trincomalee district in line with the internationally recognized norms. This could be considered as a great achievement on the part of the Government. Accordingly, it is a great achievement of this Ministry to have completed the resettlement programme in the Eastern Province.

Summary of Resettlement in theTrincomalee District

3.1.2 Fulfilling the Needs of People living in the Relief Villages, Vavuniya

With the Humanitarian Operations taken place in the Northern Province, members of the General Public who were detained as a human shield by LTTE started to reach the Government controlled areas seeking protection around March 2009. Some travelled on land and some used sea routes to arrive in these areas. Those people were directed to Vavuniya through the Omanthai checkpoint while some were directed to Trincomalee, Jaffna and other places. People thus arrived were temporary settled in schools, religious places and other public places, and the necessary facilities were provided for them. The Government took action to construct Relief Villages as an accelerated project to avoid collapsing the provisions of common amenities with the increase of arrivals. These activities were implemented under the guidance and direction of the Presidential Task Force and with the assistance of other line Ministries. Accordingly, four villages named Ananda Kumaraswamy, Arunachalam, Kadiragamar and Ramanadan were constructed. These villages were constructed as model villages and all the facilities required for the people were provided for these families. Villages named Zone 4, Zone 5 and Zone 6 were established facilitating the re-functioning of schools, which were used as Relief Centers. Accordingly, all the displaced families who were living in those schools and other public places were shifted to these newly established villages. The Government took necessary actions to provide essential services such as foods (cooked and dry), drinking water, electricity through the establishment of temporary shelter, latrines, schools, pre-schools, libraries, hospitals, medical centers, post offices with telephone facilities, banking facilities, cooperatives, vegetable and fish stalls, hair salons, children’s parks, vocational training centers and mobile medical clinics.

3.1.3 Resettlement in the Northern Province

Resettlement activities of around three hundred thousand people who were displaced from the North and located at the Manik Farm relief villages, Vavuniya were started form the Musali DS Division of Mannar District. Accordingly, the completion of resettlement of 3316 persons belonging to 1024 displaced families under the stage 03 was a great achievement. We have taken steps to provide basic infrastructure facilities to these resettled families immediately on their resettlement ensuring their traditional livelihood patterns such as fishing and cultivation and providing self-employment. Resettlement programme thus initiated has now been extended to in Mannar, Vavuniya, Mulativu, Kilinochchi and Jaffna Districts too. By 13.10.2010, 248777 persons displaced from North had been resettled. The Graph below shows the resettlement programme of people who were located at Vavuniya Relief Villages. Accordingly, 93% of them have been resettled in their original places and only 7% are left to be resettled.

Grand Total 7298 77640 3.2 Resettlement Authority The Resettlement Authority assisted the Ministry in various ways in the provision of instant humanitarian aids such as foods, water, sanitary facilities, rehabilitating damaged houses, providing infrastructure facilities which could be considered as a major problem faced by the displaced persons on being resettled.

This authority supervises the welfare and advancement of the Internally Displaced Persons and ensures the resettling them with safety and dignity. Further, the Authority coordinates the efforts of different institutions that own necessary resources and power to avoid displacement.

The main responsibility of this Authority is to formulate and implement Projects for providing education, health and housing facilities, ensuring basic human rights and livelihood and facilitate the resettlement process by demining and removing debris.

The Authority has collected information by publishing an advertisement in Sinhala, Tamil and English newspapers on 18.08.2009 of displaced persons who lost their lands and property due to terrorist activities lasted for 30 years, with the aim of resettling them and help them to regain rights of their lost property.

3.3 Development Division

Development Division is now successfully carrying out the responsibility of providing dry rations, accommodation and other various essential services for the people displaced before 01.04.2006 due to the conflicts in the North and East while contributing to the effort of the Ministry for completion of resettlement of these families in 2010.

The Details of the Families who received Foods, Accommodation and other Essential Services from 2001 to 2009 are given below.

Steps have been taken to collect information relating to the displaced families living in 22

districts such as the name of the household, the number of family members, value of the dry

ration, district and DS division of original residence, consent / non-consent for resettlement

and other details and maintain a database. Necessity of resettling these displaced families and

integrating them to the main stream of society without delay is emphasized.

Steps are being taken to facilitate resettlement of these families in 2010 considering the

environment and their consent for resettlement. In terms of the number of displaced families

who received dry rations up to the fourth quarter of 2010 and the expenditure reports it is

observed how the resettlement process has taken place in their places of original residence.

3.3.1 Provision of Dry Rations for the Displaced Families

Necessary actions will be taken to direct 10454 families displaced from the districts such as

Mannar, Vavuniya and Puttlam where resettlement could be done without any hindrance, for

resettlement during the fourth quarter of 2010. Accordingly, the number of families receiving the

dry rations will be reduced to 19,859 during the first quarter of 2011. Actions will be taken to

continue the resettlement process with this reduction.

3.4 Secretariat for the Northern Displaced Muslims (SNDM)

Many Sinhala, Muslim and Tamil People lived in Vavuniya, Mannar, Kilinochchi, Mulativu and Jaffna districts were displaced due to the LTTE activities in 1990. Those Muslim families who lived in these districts, especially in Jaffna were ordered to leave their places within 24 hours. To cater to the requirements of those displaced families who were located in Puttlam this Secretariat was established in 2005.

3.4.1. Activities carried out by the Secretariat (up to 10.10.2010)

Provision of Drinking Water Drinking Water is distributed very often using the Bowser kept in this office. In addition to that, drinking water is supplied to two camps through the main pipelines. Rs. 313,090/= has been spent for the water obtained from the Water Supply and Drainage Board.

