MESSAGE FROM THE TRUSTEES Welcome to the 2017 Norfolk County Music Festival! We are a local charity with one central aim: to offer amateur musicians of all ages an opportunity to perform in public, in front of friendly audiences, and to receive positive advice from the professional adjudicators who come to listen to them. Many gifted and talented young musicians have been regular performers at the Festival while at school and then gone on to a professional career in music. At the same time, every child and young person who has had the opportunity to take part in the Festival will remember their experience of playing for an audience and enjoying the applause at the end of their performance. Every entrant to the Festival, whether a soloist, duet, trio or larger ensemble receives personal, written feedback on their performance and is presented with a certificate.
This year NCMF lost one of its key players to leukaemia. David Capp was Chairman of the Festival for 13 years, as well as a passionate player of the lute. As Headmaster of Brundall Primary School, David worked tirelessly to promote the children’s musical education. In his memory, the NCMF Trustees have set up the David Capp Memorial Bursary worth £1,000, for extra music or singing tuition for primary school pupils and their teacher. This year the fund is available for extra singing tuition. Please see page 30 for further details.
Norfolk is very fortunate in having so many committed music teachers working in primary and secondary schools across the County, and in both state, voluntary and private sectors who encourage their pupils to take part in the Festival. The emotional, intellectual and social benefits from learning music are widely known. These include developing a sense of personal achievement and strengthening motivation, as well as building confidence and self-esteem. NCMF offers extra support to encourage participation in the festival by providing extra funding to cover travel costs for school choirs and WCET entries.
We are a small charity and the costs of mounting the Festival are met by entry fees, a modest audience admission charge and a bequest made to the NCMF by Olive Shorten, whose father founded the Festival in 1925. In addition, we are very grateful to the Norfolk Music Hub for its contribution to the NCMF and to Mrs Ursula King for her bequest in memory of her late husband which supports the cost of the official accompanists.
We need you to spread the word about the Festival. Funding cuts and SATs pressures are making it harder for schools to commit to the Festival. Please ask your school music teachers to contact us and find out how to get involved.

ADJUDICATORS Sue Nicholls is a successful primary music specialist and Advanced Skills Teacher. She was music consultant for the BBC radio programme ‘Music Box’ and is an active member of NAME (National Association of Music Educators), on the Representative Council as co-chair of the Early Years and Primary Focus Group. Since 2007 she has lectured to PGCE students at the University of Northampton and at the University of Leicester.
Kwesi Edman graduated from the Royal Academy of Music. He performs regularly across the world as a soloist, chamber musician, pop musician and conductor and has collaborated with players from the Academy of St. Martin-in-the-fields, Southbank Sinfonia, the Royal Opera Orchestra and the Orchestra of the Age of Enlightenment. He has worked alongside artists such as Shirley Bassey, Damon Albarn and Elton John and even played on a bus next to David Beckham at the Beijing Olympics. He teaches privately in North London, closely monitored by his elderly cat Cindy.
Sally Adams’ interest in music was fired at the age of 7 when she was offered riding lessons if she passed Grade 1 piano. Thanks to her pony redesigning her front teeth a few years later, she ended up playing the flute. Sally has worked as an advisor for both the Associated Board and Trinity Guildhall examination boards. She was involved setting up the Music Medals exams for both Flute and Recorder. She is an advocate of the Simultaneous Learning approach to teaching.
Nick Walker studied classical guitar at Trinity College of Music. He is a widely respected guitar teacher and is co-author of the popular, ‘Guitar Basics’ series of books for children published by Faber Music. He currently teaches and coordinates whole class music in Haringey, North London where he is also the Deputy Head of Service. He lives in Norfolk.
Julian Hellaby BMus, MMus, PhD, LRAM, ARAM studied piano at the Royal Academy of Music and has performed as solo pianist, concerto soloist, accompanist and chamber musician in continental Europe, the Middle East, South Africa and throughout the UK. Julian is an ABRSM examiner, trainer, moderator and public presenter, as well as a mentor for the ABRSM’s Certificate of Teaching course. He has extensive experience of piano teaching at all levels, and is currently Associate Research Fellow at Coventry University.
David Powell plays the tuba. He studied at London University and the Royal Academy of Music, David has played as an extra with all of the London orchestras, with the Chamber Orchestra of Europe, London Sinfonietta, Philip Jones Brass Ensemble and London Brass. David was a founder member of Loose Tubes, and also worked with Mike Westbrook, John Dankworth and Billy Cobham. He has played on albums by Eric Clapton, Heaven 17, Madness, Marc Almond, Van Morrison, Kanye West, and Peter Gabriel (with whom he has toured widely). His own band “Kermesse” has played on radio; he currently plays with “Balkanatics”, playing music of eastern Europe. David has run many education and community projects involving drama, improvisation and composition. He is examiner for the Royal Academy of Music, Royal College of Music and Trinity College of Music.
Chris Nall studied Timpani & percussion at the Guildhall School of Music & Drama. During the 1980s Chris worked extensively in London’s West End both as a percussionist and conductor. As well as theatre work, Chris has played with many of Britain’s leading orchestras and ensembles and is currently Principal Timpanist with the Orchestra of St. John’s, The English Festival Orchestra, and the National Symphony Orchestra. He holds teaching posts at Eltham College, Trinity School Croydon, The Kings school Canterbury and the internationally renowned Bromley Youth Music Trust.

