Restored and repaired one (1) unit Mitsubishi Troop Carrier and one (1) unit KIA Light Carrier which were damaged during the encounter between RPSB2 personnel and CNN at Brgy. Margarita, Baggao, Cagayan on February 16, 2016.
On March 27, 2016, Six (6) Mahindra Patrol Jeeps were turned-over by Honorable Florencio “Butch” B. Abad, Secretary of the Department of Budget and Management, to Batanes PPO.
On March 28, 2016, part of the Traditional Monday Flag Raising and Awarding Ceremonies was the turn-over of motorcycles and ISO equipment to the Regional Public Safety Battalion 2 which includes eight (8) pieces compass, eight (8) pieces Garmin GPS MAP, two (2) units Lenovo laptop, two (2) units ACER projector, and two (2) units Honda XRM Motorcycles with two (2) crush helmets.
On June 20, 2016, Sixteen (16) units 200cc Rouser motorcycles were turned-over by Gov. Bojie Dy, Provincial Governor of Isabela, to PSSUPT LEON DG RAFAEL JR, Acting Provincial Director, Isabela PPO (on a loan basis) which were subsequently distributed to different Police Stations of Isabela.
On July 17, 2016, sixteen (16) units Mahindra Patrol Jeeps (Scorpio) were issued to this PRO purposely for the Command Group and Chiefs of RSUs.
Likewise, One Hundred Fifteen (115) units of 135cc Kawasaki Rouser Motorcycles were issued to this Office to be distributed to the lower units.
PRO2 is equipped with 2,954 (2,729 Serviceable; 189 unserviceable; 36 BER) long firearms and 5,353 (5,044 Serviceable; 223 Unserviceable; 86 BER) short firearms with a percentage fill-up of 84.32% for short FA and 65.88% based on the directive that only PSF personnel and High Risk Police Stations be issued 100% vis-à-vis total strength, while 50% of personnel from the police stations (non high risk) will be issued long firearms. Likewise, this Office is also equipped with 74 crew-served weapons.

Improvement of Shoot Capability This Office has acquired 117,744 rounds of assorted ammunition, 50,415 rds
(4,762 FMJ, 45, 653 Reload) for cal 9mm, 300 rds for cal. 45, 66,029 rds for cal 5.56 and 1,000 rounds for cal. 7.62 amounting to Php 2,486,734.00 through GAA fund. Also, this office procured of 1,856 pieces of Long Magazines (Alloy) for M16 rifle amounting to Php 2,721,200.00 and were distributed to all Police Provincial Offices, Public Safety Companies, and High Risk Police Stations of this PRO.
This Office initiated the repair of 40 units unserviceable firearms, 13 units M16, 12 units of 9mm and, 15 units Cal. 45.
Further, personnel of RLRDD PRO2 continuously reload rounds of ammunition for 9mm used in various training programs.
On communication, PRO2 has 567 units of communication equipment. These include 104 HF base radios (41 unserviceable); 319 handheld radios (278 serviceable & 41 unserviceable); 19 Mobile Radios installed at the different police units/stations. On the other hand, all repeaters and satellite phones are serviceable.

d. Investigative Capability:
There were 125 digital cameras, 11 metal detectors, 11 evidence collection kits, 109 security lines, 48 investigative kits, 7 video cameras, and 106 finger print kits distributed in the different units/stations.
This Office is equipped with the following ISO equipment distributed in the different PSF.
On November 16, One Hundred Thirty-two (132) units Tactical Vest level IIIA with
two upgraded plates Level IV (Scorpio) were issued to this Office purposely for the Public Safety Forces of PPOs and RPSB.
Likewise, various SAR equipment and office equipment were procured by the
Regional Director as part of the Logistics Capability Enhancement Program and were issued to the different offices/units region wide. These are Five (5) Fixed Generator Sets, Thirteen (13) Portable Generator Sets, Twelve (12) Emergency Lights, and One Hundred Fifty (150) pieces of Rechargeable Flashlights.
a. RESEARCH AND DEVELOPMENT PROGRAM
This Office is continuously monitoring the strict implementation of EO 297 and
Article 179 of RPC. Likewise, this Office conducts a monthly “Bantay-Bihis” dialogue with our constituents reiterating that illegal use of PNP/AFP Uniforms and paraphernalia is prohibited and punishable by law. The manufacturers, dealers, and tailoring establishments were also inspected to check on their compliance with the exact specification/design and whether or not they have the proper document and authority to engage in the business. For CY 2016, more than 65 civilians were apprehended for wearing PNP/Military uniforms wherein they were informed that wearing said uniforms are strictly prohibited. On the other hand, there are no violators arrested on illegal supplier/distributors of PNP uniform and paraphernalia within our AOR, hence no case was filed. Nonetheless, this Office continuously conducts inspection of stores or suppliers/distributors within the area who are selling unauthorized PNP uniforms, paraphernalia, and accountrements.

Further, this Office down to the lower units continuously conduct monthly Rank Inspection to all uniformed personnel to ensure the completeness and the proper wearing of the PNP uniforms including its accoutrements and paraphernalia is in accordance with the PNP LOI “Tamang Bihis”. This activity also serves as the venue to disseminate current issuances, directives, policies, and guidelines to all PNP Personnel.
As a result of the consistent dissemination and continuing education of PRO2
personnel relative to LOI Tamang Bihis particularly on the Usage and Proper Wearing of PNP Uniforms and the proper appearance of a police officer, no defects were noted to during the conduct of Rank Inspections.
On Facility Development, this Office was able to implement various constructions
and repair projects through best practices and initiatives. Out of 94 Police Stations, eighty three (83) Police Stations have their lots while
eleven (11) police stations do not have of their own lots. This Office through the Provincial Directors and COPs, are closely coordinating with concerned Local Chief Executives/LGU for the donation/titling of lots in the name of the PNP.

