PurposePurpose

• To provide a report on progress achieved with respect to the Bojanala District Municipality (including the Rustenburg Local Municipality) with respect to :

– Update on work being undertaken

– Performance and expenditure by the mining towns identified in the Presidential Package.

– Meeting to discuss a bulk water supply infrastructure master planning with the NW Province, Bojanala District Municipality, Rustenburg, Madibeng, Moses Kotane Local Municipalities, the National Departments of Water Affairs (DWA) and Human Settlements, Magalies Water and other stakeholders

• Purpose of the meeting :– align the planning processes between the municipal

IDPs and information on the Magalies Water database, for incorporation into the water infrastructure master plan for the province

focus areas in the NW Province:

• Lack of and accuracy of historical data in respect of water sources, borehole , etc.

• Inadequate supply of water to some of the areas, which results in interrupted water supply.

• Most areas in the NW Province utilise ground water for their water supply, although this is insufficient.

• Lack of adequate funding from municipalities to invest in new bulk water infrastructure and the maintenance of the existing infrastructure.

• The municipalities to submit outstanding information to Magalies Water by end of November 2013.

• The draft bulk water infrastructure master plan is to be completed end of March 2014 (subject to the availability of information from the municipalities.

• The bulk water infrastructure master plan is to cater for the water demand for a period of 25 years

• Regular consultations must be in place between the Municipalities and Magalies Water to finalise the Master Plan

The National Department of Water Affairs have got three initiatives currently underway, namely,

• The Provincial Department of Water Affairs bulk Master Plans

• The backlog eradication strategy with the provinces and

• The process to align the census information with the existing backlogs

• All these processes will be incorporated into the national bulk water infrastructure master plan

Slow pace of delivery by EskomSlow pace of delivery by Eskom

• On 1 October 2013, a meeting between Eskom, NW Province and the three local municipalities to discuss electricity challenges in the Bojanala District Municipality

It was agreed that Eskom and the local municipalities will meet and align their plans towards resolving the electricity issues in the projects

• Developable land portions were identified by the HDA, in collaboration with Lonmin

• Meetings with the DHS, NW Provincial Government, the HDA and Lonmin were held to finalise issues relating to the donation of land to the Province

• On 30 October 2013 – a Deed of Donation was signed between Lonmin and the NW Provincial Department of Human Settlements

• A meeting was held on the 8 November with all the stakeholders.

• The MoU between Lonmin and the NW Provincial Department of Human Settlements is in the process of being drafted.

• The draft implementation plan for the project is in place.• The technical task team for the project is in place and

regular meetings have been scheduled.

• The Province is to – arrange meetings with other mining houses to discuss

land related issues and how these can be resolved– proceed with planning and procurement processes on

land identified by HDA for development purposes.

•A meeting was held on the 19 September 2013 with SHRA - discuss how the Department, together with SHRA can put together a pipeline of social housing projects and the funding mechanisms for these projects.•SHRA in process of compiling proposals to be presented to the Department

Appointment of Project Managers by the HDA• Terms of Reference and Proposal for submission to the next meeting of EMTfor the appointment of project managers to assist with the coordination and management of projects in the Mining Towns.

Provincian of technical support by MISA• MISA has been :

– approached to undertake an area-wide study of the Bojanala District Municipality.

– requested to make available four (4) technical experts to provide support to the identified municipalities, for a period of twelve (12) months

– A meeting to finalise the Memorandum of Agreement between MISA and the Department, as well as the Terms of Reference is scheduled for 13 November 2013

Planning for Phase 2 & 3 of the Mining TownsPlanning for Phase 2 & 3 of the Mining Towns

• During the course of September and October 2013, meetings have been held with the Phase 2 and 3 mining towns to initiate the processes for the operationalisation and management of the Presidential Package

• All Municipalities have been requested to draft the Human Settlement Implementation Plan (HSIP), in line with the IDPs for a 5 year horizon. These need to be approved by Council and Provinces

• A reporting template has been circulated for input. It will be finalised and be used for reporting on a monthly basis 15

Consultation with the municipality is currently underway to resolve the issues.

515The project is approved for installation of internal services and construction of 515 top structures.

Installation of services is 70% complete, with the outfall sewer constituting the major portion of remaining work.