CERTIFICATES AND ADJUDICATION Taking part in the Norfolk County Music Festival is an opportunity for you to enjoy the ex-perience of performing in public and benefit from personal feedback from our profession-al adjudicators. Each performance is assessed on its musical merits and the adjudicator will also suggest how you can achieve an even better performance.
At the end of every class, each entrant is given Written Feedback. In the vast majority of cases, they are also presented with a Norfolk County Music Festival Certificate, showing a grade category.
The categories are:
Outstanding Performance – an exceptional performance, both artistically and technically at this level.
Highly Commended performance – a generally correct and creditable performance, with greater evidence of artistic interpretation.
Commended Performance – a generally correct and creditable performance.
Promising Performance – a good but limited performance
Participated - more security needed for a successful performance.
The adjudicator may use his or her discretion to award Highly Commended Performance Plus and Commended Performance Plus where the performance merits this but is not quite the standard for the higher category. Feedback from adjudicators tells us that they appreciate this flexibility and they usually explain their decision-making to entrants.

2017 FESTIVAL RULES The object of the Festival is to raise the standard of amateur music making by giving practitioners the opportunity to perform in public and under concert conditions. They benefit from professional feedback on their work and from the opportunity to hear their fellow performers. An amateur is someone who does not derive his/her living from the branch of performance.
1. An official Festival photographer will be capturing images / video / audio which may be used on our website, on social media and in promotional material. Should parents or teachers not wish their participants included in any photographs or video recording, etc they should notify us in advance.
2. Entry fees cannot be returned.
3. Copies of all performance material MUST be provided for the adjudicator. Photocopies are acceptable, providing they are destroyed immediately after the performance.
4. By entering the Festival, you agree to subscribe to our mailing list so that we can keep you informed on the progress of your entry and important information about the Festival. We will also send you occasional emails about the Festival and you can choose to unsubscribe from these when you receive them.
5. The Festival is open to residents of Norfolk and to such others as may be admitted by the Festival Committee.
6. No one may discuss any aspect of the Festival with an Adjudicator except at the invitation of the Adjudicator.
7. Festival entries should be made via our website or posted to NCMF C/O 36 Whitlingham Hall, Kirby Road, Trowse, Norwich, NR14 8QH. All applications must be accompanied by the appropriate fee.
8. The Festival reserves the right to refuse entry without assigning any reason.
9. Entrants will perform only once in each class except for class PN33 (teacher and pupil) and in the woodwind classes, if performing on different instruments.
10. Whilst every effort will be made to adhere to the advertised programme the Festival reserves the right to make modifications.
11. Pieces will be heard in full if played within the stated time limit.
12. Normally, participants will not be allowed to perform at any time other than that programmed for their class.
13. The qualifying age for entrants will be calculated as on 1st February 2017
14. By booking a class you are confirming that you agree to these terms and conditions.

Any amateur musician or singer - someone who does not earn their living from making music/ singing.
How do I book?

Can I change my time and/or class?
If there are serious reasons why you cannot perform at the time indicated then tell us immediately and we may be able to offer an alternative. We are sorry but last minute changes and changes on the day cannot be accommodated.
How do you decide on timings and programming?
Once the festival is finished, we book our venues and adjudicators for the next year to make sure we have them in place. But we don’t, at this stage, know precise details of how many entrants we will receive for each class.
This sometimes means we struggle to fit everyone into the venue and time allocated. If venue and timing looks a little peculiar on occasion, it’s because we’ve taken travel times and the number of classes an individual or school has entered into account. We are aware that schools have to book coaches and extra staff and we do try to minimise the extra costs etc. by programming all their entries on the same day. Unfortunately, this may not always be possible.
Should I bring a copy of music with me?
Yes. Copies of all performance material MUST be provided for the adjudicator. Photocopies are acceptable, providing they are destroyed immediately after the performance. Please give the photocopies of your music to the Steward when you arrive at the venue.
When should I arrive?
All classes begin promptly at the start of each morning, afternoon and evening session. After that it is difficult to be precise although we do try to give some indication in the Programme. Sometimes people fail to turn up due to illness and at other times we may overrun if the adjudicator gets carried away!
You may find that we run several classes together if there are not many entries, to make sure that you have an audience. It is best to err on the safe side and to arrive in plenty of time so that you are relaxed and can get the “feel” of the Festival before it is your turn to perform.
What do I need to do on arrival?
Make yourself known to the Festival door steward and hand in the completed MUSIC FORM which gives details of your name, class and the title of the music you will be performing. If you have forgotten your form we shall have plenty of spares at the reception table.
Hand an extra copy of the music to the steward for the adjudicator. Photocopies may be used but they will be destroyed at the end of the class. Original copies for adjudicators use will be returned at the end of the class.