c. MANAGEMENT OF RESOURCES As of this date, fifty (50) out of 94 Police Stations region wide already have
Standard Police Station buildings. Additionally, there were twenty (20) on-going constructions and two (2) programmed/funded thru GAA 2016 (Alicia PS & Cabatuan PS of Isabela PPO).
One of PRO2’s continuing trusts is to provide a more conducive and decent workplace for the valleycops to put their morale at the apex and to motivate them to perform their respective task efficiently. Among the projects initiated are the following:

Improvement of Processing of PNP Lots
- Thirty Seven (37) lots titled in the name of PNP were already converted to E-title.
- Further, this Office is continuously processing and coordinating with the different CENRO region wide in coordination with the Logistics Supply PNCOs of different units (end users) to fast tract the titling of lots in the name of PNP through Administrative Titling.
II. LOGISTICAL ELIGIBILITY AND PROFESSIONALISM OF LOGISTICS PERSONNEL
With the desire of the Office to improve the competence and capability of its personnel, logistics personnel were encouraged to undergo logistics related courses.

This Regional Office is allotted a quota of 500 for the 1st Cycle CY 2016 Recruitment Program and it accepted a total of 1,797 applicants. Of this number, 1,387 had undergone the Physical Agility Test (PAT) of which 880 passed. As compliance for Psychiatric/Psychological Exam, 752 or 150% of the quota took the said Exam where 544 passed and subsequently endorsed for Physical, Medical, and Dental Examination (PMDE) and Complete Background Investigation (CBI). Based on the result of the PMDE, 505 passed and subjected for final deliberation. The 505 is composed of 384 or 76.80% Males and 121 or 24. 20% Females. With this number, we exceeded by 21 or 4.20% female of the allocated quota for female. The recruitment board recommended 382 males considering that there were 2 males who have derogatory record based on the CBI results and 100 females in adherence with the policy of allocating a quota for female of not less than 10% but not more than 20% of the annual quota, with a total of 482 qualified applicants for appointment. Hence this office is short of Eighteen (18) applicants to complete the Five Hundred (500) allocated quota for the 1st cycle Recruitment Program.

On July 8, 2016, the undersigned, being the PRO2 Regional Director administered the Oath of Office of the 482 Newly Appointed Police Officer 1 held at PRO2 Grandstand, Camp Adduru, Tuguegarao City.

In support to the PNP Strategic Focus “CODE-P and Beyond,” towards the realization of the PNP PATROL PLAN 2030 and the Policy Focus of the CPNP, this Regional Office had conducted One Hundred Twelve (112) different Programmed In-Service and Un-programmed In-Service Trainings to Eight Thousand One Hundred Forty-Nine (8,149) PNP Personnel from January 1, 2016 to November 30, 2016. Said trainings are essential in enhancing the knowledge and special skills of PNP personnel towards effective and efficient discharge of their duties and responsibilities which will help instil discipline and observance of proper work ethics needed in the delivery of quality police service. a. Moral Recovery Program (MRP)
To further strengthen the moral fiber of the PNP personnel rooted in the Filipino culture, values and ideals of Maka-Diyos, Maka-Tao, Maka-Bayan, and Maka-Kalikasan and pursue a vision of a Filipino nation that is God-centered, people empowered, and prosperous national community, this Regional Office had conducted Sixteen (16) different Moral Recovery Programs (MRP) involving 268 PCOs, 2,272 PNCOs, 296 NUP, and 25 CIV with a total of 2,861 participants. Police Regional Office 2 awarded a total of Thirty-Four Thousand Eight Hundred Thirty-Eight (34,838) Awards/ Medals accorded to the PNP personnel in recognition for their notable accomplishments in the discharge of their official duties and responsibilities.
The Gender and Development seminars were conducted to utilize and substantially enhance the participation of women in development process in ways equal to that of their men counterpart. This Regional Office had conducted Fifteen (15) Gender Awareness and Development Seminars participated by 28 PCOs, 542 PNCOs and 25 NUP with a total of 595 participants.

On the other hand, as public servants, people expect PNP personnel to display an attitude which is upright and disciplined. The DLOS of this Office is a disciplinary authority where cases are filed against erring personnel. This Regional Office received Forty-Two (42) administrative cases filed against PNP uniformed personnel involving four (4) PCOs, Forty-Three (43) PNCOs and one (1) NUP. Cases resolved for CY 2016 were Twenty-Three (23) cases involving One (1) PCO, Twenty-One (21) PNCOs, and One (1) NUP; for Pending Admin Case for CY 2016, there were Nineteen (19) cases involving Three (3) PCOs and Twenty-Two (22) PNCOs. Meanwhile, there were six (6) PNCOs involved in drug-related case FOR CY 2016.

PO2 Joseph T Garcia, ITMS personnel together with PCI DENNIS M PAMOR and 3 others from RIDMD personnel attended the ten (10)-day training on CIRAS held at the Log Cabin, PRO Cordillera. Other participants were personnel from DIDM, PRO1, PRO3 and PRO COR.
PCINSP GERALD POBLETE MIGUEL, IT-PCO, PRO2 formally introduces the CIDMS, its purpose, and correlation with other systems that already exist. Attendees were Sixty-Five (65) personnel coming from the different police stations of Cagayan. CIDMS lecture was conducted on March 14-17, 2016.

Isabela, Reynaldo Peralta y Espiritu was arrested by joint personnel of Ilagan City PS and PIB, IPPO for the crime of Robbery with Criminal Case No. 7231.