Top structure construction is progressing well with 402 foundations, 342 wallplates and 200 roofs completed to date.

Completion of internal services by the municipal contractor has been delayed. Completion is scheduled for end of the 2013/14 financial year.

This is an integrated development project aimed at provide 3400units of different typologies as well as other social amenities Contract is yet to be signed pending negotiations between the municipality and the developer

Bulk water, electricity and sewer need upgrading to accommodate the envisaged units. Plans are being put in place to ensure that bulk services are upgraded as required. Installation of services will commence once the contract is concluded between the two parties.

BokamosoThe project being implemented by Rustenburg Local Municipality, Department of Human Settlements and Rustenburg Platinum Mines. The first phase of the project is to provide 4000 units and internal services. To date an MOA has been signed between the three parties. A technical task team has been established that is looking at planning processes that meets on a biweekly basis.

The lack of bulk services i.e. sewer, electricity and water is a challenge. Engagements are underway to determine the need and establish cost implications and sources of funding. An environmental impact assessment and the record of decision for township establishment and the approval for the need for one for the bulk sewer line is outstanding.

Lonmin-

Marikana

Lonmin is donating a portion of land for housing development to alleviate the plight of mine workers and surrounding communities. A deed of donation has been signed between the department of human settlements and Lonmin.The HDA has done due diligence on the portions of land being donated including the ones in Mooinooi in Madibeng Local Municipality durisdiction. A task team has been established that looks at all planning processes around the project that meets on a biweekly basis.

Rustenburg Seraleng 800This is an informal settlement upgrading programme that seeks to relocate YizoYizo informal settlers to Seraleng. Social facilitation and profiling exercise has been completed in YizoYizo. The municipality will soon embark on an exercise to relocate the intended beneficiaries. The department of human settlements has already appointed two developers that will commence with the top structures as soon as the relocation is completed.

integrated development

This is an integrated development project, which includes the construction of about 2000 housing units of various typologies, social amenities and installation of services in the Hartebeespoort Dam area. Construction of 1000 BNG units is currently underway with the remaining portion of the project to be implemented in partnership with Hernic mine and the municipality.

Lack of bulk sewer and electricity. For bulk sewer, the municipality has approved the installation of a package plant in the meantime whilst expropriation processes are underway that enable installation of a bulk sewer line that connects to the municipality wastewater treatment plant

Progress to date on the 1000 BNGs, all internal services are completed except for outfall sewer, 961 foundations have been cast and 551 wallplates done. A MOA which outlines the responsibilities of each party has been signed for the remainder of the project.

An application has been done for Eskom to conduct a feasibility study for the installation of bulk services.Bulk water has been resolved and is available. A task team has been established to look at unblocking the various challenges on the project particularly

MambaThis is an informal settlement upgrading project aimed at formalization of the Mamba informal settlement. The project had stalled during the township establishment process. Samancor mine had issued an objection in the EIA citing that the development is within the mine’s buffer zone. Engagements were done and the mine has recently lifted its objection paving way for completion of township establishment processes. The township establishment process is expected to be completed by the end of the year.

Madibeng Lethabong The project is approved for the construction of 2100 units but got blocked. The department’s aim is to resuscitate the project by doing rectification work and completion of the outstanding units. A physical audit has been conducted and quantity surveying work is underway. The project is now at Supply Chain Management for the appointment of a developer to undertake the work to be done in the project.

This project was blocked and was recently resuscitated to do the 921 outstanding units in 12 villages. Two developers have since been appointed to do the outstanding units and to date 76 foundations have been cast and 23 wallplates as well as 7 completions.

The project is aimed for the construction of 700 units in Mogwase and 200 in Mabeleapudi. In Mogwase the contractor is finalising the completion of the entire amount whist 32 are outstanding in Mabeleapudi.

Mmatau 200 This project is approved for the construction of 200 units in Mmatau village. A developer has recently been appointed and expected to commence with enrolment and construction by end of November 2013.

The project is aimed at the construction of 1200 units in 12 villages in Moses Kotane LM. Amongst them are villages most affected by recently established mining activities i.e. Sefikile and Ledig. Two developers have been appointed and construction expected to commence by the mid November 2013.
