For Water Quality Monitoring Phase 3 Station Installation & Phase 1-3 Operation and Maintenance PRESENTER: Joseph D. Jaco, P.E. ORIGINAL BUDGET: $300,000.00 CLEAN WATER 2020?: No The referenced Agreement is to provide water quality monitoring station installation and operation and maintenance for Gills Creek, Lower Saluda, Congaree and Broad Watersheds. In 2012, the City began developing a monitoring program in response to requirements outlined in the City's Phase I MS4 permit. This program, which, when complete will encompass all 4 of the watersheds within the City limits, will allow the City to thoroughly evaluate baseline water quality conditions, identify potential pollutant sources within and/or outside of City limits, and assess long term improvements in water quality due to the implementation of various Best Management Practices (BMPs). The Phase 3 work will include developing a permanent monitoring network in the Smiths Branch Watershed similar to the monitoring networks in the Gills Creek, Rocky Branch and Kinley Creek watersheds. In addition, they will assist in operation and maintenance of all 9 stations the City owns and maintains. Both the installation and operations and maintenance portions of this agreement are proposed for a 6 month timeline. Staff has negotiated a fee not to exceed $303,330.00 with Woolpert, Inc. The original budget for this project is $300,000.00. Woolpert, Inc. is an OBE firm with headquarters in Dayton, OH and a local office in Columbia, SC. Rogers and Callcott, Inc., a OBE firm with headquarters in Greenville, SC and a local office in Columbia, SC, will provide stormwater runoff sample analysis and general laboratory services for $16,002.00 (5.2% of the contract value). YSI, Inc., a OBE firm in St. Petersberg, FL will provide monitoring equipment sales and monitoring site installation services for $80,800.00 (26.6% of the contract value). The total subcontract award will be 31.8% of the project. FINANCIAL IMPACT: Staff has negotiated a fee not to exceed $303,330.00 with Woolpert, Inc. for these services.