Issuing of Dry Rations Rations Cards have been distributed to 16150 displaced families living in the district of Puttlam to the value of Rs. 23,292,642/=.

Payment of Allowances for Pre-School Teachers and Supervisors SNDM has spent Rs. 10,006,500/= to pay allowances for 505 pre-school teachers and 10 zonal supervisors who have been recruited to upgrade the pre-school education of the children of the families displaced due to the terrorist activities in the Northern Province and living in the districts of Puttlam, Vavuniya, Anuradhapura and Mulativu.

Payment of Allowances for Cultural Officers and Cultural Supervisors Rs. 15,525,000/= has been spent for payment of allowances to 300 cultural officers and 25 cultural supervisors who have been recruited by the Ministry under the Action Plan 2010 to promote the cultural activities of the displaced families displaced due to the terrorist activities in the Northern province and living in the districts of Puttlam, Mannar, Vavuniya and Anuradhapura.

Payment of Allowances for Deaths

Rs. 1,000,000/= has been spent to pay death allowances to (Rs. 10,000/= per death) to facilitate the funeral activities of displaced families.

Payment of Allowances for Health Volunteers Rs. 4,936,500/= has been spent to make payment for 29 health volunteers recruited to assist the Midwives working in the maternity clinics operated for the displaced persons.

3.5 Responsibilities of the National Projects Coordination Unit

National Projects Coordination Unit has contributed to provide the following services and facilities for the persons displaced due to the war.

The basic responsibility of this Unit was to provide accommodation and aids for the displaced persons who were located in the temporary houses built in Relief Villages. Steps have been taken to resettle these displaced families in line with the recognized international norms.

Appointment of Zonal Directors and Camp staff officers for coordination, strengthening of resettlement process ensuring long lasting solutions. Under this programme, 8 Zonal Directors were appointed for the administration of 8 zones and 41 staff officers for each zone were appointed to carry out the field activities and assist the zonal directors, under the supervision of zonal directors.

16 officers attached to the Ministry in Colombo assist these programmes and in addition to that, 197 voluntary officers who were selected from the displaced persons have been employed for various activities. These officers have been helpful to facilitate the provision of relief services.

Following facilities are provided for the Displaced Persons. 1. Security 2. Foods 3. Temporary Houses 4. Water and Sanitation services 5. Health 6. Education 7. Vocational Training 8. Trade Activities 9. Organizing Social Activities 10. Provision of facilities for free movement of displaced persons, collecting information on

displaced persons and issuing temporary identity cards to them.

Promotion of short and long-term activities after gathering social and economic data required for resettling the displaced persons in their original places.

Database has been established relating to the displaced persons by way of a general survey to facilitate relevant Ministries, International and Local NGOs for providing relief services and implementing resettlement programmes.

Registration of Refugees Re-establishment of dispersed families. Notices were published trough Media for the following needs with the aim of expediting the

resettlement of displaced persons. o Calling of applications for resettlement o Provision of protection for families and persons under the foster parent system

Progress review meetings are held monthly with the co-participation of the Hon. Minister of this Ministry and the officers of UNHCR on resettlement and welfare of displaced persons. Institutions which provide various services (local/international), and the Coordinators who have been appointed for each district participate in this meetings.

UNHCR has taken action to increase the financial provisions to recruit additional officers for this project and provide transport and office facilities for the staff.

This Unit is also carrying out the responsibility of collecting data and submitting those reports to the Presidential Secretariat and other relevant Ministries and Institutions. Further, preparation of various project reports is also done by this Unit.

9 Coordination Sub Committees on Humanitarian Affairs were operated, and the decisions taken by those committees were implemented.

Entering into the Memoranda of Understanding with local and international institutions for providing relief services to the displaced persons.

Taking action to obtain the required permission from the Ministry of Defense for the staff who visit the North - East areas and for transportation the goods. Actions are taken to facilitate all Government organizations, NGOs, Voluntary Organizations, Relief Workers who carry out relief services in the North and East for obtaining the required permission from the Ministry of Defense.

Assist the displaced families to find their lost members by coordinating with the Ministry of Defense.

Rehabilitation of the displaced people until they are resettled. Contributing to the programme of integrating the persons who were involved in terrorist

activities to the main stream of society by rehabilitating them with the assistance of Ministry of Justice.

Vulnerable groups such as University Students, Pregnant mothers, disable persons, small children, members of clergy, elders who are above 60, people who require regular medical treatments were released on humanitarian grounds.

A news publication named ‘Vadakkin Wasantham’ was distributed among the displaced persons in order to disseminate information on displaced, resettlement and coordination relating to the provision of relief services.

Upgrading the security situation of the displaced and resettled people. Ensuring the protection of properties and food security of the displaced through relevant programmes. Implementing programmes relating to the provision of basic facilities for special categories of people (pregnant mothers, disabled, small children, elders above 60,...).

A leaflet was distributed to make the displaced people aware of resettlement methodologies and facilities provided.

Actions were taken to provide aids, dry foods, other goods, agricultural and fisheries equipments, financial aids for the resettled persons.

3.6 Progress of the Puttlam Housing Project

The World Bank has allocated 32 million USD for this project and the local contribution is 2.2 million rupees. Construction progress is 54 % up to now. 4460 houses have been already constructed for displaced families. 560 houses have been constructed for selected host families who helped the displaced families. Funds have been allocated to construct 10 road packages and the preliminary work has already been commenced. Funds have been allocated for 12 water supply schemes and out of them, 08 schemes are ongoing. In addition, Environmental Development Programmes for the relevant families have been implemented under the project.
