I N T R O D U C T I O NI N T R O D U C T I O NI N T R O D U C T I O NI N T R O D U C T I O N
As per 2001 Census, the total population of the district is 30,15,422 out of which S.T. is 2,03,127 and
S.C. is 8,89,894 i.e., 6.74% and 29.15% respectively . The habitation population is mostly rural having low
economic condition.
About 15% of the district population belongs to OBC category.
Various educational schemes like Pry.Ashram hostel, secondary Ashram Hostel, School-attached
SC/.ST hostel, Central hostel, Book Grants & Exam. Fees, Maintenance Charges, Compulsory charges to S.T.
students, Additional benefit to SC/ST girls for V to X , Meritorious Scholarship to SC/ ST boys and girls form
IX to XII, Unclean occupation, Prematric scholarships to OBC students, Postmatric scholarships to SC/ST
and OBC students and stipends through English Medium Feeder Scholarship being done through district head
quarter. Advisory Committee for smooth supervision and functioning of Hostel attached to Primary and
Secondary School and Advisory departmental officers and on the basis of their reports scholarships are being
disbursed to the SC/ ST students. Advisory committee on disbursement of book grants to the students of
SC/ST APS and BPL categories has been functioning in each school and disbursement of grants are being
done accordingly as per instruction of the BC.W. department.
2. The Scheme is for providing scope to tribal students for taking quality education through English
Medium Schools at Primary Level. For admission in the English medium Feeder School a quota of 24
students, out of which 20 as hostellers and 4 as Day Scholars has been sanctioned for this district,
Birbhum, Vide Govt. order no.2900-BCW to the Govt. of West Bengal. Accordingly , two English
Medium Schools, one namely Suri St. Andrews’ High School and other at Bolpur namely Radha
Charan Memorial Institute.
Suri St. Andrews’ High School has the capacity of residential accommodation. But Radha Charan
Memorial Institute has no residential capacity.
At the initial state quota of 20 S.T. hostellers was fixed to St. Andrews and 4 quota of Day Scholars
was fixed to Radha Charan Memorial after taking approval of District Magistrate, Birbhum during the year
2004-05.
The scheme has been introduced at the primary level, i.e. from Class-I to V in English Medium
Schools for subsequent admission in Class VI of Ekalavya Model Residential School (s).
The students admitted in Class-I continue to up to Class-VI.
During the year 2006-07 both ST. Andrews’ and Radha Charan Memorial have started their Classes
from I to III . The break up of students is given below:-

3. Apart from educational schemes Community Development Schemes are also taken up in all ITDP &
NON-IDTP areas on t he basis of population belonging to S.C. /S.T. community. There is Block
Welfare Committee in each block and district Welfare Committee in the district head quarter D.W.C.
for SC/ST is held at regular intervals. District plan is prepared for the Welfare of SC/ST depending
upon the resolution of the Block Welfare Committee for the entire district. Requisite funds under SCA
to SCP, SCA to TSP and Art.275(i) of the Constitution are received for the district. Community assets
like construction of roads, culverts supply of drinking water, irrigation schemes, electrification,
renovation & extension of schools buildings construction of Ashram Hostel have already been
executed through Panchayat Samities and by the departmental officers. The funds have been utilized
properly.
4. Dispute of tribal land and also transfer of tribal land are being heard in a quasi judicial manner and
disposed of expeditiously.
5. SC, ST and OBC certificates are being issued by the respective SDOs with the help of the Block level
Inspectors, Special programmes for the issue of SC/ST/OBC certificates are now organized all over
the district by holding G.P. wise camps.
6. In order to boost up tribal cultural activities among the tribal people one act play is performed every
year with the drama parties of Murshibada & Birbhum district, Hool Utsav is a significant tribal
festival performed every year on 31st June & 1
st July). People from different parts of the state take part
in the festival.
7. There is a training cum production centre of leather (T.C.P.C.) at Abdarpur under Industrial sector
where 15 SC and 5 ST candidates are imparted leather training.
8. Two Central Hostel for the S.T. Girls, are functioning. One at Suri and the other a Nalhati under
Rampurhat sub-division. Students are admitted through wide publicity and selection.
9. Old age pension @ Rs.500/- per beneficiary per month are being given under “Old Age pension
Scheme” for the BPL category S.T. people, who are above 60 years old, living in ITDP and Non-ITDP
areas.
10. The Income Generation Schemes under SCA to TSP has been taken up in all ITDP pockets, especially
in the thrust areas through eligible Self Help Groups. The Groups are taken for selection through the
Panchayat functionaries as well as LAMPS Ltd. of this district . A district level committee comprising
three members viz. P.O.-cum-D.W.O., B.C.W., P.D., D.R.D.C. , District Manager &

Finn. Corpn. has been formed for supervision and proper monitoring of the group activities. The
scheme is meant for the benefit of the S.T. people to generate their family income. The members are
from the S.T. community having 7-20 heads in each group. At present 61 groups have been formed for
this purpose.
11. O.B.C. Loan also is being sanction to the unemployed O.B.C. youths to give financial assistance under
different schemes form other Backward Classes Corporation, Kolkata.
12. O.B.C. Loan to S.H.G. especially women groups under Micro Credit Finance Scheme is sanctioned
@ Rs.4% and @ Rs.25,000/- per member of the Group .
13. (1) Non –Government Organization namely Bharat Sevashram Sangha at Suri & Bolpur has taken a
very important role with their Various programmes for the economic development of the tribal and
other weaker section of the communities for the last few years. It has been considered on priority that
their social service for the benefit of Backward Classes should be encouraged . Bharat Sevashram
Sangha at Suri and Muluk unit, Birbhum has taken up running of a residential school of ST students,
mobile medical dispensary , training centre of tailoring, knitting & wearing of the members of the ST
communities and they are working satisfactorily as per norms in the ITDP areas.
(2) One another organization namely Tagore Society for Rural Development is a voluntary
organization working for the economic development for the poor ST people at Bolpur-Sriniketan
block. Vocational training has been proposed to be undertaken at Chhoto Simulia Village.
Both the NGOs have been enquired by the officers of this department and their project
proposals for grant – in –aid have been sent to the Govt .after taking approval of District Magistrate,
Birbhum for sanction of funds of the year 2007-08.

REPORT ON FURTHER REQUIREMENT OF HOSTEL QUOTA
FOR THE DISTRICT BIRBHUM.
At present fifty six number of school attached hostels with S.C.-1140 & S.T.-
1120 quotas are running in the district . Most of the hostel authorities have been demanding
for enhancing their hostel quotas. Some new school authorities have prayed for opening new
hostels. But new hostels could not be opened for lack of quota.
Claims received so far, it is revealed that further S.C.-120 and S.T. -155 quotas
are required for the poor and depressed SC/ST students.
