1. INTRODUCTION
1.1 This procedure is in accordance with various provisions of the “Joint
Electricity Regulatory Commission for the state of Goa and Union
Territories (Open Access in Transmission and Distribution) Regulations,
2009”, dated 11.2.2010, hereafter referred as “the Open Access
Regulations” or “the Regulations”).
1.2 A consumer may avail Long Term Open Access (LTOA) for use of the
transmission lines or associated facilities with such lines on the intra-State
transmission system (InSTS) in the UT of Daman & Diu.
1.3 The detailed procedure for access to and use of intra-state transmission
system in the UT of Daman and Diu is as per criteria for open access as
specified in the Regulations.
1.4 The Procedures shall apply to the Applications made for scheduling of open
access transactions commencing on or after issue of these procedures.
1.5 As per Regulation 8 of the Open Access Regulations, Nodal Agency for
LTOA within the UT shall be the State Transmission Utility (STU).
1.6 As per regulation 3 of the Open Access Regulations, transmission
agreement for long-term customers shall be minimum period of twenty five
(25) years.
1.7 The Electricity Department of Daman & Diu reserves the right to review /
revise / update / amend the provisions of these procedures prospectively
as and when considered necessary.
2. GUIDELINES FOR APPLICATION
2.1 An application for allotment of transmission capacity in intra-state
transmission system through LTOA shall be made to STU in prescribed
format (Form-I & Form II) in a suitable cover marked “Application for Long
Term Open Access”.
2.2 Following shall be enclosed along with the application form,

a) Copies of the agreements / MoUs / PPA entered between the buyer /
seller / trader.
b) Consent in prescribed format from the Distribution Licensee in case the
applicant is using distribution license’s network or / and applicant is an
existing consumer of the distribution licensee.
c) Copy of the Connection Agreement between the concerned parties and
the Transmission Licensee as per the State Grid Code. The Connection
Agreement if not executed earlier, shall be executed with transmission
licensee.
d) Single Line Diagram showing point of injection / drawl.
e) The application shall be accompanied with non-refundable application
processing fee of Rs. 50,000 / - (Rupees Fifty Thousand only) in the
form of Bank draft or Banker Cheque drawn in the name of Executive
Engineer, Electricity Department, payable at DAMAN. Application not
accompanied with fee shall be rejected and not processed.
f) The application shall be accompanied with confirmation for acceptance
of all terms and conditions and charges for allotment of transmission
capacity in the prescribed form and manner.
2.3 The completed application shall be submitted to “Office of the Executive
Engineer, Electricity Department of Daman, OIDC Corporate Office, Plot
3.1 All applications for availing LTOA on intra-state transmission system shall
be processed in accordance with prescribed procedure under the
Regulations. This procedure shall be applicable for entire intra-state
transmission system for ascertaining availability of transmission capacity on
open access basis including Electricity Department, Daman and other
transmission Licensees in the UT of DD.
3.2 All transmission licensees in the UT of Daman & Diu shall furnish the
required data and other information to STU for carrying out the system
studies for ascertaining the transmission capacity available in their
transmission system for open access. Similarly, the STU shall also supply
data and information required in respect of the system to other transmission
licensee in the UT.
3.3 Whether the existing transmission system possesses the spare
transmission capacity or is required to strengthen its transmission system,
STU shall carry out requisite system studies and calculation in accordance
with prescribed procedure specified by the STU under the Regulations.
3.4 The following procedure shall be applied for ascertaining the capacity
available for open access in the existing intra-state transmission system
and whether the LTOA as requested can be permitted with / without any
system strengthening of the existing transmission network:
3.4.1 LTOA path and projected loadings
a) The shortest path of power flow from the point of injection to the point of
drawal shall be determined and marked on the latest updated Power
Map of UT of Daman & Diu.
b) In case open access transaction involves inter-state open access
transmission system, the shortest path on the Power Map shall be from
entry point into the intra-state transmission system up to the point of
drawal.
c) The transmission elements shall be grouped into following categories of
Transmission elements for the purpose of calculation of availability of
intra-state transmission system:

(i) AC transmission lines: Each circuit of AC transmission line shall
be considered as one element.
(ii) Inter-Connecting Transformers (ICTs): Each ICT bank (three
single phase transformer together) shall form one element.
(iii) Static VAR Compensator (SVC): SVC along with SVC
transformer shall form one element considering 50% as inductive
load and 50% as capacitive.
(iv) Switched Bus Reactor: Each switched Bus Reactor shall be
considered as one element.
3.4.2 System Studies
a) The System Studies to determine the capacity available for open
access shall be carried out in accordance with prescribed procedure
using any standard Power System Analysis Package.
b) Load Flow Analysis shall be conducted to determine the power flow in
each line and transformer of the interconnecting network and voltage
(magnitude and phase angle) at each bus with LTOA transaction being
superimposed on the base case.
c) The load flow studies shall be conducted taking into consideration the
following contingencies:
i. In respect of transmission lines forming part of evacuation
system of a power station, consider load flows anticipated on line
at rated output from the power station with outage of any one of
the single or double circuit line emanating from the power
station.
ii. In respect of a double circuit line not emanating from a
generating station the outage of a single circuit shall be
considered.
iii. In case of single circuit line or single transformer only, between
point of injection and point of drawal, outage of line or
transformer shall not be considered.
iv. The other input data like lines, transformers, loads, generators
and system network configuration etc. shall also be projected for
the period of long-term open access period.

3.4.3 Permissible Capacity
The transmission system capacity for interconnected system between point
of injection and point of drawal based on load flow studies shall be as per
the “Manual on transmission planning criteria” published by the Central
Electricity Authority (CEA).
a) The above permissible transmission line loadings limits shall not apply
in case of Open Access by an existing consumer without causing any
incremental demand on intra-state transmission.
b) Transformation capacity shall be rated capacity of transformer(s)
provided that creation of transformation capacity at new substation /
additional transformation capacity at existing substation will be
considered from the anticipated date of commissioning.
c) If the voltage dip at drawal point is more than permissible as a
consequent to flow of open access power into the system, the additional
VAR compensation to be provided for system strengthening.
3.4.4 Analysis of results
a) Analyse the results of load flow study and determine the load flow on
various sections of Open Access Path and compare with permissible
line loading. Study the loadings on transformers and compare with rated
capacity of transformer(s) provided.
b) If the line loadings is within the permissible limit and transformer loading
well within rated capacity open access will be allowed without system
strengthening.
c) If the load flow exceeds permissible line loading or load on transformer
exceeds the rated capacity the open access cannot be permitted
without system strengthening.
d) Capacity allocation for open access shall be considered for the period
Open Access.
e) The availability of capacity, consequent to expiry of term of existing
open access consumer, shall be considered only if balance period of
open access is less than 30 days and no application for renewal made
by the open access consumer whose term expired.

f) Other system studies like Voltage stability study to determine the ability
of a power system to maintain acceptable voltage at all buses in the
system under normal conditions with open access power transmission
may be carried out if open access power is likely to affect the voltage
stability of the system.
g) Intending customer shall be informed of the above system conditions
while allotting capacity.
3.5 Intimation of feasibility
3.5.1 Intimation regarding feasibility of access without system strengthening - 30
days.
3.5.2 Intimation of results of system strengthening studies with cost estimates
and completion schedule - 90 days
4. ALLOTMENT OF TRANSMISSION CAPACITY THROUGH LTOA
4.1 The allotment of transmission capacity in intra-state transmission system
through LTOA shall be governed by the Regulations in accordance with the
transmission planning criteria stipulated in the State Grid Code.
4.2 Allotment priority of a long-term open access user shall be higher than
reservation priority of a short-term open access user. Further Provided that,
within a category, there shall be no discrimination between open access
users and self-use by an integrated entity.
4.3 The STU shall issue an intimation letter as per Form-III to the intending
LTOA customer in case the TSU is not sure about the following documents
a) Copies of PPA / MOU entered between the buyer / seller / trader,
b) BPTA between Generator / TSU and transmission licensee.
c) If the point of injection / drawal is not mentioned at the time of
application.
Under such circumstances only intimation letter will be issued by STU.
4.4 In case if the open access has been applied for Captive Power Plant, then
the generator has to submit the certificate from the Chartered Accountant
indicating the compliance with the definition of captive Power Plant as per

