NROTC Program Review

CNSTC leaning forward to improve training and standardization of officer and enlisted accessions

• NROTC Program Review­ Establish a continuum of training­ Level the training between MIDN at all NROTC Units­ One set of standards across the board: NROTC and OCS

FY19 and out are projections based on a combination of current enrollments and goals

Navy moved seats from OCS to ROTC in past years to allow us more Advanced Standing offers. This offset the lower number of 2 year scholarship offers, helping to maintain the viable College Program pool necessary for our Scholarship Restructure starting with the FY20 class.

Navy Production increasing to 879 to support the “Navy the Nation Needs.”

Steady in the out years.

Pilot held July 2018 in Great Lakes Centralized location at Naval Station Great Lakes Provide Baseline standardization for incoming MIDN, focusing on:

militarization, fundamentals, teamwork, operational safety, assessment, and culture

Battle Stations capstone event Plan for 2019 is for all Navy Scholarship

students to attend between Sophomore and Junior Year Pass/Fail 10 training days including Academics SMC students will participate fully 5 increments:

Jax: 4-14 May; 18-28 May; 1-11 Jun; 15-25 Jun

Conning Officer Virtual Environment (COVE) Trainers• Contracts are in place to provide a COVE trainer at each NROTC Unit and add 15 COVE

trainers at Officer Training Command, Newport RI.

COVE Training will be part of commissioning requirements• 2 scenarios Sophomore Year and 2 scenarios Senior Year• Enhances understanding of relative motion and seamanship

Curriculum and standards being developed directly with Surface Warfare Officer School

Why COVE Training?• NROTC is not in the business of making just

Surface Warfare Officers (SWOs)̶̶ SWO curriculum provides key building blocks

applicable to all warfare communities

• Will ensure consistent standards across all units• Provides additional hands on relative-motion

training as required

Professional Competency Testing

Designed to level NROTC and OCS professional knowledge

Pilot at the end of Spring 2019• 5 schools (includes Virginia Tech)• 2 courses (Navigation and Weapons Systems)

Proposed plan:• Expand to 1 exam each semester based on the Naval Science course

completed• Grade will NOT affect course grade or GPA• Part of MIDN’s aptitude score• Results will also be used to improve courses

New Instructor Course Changes

Focus on preparing our instructors to be educators Expanded to 2 weeks and offered twice a year (July and December)

• Ensures better preparation before they are on the podium• 2 Days – Administration of the NROTC Program• 8 Days (45 contact hours) – Educator preparation

­ Science of Learning­ Teaching Strategies­ Student Counseling­ Role at the University­ Increased practice teaching and evaluation times­ Includes reading assignments, homework and exams to assess

Program Talent Management

Provisional Advanced Standing (PAS)• Navy Option College Program students not selected for Advanced

Standing may continue in the program on a probationary basis in their Junior year

­ Must be recommended by PNS and approved by the selection board

­ Sign contract and receive monthly stipend

­ Not guaranteed a commission or continuation into their Senior Year

• Began Summer 2018 with 39 students selected (21 activated to date)̶̶ Activation Requires physical qualification

and to be in good standing̶̶ Satisfactory performance makes them eligible for a 1 year scholarship or

Advanced Standing slot, if available, following their junior year

• Those selected for the Naval Nuclear Propulsion Program by Naval Reactors are offered a scholarship contract

Scholarship Prep Programs

Initiated by NSTC in 2018 as a series of individual pilot programs in partnership with four host universities

University pays first year; NROTC pays next 4 year Designed to decrease attrition through:

• Enhanced academic preparation • Familiarity with required college-level academic rigor• Providing university acculturation

Each university’s Prep Program is unique Provides opportunity to highly-qualified, but slightly lower SAT/GPA students Prep Program supports increased Officer Corps diversity in its inaugural year

• (AA – 33%, Hisp – 13%, Asian – 25%, AI – 8 %, Multiple – 4%, Cauc – 17%)

Expanding in 2019 with the possibility to add additional programs