On April 25, 2016, at about 9 o’clock in the morning joint personnel of Lasam PS and Tuguegarao City PS, arrested Jennifer Garcia y Ilarde of Blumentritt St., Centro 7, Tuguegarao City by virtue of Warrant of Arrest issued by Hon. Judge Victor R Cumigad of 3rd Municipal Circuit Trial Court of Allacapan-Lasam, Cagayan for the crime of Theft.
On April 25, 2016, at about 1 o’clock in the afternoon, personnel of Baggao PS,
arrested MANNY FLORES Y QUEYPO in Barangay Adaoag, Baggao, Cagayan by virtue of Warrant of Arrest issued by Hon. Judge Jezarene C. Aquino, Presiding Judge, 2nd Judicial Region, RTC Branch 5, Tuguegarao City, docketed under Criminal Case Number 17920 dated March 16, 2016 for the crime of Frustrated Murder.
On April 25, 2016, at about 1:30 in the afternoon, personnel of Baggao PS, arrested ALGIE DOMINGO Y DOCA in Barangay Hacienda Intal, Baggao, Cagayan by virtue of Warrant of Arrest issued by Hon. Judge Salvador B Campos, Presiding Judge MTC Baggao, 2nd Judicial Region, Baggao Cagayan for the crime of Grave Threat.

