people with problems Citizens with rights & expectations Experts by experience; a fount of knowledge Contributors & receivers; like all citizens Worth investment to maintain & prolong

Commissioners must: Commission for outcomes Understand the true costs of quality Incentivise innovation and quality Commission for prevention Be transparent with the public about
expectations of care and support services Fund the rhetoric Do not abuse The Care Act Do not undermine the self-funder market
Support the workforce across the entire sector Link the market position statements and demographic
data to the planning process Stop duplication Open to independent scrutiny
Commissioners must:
