HARVEY has turned north-northeastward and is moving a little faster. Isolated storm totals have reached 50 inches over the upper Texas coast, including the Houston/Galveston metropolitan area. This system is expected to be a remnant by the 96 hour period, however the surface low could persist and cross into New England by the weekend.

56
Energy Security Framework (ESF)
•Shift in focus from Energy Efficiency and Renewables to holistic installation Energy Security
–Emphasize Installation Security and Resilience –Line up with current Administration priorities of improving infrastructure and security
–New ASD (EI&E) priority of meeting mission requirements
•Strategy:
–Step 1: Set Energy Security Performance Benchmarks –Step 2: Assess/Analyze Energy System Performance against benchmarks and mission requirements
–Step 3: Prioritize Energy Security Improvements to close the gap between system performance and benchmarks/mission requirements
• Energy Use Index (MBTU/KSF) progress from baseline
57
58
Utility Performance / Reliability Reliability is measured by SAIDI and SAIFI, which are system average indices that measure the duration and frequency of outages. SAIDI is System Average Interruption Duration Index. SAIFI is System Average Interruption Frequency Index.
In FY16, NAVFAC SE electrical utility customers had an average of 1.85 annual outages and an average annual outage duration of 480 minutes, primarily driven by weather conditions and utility company system outages (outside the installation’s fence line).
59
Installation Scorecard
59
Reliability a- Reliable utility grid servicing installation? b- Reliable on-site electric infrastructure? c- Infrastructure in good condition; configured for resiliency?
Resilience a- Percent of facilities that require back-up generation have sufficient capability in place? b- Percent of facilities that require UPS have sufficient capabilities in place? c- Supported missions that do not have sufficient level of energy resiliency?
Efficiency a- How energy efficient is the installation? b- How well does installation manage its electricity demand? c- How sufficient is ICS inventory at this installation?
60
Cybersecurity
•Rapid emergence of cyber incidents on critical Industrial Control Systems (ICS) with potential to debilitate our installation mission critical assets has catalyzed the need to establish a defensive cybersecurity posture across the shore enterprise…
•Systems include:
– Platform Information Technology (PIT)
– Industrial Control Systems (ICS)
– Supervisory Control and Data Acquisition (SCADA) systems

Critical Asset Definitions and Numbers
Defense Critical Asset (DCA) – An asset of such extraordinary importance to DoD operations in peace, crisis, or war that its incapacitation or destruction would have a very serious, debilitating effect on the ability of the DoD to fulfill its missions
Tier 1 TCA* – An asset the loss, incapacitation, or disruption of which could result in mission (or function) failure at the DoD, Military Department, Combatant Command, sub-unified command, Defense Agency, or defense Infrastructure sector level
DCA
Tier 1 TCA
Tier 2 TCA
Tier 3 TCA
Task Asset
Tier 2 TCA* – An asset the loss, incapacitation, or disruption of which could result in severe mission (or function) degradation at the DoD, Military Department, Combatant Command, sub-unified command, Defense Agency, or defense Infrastructure sector level
Tier 3 TCA* – An asset the loss, incapacitation, or disruption of which could result in mission (or function) failure below the Military Department, Combatant Command, sub-unified command, Defense Agency, or defense infrastructure sector level.
Task Asset (TA) – An asset that is directly used to support execution of one or more operations, tasks, activities, or Mission Essential Tasks (METs)
*Task Critical Asset (TCA) – An asset of such extraordinary importance that its incapacitation or destruction would have a serious or debilitating effect on the ability to execute the task or the mission essential task (MET) it supports