Nueva Vizcaya PPO On August 24, 2016 around 7 o’clock in the morning, in Brgy Don Domingo, Bayombong, Nueva Vizcaya, Bernie Ferry y Libunao, 47 years old, married, former OFW, and a resident of Purok 7, Brgy. Sta Rosa, Bayombong, Nueva Vizcaya was arrested by personnel of Bayombong PS by virtue of Warrant of Arrest dated August 1, 2016 issued by Hon. Judge Rogelio P. Corpuz of Regional Trial Court, Br. 27, Bayombong, Nueva Vizcaya for the crime of Robbery with Violence Against or Intimidation of Persons and docketed under Criminal Case No. 9200 with a recommended bail of Php100, 000.00. On August 26, 2016 at around 11 o’clock in the morning, at Luna St, Cauayan City, Isabela, Marivic Antonio y Reyes, 24 years old, married, Canteen Employee of United Isabela Doctor’s Hospital and a resident of Brgy. Ibung, Villaverde, Nueva Vizcaya was arrested by personnel of Villaverde PS by virtue of Warrant of Arrest dated April 30, 2015 issued by Hon. Judge Rogelio P Corpuz of RTC Branch 27 Bayombong, Nueva Vizcaya for the crime of Theft docketed under Criminal Case No. 8232 with recommended bail amounting to Php72,000.00.
On August 24, 2016, at about 6 o’clock in the morning in Brgy Aurora West, Diffun, Quirino, personnel of Diffun PS arrested Jack John Gongon y Gagatam, 19 years old, single, student and a resident of same place by virtue of Warrant of Arrest issued by Hon. Judge Eufren F Changale of RTC, Branch 32 for the Crime of Drug Trafficking docketed under Criminal Case Number 2977 dated August 17, 2016 with no bail recommended.
c. IMPLEMENTATION OF SPECIAL LAWS
Conduct of One Time Big Time Operation On January 20, 2016, joint personnel of PIB, Cagayan PPO and concerned Police Stations, implemented nine (9) Search Warrants in eight (8) municipalities. These were the municipalities of Aparri, Amulung, Camalanuigan, Gattaran, Gonzaga, Lallo Sta. Ana, and Tuguegarao City. As a result, there were four (4) suspects arrested and the confiscation of two (2) units gauge 12 shotgun, one (1) unit caliber .45 pistol loaded with magazine and six (6) ammo, two (2) units homemade shotguns, three (3) units homemade .38 revolver, one (1) unit homemade handgun, two (2) short magazines, one (1) long magazine, several, ammunitions, three (3) firearms case, thirty-five (35) heat-sealed transparent sachet containing suspected “shabu”, fifteen (15) heat-sealed transparent sachet containing suspected “shabu” residue and drug parapahernalia.
On March 13, 2016 at about 3:45 in the morning at Evaristo St., Purok Maligaya, Brgy Dopaj, Dupax Del Sur, Nueva Vizcaya, Search Warrant Number 005-2016 issued by Hon Judge Jose Godofredo M Naui of RTC Br 37, Bayombong, Nueva Vizcaya was implemented against Jonathan Seupon y Almeda, 30 years old, single, tricycle driver and a resident of said barangay. The implementation of the Search Warrant yielded in the confiscation of the following items:
Six (6) pieces small heat-sealed plastic sachets containing suspected shabu;
Four (4) pieces disposable lighters;
Several used pre-cut aluminum foil strips;
Unused white transparent plastic sachets;
One (1) red plastic pouch;
One (1) wooden stick;
One (1) pair of scissors;
One (1) Nescafe glass containing several used aluminum foil strips and several transparent plastic sachets
One (1) unit black-blue cherry mobile cellular phone;
Three (3) pieces memory cards;
One (1) unserviceable and unbranded black cellphone;
The inventory and marking of the seized items were conducted at the place of search in the presence of Brgy Kagawad Ricardo A. Ponce and Brgy Tanod Rodante V Daran.
On April 24, 2016, at about 8 o’clock in the
evening, joint personnel of Iguig PS and PDEA 2 conducted anti-illegal drug buy-bust operation in Barangay Sta Teresa Iguig, Cagayan that resulted in the arrest of CLIFFORD BARES y BANAN, 46 years old, single, technician and a resident of Larion Bajo, Tuguegarao City, Cagayan after he was caught in the act of selling three (3) pieces heat sealed transparent plastic sachet containing white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as “Shabu” to the poseur-buyer P02 Julius Narag. After his arrest, suspect was subjected for body search which yielded to the recovery of two (2) pieces fake one thousand (P1000.00) Peso-bill with Serial Number XZ815454 which was used as buy-bust money and one (1) unit black SKK mobile cellular phone from the direct possession, control and custody of the suspect
On April 25, 2016 at about 10:30 in the morning, personnel
of Abulug PS in coordination with PDEA RO2 conducted drug buy-bust operation in Sitio Barang, Pinili, Abulug, Cagayan that resulted in the arrest of SONNY RAMOS Y ROMASANTA @ “PASTOR”, 38 y/o, married, butcher and a resident of Curva, Pamplona, Cagayan and MELO DALAPO Y CALDIO @ “MELO”, 36 y/o, male, married, welder and also resident of Curva, Pamplona, Cagayan. Suspects were caught in the act of selling three (3) pieces heat- sealed transparent plastic sachet containing white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as “Shabu” to the poseur buyer PO2 Freddie Mark C. Bayani and PO1 Leandy Bunnao. After their arrest, suspects were subjected for body search which yielded to the recovery of three (3) pieces fake Five Hundred Peso bills.
At about 5 o’clock in the afternoon of same date, personnel of said PS in coordination with PDEA RO2 with control number 1000-042016-0057 conducted another anti-illegal drug buy-bust operation in Barangay JCT-Libertad, Abulug, Cagayan that resulted in the arrest of VINCENT DADULO Y BANGALAN, 21 years old, single, finished 1st year high school, farmer and a resident of Sitio Sinamar, Brgy. Libertad, Abulug, Cagayan. Suspect was caught in the act of selling one (1) heat-sealed transparent plastic sachet containing
white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as “Shabu”. The arrest also yielded in the confiscation of one (1) improvised burner, four (4) pieces P100.00 peso bills with Serial Nos. KG038008, CJ307439, PF55497 and VP609841 and three (3) pieces P20.00 peso bills with Serial Nos. CQ510985, CP725831 and XU290045 as buy-bust money.
On April 25, 2016 at about 10 o’clock in the morning, personnel of Baggao PS in coordination with PDEA R-02 with control Number 10000-042016-0065 conducted anti-illegal drug buy-bust operation in Zone 1, Annayatan, Baggao, Cagayan that resulted in the arrest of JOSE CIPRIANO Y UGADDAN, @ Joseng, 40 years old, married, vocational graduate, electronic technician and a resident of Awallan of the said municipality. Suspect was caught in the act of selling one (1) heat-sealed plastic sachet containing white crystalline substance suspected to be methamphetamine hydrochloride locally known as “shabu” in consideration of one (1) piece P500 peso bill.
On April 25, 2016 at about 7 o’clock in the evening, joint personnel of Ballesteros
Police Station and PDEA RO2 conducted anti-illegal drug buy-bust operation in Barangay Centro East, Ballesteros, Cagayan that resulted in the arrest of JONEL DELA CRUZ Y SUETOS, 32 year old, married, unemployed and a resident of said place. Suspect was caught in the act of selling two (2) pieces heat sealed transparent plastic sachets containing white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as “shabu”.
On April 25, 2016 at about 10:20 in the evening, joint personnel of PIB, Cagayan
PPO and Lallo PS in coordination with PDEA RO2 conducted anti-illegal drug buy-bust operation in Barangay Magapit, Lallo, Cagayan that resulted in the arrest of FLORENCIO CALUDUCAN Y MANGLIGOT, 51 years old, single, waiter, resident of Barangay Amado, Pudtol, Apayao and presently residing at said place. Suspect was caught in the act of selling one (1) piece heat-sealed small transparent plastic sachet containing white crystalline substance suspected to be Methamphetamine Hydrochloride locally known as “shabu”.
On April 25, 2016 at about 10 o’clock in the evening, personnel of Sta Teresita PS in coordination with PDEA RO2 conducted anti-illegal drug buy-bust operation in Barangay Masi, Sta Teresita, Cagayan resulted in the arrest VYRON BALDIVISO Y TORDA, 21 years old, college student and a resident of Barangay Simpatuyo, Sta Teresita, Cagayan. Suspect was caught in the act of selling one (1) heat-sealed transparent plastic sachet containing white crystalline substance believed to be methamphetamine hydrochloride commonly known as “shabu”.
On April 25, 2016 at about 6 o’clock in the morning, joint personnel of PIB, PIDMB and 2RPSB implemented SW number 22-16 issued by Hon. Judge Neljoe Cortes, of RTC Branch 6, Aparri, Cagayan dated April 22, 2016 for Violation of RA 9165 against Alejandro Tinaza y Paacada Sr. at his residence in Barangay Leron, Buguey Cagayan that resulted in the recovery of one (1) unit caliber 45. Armscor with SN 1351481, two (2) pieces magazines and fifteen (15) pieces ammunition for same caliber, one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance suspected to be methamphetamine hydrochloride known as “shabu”, two (2) pieces unsealed plastic sachets containing residue of suspected methamphetamine hydrochloride, two (2) pieces rolled aluminum foil, one (1) pack of empty plastic sachets and one (1) piece improvised water pipe.
On April 25, 2016 at about 6:30 in the morning, joint
personnel of PIB, Cagayan PPO and Gattaran PS implemented Search Warrant No. 23-16 issued by Hon. Judge Neljoe Cortes of RTC Branch 6, Aparri, Cagayan dated April 22, 2016 for Violation of RA 9165 against EUGENE CONTILLO Y BALAO @ “Dagul” at his residence in Zone 7, Brgy Centro Norte Gattaran, Cagayan that resulted in the recovery of marijuana with fruiting tops wrap with bond paper, one (1) piece used marijuana stick and one (1) heat-sealed transparent plastic sachet containing white crystalline substance believed to be “shabu”.
On April 25, 2016 at about 5:10 in the morning, joint
personnel of PIB and Sta. Ana PS implemented SW number 19-16 issued by Hon. Judge Conrado T Tabaco of RTC Branch 6 Aparri, Cagayan dated April 19, 2016 for Violation of RA 10591 against Jerry Manzano y Gonzalez at his residence in Brgy San Vicente, Sta Ana, Cagayan that resulted in the recovery of one (1) unit gauge 12 shotgun with SN 944192 marked as PGV-1, one (1) unit Colt automatic caliber 32 with SN 514780 marked as PGV-2, two (2) pieces magazine for caliber 32 loaded with six (6) live ammunition each marked as PGV-3 & 4, four (4) live ammunition for caliber 38 marked as PGV-5 to 8, & six (6) pieces live ammunition of gauge 12 marked as PGV-9 to 14.
On April 25, 2016 at about 9:41 in the morning, joint personnel of Aparri PS and PPSC implemented SW number 2016-001 issued by Hon. Judge Cliford LC Sobrevilla of MCTC Br 1, Aparri Cagayan for Violation of RA 9165 against Eduardo Urani y Pesca @ Jun at his residence in Brgy Maura, Aparri, Cagayan, that resulted in the recovery of one (1) small strip of aluminum foil with white crystalline substance known as shabu, one (1) small plastic tube, three (3) pieces small heat-sealed transparent plastic sachet containing white crystalline substance suspected to be methamphetamine hydrochloride known as “shabu” and assorted drug paraphernalia.
