1 Program Review Update 2016 Program Review Update 2015-16 Accounting (Report Due: October 15, 2016) Program Description (source: Faculty) Accounting is the study of the process of analyzing, recording, summarizing, and reporting financial information to managers, owners, customers, investors, and other decision makers inside and outside a business organization. Career paths chosen by students pursuing undergraduate studies in accounting commonly include financial accounting, managerial accounting, tax accounting, auditing, and governmental / not-for-profit accounting. Careers in the discipline that generally require graduate-level degrees include certified public accountants, management consulting services, and education. Even students who choose not to major in accounting find that coursework in the field can improve their ability to understand the role of accounting as a part of the overall business management team, as well as their ability to comprehend financial information as it pertains to their personal wealth management. College of the Desert’s accounting curriculum includes course offerings that provide a general overview of the discipline, as well as a specialized focus on bookkeeping, financial accounting, managerial accounting, tax accounting, cost accounting, and computer accounting. The college offers an Associates of Science Degree for employment preparation and a Certificate of Achievement in Accounting, as well as courses leading to transfer to a four-year institution. Both the AS degree and the certificate are designed to provide students with skills necessary for employment or advancement in the accounting profession. Students earning the certificate may also choose to continue their study toward an associate, baccalaureate, or advanced degree in the field. Past recipients of the COD Certificate of Achievement in Accounting have obtained positions as accounting clerks, bookkeepers, accountants, controllers and tax preparers. Students may also choose to continue their study toward a bachelor’s degree with an eye toward becoming a Certified Public Accountant, Certified Management Accountant, or Certified Government Finance Manager. In this regard, COD has transfer agreements with most four-year universities for these programs. However, transfer requirements at four-year colleges and universities vary from institution to institution. Students should consult with a counselor for specific information regarding the transfer requirements of their preferred college or university.

Program Description (source: Faculty)

Narrative Interpretation (source: Faculty) Although we experienced a slight increase year over year, our student success and retention rates have remained relatively constant between the 2012-2013 and 2015-2016 school years. With our core sequence of classes, BUAC-20A and BUAC-20B, the material presented to the students has become more comprehensive, challenging and delivered at a faster pace than it was a few years back. Faculty are constantly working to implement more effective methods to deliver subject material to students in more diverse ways. In addition, students are encouraged by faculty to use campus resources, such as the Tutoring and Academic Skills Center, to further help in the accounting studies. Although slightly down from the previous year, our Full Time Equivalent Student count has grown from four years ago. As evidenced by the data, there is a direct correlation between the number of accounting sections offered and FTES. Going forward, we will continue to work with our advisory committee to identify additional courses of study that will help our students obtain additional knowledge and skills that will position them for specialized positions in accounting. For example, we will begin offering our California Tax Education Council (CTEC)certified tax class during the Spring of 2017. Student who complete this class will qualify as California Registered Tax Preparers. This is now a mandatory requirement for tax preparers who are not CPA’s or Enrolled Agents to prepare tax returns in California for a fee. We are also looking at the possibility of offering an introductory class in Fraud/Fraud Prevention to provide our students with some entry level knowledge for internal audit and fraud prevention positions as requested by one of our casino partners. In addition, we are continuing to offer more sections of high demand accounting classes at our satellite campuses in the east and west valley and will continue to look for opportunities there.

Narrative Interpretation (source: Faculty) During the 2015-2016 school year we had one full-time faculty teaching accounting classes spending 100% of their time with accounting subjects. As the data indicates we have increased our adjunct faculty headcount over the last four years from 5 adjunct faculty members teaching accounting subjects to 7-9 adjunct faculty members. Going forward as we continue to grow the accounting program with additional subjects and more sections there will be a need to hire more adjunct faculty members to accommodate the growth.

2) Assessment of adequacy of current facilities: The business building offers state-of-the-art classrooms for the accounting program for many years to come. In general, the facilities are in good condition and well maintained. There are some wear and tear issues in regards to student chairs and tables with broken wheels and perpetually dirty carpets.

• Limited number of class sections affects our students' ability to earn a certificate or transfer in a desirable amount of time.

• Continuous updating of curriculum to reflect industry trends and changes in industry standards.

• Continuous need for qualified adjunct faculty to teach general and specialized accounting classes.

• Attracting students and general awareness of accounting profession opportunities.

Report on completion of program objectives last year (objectives were specified on PRU two years ago) Other Program Accomplishments (source: Faculty) 1. Increase the number of class sections offered to provide students with the ability to earn a

certificate or transfer in an adequate amount of time. Although we are down three sections year over year, the program has grown by seven sections over the last four years. As the program continues to grow we will continue to build the program subject material and look to increase course sections where needed at our main campus or satellite campuses.

2. Begin offering the California Tax Education Council (CTECT) tax accounting course. Our application to the Certified Tax Education Council was approved and we will be offering our first CTEC certified tax class during the Spring Semester of 2017.

3. Evaluate the benefits and student demand of offering the QuickBooks Proadvisor Certificate. Due to changes in our QuickBooks faculty we have not been able to conduct an evaluation of the benefits and demand of offering this certificate. This will continue to be a program objective.

4. Identify additional class sections to offer at satellite campuses giving students more options for taking accounting classes.

In addition to offering Bookkeeping (BUAC 66) and Financial Accounting (BUAC 20A) at our Indio Campus we have begun offering Managerial Accounting (BUAC 20B) on every other semester basis. Student are now able to complete the core accounting sequence needed for transfer at our East Valley Campus.

5. Hire more adjunct faculty as the number of class sections increases. Although we have added to our adjunct pool, the number of adjunct faculty members available to teach remains about the same due to the loss of some faculty. Hiring more adjunct faculty needs to continue as a program objective to allow us flexibility with class coverage

6. Increase external marketing of the program. Work with local high schools and other institution to better promote the accounting program and increase potential student awareness.

This continues to be a program objective as our outreach has been limited over the last year. Our program participated in one student outreach program and one of our adjuncts participate in counseling potential students on the accounting program.

either partnering with non-profit or through adjunct faculty leadership. This will give students “real world” experience preparing income tax returns while helping low income individuals and families through community service.

2. Identify non-tradition time periods to offer classes thereby increasing the opportunities for students to take accounting classes within their schedules.

3. Hire more adjunct faculty as the number of class sections increases and for assignment flexibility.

Career and Technical Education Program Review Addendum

In compliance with Education Code Section 78016 (a) Every vocational or occupational training program offered by a community college district shall be reviewed every two years by the governing board of the district to ensure that each program, as demonstrated by the California Occupational Information System, including the State-Local Cooperative Labor Market Information Program established in Section 10533 of the Unemployment Insurance Code, does all of the following:

1) Meets documented labor market demand; 2) Does not represent unnecessary duplication of other manpower training programs in the area; and, 3) Is of demonstrated effectiveness as measured by the employment and completion success of its students.

The CTE Launchboard The CTE Launchboard is a statewide system supported by the California Community Colleges Chancellor’s Office and hosted by Cal-PASS Plus. The Launchboard is free to use but a login and password need to be requested. You can request a new account here.

Once in the Launchboard, you have access to reports summarizing program outcomes and detailed tables with historical, regional, and state comparison data.

After this selection, you can pick the college, sector or program (by TOP code) and year. Please note that for some measures, like wages and employment, the most current data is 2 or 3 years prior.

The data in the Launchboard comes from the CCCCO MIS data, EDD UI Wage data, CTE Outcomes data, EMSI labor market information on jobs and salaries, and Insight Center for Community Economic Development.
