FY19 and out are projections based on a combination of current enrollments and goals
Navy moved seats from OCS to ROTC in past years to allow us more Advanced Standing offers. This offset the lower number of 2 year scholarship offers, helping to maintain the viable College Program pool necessary for our Scholarship Restructure starting with the FY20 class.
Navy Production increasing to 879 to support the “Navy the Nation Needs.”

Conning Officer Virtual Environment (COVE) Trainers• Contracts are in place to provide a COVE trainer at each NROTC Unit and add 15 COVE
trainers at Officer Training Command, Newport RI.
COVE Training will be part of commissioning requirements• 2 scenarios Sophomore Year and 2 scenarios Senior Year• Enhances understanding of relative motion and seamanship
Curriculum and standards being developed directly with Surface Warfare Officer School
Why COVE Training?• NROTC is not in the business of making just
Surface Warfare Officers (SWOs)̶̶ SWO curriculum provides key building blocks
applicable to all warfare communities
• Will ensure consistent standards across all units• Provides additional hands on relative-motion

Scholarship Prep Programs
Initiated by NSTC in 2018 as a series of individual pilot programs in partnership with four host universities
University pays first year; NROTC pays next 4 year Designed to decrease attrition through:
• Enhanced academic preparation • Familiarity with required college-level academic rigor• Providing university acculturation
Each university’s Prep Program is unique Provides opportunity to highly-qualified, but slightly lower SAT/GPA students Prep Program supports increased Officer Corps diversity in its inaugural year
• (AA – 33%, Hisp – 13%, Asian – 25%, AI – 8 %, Multiple – 4%, Cauc – 17%)