On April 25, 2016, at about 8:30 in the evening personnel of Tuguegarao City PS implemented SW number 01-2016 issued by Hon. Judge Lilyha Abella Aquino of RTC Br-4, Tuguegarao City for Violation of RA 9165 against Ace Antonio y Soriano at his residence at Apple St., Pengue Ruyu, Tuguegarao City that resulted in the arrest of the suspect and the recovery of one (1) unit caliber .22 inserted with one (1) magazine loaded with thirteen (13) ammunition for same caliber, one (1) magazine loaded with eight (8) ammunition for same caliber, one (1) unit Caliber .45 with one (1) magazine loaded with five (5) ammunition, four (4) ammunition for Cal 45, one (1) ammunition for GA12 shotgun, one (1) empty shell for caliber .45, one (1) dismantled caliber .38 described as DERRIGER FIE MIAMI FLA., five (5) pieces heat-sealed transparent plastic sachet containing white crystalline substance suspected to be “shabu”, eight (8 ) pieces empty plastic sachets containing residue, two (2) rolls aluminum foil, thirty two (32) pieces improvised tooters, seventeen (17) pieces disposable lighters, several empty transparent plastic sachet, and one (1) small scissor.
On April 25, 2016 at about 1 o’clock in the afternoon, joint personnel of PIB,
CPPO and Gonzaga PS Implemented Search Warrant No. 20-16 dated April 21, 2016 issued by Hon. Judge Neljoe A. Cortes, Presiding Judge, RTC Branch 06, Aparri, Cagayan for Violation of RA 10591 against Brgy Chairman Rodel Cuntapay y Saliganan at his residence in Barangay Sta Cruz, Gonzaga, Cagayan that yielded negative result.
On March 13, 2016 at about 5:15 in the morning, particularly at the boarding house owned by Jayson Castillo at Purok 4, Brgy Banggot, Bambang, Nueva Vizcaya, Search Warrants Nos 001-2016 and 002-2016 were simultaneously implemented at the rooms occupied by Erickson Collado and Frederick de Guzman. The search at the room of Erickson Collado yielded in the recovery and confiscation of the following items:
Eight (8) heat-sealed plastic transparent sachet containing white crystalline substance believed to be shabu;
Nine (9) disposable lighters;
One (1) light blue pouch;
One (1) dirty white paper bag;
Four (4) pieces butane gas;
One (1) piece laminated OR/CR;
Four (4) pieces plastic hose in different sizes;
One (1) Bag pack (color blue/gray);
One (1) empty aluminum butane gas;
One (1) black cellphone box;
One (1) black plastic box;
Nine (9) pieces plastic sachet;
One (1) bundled improvised water pipe;
Seven (7) pieces plastic hose in different sizes;
Three (3) pieces water pipe;
One (1) improvised aluminum bottle cap with handle;
One (1) black sling bag;
Three (3) pieces plastic hose in different sizes;
Two (2) vials;
Two (2) pieces surgical scissors/forceps;
One (1) plastic transparent plastic sachet containing dried leaves believed to be marijuana;
One (1) colored coin purse;
One (1) black ACER touchscreen cellphone;
One (1) black cellphone model C81; and,
One (1) blue cellphone without battery. Meanwhile, recovered from the room of Frederick de Guzman are the following items:
Three (3) plastic transparent sachet containing white crystalline substance believed to be shabu;
One (1) small black plastic box containing numerous transparent plastic sachets and small rolled aluminum foils with one (1) needle;
One (1) black sunglass case;
One fortune cigarette box;
One (1) bottle cap with improvised handle;
One (1) aficionado green pouch;
One (1) black/yellow Cherry Mobile cellphone;
One (1) piece One Hundred Peso (Php100.00) bill;
One (1) piece Twenty Peso (Php20.00) bill; and
One (1) black jacket.
The marking and inventory of the confiscated items were done at the scene and the presence of Brgy Kagawad Adriane Moscoso, Alberto Tolentino, and a media representative. The arrested suspects together with the confiscated items were brought at Bambang PS for documentation and proper disposition.
On June 23, 2016, at about 12:30 in the afternoon by joint personnel of Special Project Team, AIDG, Camp Crame, RID2, RIU2, PDEA2, PIB and Claveria PS both of Cagayan PPO conducted buy-bust operations at El Dia Beach Resort, Centro 2, Claveria, Cagayan that resulted in the arrest of four (4) suspects namely: Victor Marzan Tumaneng y Arubio, Brgy Chairman of Centro 4, Claveria, Cagayan (included in the PNP/PDEA Drug Watchlist); Eduardo Almazan y Cainguitan (target of COPLAN “BARCA”); Alfred Salvosa y Cainguitan; and Robert Cainguitan y Domingo, all of Brgy. Dibalio of the said municipality. Confiscated from their possession and control were Methamphetamine Hydrochloride otherwise known as “shabu” with a total weight of 29.883 kilogram as per Chemistry Report No. PDEA-DD02-16-029 with an estimated market value of One Hundred Fifty Million Pesos (Php150,000,000.00). The said items are under the custody of PRO2 Crime Laboratory Office, Camp Adduru, Tuguegarao City, Cagayan while the non–drug evidence seized including two vehicles are now under the custody of Ms. Cecille Ladia, Evidence Custodian of PDEA RO2. A case for Violation of Sec. 5 in relation to Section 26 para (b) Article II of RA 9165 was referred for inquest by PNP AIDG IFLD-SPT before the Office of the Provincial Prosecutor’s Office, Tuguegarao City, Cagayan docketed under NPS Docket No. 02-INQ-16F-00064. The suspects are under the custody of PDEA RO2, Camp Adduru, Tuguegarao City, Cagayan. At around 11:00 AM of August 4, 2016. The Joint Cross Border Regional Recovery Operation was conducted by personnel of AIDG, RID2., Cagayan PPO, RCLO2, PRO COR, CIIS BOC, PDEA RO2 and Ilocos Norte PPO, headed by PSUPT CRISLE T CAINONG, OIC RID2, that resulted in recovery of the essential chemicals for the manufacture of “shabu” discovered/abandoned in the boundary of Brgy. Ayaga, Ballesteros, Cagayan and Brgy. Malekkeg, Sta. Marcela, Apayao
Joint Cross Border Regional Recovery Operation was able to recover Fourteen (14) water jugs capable of storing six (6) gallons per jug, or eighty-four (84) gallons of possible Chloroform, Acetic Anhydrite, Ethyl and Ether chemicals based on the initial findings of RCLO2’s Chemist, Controlled Precursor and Essential Chemicals (CPECS) equivalent to 317,914 milliliters x 2 = 635,828 grams when converted from liquid form
into grams of shabu x 3,000 pesos street value per gram of shabu = 1,907,484,000.00(One Billion Nine Hundred Seven Million Four Hundred Eighty Four Thousand Pesos).
Recovered essential chemicals by the
members of AIDG to PNP Crime Laboratory, Camp Crame, Quezon City for turn-over/custody and for the conduct of GAS CROMATOGRAPHY MASS ESPECTROSCOPY (GCMS) TEST to determine the presence of EPHEDRINE and other essential chemical mixed in it.
Campaign against Loose Firearms (Violation of RA 8294)
This pertains to the simultaneous conduct of “ONE-TIME-BIG-TIME” anti-criminality operation on January 20, 2016 in the province of Cagayan wherein nine (9) Search Warrants were implemented and eleven (11) Warrants of Arrest were served that resulted in the arrest of sixteen (16) suspects and the confiscation of eleven (11) firearms of different calibers, fifty-one (51) sachet of suspected Methamphetamine Hydrocloride known as “shabu” and drug paraphernalia
The operation “One Time Big Time” was conceptualized after the launching of SIBAT program on December 16, 2015 wherein amassed application of Search Warrants against loose firearms and illegal drugs including the arrest of Most Wanted Persons was planned to be simultaneously implemented in single occasion. On January 19, 2016, a conference was held at the Cagayan PPO attended by PSSUPT REYNALDO OLAY, PD, Cagayan PPO; PSUPT MERWIN CUARTEROS, Chief, RID; PSUPT MARIO SINO CRUZ, DPDO, Cagayan PPO; PSUPT MIGUEL TAGAO, Chief, PIB, Cagayan PPO; PSUPT ALBERTO CALIMAG, Chief POB, Cagayan PPO; personnel from RPSB 2, CIDG, RSOG and different Chiefs of Police, primarily to discuss the whole concept of the operation.
One Time Big Time Operation In Nueva Vizcaya
On March 13, 2016 at about 3:35 in the morning, Search Warrant No 0003-2016 issued by Hon. Judge Cicero Jandoc of RTC Branch 29, Bayombong, Nueva Vizcaya was implemented at the house of Wilfredo Alfonso y Santos, 56 years old, married, self-employed and a resident of Purok 1, Brgy. Salvacion, Bayombong, Nueva Vizcaya. The search resulted in the seizure of thirteen pieces (13) heat-sealed plastic sachet containing white crystalline substance believed to be shabu, tooters, used foils and other
drug paraphernalia. The inventory, marking and photographing of the seized items were done in the presence of the suspects, media representative, and Brgy Officials of said place. The suspect together with the seized items was brought to Bayombong PS for further investigation and documentation. A case for Violation of RA 9165 against the suspect is being prepared for filing in court.
On March 13, 2016 at about 8:19 in the morning, at Purok 5, Brgy Bakir, Bagabag, Nueva Vizcaya, Edgar Meria y Agad aka “DUGAL”, Top 1 in the Target List Municipal Level, 45 years old, married, farmer and a resident of said place and Oliver Bahni y Dumalnog, Listed # 10 Watchlist in the province of Ifugao 42 years old, single, jobless and a resident of Poblacion East, Lamut, Ifugao were arrested while in the act of selling one piece (1) heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PNP poseur buyer. Subsequently after the buy-bust operation was completed, Search Warrant No 0002-2016 dated March 11, 2016, issued by Hon. Judge Cicero B Jandoc of RTC Branch 29, Bayombong, Nueva Vizcaya, was implemented at the resident of Edgar Maria that resulted in the confiscation of the following items:
Nineteen (19) pcs small heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu;
Twenty one (21) pcs transparent plastic sachet with suspected shabu residue;
Four (4) pcs crumpled aluminum foil with suspected shabu residue
Six (6) pcs improvised tooter;
Two (2) pcs lighters with improvised tooters;
One (1) piece needle; and
One (1) roll aluminum foil Inventory, marking and photographs of the seized items were conducted/taken at the place of incident duly witnessed by Brgy Captain Rejie M. Fernando and Celso Talaro, Brgy Peace and Order Council member. The suspects together with the confiscated items were brought to Bagabag PS for further investigation and proper disposition.
On March 13, 2016 at about 12:40 in the morning, in Brgy Bintawan Sur,
Villaverde, Nueva Vizcaya, John Peter Infante y Duarte, 34 years old, married, and a resident of said place was arrested while in the act of selling one (1) heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PNP poseur buyer. Confiscated from the direct possession of the suspect is a one (1) piece Php500.00 peso bill buy-bust money. Subsequently, after the buy-bust operation, Search Warrant No 0001-2016, issued by Hon, Judge Cicero Jandoc of RTC Branch 29, Bayombong, Nueva Vizcaya was implemented at the suspect’s residence in the presence of his mother-in-law, Brgy Councilor Jose Vinluan and Frely Andres and Bantay Bayan Jaime Alap that resulted in the discovery and seizure of the following items:
six (6) pieces heat-sealed transparent plastic sachets, each containing two (2) smaller heat-sealed transparent plastic sachets containing
one (1) piece Sandugo footwear box containing numerous transparent plastic sachets (used and unused);
aluminum foil strips and tooter;
one (1) transparent plastic sachet containing numerous aluminum foil strips, smaller transparent plastic sachets, a broken glass pipe, a pair of scissors and two (2) lighters; and
five (5) pieces used transparent plastic sachets and one (1) used aluminum foil.