clause No. 3 (1) (a) of the Electricity Rules, 2005 issued by the Ministry of
Power, Government of India.
4.5 On receipt of above mentioned documents allotment of transmission
capacity in intra-state transmission system through Long Term Open
Access will be issued in prescribed Form-IV.
5. SCHEDULING AND DRAWAL BY TSU
5.1 The TSU shall abide by the Scheduling & Despatch Procedure in
accordance with the State Grid Code. Any un-scheduled interchange and
mismatch from schedule shall be priced as specified by the Commission.
6. ENERGY LOSSES
6.1 Energy losses in intra-state transmission system shall be borne by the
LTOA user. The T&D losses shall be as per “ARR and Tariff Order for UT
of Daman & Diu”, approved by JERC.
7. TRANSMISSION CONSTRAINTS
7.1 In case of Transmission Constraints, the DDSLDC shall be guided by the
regulation 22 of the Regulations.
7.2 When because of transmission constraints or otherwise, it becomes
necessary to curtail the transmission service of the transmission applicants,
the short term applicants shall be curtailed first followed by the long-term
applicants. Further provided that, within a category, all users shall have
same curtailment priority and shall be curtailed pro rata to the reserved
transmission capacity in the case of short-term applicants.
7.3 Subject to any technical constraint in the operation, the DDSLDC shall
adopt following principle for curtailment, in whole or in part, of the use of the
intra-state transmission system:
7.3.1 In case of curtailment becoming necessary as result of a breakdown that
reduces the available capacity of an intra-State transmission system or any
part thereof, then the use by TSU of such intra-State transmission system
or part thereof, as the case may be, shall be curtailed pro rata to the

transmission capacity rights held by each such Transmission System User
for such period as the breakdown continues;
7.3.2 In case of curtailment becoming necessary as result of deviation by a TSU
from the final dispatch and drawal schedule duly intimated to the DDSLDC,
then the use by such TSU of such intra-state transmission system shall be
curtailed first, to the full extent of such deviation, following which the
principle specified in clause 7.3.1 above shall apply.
7.4 Notwithstanding the provisions of the Regulations, the DDSLDC may, in
cases of emergency and in order to maintain system security, follow such
other principles of curtailment of use as it considers appropriate.
7.5 Notwithstanding the provisions of the Regulations, the DDLDC follow the
directions received from the WRLDC in respect of curtailment of use in
respect of any TSU.
7.6 In the event of persistent non-compliance of SLDC instructions for Grid
Operation and scheduling by the TSU, the STU has the rights to revoke the
allotted capacity. The monthly state energy account prepared and issued
by the DDSLDC shall be binding on both parties.
8. SURRENDER OF TRANSMISSION CAPACITY
8.1 The TSU if he / she so desires may surrender the whole or any part of his
transmission capacity back to the STU subject to terms and conditions as
may be mutually agreed upon between the TSU and the transmission
licensee. However in case any transmission system has been laid or
transmission system strengthening has been done to facilitate the open
access, the TSU / Generator will require to pay un-recovered cost of such
transmission system or transmission system strengthening as may be
determined by STU.
8.2 In case the TSU who is neither in position to use nor assign his allotted
transmission capacity either in full or in part, the DDSLDC may re-allocate
the said unutilized allotted capacity to any other person who is eligible for
open access, but only if the TSU consistently fails to schedule his drawal or
dispatch schedule in accordance with the State Grid Code.

8.3 Continuous non-use of allotted transmission capacity by TSU for a period of
one year or more shall be deemed as automatic surrender of un-utilized
and un-assigned capacity back to STU without any further action. The re-
allocation of transmission capacity not utilized does not absolve the TSU of
his obligation to pay the transmission charges pertaining to such un-utilized
capacity.
9. FEES AND CHARGES
9.1 Charges for access and use of intra-state transmission system
a. The wheeling charges for the use and access of the intra-State
transmission system shall be as per regulation 16 (i) of Open Access
Regulations.
b. In addition to transmission charges and wheeling charges, a consumer
availing open access to the transmission system or the distribution network
shall pay the cross-subsidy surcharge as per regulation 16(ii) of the
Regulations.
c. A consumer availing open access and receiving supply of electricity from a
person other than the distribution licensee of his area of supply shall pay to
the distribution licensee an additional surcharge, in addition to wheeling
charges and cross-subsidy surcharge, to meet the fixed cost of such
distribution licensee arising out of his obligation to supply. Such charges
will be decided by the Commission on case to case basis as per regulation
16 (iii) of the Regulations.
d. The reactive energy exchange (import / export) shall be payable by LTOA
user as may be notified by the JERC from time to time. The reactive energy
exchange shall be accounted both at the point of injection and at point of
drawal.
e. A TSU shall not be entitled to a refund of the transmission charges for the
capacity not utilized by such user.
f. The charges for the access and use of the Intra-State transmission system
shall be determined and settled on a monthly basis as per JERC order for
determination of transmission tariff for the pertinent year. The bill with
respect to such charges shall be dispatched by the first (01) day of each