What should I wear?
This is a public performance and you are on show so appearance does matter. However, make sure that you feel comfortable and can breathe easily. Footwear is important if you stand to perform.
Do I have to bring a music stand?
We have plenty of stands available at the venues but if you bring a very large instrumental group it may be prudent to bring a few extra. There is a special conductor’s stand for choir, band and orchestral performances.
Are there warm up facilities?
In some of the venues we use this may be possible, but unfortunately this cannot be guaranteed.
Who is in charge?
Festival Stewards will be available to ensure each class runs smoothly. Please feel free to approach any of them if you need help and advice.
What do I do if I find a mistake in the programme?
It is your responsibility to provide us with accurate details for performers. Please tell us immediately if you see a mistake in the spelling of your name in the Festival Programme so that we can print the correct award certificate.
Can my friends and family watch?
It cost £3 each adult (per session) to be part of the audience and this will include a Day Information Sheet about the day’s classes. A £5 programme allows you entry to all Festival classes.

SAFEGUARDING POLICYImplemented from 1st January 2014
The Safety of Children and members of vulnerable groups is paramount and all, without exception, have the right to protection from abuse. All suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately. All the Festival’s trustees, staff and volunteers have a responsibility to report concerns.
Norfolk County Music Festival is held in March each year and takes place in various venues. Other Festival events, such as Music Workshops and Concerts may take place at other times of the year.
Where the words ‘child’ or ‘children’ are used throughout this document it also includes vulnerable adults. Where ‘parent’ is used it includes guardians, teachers and carers.
1.Purpose and Function of the Norfolk County Music Festival
The Festival’s mission is to provide a platform for the performing Arts by amateurs of all ages and abilities in a non-competitive and friendly atmosphere.
One of our key objectives is to provide an educational element and to encourage and maintain high standards through the expertise and integrity of the professional adjudicators we employ.
2. The Festival Environment
It is the Festival’s policy to ensure that, in co-operation with parents and teachers, the annual Festival, together with any other official NCMF organised events including concerts and workshops take place in safe and secure environments as far as is reasonable and practicable. However, we expect parents to be responsible for the entrants in their charge.
All Festival classes take place in public buildings, churches and schools. Members of the public are welcome to attend festival performances. In the case of public buildings other members of the public may be
present.
3. To whom does this policy apply?
This policy relates to children under the age of 18 years and members of vulnerable groups of any age who are identified to the Festival organisers prior to arrival at the Festival. This should be done by notifying either the Development Officer or Chairman through the contact details at the end of this document.
The Festival actively seeks, wherever possible, to meet all special needs, but must be aware of such needs beforehand in order to make any necessary and practicable arrangements.
4. Festival Personnel
With the exception of the Development Officer, adjudicators and accompanists, all personnel involved in the Festival including the Trustees and Stewards are volunteers. All Stewards are selected in accordance with their suitability for the duties of the required areas of supervision and all are fully aware of the Festival safeguarding policies and procedure.
Festival Stewards are identified by pink sashes and the name of the Senior Steward will be made known to those attending at the commencement of each session.
In the case of problems any Steward may be approached and will be able to refer to an appropriate person. All problems will be dealt with confidentially and in private and will be fully documented.
5. Preparation for Attendance at the Festival
Those submitting entries for the Festival will be notified of the Safeguarding Policy. In addition the policy will be printed in the Festival Programme and also available for downloading from the Festival website.
All parents and guardians should be aware that should they not be personally attending

with their children, it is their responsibility to ensure that their children are accompanied and adequately supervised at the Festival by responsible adults acting on their behalf. Neither the Festival nor Stewards are responsible for any children who attend the Festival.
6. Performance and Changing Areas
It should be pointed out that Festival personnel do not supervise changing or warm up areas nor toilets. In public buildings the toilets may also be used by the general public.
7. Photographs, Videotapes and Press Photography

THE DAVID CAPP MEMORIAL BURSARYRecently, we lost one our key players, David Capp. Looking for a way to remember David and his passion for the Festival, the Festival Trustees have set up the David Capp Memorial Bursary of £1000, for extra music or singing tuition for primary school pupils and their teacher. This year the fund is available for extra singing tuition.
All primary school choirs entering the Festival will be eligible for the bursary which will be awarded to a school choir showing promise and potential to develop further with extra tuition. The school will be chosen by the singing adjudicator and announced on Thurs 9th March at the end of the School Choir sessions.
JOHN KING OFFICIAL ACCOMPANIST BEQUESTNorfolk County Music Festival is very grateful for a bequest set up in memory of John King to assist in meeting the cost of providing official accompanists who play on Festival days.
John was a piano teacher and skilful accompanist who worked in Norwich for over 40 years. We are delighted to honour his memory in an art form that he loved so much.