Norte, Nueva Vizcaya, Search Warrant Number 003-2016 issued by Hon Judge Jose Godofredo M Naui of RTC Br 37, Bayombong, Nueva Vizcaya was implemented against Arnel Bayle y Barroga @ Ekong, 35 years old, single, jobless, Top 8 Provincial Level and his live-in partner, Edardenia Manigos y Margallo, 28 years old, single, jobless and both residents of said place that resulted in the arrest of the following persons:

The operation yielded in the confiscation of the following items:
Twenty-two (22) pieces heat-sealed plastic sachet containing white crystalline substance believed to be shabu;
Seven (7) pieces disposable lighter;
Several pieces of white transparent plastic sachet;
One (1) piece cutter;
One (1) roll aluminum foil;
Five (5) rolls aluminum foil (small);
Eleven (11) pieces pre-cut aluminum foil (one with shabu residue);
a. Campaign against Dangerous Drugs For the period, One thousand forty (1,040) operations were conducted which resulted in the arrest of One thousand three hundred nine (1,309) persons (346 User and 963 Pushers) and the confiscation of 6,418.17 grams of MJ leaves and 421 MJ plants and 212,631.97 grams of shabu. One thousand four hundred thirty-one (1,431) cases were filed in court.
b. Campaign against Illegal Logging
On the campaign against Illegal Logging in coordination with the DENR, forty- three (43) successful operations were conducted which resulted in the confiscation and recovery of 31,948.72 board feet of common hardwood and 1,223 board feet of narra. Sixty seven (67) persons were arrested in court while others were turned over to DENR.
Continuing operations were conducted which resulted in the recovery of Three (3) vehicles and one hundred fifteen (115) motorcycles, and the arrest of seventy-five (75) persons and thirty five (35) cases were filed in the court.