month (i.e. 1st day of month or next working day in event of 1st day being
weekly off or public holiday) and shall reflect the charges determined for
the preceding month.
9.2 Fees and Charges of SLDC
a) As notified by the Commission, the scheduling and system operation
charges are payable to DDSLDC by LOTA in proportion to the capacity
allotted as per regulation 16 (iii) of the Regulations.
10. BANK GUARANTEE TOWARDS SECURITY DEPOSIT
10.1 TSU shall furnish a Bank Guarantee in the prescribed Form-V and manner
from a scheduled Commercial Bank valid for the duration of open access
towards the payment security guarantee. The amount of the security
deposit shall be computed on the basis of average billing to cover the full
intra-state transmission charges, for a period of 3 months or actual period
of open access, whichever is lower.
10.2 TSU shall arrange for extension of validity and / or enhance the value of the
bank guarantee from time to time as may be required by STU.
10.3 The TSU shall furnish the Bank Guarantee towards security deposits at the
time of executing this BPTA but in any case before connecting to the
transmission system.
11. ENERGY METERING
11.1 No Transmission Open Access User shall use the intra-State transmission
system without Special Energy Meter (SEM) as Main Meter capable of time
differentiated measurements (15 minutes) of active energy.
11.2 The Transmission Open Access User shall maintain such Special Energy
Meter in suitable protective enclosures, in good working condition, and shall
be open for inspection by any person authorized by the DDSLDC.
11.3 The Transmission Open Access User shall have to comply with the
provision of the State Metering Code. In absence of such approved code
the user should follow CEA regulations on “Installation and Operation of
Meters Regulation 2006” as amended from time to time

12. COMPLIANCE OF GRID CODE
12.1 TSU shall agree to comply with the Grid Code Regulation 2010 as specified
by the Joint Electricity Regulatory Commission. In the event of failure of
TSU to comply with the provisions of the Grid Code, the Transmission
Licensee has right to revoke the transmission capacity so reserved for him /
her after serving show cause notice of 21 days and after taking requisite
approval of the Commission.
12.2 The TSU shall abide by the SLDC schedule and shall comply with all
directions issued by SLDC.
13. DISPUTES
13.1 All differences or disputes between the parties arising out of or in
connection with this agreement shall be endeavoured to be settled
amicably through negotiation by the STU. Failing which, the same shall be
referred to the JERC.

On receipt of documents detailed at sr No. 5, 6 & 9 the Executive Engineer (STU) will carry out system study and verify whether system strengthening is required or otherwise final permission would be granted accordingly. In case strengthening is required, the TSU shall wait, till the system strengthening specifically required for allowing transmission capacity to TSU, is completed and commissioned.
On receipt of BPTA for the identified ______________ network the schemes would be tie up for execution and completed within required time frame. Please note that date of commencement of ‘Open Access’ is from the date of commissioning of system strengthening work if any. 10) In order to support your application for allotment of transmission capacity you are requested to submit following documents to this office.

i. comply with the provisions of the Grid Code Regulation of JERC (in absence of approved Grid Code Regulation of JERC with the respective provisions of IEGC);
ii. abide by the Scheduling & Dispatch Procedure as mentioned in the Bulk Power Transmission Agreement executed for the aforesaid capacity;
iii. comply with directions of State Load Dispatch Centre issued under section 33 of the Electricity Act, 2003 to exercise and control for ensuring the integrated grid operations and for achieving the maximum economy and efficiency in the operation of the power system in the State.
The State Load Dispatch Centre has observed that you have consistently failed to comply with the requirement listed above at (i)*, (ii)* and (iii)*. In view of aforesaid failure decided to revoke the transmission capacity in intra-state transmission system allotted to you through Open Access.