On campaign against Loose Firearms, two hundred sixty-eight (268) assorted FAs were confiscated, one hundred six (106) were surrendered, and ten (10) were recovered while two hundred fifty (250) persons were arrested.

ended at 4 o’clock in the afternoon.
On July 22, 2016 at 8 o’clock in the morning, PCR personnel of Nueva Vizcaya PPO led by PSUPT PETER M CAMBRI, C, PCRB, conducted Drug Education Symposium to the different schools in Nueva Vizcaya participated by more or less Three Thousand One Hundred Twenty Three (3,123) to Grades 7-10 students to include their teachers and School Staff. Said activity is part of their lined-up activities during the 21st PCR Month Celebration. Likewise, the PNP’s campaign against Illegal Drugs for public awareness was cascaded to the same participants.

It decreased by 1.58% compared to the 77.84% CCE of the same period of CY 2015. Santiago CPO recorded the highest CCE with 88.26%, while Cagayan PPO has the lowest with 58.42% CCE.
a. Neutralization of Wanted Persons
Of the 2,965 Warrant of Arrest received, 2,926 were served reflecting a 98.68% service of warrant of arrest that resulted in the apprehension of 1,716 wanted persons, who were charged of various offenses.

b. Women and Children Protection Desk
On cases of Women and Children Protection Desk (WCPD), there were 1,895 WCPD cases recorded in the region, broken down as follows: 781 cases involving children and 895 involving women as victims, 219 cases involving children as suspects. All cases were filed and referred to appropriate courts and offices.
On Pre-Charge Evaluation cases, there were 30 cases received during the period in review involving 3 PCOs, and 29 PNCOs who were charged administratively. Of the 30 cases, 12 cases were resolved, 17 cases are still under summary hearing, while only 1 is still under pre-charge investigation.
On Criminal Investigation Course (CIC) Since February 2016, a total of four (4) classes of Criminal Investigation Course
(CIC) were conducted by PRO2 attended by three hundred twenty (320) investigators in the region. The Program of Instructions of the CIC classes designed at 280 training hours. The said course was intended for those investigators without appropriate investigation trainings assigned at the investigation section region-wide. The conduct of the CIC course in PRO2 was in close coordination with the SIDD, DIDM.

One class of Investigation Officers Basic Course is being conducted in PRO2 for CY 2016. The Three-Hundred Sixty hours course in investigation offered a chance for the forty (40) would-be investigation officers. The participants who have undergone the qualifying examinations conducted by the SIDD-DIDM are with the rank of Police Inspector to Police Superintendent.
Specialized Course for WCPD Officers
A total of fifty-two (52) WCPD Officers were benefited in the conduct of one (1)
class of a Specialized Course for WCPD Officers. The 10-day (80 hours) duration of seminar enables the WCPD investigators to gain knowledge, skills, and expertise in the investigation of cases pertaining women and children.
C. IMPROVED COMMUNITY SAFETY AWARENESS THROUGH COMMUNITY-ORIENTED AND HUMAN RIGHTS-BASED POLICING
1. Human Rights Advocacy Programs
A total of two hundred eighty-nine (289) Human Rights lectures, pulong-pulong, dialogues and information dissemination were conducted among the PNP personnel, barangay officials and the people in the community, as part of the conduct of ISO Related Lectures.
2. Multi-Sectoral Cooperation on Human Rights Violations
This Branch to include different police stations maintained the coordination and linkages with other government agencies, NGOs, CSOs, LGUs and local communities and the media to enhance stronger cooperation and partnership between the PNP and various sectors of the society.
Capability Building on Human Rights - This office to includes different police stations conducted dialogues, pulong-pulong and information dissemination activities, participated in by PNP personnel. Likewise to the public to increase awareness on human rights based policing and further to raise consciousness of police personnel on the different laws concerning human rights and to give substance to their essential role under the said laws.
A total of thirty (30) Human Rights Desks were established by this Office to
include its line units and stations within AOR as part of the conduct of human rights matters.
Likewise, a total of one hundred thirteen (113) PICE, Human Rights seminars,
Lectures, and symposiums were conducted among the PNP personnel and students/academes.
3. Prevention and Control of Human Rights Violations
Inspections of custodial facilities are continuously conducted to prevent and control human rights violations not only on the side of PNP personnel but as well the detainees. A total of Forty- nine (49) custodial facilities with a total of one hundred eighty-two (182) inspections were conducted from January-November 2016.

In Quirino, Sectoral Groups are composed of 470 senior citizens, 25
businessmen, 25 market vendors association members, 100 DISADECO (Diffun Saranay Development Corporation) members, and 664 farmers with a total of 1,284 members.
In Nueva Vizcaya, BPATs from Sectoral Groups are composed of 56 youth and 5
from the teachers, 5 women, 5 senior citizen, 85 farmers, 16 businessmen, 9 from the religious sector, and 14 others with a total of 195 members.
On November 10-11, 2016 at 8 o’clock in the morning, PCR personnel of Nagtipunan Police Station, Quirino Police Provincial Office led by PSINSP HONOFRE F REOLALAS, DCOP under the supervision of PSINSP QUINTIN L BAQUIRAN, Officer In-Charge of Nagtipunan Station conducted 2-day BPAT Enhancement Skills Training/Seminar among BPAT Members of the Western Barangays (Giayan, Guingin, Mataddi & Keat) of Nagtipunan, Quirino. The activity aims to properly train BPAT members in various situations, their duties and responsibilities as force multipliers, and the enforcement of laws in their respective AORs.

On June 10, 2016 at 9 o’clock in the morning, PSINSP DENCIO B RAMILLOZA, DCOP of Bambang Police Station, Nueva Vizcaya Police Provincial Office conducted dialogue to the BPAT members of Barangay Abian and Abinganan, Nueva Vizcaya regarding R.A. 7438 (Rights of Persons Arrested, Detained or under Custodial Investigation).

Activity in observance of the 21st PCR Month Celebration held at the PRO2 Covered Court in coordination with Cagayan Valley Medical Center (CVMC) headed by Dona Theris M Taguinod, Head, Community Blood Services. The activity was participated by Forty (40) personnel of this PRO wherein a total of Forty (40) bags of blood were extracted from the qualified PNP donors.

2016 BEST PRACTICES 1. Police Outpost on the Street for Traffic Direction, Control and
Emergencies (POSTE)
The POSTE is an integrated approach of establishment of a Police Outpost. Police personnel assigned in traffic and patrol shall primarily man the outpost aided by the members of the Municipality/City Rescue of the Public Order and Safety Unit (POSU) and Barangay Tanods which has jurisdiction over the established POSTE. The Personnel assigned in the post shall also be the first responders during emergencies and incidents. They must be property trained in traffic direction and control, first responder procedures and first aid application. The post shall be equipped with first aid kits and other law enforcement paraphernalia/equipment. All MPS/CPS shall determine the location of the initial five (5) POSTE and present the same to the Local Council for LGU to support in the project.
2. PRO2 ROPD LOI 30/2011 [Operational Plan Verification of Identification and Sticker’s Authenticity (OPLAN VISA)]
OPLAN VISA (Verification of Identification and Sticker’s Authenticity) was formally
introduced and launched in the region last September 7, 2012. It was initiated to improve crime prevention in partnership with all stakeholders. Its launching was coincided with the yearly observance of the National Crime Prevention Week (NCPW).Wherein 8,194 motorcycles were registered and three weeks after, another 77,003 motorcycle owners registered their motorcycles. The number of registered motorcycles had immensely increased through the years. Manifesting strong public support to the program because they believed the program becomes instrumental in crime prevention and solution.
3. Publication of Valley Cops Magazine
Police Regional Office 2 in its way of reaching out the community where the
activities, plans, programs and accomplishments of the PNP are shared to the public, has published four (4) editions of the Valley Cops Magazine with a total of 26,800 copies. Its quarterly publication has been nourishing the cooperation and coordination between the PNP and the local government units, thereby enhancing police community relations.
4. Talakayan Sa Isyung Pulis (TSIP)
In keeping the public informed and abreast of the latest issues concerning our
police operations and accomplishments, PRO2 continues to soar high in bringing the public the timeliest information through our PNP Sponsored Radio Program dubbed as “Talakayan Sa Isyung Pulis” being aired over various media entities in the region. Records show that from January 2014 to present, a total of 1,310 radio guestings and 796 TV appearances to include special guestings and interviews from different media entities/practitioners in the region.
The Partnership AmOng LocAl Resource InstituteS (POLARIS) Program was conceptualized to provide an avenue for convergence for resource institutes for the operationalization of a highly sustainable, inclusive and participative approach in achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-supported PNP that is highly capable, effective, credible, and pro-active for a better and safer Cagayan.”
This Best Practice was pioneered by the 2nd Regional Public Safety Battalion,
PRO2 and after its adoption by PRO2, all Police Provincial Offices were directed to adopt and implement it by virtue of a resolution passed by the Regional Advisory Council last year.
To adopt and to fully implement this, Cagayan Police Provincial Office has
entered into a Memorandum of Understanding with the Cagayan State University that resulted in the successful accomplishment of various projects that greatly contributed to the Resource Management and Learning and Growth perspectives of the Strategy Roadmap.
